The president recognized Rodney Ray with R2 Productions. Mr. Robinson presented a proclamation to Mr. Ray. Mr. Ray spoke about upcoming projects for his film company. The president recognized Bill Land with Land 3 Architect. Mr. Land gave an update on the Courthouse chiller system. Mr. Land presented several options for replacing the chiller system. Mr. Land recommended replacing the north chiller at this time and to wait on replacing the south chiller. Motion offered by Mr. Calhoun, seconded by Mr. Caldwell to replace the north chiller and to retain the firm of Land 3 Architect for the project and authorize them to advertise for bids for the project. Motion passed without opposition. ENGINEERING REPORT: The president recognized Kevin Crosby. Mr. Crosby spoke regarding Yellowood Drive. Mr. Crosby recommended waiting one year to see how the pavement performs before proceeding with the project. Mr. Crosby spoke regarding the Raccoon Bayou, Town & Country drainage and Green Springs drainage projects. Mr. Crosby stated that he swapped information with DOTD and will have a conference call with them about proceeding with the projects. Mr. Crosby spoke regarding Angela Drive and Magnolia Drive and stated that he had the notice to proceed and Change Order No. 1 ready to be signed. Mr. Crosby spoke regarding the OCC Sewer project and stated that he notice to proceed has been sent to the contractor and that the equipment has been ordered. Mr. Crosby updated the Jury on the Gustav/Ike Disaster Recovery projects. Mr. Crosby stated that the H-1 Canal project is ready to be advertised for bids and the Richwood project is currently out for bid. Mr. Crosby also stated that he is working on the rights-of-way for the T-1A Canal project and he has started to survey for the J-1D Canal project. ORDINANCE NO. 9003 (INTRODUCTION ONLY) AN ORDINANCE CONFIRMING THE REVOCATION OF A PORTION OF THE RIGHT-OF-WAY DEDICATED FOR “BAYLES STREET” WEST OF VANCIL ROAD; AND FURTHER PROVIDING WITH RESPECT THERETO. WHEREAS, the plat of “Haynes Suburban Homesites” recorded at Plat Book 4, Page 11 of the Records of Ouachita Parish, Louisiana dedicated certain rights-of way for public roads in Sections 25 and 36, T18N, R2E of Ouachita Parish; WHEREAS, said dedicated rights-of-way included a 60’ right-of-way running east and west and identified on the above-described plat as “Bayles Street;” WHEREAS, no public road or other roadway presently exists in the “Bayles Street” right-of-way west of the intersection of said right-of-way with the west right-of-way line of Vancil Road; and, WHEREAS, deeds on file in the conveyance records of Ouachita Parish dating back to at least 1977 refer to the Ouachita Parish Police Jury having revoked said portion of the right-of-way of Bayles Street, but a copy of the Ordinance effecting said revocation has not been located; WHEREAS, confirmation of the revocation of said portion of the right-of-way of Bayles Street will assist in clarifying the title to certain properties; and, WHEREAS, irrespective of any prior revocation, there exists at this time no reason for the continued dedication of the portion of the Bayles Street right-of-way identified above; NOW, THEREFORE: BE IT ORDAINED by the Ouachita Parish Police Jury in legal and Regular Session that the portion of “Bayles Street” lying west of the west right-of-way line of the present Vancil Road, said “Bayles Street” having been dedicated by the plat of “Haynes Suburban Homesites” recorded at Plat Book 4, Page 11 of the Records of Ouachita Parish, Louisiana, be, and hereby is, revoked. Mr. Calhoun, seconded by Mr. Robinson offered the following resolution for adoption: RESOLUTION NO. 12-42 A RESOLUTION PROVIDING FOR ANNUAL CERTIFICATION OF COMPLIANCE WITH THE STATE OF LOUISIANA REGARDING THE OFF-SYSTEM BRIDGE REPLACEMENT PROGRAM. WHEREAS, the Code of Federal Regulations as enacted by the United States Congress mandates that all structures defined as bridges located on all public roads shall be inspected, rated for safe load capacity and posted in accordance with the National Bridge Inspection Standards, and that an inventory of these bridges be maintained by each State; and, WHEREAS, the responsibility to inspect, rate and load post those bridges under the authority of the Ouachita Parish Police Jury in accordance with those Standards is delegated by the Louisiana Department of Transportation and Development to the Ouachita Parish Police Jury; NOW, THEREFORE: BE IT RESOLVED by the Ouachita Parish Police Jury in legal and regular session that the Ouachita Parish Police Jury (herein referred to as the Parish) does hereby certify to the Louisiana Department of Transportation and Development (herein referred to as the DOTD) that for the period from January 1, 2012 through December 31, 2012: 1. The Parish has performed all interim inspections on all Parish owned or maintained bridges in accordance with the National Bridge Inspection Standards. 2. All bridges owned or maintained by the Parish have been structurally analyzed and rated by the Parish as to the safe load capacity in accordance with AASHTO Manual for Maintenance Inspection of Bridges. The load posting information that has been determined by the LADOTD for all bridges where the maximum legal load under Louisiana State Law exceeds the load permitted under the operating rating as determined above has been critically reviewed by the Parish. Load posting information has been updated by the parish to reflect all structural changes, and obsolete structural ratings or any missing structural ratings. 3. All Parish owned or maintained bridges, which require load posting or closing, are load posted or closed in accordance with the table in the DOTD Engineering Directives and Standards Manual Directive No. 1.1.1.8. All DOTD supplied load-posting information concerning a bridge has been critically reviewed by the Parish Engineer prior to load posting. 4. All bridges owned or maintained by the Parish are shown on the attached list in the format specified by the DOTD. Corrections to data supplied to the Parish by the Parish by the LADOTD are noted.
