The School of Instruction for those Certified Commissioners who wish to serve as Commissioner-In-Charge in Ouachita Parish for the year 2013, will be held:
Friday, November 16, 2012, 12:00 Noon, at the Monroe Civic Center, in the new pavilion, in the Bayou Room.
All interested persons are invited to attend. In accordance with LA R.S. 18:424B, you must have the following qualifications to serve as a Commissioner-In-Charge:
1. He shall be a qualified voter in the parish in which he is to serve who is not entitled to assistance in voting.
2. He shall not be a candidate for election to public office nor be a member of the immediate family of a candidate for election to public office in the precinct in which he served.
3. He shall not have been convicted of an election offense.
4. He shall have successfully completed a general course of instruction for Commissioners-In-Charge and provided his correct party affiliation for the Clerk.

PROCEEDINGS OF THE POLICE JURY, PARISH OF OUACHITA, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON, MONDAY, OCTOBER 15, 2012 AT 5:42 P.M.
The Police Jury of the Parish of Ouachita, State of Louisiana met in a regular session in the Ouachita Parish Police Jury Meeting Room, Courthouse Building, Monroe, Louisiana on Monday, October 15, 2012 at 5:42 p.m., and was duly convened by Mr. Shane Smiley, President.
The invocation was given by Mr. Robinson. The Pledge of Allegiance to the flag was led by Mr. Robinson.

The president asked for public comment on the agenda as approved. No one came forth at this point in the meeting.
ADOPTION OF MINUTES:
A motion to adopt the minutes of the regular Police Jury meeting including the committee meetings held on October 1, 2012 with corrections to page 3 was offered by Ms. Moore seconded by Mr. Caldwell. Motion passed without opposition.
A motion to adopt the minutes of the Finance Committee meeting held on October 1, 2013 was offered by Mr. Caldwell, seconded by Mr. Robinson. Motion passed without opposition.
VISITORS:
The president recognized Dr. Enaka Yembe of 113 Marion Place, West Monroe. Dr. Yembe stated that she operated a walk-in clinic in West Monroe and asked the Jury to
consider a health insurance company for its employees that allows patients to go to both of the private hospitals in the parish. No action was taken on this matter.
The president recognized Lottie Tennant with the Richwood Health Center, 3480 Highway 165 S, Monroe. Ms. Tennant stated that she is looking for a better facility for the clinic and proposed buying the Section 8 building. No action was taken on this matter.
The president recognized Rodney Ray with R2 Productions. Mr. Robinson presented a proclamation to Mr. Ray. Mr. Ray spoke about upcoming projects for his film company.
The president recognized Bill Land with Land 3 Architect. Mr. Land gave an update on the Courthouse chiller system. Mr. Land presented several options for replacing the chiller system. Mr. Land recommended replacing the north chiller at this time and to wait on replacing the south chiller. Motion offered by Mr. Calhoun, seconded by Mr. Caldwell to replace the north chiller and to retain the firm of Land 3 Architect for the project and authorize them to advertise for bids for the project. Motion passed without opposition.
ENGINEERING REPORT:
The president recognized Kevin Crosby. Mr. Crosby spoke regarding Yellowood Drive. Mr. Crosby recommended waiting one year to see how the pavement performs before proceeding with the project.
Mr. Crosby spoke regarding the Raccoon Bayou, Town & Country drainage and Green Springs drainage projects. Mr. Crosby stated that he swapped information with DOTD and will have a conference call with them about proceeding with the projects.
Mr. Crosby spoke regarding Angela Drive and Magnolia Drive and stated that he had the notice to proceed and Change Order No. 1 ready to be signed.
Mr. Crosby spoke regarding the OCC Sewer project and stated that he notice to proceed has been sent to the contractor and that the equipment has been ordered.
Mr. Crosby updated the Jury on the Gustav/Ike Disaster Recovery projects. Mr. Crosby stated that the H-1 Canal project is ready to be advertised for bids and the Richwood project is currently out for bid. Mr. Crosby also stated that he is working on the rights-of-way for the T-1A Canal project and he has started to survey for the J-1D Canal project.
Mr. Crosby stated that he had the environmental permits for the Finks Hideaway Road project.

