The Invocation was given by Reverend John Russell. On motion by A. R. Sims, seconded by Susan Spence, the Board unanimously approved the October 11, 2012 Board Minutes as presented. On motion by Susan Spence, seconded by A. R. Sims, the Board unanimously approved the amended Agenda as presented. The Superintendent announced the appointment of Holly Wilkes to the position of Assistant Principal of Jack Hayes Elementary School, effective October 12, 2012. The position was opened for application through the interview process at the October 11, 2012 meeting. Dr. Webber also announced that after going through the interview process with Dr. Coker and Mr. Douglas to replace Mrs. Wilkes, he is appointing Ms. Jennifer Nugent as the new Reading-Math Coordinator (91/2 mo. Position) for Jack Hayes and Crosley Pre-k-/Kindergarten, effective November 12, 2012. On the request of Dr. Webber, Bill Norris moved, seconded by Susan Spence, that the Board grant permission to open the position of Pupil Appraisal Facilitator for application through the interview process. This position was left vacant due to the recent retirement of Sharon Roth. Motion carried unanimously. Title I Supervisor Dr. Peggy Wheelis presented a new policy for the Board’s review regarding Service Animals (File: IDDFA). Dr. Wheelis will ask for the Board’s consideration of this new proposed policy at the next meeting. Director of Business Juanita Duke presented the following recommendations from the Finance Committee for consideration: 1. Recommendation #19 – To discontinue the Regular Summer School program for middle school students effective with the Summer of 2013. (The district will continue to offer LEAP remediation in the elementary and middle schools and credit recovery in the high schools.) 2. Reinstate Recommendation #15 – To allow for the funding of the $75.00 teacher supply fund allocations for the 2012-13 school year. This allotment would be in addition to, and not in place of, any existing funds previously allotted to teachers from school funds, donations or other district funds. Teacher supply funds allotted from other sources must be used first before the $75 district funds are utilized. The business office will set the procedures for reimbursement to be made to teachers and schools by no later than February 1, 2013. 3. Recommendation – To bid lighting fixtures for a pilot program to replace lights at Swayze and Lenwil Elementary schools to determine savings in utility costs that can be used for major facility equipment repair and replacements. On motion by Bill Norris, seconded by Susan Spence, the Board approved the Finance Committee’s three recommendations as presented by Business Director Juanita Duke. Motion carried unanimously. After acknowledging that Coach Don Shows has coached at West Monroe High School since 1989 and led the school to 8 Class 5-A state championships, and sent numerous players to LSU on football scholarships, Board President Jerry Hicks passed the gavel to Vice President Susan Spence and moved to name the West Monroe High School football field after Don Shows, seconded by Bill Norris. Motion carried unanimously. On the recommendation of Special Projects/Safety Coordinator Kenneth Slusher, John Russell moved, seconded by Susan Spence, that the Board employ Amethyst Construction to construct a new drainage ditch at the Richwood school site from Charleston Road going south approximately 2000 linear feet and then tie the new ditch into the existing ditch for a total cost of $37,892.00 as quoted by Amethyst and is to be paid from East Side Bond funds. During construction of the school, the architect recommended that this drainage ditch project be omitted because it was draining properly at that time and would save money. At the present time, the Police Jury is in the process of building a road for the industrial development project near the school and asked if the Ouachita Parish School Board could honor their obligation and complete this drainage ditch. Since Amethyst Construction is building the road according to the Police Jury’s specifications, they are willing to do this project at a reduced price. The Police Jury is in the process of obtaining an easement from the property owner and will be responsible for maintaining the road and the ditch. Motion carried unanimously. Special Projects/Safety Coordinator Kenneth Slusher announced that the WMHS STEM building is complete. All equipment has been ordered and plans are to move in either during the Thanksgiving or Christmas holidays. The multi-purpose building at Lakeshore will be completed by the end of next month and Richwood Junior (weight room) and High (technology building & field house addition) Schools will be bid next Thursday. The 2 classrooms at Sterlington High School are out for bid and Jack Hayes architects have met with the new principal on their project. On the recommendation of Business Director Juanita Duke, Susan Spence moved, seconded by John Russell, that the Board accept the low responsive bids meeting specifications for band instruments [Bid No. 23-13] as follows: (1) Cascio Interstate, Washington Music, Steve Weiss Music, Candenza Violins and Music & Arts. Motion carried unanimously.
