Armstrong, Mayo butt heads at council meeting

It was a contentious Monroe City Council meeting Tuesday night with Mayor Jamie Mayo and the city attorney accusing a council member of trying to micromanage the city and even negotiating contracts.
Micromanaging was brought up at the beginning of the two-hour meeting when the administration sought preliminary approval for issuing $25 million in sales tax revenue bonds for improving wastewater infrastructure throughout the city.
Councilman Dr. Ray Armstrong asked that the resolution be tabled so the City Council could get more information to study the new issuance.
City attorney Nanci Summersgill told the City Council the administration was seeking preliminary approval only and there was plenty of time to gather information about the proposed bond sale and how proceeds from the sale would be used. Armstrong said he had been asking for more than a month for more details on another bond issue and still did not have the information.
