NOTICE
The Ouachita Parish School Board met in regular session on Thursday, November 8, 2012 at six (6:00) o’clock p.m. at its regular meeting place, the Ouachita Parish School Board office.
The meeting was called to order by President Hicks as he welcomed the guests to the meeting.
Director of Business Juanita Duke called the roll and the following members were present: Bill Norris, A. R. Sims, Jerry R. Hicks, John Russell, and Susan Spence. Scott Robinson and Carey Walker were absent.
The Pledge of Allegiance to the American Flag was led by President Hicks.
The Invocation was given by Reverend John Russell.
On motion by A. R. Sims, seconded by Susan Spence, the Board unanimously approved the October 11, 2012 Board Minutes as presented.
On motion by Susan Spence, seconded by A. R. Sims, the Board unanimously approved the amended Agenda as presented.
The Superintendent announced the appointment of Holly Wilkes to the position of Assistant Principal of Jack Hayes Elementary School, effective October 12, 2012. The position was opened for application through the interview process at the October 11, 2012 meeting.
Dr. Webber also announced that after going through the interview process with Dr. Coker and Mr. Douglas to replace Mrs. Wilkes, he is appointing Ms. Jennifer Nugent as the new Reading-Math Coordinator (91/2 mo. Position) for Jack Hayes and Crosley Pre-k-/Kindergarten, effective November 12, 2012.
On the request of Dr. Webber, Bill Norris moved, seconded by Susan Spence, that the Board grant permission to open the position of Pupil Appraisal Facilitator for application through the interview process. This position was left vacant due to the recent retirement of Sharon Roth. Motion carried unanimously.
Title I Supervisor Dr. Peggy Wheelis presented a new policy for the Board’s review regarding Service Animals (File: IDDFA). Dr. Wheelis will ask for the Board’s consideration of this new proposed policy at the next meeting.
Director of Business Juanita Duke presented the following recommendations from the Finance Committee for consideration:
1. Recommendation #19 – To discontinue the Regular Summer School program for middle school students effective with the Summer of 2013.
(The district will continue to offer LEAP remediation in the elementary and middle schools and credit recovery in the high schools.)
2. Reinstate Recommendation #15 – To allow for the funding of the $75.00 teacher supply fund allocations for the 2012-13 school year. This allotment would be in addition to, and not in place of, any existing funds previously allotted to teachers from school funds, donations or other district funds. Teacher supply funds allotted from other sources must be used first before the $75 district funds are utilized. The business office will set the procedures for reimbursement to be made to teachers and schools by no later than February 1, 2013.
3. Recommendation – To bid lighting fixtures for a pilot program to replace lights at Swayze and Lenwil Elementary schools to determine savings in utility costs that can be used for major facility equipment repair and replacements.
On motion by Bill Norris, seconded by Susan Spence, the Board approved the Finance Committee’s three recommendations as presented by Business Director Juanita Duke. Motion carried unanimously.
After acknowledging that Coach Don Shows has coached at West Monroe High School since 1989 and led the school to 8 Class 5-A state championships, and sent numerous players to LSU on football scholarships, Board President Jerry Hicks passed the gavel to Vice President Susan Spence and moved to name the West Monroe High School football field after Don Shows, seconded by Bill Norris. Motion carried unanimously.
On the recommendation of Special Projects/Safety Coordinator Kenneth Slusher, John Russell moved, seconded by Susan Spence, that the Board employ Amethyst Construction to construct a new drainage ditch at the Richwood school site from Charleston Road going south approximately 2000 linear feet and then tie the new ditch into the existing ditch for a total cost of $37,892.00 as quoted by Amethyst and is to be paid from East Side Bond funds. During construction of the school, the architect recommended that this drainage ditch project be omitted because it was draining properly at that time and would save money. At the present time, the Police Jury is in the process of building a road for the industrial development project near the school and asked if the Ouachita Parish School Board could honor their obligation and complete this drainage ditch. Since Amethyst Construction is building the road according to the Police Jury’s specifications, they are willing to do this project at a reduced price. The Police Jury is in the process of obtaining an easement from the property owner and will be responsible for maintaining the road and the ditch. Motion carried unanimously.
Special Projects/Safety Coordinator Kenneth Slusher announced that the WMHS STEM building is complete. All equipment has been ordered and plans are to move in either during the Thanksgiving or Christmas holidays. The multi-purpose building at Lakeshore will be completed by the end of next month and Richwood Junior (weight room) and High (technology building & field house addition) Schools will be bid next Thursday. The 2 classrooms at Sterlington High School are out for bid and Jack Hayes architects have met with the new principal on their project.
On the recommendation of Business Director Juanita Duke, Susan Spence moved, seconded by John Russell, that the Board accept the low responsive bids meeting specifications for band instruments [Bid No. 23-13] as follows: (1) Cascio Interstate, Washington Music, Steve Weiss Music, Candenza Violins and Music & Arts. Motion carried unanimously.
On the recommendation of Business Director Juanita Duke, Susan Spence moved, seconded by John Russell, that the Board grant permission to bid (1) Surplus Sale of Equipment (used tires/old pallets/used truck/batteries) [Bid No. 29-13]; (2) Lighting & Ballast funded with M & O (Sales Tax) with a budget amount of $62,000 [Bid No. 32-13] (This is a recommendation by the Finance Committee to pilot a program to retrofit the lighting at Lenwil and Swayze elementary to determine what savings can be obtained from utilities by changing out the lights); (3) Library Books funded through M & O (Sales Tax) with a budget amount of $20,000 [Bid No. 33-13]; (4) Air Filters funded through the General Fund and budgeted for $25,000 [Bid No. 34-13]; (5) Oil & Grease funded through the General Fund with a budget amount of $25,000 [Bid No. 35-13]; (6) Fitness Equipment funded through the Carol White Federal Grant Program with a budgeted amount of $30,000 [Bid No. 36-13]; and (7) Chillers for (Crosley/Jack Hayes/Richwood) funded through the General Fund with a budget amount of $285,000 [Bid No. 37-13]. This is official documentation that the attached certification forms confirm that five Ouachita Parish School Board members have completed 4.0 hours of attendance for training and instruction, mandated By Act 705 and as required by Louisiana School Boards Association for School Board Members in-Service, was held and conducted by attorneys Elmer G. Noah, II and Jon Guice on November 8, 2012 at 1:00 p.m. in the Boardroom of the central office. This post and certification are being entered into the Minute Book today to confirm that 4.0 hours of mandated attendance requirements have been met for the following Board members: William “Bill” Norris, Carey Walker, John Russell, Jerry Hicks, and A. R. “Red” Sims. Also, please be advised that the following Board members have completed the one hour Louisiana Board of Ethics training course for 2012 Ethics Training for Elected Officials on November 15, 2012: Jerry Hicks, Carey Walker and John Russell (November 14, 2012).

