Hicks, John Russell, Carey Walker and Susan Spence. There were none absent. President Hicks led the Pledge of Allegiance to the Flag. Board member Sims gave the Invocation. On motion by Carey Walker, seconded by Scott Robinson, the Board unanimously approved the Minutes of January 10, 2013 as written. Motion carried unanimously. The Board unanimously approved the Agenda as presented with Mr. Sims, moving for approval, seconded by John Russell. Superintendent Webber announced the appointment of Dr. Dana Jenkins to the position of Principal of Swayze (a 12-month position), effective January 28, 2013. Keisha Jones was also appointed by Dr. Webber to the position of Assistant Principal of Ouachita Parish High (an 11-month position), effective January 29, 2013. The Superintendent continued with an announcement that two Athletic Director positions left vacant by resignations have been filled. Jason Thompson filled the position of Athletic Director (a 12-month position), at Sterlington High, effective January 28, 2013 and Robert Arvie, is the new Athletic Director (a 12-month position), at Richwood High, effective February 4, 2013. Title I Supervisor Peggy Wheelis presented 19 policies issued by Forethought Consultants for the Board’s review before presenting them for approval at the next meeting (BCBB, BCBD, DFK, EBBH, FEA, GAMIA, GBA, GBDA, IEB, IFBGA, IHAD, JBCBB, JCD, JCDAF, JD, JDD, JDE, JGCD, and JGCE). Bill Norris used this time to express his concerns about how board policy changes originate – more specifically, whether changes are recommended as a result of a change in state law or from a directive or recommendation by BESE, the governor, or the state department of education. He requested that Board attorney Elmer Noah to review these policies to ensure the Board’s constitutional authority was not being usurped. Mr. Noah assured the Board that Mr. Prescott with Forethought Consultants, who manages the Board’s policy manual, incorporates new statutory requirements and Board actions into the recommended policy amendments he prepares, and acknowledged that he (Mr. Noah) reviews the policy recommendations prior to them being presented to the Board. Judge Norris expressed his concern over recent policy changes taking authority away from the Board and giving it to administration. He stated, “That if that’s statutory, it doesn’t make since to me and it is a shame.” He explained that he feels the present Superintendent would confer with the Board on most matters, but it may come a day when other superintendents would not. Judge Norris remarked, “That the Legislature doesn’t want you to take policy away from them.” “They (Legislature) want to make the laws and let the Governor enforce them and the courts interpret them.” He stressed that state officials are creating policy to govern school districts and we (the Board) are just figureheads. He asked the Board to take a closer look at the policy changes as they consider them for adoption, recognize when the state is setting Board policy when they (Jindal & White) do not have the right to do so, and act accordingly to protect the constitutional authority of the Board. Several Board members responded with questions about what to do and how to fight it. Special Projects/Safety Coordinator Kenneth Slusher reported that the multi-purpose building and field house renovations at OJHS are on schedule and should be completed no later than March 15. The enclosed walkway at Lenwil should be ready to bid by the end of February at the latest. The renovations at Jack Hayes and the training room at Sterlington High are ready to bid. On the recommendation of Director of Business Juanita Duke, Carey Walker moved, seconded by Susan Spence, that the Board reject the bids for woodchips/Borders and rebid as an error in the bid specs was found after the bids were opened [Bid No. 25-13]; further accepting the bid meeting specs from Rexel for lighting and ballast items for Lenwil and Swayze lighting project in the amount of $40,933 with a budget of $48,000 [Bid No. 32-13]; accept the low bid from Mackin under Bid Item No. 2 for library books in the amount of $705.26 and re-bid library books bid Item No. 1 because it was determined to be non-responsive [Bid No. 33-13]; accept the low bid from Matt’s Music for X-Box Systems in the amount of $54,955 to be funded through the Carol White Federal Program and the Hospital Service District No. 1 funds with a budget of $49,500 [Bid No. 38-13]; accept the low bid from Unisource (claiming the Louisiana Preference) in the amount of $24.84/case (budget was $25.58/case) [Bid No. 39-13]; and, accept the low bid of Air-Nu in the amount of $21,636.60 for air filters [Bid No. 41-13].
