Pursuant to the provisions of a resolution adopted by the Police Jury of the Parish of Ouachita, State of Louisiana (the “Governing Authority”), acting as the governing authority of the Parish of Ouachita, State of Louisiana (the “Parish”) on December 17, 2012, NOTICE IS HEREBY GIVEN that a special election will be held within the Parish on SATURDAY, APRIL 6, 2013, and that at the said election there will be submitted to all registered voters in the Parish qualified and entitled to vote at the said election under the Constitution and Laws of the State of Louisiana and the Constitution of the United States, the following proposition, to‑wit:

Shall the Parish of Ouachita, State of Louisiana (the “Parish”), continue to levy a special tax of seventy-five hundredths (0.75) mills on all the property subject to taxation in said Parish for a period of ten (10) years, beginning with the year 2014 and ending with the year 2023, for the purpose of operating, maintaining, sustaining and erecting Ouachita Parish Health Units, and including rabies and animal control? ALDERMEN REPORTS
Alderwoman Bonnie Dilmore suggested that the town personnel as a whole think about having a float in the Christmas parade for 2013. She stated it would be good publicity and a way to get the town out to the public.
Charlie McDonald wanted to bring the council members economic updates on what has been happening for the year of 2012. The Panther Stop which will be a new convenience store, which they had hoped to break ground in December, has now been pushed back to around June. The reason for delay is they are waiting word on a fast food franchise to partner with them at the location of Hwy 165 and 134. It is expected to be an upscale store that will add to our community as far as architectural design. Mr. McDonald and the Mayor have been working together with McDonald’s for a year and a half. They sent a man that graduated from Neville High School by the name of Bradley McCoy to do an impact study. Mr. McDonald met with him the week before Thanksgiving and he stated he would have the impact study filed with the McDonald Corporation the first week in January. From there it will go up the corporate ladder and the results may come as early as the spring. The reality of breaking ground should be around May or June.
Regarding hotel development, Mr. McDonald spoke with Mr. Patel. He owns about ten to eleven hotels primarily in the southern part of the state. He is very interested and would like a feasibility study done. With Angus, Entergy and CenturyLink adding new jobs we will come out well in the study to support a seventy to ninety bed hotel in Sterlington.
Mr. McDonald and the Mayor have met on many occasions with Frank Wilcox of the Monroe Housing Authority, showing him all the areas of Sterlington. They are very interested in an independent living development here consisting of a couple of hundred residents. He also stated the new hardware store should be breaking ground in 2013.
Freddie Nolan is starting a new development in Sterling Fields with forty-two New Orleans style cottage apartments. This next year he expects the town to issue a lot of new permits for new housing.
STUDENT CITIZENS OF THE MONTH
Alderwoman Lucy Holtzclaw introduced each student and read why each teacher nominated this particular student. She presented each with a certificate along with a plaque. The following students were chosen as Student Citizens of the Month.

Sterlington Middle School – Reba Tumilson
Sterlington High School – Noah Hutson
Chief Bonner gave his report to the alderman regarding the Dodge Charger. He stated that they received it back and it would be driven during the day shift by either Jerre Hurst or Todd Newton.
Bryan Racer explained the Lemon Law in regards to the Dodge Charger. Due to the high mileage and the price that was paid, there would be no way to receive any benefits back from the car.

ADOPT ORDINANCE 2012 BUDGET AMENDMENTS
M/S/C (Miranda Russ, Caesar Velasquez) to adopt Ordinance #2012-34 (BUD) the 2012 budget amendments for the General Fund and Roads and Drainage, and the Sterlington Consolidated Sewer System. The proposed budget amendments total revenue is $893,758 with total expenditures of $814,766.05. The fund balance at the beginning of 2012 was $277,498.95, ending with $356,490.90. The Roads & Drainage 2012 proposed budget amendments total revenue is $252,437.07 with total expenditures at $317,028.00. The fund balance at the beginning of 2012 was $234,738.05 ending with $170,147.12.
M/S/C (Miranda Russ, Caesar Velasquez) to adopt Ordinance #2012-35 (BUD) the 2012 Sterlington Consolidated Sewer 2012 budget amendments. The Sterlington Consolidated Sewer 2012 proposed budget amendments total revenue is $513,919.52 with total expenditures of $380,409.25.
ADOPT ORDINANCE 2013 BUDGETS
M/S/C (Miranda Russ, Lucy Holtzclaw) to adopt Ordinance #2012-36 (BUD) the General Fund proposed budget is $863,997 with expenditures of $734,463. The Fund Balance at the beginning 2013 will be $358,090.90 and end with $486,024.90. The Roads & Drainage dedicated funds for 2013 are $139,100 with expenditures of $165,025. The Fund balance at the beginning of 2013 is $170,147.12 and end with $144,022.12.
M/S/C (Miranda Russ, Lucy Holtzclaw) to adopt ordinance #2012-37 (BUD) for the Sterlington Consolidated Sewer System 2013 Budget with income of $377,500 and expenditures of $356,618.
TAYLOR STREET DRAINAGE
Reggie Owens Construction was the low bidder on the project at a little over $126,000. We received $100,000.00 for the hazardous mitigation grant to upgrade the Taylor Street drainage. Funds were set aside in Roads & Drainage to cover the project. Lazenby & Associates estimated the project would come in around $125,000 and in came in right at $126,000. Mayor Breland signed the paperwork and stated hopefully after the first of the year they will get started on the work.
NEW BUSINESS
AUDIT ENGAGEMENT LETTER
Mayor Breland stated the charges for the audits for the year ending December 31, 2012-2013 will be $20,500.00 for each year. He also explained that for 2013 Renee Stadius would be spending an additional day and a half which increased her fees to a little over $10,000.00.
M/S/C (Caesar Velasquez, Miranda Russ) to accept the audit engagement letter from Luffey, Huffman, Ragsdale & Soignier in the amount of $20,500.00 for fees and services to conduct the 2012 audit.
