A regular meeting of the Board of Commissioners, Hospital Service District No. 1 of the Parish of Ouachita, State of Louisiana was called to order at 11: 36 A.M. at the Wellness Center, 3215 Cypress Street, West Monroe, Louisiana, by Steve Hall, Chairman of the Board of Commissioners. After review of the minutes of the District’s August 21, 2012 Board meeting, a motion was made by Mr. Mulhearn and seconded by Mr. Gilley to adopt the minutes as presented and the motion was unanimously approved.
EXECUTIVE SESSION FOR PURPOSES OF STRATEGIC PLANNING, INCLUDING WITH RESPECT TO THE FUTURE OF THE WELLNESS CENTER AND RELATIONS WITH GRMC, GLENWOOD RESOLUTION AUTHORITY, INC., AND THE LIVING WELL FOUNDATION
A motion was made by Mr. Mulhearn, seconded by Mr. Spencer, and unanimously approved for the Board of Commissioners to go into executive session for the purposes of strategic planning, including reviewing the Wellness Center monthly financial statements.
Mrs. Culp, Executive Director of the Wellness Center, presented the Wellness Center monthly financial statements and her management report.
Mr. Gilley motioned, Mr. Spencer seconded, and the Commissioners present approved the motion to go back into public session.
ANNUAL REVIEW OF WELLNESS CENTER EMPLOYEE HANDBOOK
After review and discussion regarding possible revisions to the Wellness Center’s Employee Handbook, a decision was made to revisit this agenda item at October’s District meeting.
REVIEW OF CURRENT FINANCIALS OF DISTRICT (OTHER THAN THE WELLNESS CENTER)
Mr. Hall presented the monthly financials of the District (other than the Wellness Center) ending August 31, 2012.
RECOMMENDATION TO OUACHITA PARISH POLICE JURY OF COMMISSIONER TO BE APPOINTED TO REPLACE VIOLET LINER
Mr. Spencer moved to consider the following resolution:
WHEREAS, Violet Liner recently resigned as a Commissioner of the District, effective May 15, 2012;
WHEREAS, Section 3 of the Coordination Agreement entered into among the District, Glenwood Regional Medical Center (now Glenwood Resolution Authority, Inc.), the Ward Five Healthcare Foundation, and the Ouachita Parish Police Jury, executed on November 17 and 18, 2006 and effective as of January 31, 2007, provides that the Police Jury shall appoint as
Commissioners of the District only persons who have been recommended for appointment by a resolution of the District;
RESOLVED, that the District recommends Jeri Sanders Watson for appointment by the Ouachita Parish Police Jury as a Commissioner of the District.
Mr. Gilley seconded the motion. The Board proceeded to a vote, and the motion passed with the unanimous approval of the Commissioners present.
UPDATE REGARDING PUBLICATION OF THE DISTRICT'S AUDITED FINANCIAL STATEMENTS
The following resolution was offered by Mr. Spencer, seconded by Mr. Gilley, and unanimously approved by the Board of Commissioners:
WHEREAS, the District has approved its Audited Financial Statements for 2011 and such statements have been transmitted to the Legislative Auditor;
WHEREAS, the Legislative Auditor has published the District's audited financial statements on the Legislative Auditor's website;
RESOLVED, that the Chairman shall cause a notice to be published in the Ouachita Citizen, as the official journal of the District, that the financial statements of the District as of December 31, 2011 and for the annual period then ended, as required by and furnished to the Legislative Auditor, are available for free on the Legislative Auditor's website at http://app1.lla.state.la.us/PublicReports.nsf, under the "By Parish" link, then the "Ouachita" link, and then the "Ouachita Parish Hospital Service District No. 1" link.
ANNUAL REVIEW OF LONG-TERM STRATEGIC PLANS OF THE HOSPITAL SERVICE DISTRICT
Mr. Hall made note of the District’s ongoing endeavors with the Ouachita Parish School Board, the expansion of the Wellness Center, and the continuing efforts of Glenwood Resolution Authority to close out the old business of Glenwood Regional Medical Center prior to the sale to IASIS. The Commissioners will continue to consider future undertakings for further discussion.
REVIEW AND APPROVAL OF FOURTH ANCILLARY AGREEMENT BETWEEN THE FOUNDATION AND OUACHITA PARISH POLICE JURY AS TO COORDINATION AGREEMENT
Wendy Cranford, the Program Director for the Ouachita Parish School Board School-Based Health Center, was in attendance to discuss their status and future plans.
After due discussion regarding the Fourth Ancillary Agreement between the Living Well Foundation and Ouachita Parish Police Jury as to the Coordination Agreement, Mr. Spencer proposed, Mr. Gilley seconded, and the Board of Commissioners unanimously adopted the following resolution
WHEREAS, Section 2.B(7)(j) of the Cooperative Endeavor Agreement dated January 31, 2007, by and between the District and the Foundation provides that the Foundation shall not enter into any contract or transaction involving the Police Jury without, among other things, the approval of the Board of Commissioners of the District;
WHEREAS, the District, Glenwood Resolution Authority, Inc., the Living Well Foundation, and the Police Jury of the Parish of Ouachita entered into a Coordination Agreement signed November 17 and 18, 2006 and effective as of January 31, 2007, and amended same effective August 1, 2008, and the Foundation and the Police Jury have entered into three previous agreements ancillary to the Coordination Agreement;
RESOLVED, that the Fourth Ancillary Agreement Between The Living Well Foundation and The Ouachita Parish Police Jury As To the Coordination Agreement, in the form presented to this meeting, which provides for the funding of an alternative health care program (of multiple parts) that is mutually agreeable to the Foundation and the Police Jury and which, upon the meeting of certain conditions, will constitute the fulfillment of the obligations of both the Foundation and the Police Jury under Section 10 of the Coordination Agreement, is approved, and the Chairman of the District is authorized to attest on the Fourth Ancillary Agreement itself that is has been so approved.
REVIEW OF LIVING WELL FOUNDATION’S BOARD OF DIRECTORS MINUTES OF SEPTEMBER 11, 2012
A draft of the Foundation’s Board of Directors minutes for September 11, 2012 was unavailable but a briefing provided by Doug Caldwell, the Foundation’s attorney, was provided for review.

NOTICE
The Ouachita Parish School Board met in regular session on Thursday, September 27, 2012 at six (6:00) o’clock p.m. at its regular meeting place, the Ouachita Parish School Board office.
President Hicks called the meeting to order and welcomed the guests to the meeting.
The Pledge of Allegiance to the American Flag was led by Carey Walker.
The Invocation was given by Bill Norris.
Carey Walker moved, seconded by A. R. Sims, to approve the Minutes of September 23, 2012 as presented. However, before the vote was taken on Mr. Walker’s motion, Bill Norris pointed out two errors in the September 23, 2012 Minutes. The first being the word “descending” found in the last sentence of the first paragraph on page 2. The word was used to describe the vote cast by Mr. Sims during the adoption of the Compass Roadmap and Scoring Guide. As it was determined to be an incorrect meaning, Mr. Norris suggested that it be changed to a “dissenting” or “no” vote so as to properly define the meaning of Sims’ opposition to the action. The second recommendation for correction is found on page 3, paragraph 1 of the Minutes and includes changing the word “forms” to “programs” when referencing Mr. Sims’ comments concerning the new state requirement programs teachers must perform during the evaluation process and the amount of paperwork and forms they have to fill out. After correcting the Minutes of September 23, 2012 to reflect the suggestions of Mr. Norris, Carey Walker and Mr. Sims amended their motion to approve the Minutes of September 23, 2012 as corrected. Motion carried unanimously.
On motion by Bill Norris, seconded by Susan Spence, the Board approved the Agenda as presented. Motion carried unanimously.
No Personnel Report was offered by the Superintendent.
Title I Supervisor Dr. Peggy Wheelis introduced 18 policies to the Board for their review and consideration before the next Board meeting. However, due to the urgency in meeting the state’s timeline, Dr. Wheelis asked for the Board’s approval of the Reduction In Force (RIF) Policy, GBNA, without delay. Whereby, Susan Spence moved, seconded by Scott Robinson, that the Board approve the (RIF) Policy as presented. However, before the Board cast their vote for approval, Angela Miller, UniServ Director with the Louisiana Association of Educators, was recognized and allowed to speak to the Board concerning information she had submitted to Dr. Wheelis and Dr. Coker last month concerning recommendations from LAE regarding some policy language contained in the (RIF) policy. After some discussion on LAE’s recommendations, Ms. Miller invited the Board to review their revisions and look at what is best for employees, because she felt a more definitive policy would be in everyone’s best interest. Especially, after the new evaluation system is put in place for evaluating teachers using the Value Added method and Classroom Observations process as required by state law. Discussion went back and forth on the Board’s responsibility to implement a (RIF) Policy that meets the approval of the state, but no one could agree on exactly what the state wants. After careful deliberation, a substitute motion was offered by Bill Norris, seconded by Susan Spence, that the Board table consideration of the (RIF) GBNA Policy until Personnel Director Dr. Don Coker and Board attorney Elmer Noah can review and compare it to the recommendations developed by the Louisiana Association of Educators (LAE) as their assessment of the plan pertains to the (RIF) policy evaluation system. The Board will reconsider LAE’s proposed recommendations after the material is reviewed by Dr. Coker and Mr. Noah and meets with their approval. Motion carried unanimously.
Town of Sterlington Mayor, Vern Breland, approached the Board with a request to annex Sterlington High School into the city limits of Sterlington and promising not to ever take action in an attempt to turn the high school into a charter school as long as he is mayor. Judge Bill Norris asked Business Director Juanita Duke if the annexation of the high school by the Town of Sterlington would cause any loss in revenues to the School Board. Ms. Duke responded that no loss in local tax revenues would occur under the current school organization structure that exists in Sterlington. Once Mayor Breland provided the answers to questions from the Board, a motion followed by Susan Spence, seconded by Carey Walker, that the Board grant approval to allow the annexation of Sterlington High School into the Town of Sterlington, effective immediately. Motion carried unanimously.
Business Director Juanita Duke presented the Budget Finance Committee’s Recommendation #18 for consideration. Mrs. Duke explained that Personnel Director/Assistant Superintendent Dr. Don Coker has brought a situation to the attention of the Finance Committee that has created some difficulty in finding substitutes needed to fill critical support positions throughout the parish. It is mainly occurring in schools located in outlying areas of the parish, such as the West Ouachita area or to the north in Sterlington. These locations and travel distances make it difficult to find people to substitute on an occasional basis. Therefore, Mrs. Duke presented a recommendation from the Finance Committee that amends Recommendation #18 to provide for accepting applications for substitutes to fill critical support positions in outlying areas of the parish. Whereby, Susan Spence moved, seconded by Bill Norris, that the Board adopt the Finance Committee’s Recommendation #18 as follows:
Recommendation #18: To suspend new applications for all personnel, except for certified teachers, bus drivers, and support positions determined to be of critical need in outlying geographical areas when request is made in writing by the school principal through the end of the 2012-13 fiscal year, and to further allow certified teacher applicants to be used to fill paraprofessional vacancies.
Motion carried unanimously.
Special Projects/Safety Coordinator Kenneth Slusher was happy to report that the STEM building at WMHS will be completed by the middle of October and the equipment for the building has been ordered or is in the process of being ordered. Principal Shere May is talking about moving in during the Christmas holidays and starting the second semester in the building. A new sidewalk is being constructed on Ticheli Road tying in Shady Grove School. The Ouachita Parish Police Jury is paying for this through a federal grant.
The principal of Ouachita Junior High has asked Mr. Slusher to present a proposal to purchase a new LED Football Scoreboard.
On motion by Carey Walker, seconded by Susan Spence, the Board amended the Agenda to add Item No. 5. to the Agenda under the Business section for the (Approval to Purchase a New LED Football Scoreboard for OJHS). Motion carried unanimously.
On the recommendation of Purchasing Agent Bobby Jones, Carey Walker moved, seconded by Susan Spence, that the Board grant permission to request two (2) additional quotes for the purchase of an LED football scoreboard for OJHS. Mr. Slusher announced that he has specifications for the scoreboard and has already received a quote from Fair-Play Football Scoreboards in the amount of $12,734.00. The Board agreed to pay $6,734.00 for a scoreboard with Eastside Bond money with the balance of the cost of $6,000 is to be paid by the drink company that supports the school. Motion carried unanimously.
On the recommendation of Special Projects/Safety Coordinator Kenneth Slusher, John Russell moved, seconded by Scott Robinson, that the Board grant permission to bid the renovations at Richwood High School Field House paid through the Eastside Bond Funds with a budget of $485,000 [Bid No. 26-13]. Motion carried unanimously.
On the recommendation of Purchasing Agent Bobby Jones, Scott Robinson moved, seconded by Susan Spence, that the Board grant permission to bid Walking Trails for several elementary school campuses, funded through the Hospital Service District #1 and the YMCA Challenge Grant with a budget of $20,000 [Bid No. 27-13]; and X-Box Systems for various schools funded through the federal Carol White Grant [Bid No. 28-13]. Motion carried unanimously.
The next two Board meetings will be held on Thursday, October 11, 2012, at 4:00 p.m. and Thursday, October 25, 2012 at 6:00 p.m.
There being no further business to discuss, Bill Norris moved, seconded by Scott Robinson, that the meeting adjourn. Motion carried unanimously.

Mr. Walt Caldwell called the meeting to order at 7:15 PM in the Police Jury conference room.
Mr. Michael Rhodes presented the Green Oaks Juvenile Detention Home’s 2012 Amended and 2013 Proposed budgets. Mr. Rhodes would like to see a Jail Management System (JMS) software package purchased for the facility in 2013. The old program is not functional, and an upgrade would be of great benefit to the facility. Mr. Rhodes also spoke regarding the need to upgrade the security cameras and recording equipment. He would like for this to be done in 2012 by the Jury amending his budget to include the purchase. Discussion ensued.
Mr. Caldwell moved and Ms. Moore seconded a motion to include $65,000.00 in the 2012 budget for the purchase of security cameras and recording equipment. Motion passed without opposition.
Mr. Smiley moved and Dr. Reddix seconded a motion to approve the 2012 amended budget for Green Oaks Juvenile Detention Home. Motion passed without opposition.
Ms. Moore moved and Mr. Smiley seconded a motion to defer the 2013 proposed budget until the next meeting. Motion passed without opposition.
Mr. Lamar Anderson was asked to include two percent (2%) cost of living increases in the budget. The budget should also be presented without a change in the millage.
Mr. Rhodes and Mr. Cammack presented the Green Oaks Capital Outlay – 1996 Construction fund’s 2012 amended budget. Remaining funds had been used during 2012. Discussion ensued.
Dr. Reddix moved and Mr. Robinson seconded a motion to approve the 2012 amended budget. Motion passed without opposition.
Mr. Rhodes and Mr. Cammack presented the Green Oaks Capital Outlay – 2006 Construction fund’s 2012 amended and 2013 proposed budgets. Discussion ensued. There are no plans at this time for spending the funds. However, a list of needed work will be generated by the Green Oaks committee.