BID SECURITY, BONDS, EVIDENCE OF ATHORITY
All bids must be accompanied by bid security equal to five percent (5%) of the Base Bid and all additive alternates and must be in the form of a certified check, cashier’s check or Bid Bond written by a company licensed to do business in Louisiana.
The successful Bidder shall be required to furnish a Performance and Payment Bond written by a company licensed to do business in Louisiana per La.R.S.38:2219 A(1)(a).

CONTRACTOR AS PURCHASING AGENT
CONTRACTOR shall act as purchasing agent of the CITY for all purchases of materials and equipment to be incorporated in the construction of the PROJECT. CITY will provide whatever documentation is necessary in order to establish this relationship. CONTRACTOR shall not act beyond the scope of the authority granted to it, and shall provide all documentation requested by CITY, including documentation on the materials purchased, the sales tax saved and confirmation that all saving from non-payment of sales tax accrue only to the CITY and not to CONTRACTOR. Title and possession of all materials and equipment acquired pursuant to this authority granted to CONTRACTOR shall pass directly from the vendor to the CITY, and CONTRACTOR’S rights and obligations shall be that of purchasing agent. All purchases for the PROJECT shall be in the name of CITY, and all payments to vendors shall be made by the CONTRACTOR as CONTRACTOR-AGENT of the CITY, using funds that are accounted to the CITY. (All materials and equipment that are being incorporated into the PROJECT are titled in the name of the CITY upon delivery to the construction site, and prior to their incorporation into the PROJECT.)

Mr. Caldwell questioned the autopsy services currently being used versus using other vendors. It was decided to defer the matter until further information could be provided by Coroner’s Office.
Mr. Rambin presented the 2012 Amended and 2013 Proposed budgets for the Ouachita Correctional Center. Discussion ensued. A new work release program for the female inmates is being started and should bring in revenue. There was a question regarding maintenance funds included in the millage and how they will be handled.
Mr. Caldwell moved and Mr. Smiley seconded a motion to table the budgets for the Correctional Center until the December 3, 2012 meeting. There was no opposition. Motion carried.
Mr. Cammack presented the 2012 Amended and 2013 Proposed budgets for the Jail 1996 Capital Outlay fund and the Jail 2007 Capital Outlay fund. Discussion ensued.

Dr. Jones who asked the Police Jury to look at the tax assessed for the Health Unit. The current tax expires in 2013.
