BE IT FURTHER ORDAINED by the Mayor and Board of Aldermen of the Town of Sterlington, Louisiana, in legal session convened, that the articles, paragraphs, sentences, clauses, and phrases of this Ordinance are deemed to be severable, and if any article, paragraph, sentence, clause, or phrase of this Ordinance shall be declared to be unconstitutional and/or invalid, such unconstitutionality and/or invalidity shall not affect any of the remaining articles, sentences, paragraphs, clauses, or phrases which can be given effect without the unconstitutional and/or invalid provision(s). Mr. Tull and Mr. Cammack presented the budgets for Animal Control. Discussion ensued. Mr. Caldwell moved and Mr. Smiley seconded a motion to approve the 2012 Amended budget with the changes the Jury discussed. Motion passed without opposition. Mr. Caldwell moved and Mr. Robinson seconded a motion to approve the 2013 Proposed budget. Motion passed without opposition. Mr. Cammack presented the budgets for Eagle Lake Subdivision Road Improvements. Mr. Cammack informed the Jury that a previously approved project had been stalled due to the Jury being unable to get the necessary right-of-way. Discussion ensued. Mr. Robinson moved and Mr. Calhoun seconded a motion to approve the 2012 Amended and 2013 Proposed budgets. Motion passed without opposition. Mr. Cammack presented the budgets for the Administrative Fund. Discussion ensued. No action was taken. Mr. Cammack presented the budgets for Smith Cemetery. Discussion ensued. Mr. Caldwell moved and Mr. Smiley seconded a motion to approve the 2012 Amended and 2013 Proposed budgets. Motion passed without opposition. Mr. Cammack presented the budgets for West Ouachita Sewer District #9. Mr. Cammack informed the Jury that the district’s board had approved the budgets. Discussion ensued. Mr. Robinson moved and Mr. Smiley seconded a motion to approve the 2012 Amended budget. Motion passed without opposition. Mr. Cammack presented the budgets for the Registrar of Voters, which is a department within the General Fund. Discussion ensued. Mr. Smiley re-entered the meeting. Ms. Moore moved and Mr. Robinson seconded a motion to approve the 2012 Amended budget. Motion passed without opposition. Mr. Cammack informed the Jury that there would be cash left in the fund that had previously been moved from the Road Program. These funds can be used for future projects. Discussion ensued. Walt Caldwell, Chairman Karen Cupit, Recording Secretary 10/11 ___________________________________________________ NOTICE The Ouachita Parish School Board met in regular session on Thursday, September 13, 2012 at six (6:00) o’clock p.m. at its regular meeting place, the Ouachita Parish School Board office. President Hicks called the meeting to order and welcomed all guests in attendance. The Pledge of Allegiance to the American Flag was led by Carey Walker. The Invocation was give by President Jerry Hicks. On motion by Bill Norris, seconded by A. R. Sims, the Board unanimously approved the Minutes of August 23, 2012 as written. On motion by Carey Walker, seconded by A. R. Sims, the Board unanimously approved the revised Agenda as presented. The Superintendent’s Personnel Report included the appointment of Mary Ellen Cannon to the position of Principal of Jack Hayes Elementary, effective September 11, 2012. Mrs. Cannon will replace Patty Ellerman who recently retired from the position. Upon the request of the Superintendent, Carey Walker moved, seconded by Scott Robinson, that the Board grant permission to the Superintendent to open the position of Assistant Principal of Jack Hayes Elementary for application through the interview process. The position was left vacant with Mrs. Cannon’s appointment as principal. Dr. Webber announced that Janita Maxwell has been selected for the position of Assistant Principal of Swartz Upper Elementary (a 10 month position) effective September 11, 2012. Due to the retirement of Mary Skelton, former Assistant Principal, Mrs. Becky Beezley was appointed Principal of Swartz Upper Elementary. Personnel Director/Assistant Superintendent, Dr. Don Coker proudly announced that Ouachita Parish Schools produced two winners in the Louisiana Teacher of the Year competition. Dr. Coker, with the help of the Superintendent, acknowledged the two winners with a plaque. Highland Elementary teacher, Missy Williams, received the State Elementary Teacher of the Year honor and Dr. Amy Weems from Ouachita Junior High captured the highest award a teacher can receive at the state level, the Louisiana State Teacher of the Year title. On behalf of the Board, President HIcks congratulated both teachers for their accomplishments, while commending them for bringing pride and honor to our community. The Personnel Director/Assistant Superintendent Dr. Don Coker presented the Ouachita Parish School System Compass Roadmap (GPS) and Compass Scoring Guide (used in conjunction with Charlotte Danielson’s rubric) to the Board for