Motion offered by Dr. Reddix, seconded by Mr. Calhoun to recess the regular meeting in favor of the finance committee meeting. Motion passed without opposition.
FINANCE COMMITTEE MEETING
The chairman, Mr. Caldwell, called the Finance Committee meeting to order at 6:30 p.m. Mr. Caldwell recognized Mr. Cammack, Treasurer.
Mr. Cammack and Warden Johnson presented the OCC pharmacy bid results and stated that the lowest conforming bid was from Mason’s Pharmacy in the amount of $17,634.95. Motion offered by Mr. Calhoun, seconded by Mr. Smiley to accept the low conforming bid from Mason’s Pharmacy as recommended by the Treasurer. Motion passed without opposition.
Mr. Cammack and Warden Johnson presented the results of the OCC commissary and vending Requests for Proposals and stated that the Ouachita Parish Sheriff’s Office had reviewed the proposals and recommended that the Jury accept the proposal from Keefe Group with a 41.5% commission on commissary, 10% commission on vending and $100,000 signing bonus. Motion offered by Ms. Moore, seconded by Dr. Reddix to accept the proposal from Keefe Group as recommended by the Treasurer. Motion passed without opposition.
Mr. Cammack presented the Green Oaks food and food products bid results and stated that the lowest conforming bid was from Sysco Food Service in the amount of $23,336.17. Motion offered by Mr. Calhoun, seconded by Mr. Smiley to accept the low conforming bid from Sysco Food Service as recommended by the Treasurer. Motion passed without opposition.
Mr. Cammack presented the claim statement for the period of September 14, 2012 through October 11, 2012 and recommended approval. Motion offered by Dr. Reddix, seconded by Ms. Moore to approve the claims for the period stated as recommended by the Treasurer. Motion passed without opposition.
Mr. Cammack presented the financial reports. No action was taken on this matter.
Mr. Caldwell asked to defer the matter concerning funding for NELEA until the General Fund budget discussion.
Mr. Cammack spoke regarding the courtroom 3 audio/visual system and stated that the judge’s are requesting that the equipment to be placed in courtroom 4 instead of courtroom 3. Motion offered by Ms. Moore, seconded by Dr. Reddix to approve the request. Motion passed without opposition.
Mr. Cammack and Mr. Lamar Anderson presented the Green Oaks Juvenile Detention Home’s 2013 Proposed budget. Discussion ensued. Motion offered by Dr. Reddix, seconded by Mr. Calhoun to approve the 2013 Proposed budget. Motion passed without opposition.
Ms. Cupit and Mr. Richard Letlow presented the LSU Extension Service’s 2012 Amended and 2013 Proposed budget. Discussion ensued.
Mr. Robinson exited the meeting at this point.
Motion offered by Mr. Calhoun, seconded by Mr. Smiley to approve the LSU Extension Service’s 2012 Amended and 2013 Proposed budget. Motion passed without opposition.
Mr. Cammack and Ms. Doretha Bennett presented the 2013 Proposed budget for the WIA LEAP Program. Discussion ensued. Motion offered by Mr. Smiley, seconded by Dr. Reddix to approve the 2013 Proposed budget. Motion passed without opposition.
Mr. Cammack presented the DOJ-ARREST Grant 2012 Amended budget. Discussion ensued. Motion offered by Mr. Smiley, seconded by Ms. Moore to approve the 2012 Amended budget. Motion passed without opposition.
Mr. Cammack presented the DOJ-Safe Haven Grant 2012 Amended and 2013 Proposed budgets. Discussion ensued. Motion offered by Mr. Smiley, seconded by Mr. Calhoun to approve the 2013 Amended and 2013 Proposed budgets. Motion passed without opposition.
Mr. Cammack presented the DOJ-New ARREST Grant 2013 Proposed budget. Discussion ensued. Motion offered by Mr. Calhoun, seconded by Mr. Smiley to approve the 2013 Proposed budget. Motion passed without opposition.

There being no further business to come before this committee, a motion to adjourn the Finance Committee meeting and reconvene the regular meeting was offered by Mr. Smiley, seconded by Mr. Robinson. The finance committee meeting was adjourned at 6:58 p.m.

MR. SCOTTY ROBINSON, DISTRICT A:
Mr. Robinson asked for an update on health insurance. Mr. Cammack stated that he received the quotes for the health insurance but that he did not have all of the information together to make a recommendation. Mr. Caldwell asked for a finance committee meeting to be scheduled on October 22 to discuss this item. No action was taken on this matter.
Mr. Robinson offered the following ordinance for introduction.
ORDINANCE NO. 9003
(INTRODUCTION ONLY)
AN ORDINANCE CONFIRMING THE REVOCATION OF A PORTION OF THE RIGHT-OF-WAY DEDICATED FOR “BAYLES STREET” WEST OF VANCIL ROAD; AND FURTHER PROVIDING WITH RESPECT THERETO.
WHEREAS, the plat of “Haynes Suburban Homesites” recorded at Plat Book 4, Page 11 of the Records of Ouachita Parish, Louisiana dedicated certain rights-of way for public roads in Sections 25 and 36, T18N, R2E of Ouachita Parish;
WHEREAS, said dedicated rights-of-way included a 60’ right-of-way running east and west and identified on the above-described plat as “Bayles Street;”
WHEREAS, no public road or other roadway presently exists in the “Bayles Street” right-of-way west of the intersection of said right-of-way with the west right-of-way line of Vancil Road; and,
WHEREAS, deeds on file in the conveyance records of Ouachita Parish dating back to at least 1977 refer to the Ouachita Parish Police Jury having revoked said portion of the right-of-way of Bayles Street, but a copy of the Ordinance effecting said revocation has not been located;
WHEREAS, confirmation of the revocation of said portion of the right-of-way of Bayles Street will assist in clarifying the title to certain properties; and,
WHEREAS, irrespective of any prior revocation, there exists at this time no reason for the continued dedication of the portion of the Bayles Street right-of-way identified above;
NOW, THEREFORE:
BE IT ORDAINED by the Ouachita Parish Police Jury in legal and Regular Session that the portion of “Bayles Street” lying west of the west right-of-way line of the present Vancil Road, said “Bayles Street” having been dedicated by the plat of “Haynes Suburban Homesites” recorded at Plat Book 4, Page 11 of the Records of Ouachita Parish, Louisiana, be, and hereby is, revoked.
BE IT FURTHER ORDAINED that to the extent said right-of-way has been previously revoked by the Ouachita Parish Police Jury it is intended that this Ordinance be interpreted as simply confirming said prior revocation.

MR. MACK CALHOUN, DISTRICT B:
Mr. Calhoun asked for an update on the Vernon Street Canal. Mr. Crosby stated that the legal description is finished and he has forwarded it to Mr. Mitchell and Mr. Murray. No action was taken on this matter.
Mr. Calhoun asked for an update on the T-1A Canal. Mr. Crosby stated that he is working on the plans and finishing up the right-of-way maps. No action was taken on this matter.
Mr. Calhoun spoke regarding the Cadeville Water System generator and stated that the generator has been installed and they are waiting to complete a site visit. No action was taken on this matter.
Mr. Calhoun, seconded by Mr. Robinson offered the following resolution for adoption:
RESOLUTION NO. 12-42
A RESOLUTION PROVIDING FOR ANNUAL CERTIFICATION OF COMPLIANCE WITH THE STATE OF LOUISIANA REGARDING THE OFF-SYSTEM BRIDGE REPLACEMENT PROGRAM.
WHEREAS, the Code of Federal Regulations as enacted by the United States Congress mandates that all structures defined as bridges located on all public roads shall be inspected, rated for safe load capacity and posted in accordance with the National Bridge Inspection Standards, and that an inventory of these bridges be maintained by each State; and,
WHEREAS, the responsibility to inspect, rate and load post those bridges under the authority of the Ouachita Parish Police Jury in accordance with those Standards is delegated by the Louisiana Department of Transportation and Development to the Ouachita Parish Police Jury;
NOW, THEREFORE:
BE IT RESOLVED by the Ouachita Parish Police Jury in legal and regular session that the Ouachita Parish Police Jury (herein referred to as the Parish) does hereby certify to the Louisiana Department of Transportation and Development (herein referred to as the DOTD) that for the period from January 1, 2012 through December 31, 2012:
1. The Parish has performed all interim inspections on all Parish owned or maintained bridges in accordance with the National Bridge Inspection Standards.
2. All bridges owned or maintained by the Parish have been structurally analyzed and rated by the Parish as to the safe load capacity in accordance with AASHTO Manual for Maintenance Inspection of Bridges. The load posting information that has been determined by the LADOTD for all bridges where the maximum legal load under Louisiana State Law exceeds the load permitted under the operating rating as determined above has been critically reviewed by the Parish. Load posting information has been updated by the parish to reflect all structural changes, and obsolete structural ratings or any missing structural ratings.
3. All Parish owned or maintained bridges, which require load posting or closing, are load posted or closed in accordance with the table in the DOTD Engineering Directives and Standards Manual Directive No. 1.1.1.8. All DOTD supplied load-posting information concerning a bridge has been critically reviewed by the Parish Engineer prior to load posting.
4. All bridges owned or maintained by the Parish are shown on the attached list in the format specified by the DOTD. Corrections to data supplied to the Parish by the Parish by the LADOTD are noted.
These stipulations are prerequisites to participation by the Parish in the Off-System Bridge Replacement Program.
The above resolution was adopted this 15th day of October 2012. No opposition

MR. WALT CALDWELL, DISTRICT C:
Mr. Caldwell asked for an update on Hannah’s Run. Mr. Crosby stated that he has done a site visit and that the structure is not functional and needs to be rebuilt. Mr. Caldwell asked Mr. Crosby to contact the Corps of Engineers regarding the project. No action was taken on this matter.
Mr. Caldwell asked for an update on the use of video conferencing at OCC by the 4th District Bar. Mr. Cammack stated that Warden Johnson has met with several vendors. Warden Johnson gave an update on the meetings with the vendors. Discussion ensued. No action was taken on this matter.
Motion offered by Mr. Caldwell, seconded by Mr. Robinson to authorize Lazenby & Associates to advertise for bids for the Town of Sterlington Highland Subdivision Disaster Recovery project. Motion passed without opposition.
Mr. Caldwell asked for an update on the legal description for Lonewa drainage. Mr. Murray stated that he looked at the cost of the project and that it was an appropriate expenditure. Motion offered by Mr. Caldwell, seconded by Mr. Calhoun to approve $6,500 from the General Fund for Lazenby & Associates to draw up a boundary survey and right-of-way map. Motion passed without opposition.

DR. OLLIBETH REDDIX, DISTRICT D:
Dr. Reddix spoke regarding the J. S. Clark Cemetery and stated that new signs were needed for the cemetery. Motion offered by Dr. Reddix, seconded by Mr. Caldwell to use $2,000 from the J. S. Clark Capital Outlay fund to replace the signs at the cemetery. Motion passed without opposition.
MR. SHANE SMILEY, DISTRICT E:
Mr. Smiley asked Mr. Mitchell to speak on the designation of contact person for water conservation matter. Mr. Mitchell stated that state office of conservation is asking the parish to designate a contact person for groundwater resource issues and recommended designating Jeremy Clack.
Mr. Caldwell exited the meeting at this point.
Motion offered by Mr. Smiley, seconded by Mr. Robinson to appoint Jeremy Clack as the contact person for water conservation matters for Ouachita Parish. Motion passed without opposition.

The president recognized Ms. Moore, District F.
MS. PAT MOORE, DISTRICT F:
Ms. Moore asked Mr. Mitchell for an update on the comprehensive drainage plan. Mr. Mitchell stated that he has corresponded with Mr. Holtzclaw and that he will try to contact again later in the week to obtain the documents from him.
Ms. Moore spoke regarding the New Partners for Smart Growth Summit which will be held February 7-9, 2013 in Kansas City, MO. Ms. Moore stated that the cost would be approximately $1,000 per person. Motion offered by Ms. Moore, seconded by Mr. Robinson to approve up to three jurors to attend the summit. Motion passed with Mr. Caldwell and Mr. Calhoun abstaining.
Ms. Moore presented information regarding the 2012 Smart Growth Summit in Baton Rouge on November 26-28, 2012. No action was taken on this matter.
ADMINISTRATIVE REPORTS:

Motion passed without opposition.