consideration. Dr. Coker explained that this is not just a study guide but a tool developed for Ouachita Parish to use for assessing teachers during the evaluation process. Following much discussion, Scott Robinson moved, seconded by John Russell, that the Board adopt the Ouachita Parish School System Compass Roadmap (GPS) and Compass Scoring Guide as presented and recommended by Dr. Coker. Mr. Wayne Free, Assistant Executive Director of Louisiana Association of Educators, was allowed to speak in regard to the scoring mechanism used in Dr. Coker’s guide. Mr. Free began by complimenting Dr. Coker’s excellent presentation and the process by which the scoring guide is being developed. However, he noted that there are some weaknesses in the state plan, as Dr. Coker brought out, especially with the Student Learning Targets (SLT’s). Mr. Free agreed that there are some problems with the SLT’s and in some cases are major. Mr. Free advised that as much entry-level data as possible should be gathered and retained because, if it is not, it will create issues with the SLT’s later on. Mr. Free pointed out that the SLT’s are a critical issue in regard to state law. Motion carried, with Mr. Sims casting the only “no” vote. Business Director Juanita Duke presented the findings of the Finance Committee regarding their recommendation on the contract renewal request for the Sparta Aquifer water conservation program to provide educational services to fifth graders across the parish. The decision to renew or not renew the contract was deferred by the Board to the Finance Committee for consideration. The Finance Committee recommends not renewing the Sparta Aquifer Commission Agreement for educational services for the 2012-13 school year due to alternate methods of educating students about the Sparta Aquifer and water conservation exists within our own teaching staff at no cost to the General Fund and lessons would be incorporated into teacher’s annual plans of instruction. Whereby, Carey Walker moved, seconded by Bill Norris, that the Board approve the Finance Committee’s recommendation not to continue the Sparta Aquifer Contract for educational services on water conservation for the 2012-13 school year. Motion carried unanimously. Ms. Duke confirmed that a public hearing to review the 2012-13 annual operating budget of the school board was held immediately preceding this board meeting, that proper notice of the hearing and notice of availability of the budget for public inspection was published in the Ouachita Citizen, and that the school board has complied with all other provisions for adopting the annual budget in accordance with the Louisiana Local Government Budget Act. The annual operating budget for the 2012-13 fiscal year was presented for adoption and summarized as follows:
Scott Robinson moved, seconded by Bill Norris, that the Board adopt the budget resolution to approve the 2012-13 Annual Operating budget as presented. Motion carried unanimously. Board member A. R. Sims addressed the Board with concerns regarding the new requirements for teacher evaluation programs. No action was taken on this matter. On the recommendation of Business Director Juanita Duke, A. R. Sims moved, seconded by Carey Walker, that the Board accept the low bid of Sam’s in the amount of $24.15 per case for copy paper with a budget amount of ($25.19/case) funded with general funds [Bid No. 21-13]; and, accept the only bid received from Magee Enterprises in the amount of $129,557 for STEM Equipment with a budget amount of ($130,000) funded through the Perkins Fund [Bid No. 22-13]. Motion carried unanimously. On the recommendation of Business Director Juanita Duke, A. R. Sims moved, seconded by Scott Robinson, that the Board grant permission to bid the following items: (1) Band Instruments funded through the M&O Sales Tax Fund [Bid No. 23-13]; (2) Table the Sale of Old Swartz School until next meeting [Bid No. 24-13]; and (3) Woodchips/Borders [Bid No. 25-13]. Motion carried unanimously. President Hicks read a press release from the Government of Finance Officers Association of the United States and Canada awarding the Ouachita Parish School System a Certificate of Achievement of Excellence in Finance Reporting for its Comprehensive and Annual Financial Reporting. It is the highest form of recognition in the area of governmental accounting and financial reporting and its obtainment represents the significant accomplishments by its government and its management. The award is presented to the individual department or agency responsible for preparing the award winning CAFR. Mrs. Juanita Duke, Business Director, was the recipient of the certificate. Dr. Webber acknowledged his appreciation for the tremendous job she has done in managing the finances of the Board. The next Board meeting will be held on Thursday, September 27th at 6:00 p.m. There being no further business to discuss, Bill Norris moved, seconded by A. R. Sims, that the meeting adjourn.
