Upon motion by Carey Walker, seconded by John Russell, the Board granted the Superintendent permission to open the position of Principal of Swartz Upper Elementary for application due to the retirement of current principal, Mary Skelton. The children of Willie Albert Secrease, Melanie and Larone, grandson, Zerrone, and sister-in-law, Mrs. Newman, accepted a plaque presented on behalf of the Board by Reverend Russell that memorializes Willie’s death. Reverend Russell described him as a loyal and faithful educator who spent his entire life giving back to the community he served. As a former teacher, assistant principal and principal of the Ouachita Parish School System, Willie Secrease will always be remembered with gratitude and respect for his years of service he gave to the children of the State of Louisiana. A video was viewed by all during a presentation by School Psychologist Flint Smith that describes Rachel’s Challenge as a character building program that targets teenage suicide. The plan inspires students to replace acts of violence, bullying, and negativity with acts of respect, kindness, and compassion. Rachel Scott was the first victim in the Columbine school shooting in 1999. After her death and in her honor, her brother Darrel Scott and his family created and promoted Rachel’s Challenge as a counseling tool to stop acts of violence and suicide. Following the presentation, Bill Norris moved, seconded by Scott Robinson, that the Board participate in the Rachel’s Challenge Program. Motion carried unanimously. The Superintendent and Business Director Juanita Duke briefed the Board on a dropout prevention service offered for consideration by Doug Bonner with the “No Dropout” program that identifies dropout students and works to pull them back into our system. Following an introduction, Mr. Bonner gave a presentation concerning his company’s dropout prevention services program. He explained that at no cost to the Board his company would set up the program, hire staff, locate students, and place laptops and internet connectivity in students’ hands to put them on a path to graduation. His company would get paid whatever the state portion of the MFP payment is and would not cost the Board any of the local portion based on the prior MFP amount per student. They are paid only if the student is obtaining progress. If that student is not making progress, then the company does not get paid for the services that they have been providing. Mrs. Duke remarked that the Board is interested in anything that, at no cost, can help our system improve the performance of our schools, retain students, lower those dropout rates, and be beneficial to the system. Mr. Bonner described his program to be an initiative proposed to engage students with academics. “No Dropouts” is designed as a utility and partnership to encourage the school districts to use their resources, their time and a very comprehensive set of tools to recover students that have dropped out of school over the last four years. As long as they are under the age of 21, they are still eligible to receive MFP funds and can come back into our school system. According to Mr. Bonner, their programs are more flexible in that they address the student’s needs on an individual basis. Computers (laptops) are provided each student and contain inside access to the internet that is capable of engaging them with the curriculum after they are enrolled in the program. A program called the “Local Advocate” is also offered to witness and socialize with the child. The advocate is local and is there to support the student 24 hours a day. The advocate has interaction with the student and their success rate, which is not based on graduation rates but is measured by how many students are re-enrolled. When the student enrolls, “No Dropouts” personnel determine what credits the child needs to graduate and a full learning plan is then developed specifically for that child. The student’s homework assignments are flexible in that he/she is allowed to work online, after work or with an online coach, tutor, principal or local advocate. In conclusion, Mr. Bonner stated that the objective of the “No Dropouts” program is to separate the social issues and handle them separately so that the student can engage with academics. Mr. Bonner assured the Board that his proposal is a successful program that has produced academic progress throughout the United States. Assistant Executive Director of Louisiana Association of Educators, Wayne Free, was invited to respond to Mr. Bonner’s proposal. Mr. Free commented that he was not familiar with the “No Dropouts” program but feels that in terms of virtual education, it is a blended program which he thinks over time makes a good deal of sense. However, nothing else has been designed or offered at this time. He offered to talk and work with the Board while they look at this program and find other ways to improve upon it to make it more of a blended program where the online instructional practice is offered. In some cases students may come in and work on homework part of the time or we can work with industry to reach students on the job and continue recovery there. Mr. Free felt that it was not the same as for-profit virtuals that are full-time. He concluded with his recommendation that the Board consider the “No Dropouts” program and allow it time to grow while they work with it. Whereby, the Board directed attorney Elmer Noah and Business Director Juanita Duke to review the proposal and report their findings to them for consideration at the next Board meeting. On motion by Bill Norris, seconded by Scott Robinson, the Board adopted the proposal offered by Bill Norris stipulating the contents of the contract between the Board and architects requires the following language: “All contracts between the Ouachita Parish School Board and architects shall be in writing and prior to execution by the Superintendent shall be submitted to the Board Attorney for approval and then submitted to the School Board at a regular meeting for approval. All such contracts shall contain the clause that the total compensation to be paid the architect shall not exceed eight percent (8%) unless additional fees are approved by the School Board in advance.” Motion carried unanimously. Business Director Juanita Duke presented an overview of the 2012-13 MFP (Minimum Foundation Program) formula to the Board. Business Director Juanita Duke presented the Finance Committee’s proposed Budget Reduction Resolution (2013FC-01) for the 2012-13 fiscal year for consideration that addresses the General Fund budget shortfall estimated to be $9,174,498 this school year. The Resolution outlines the Board’s plans for cost saving measures that are already in place and if budget conditions for the subsequent fiscal year continue to deteriorate and the shortfall is not met, it establishes authority for the Board to take action to eliminate the shortfall. Whereby, Scott Robinson moved, seconded by John Russell, that the Board adopt the Resolution as presented by Mrs. Duke confirming that the recommendations offered by the Budget Finance Committee on budget cost saving measures are accepted and will be evaluated annually, depending on the condition of the budget. Motion carried unanimously. On the recommendation of Business Director Juanita Duke, Scott Robinson moved, seconded by John Russell, that the Board adopt the following recommendation of the Budget Finance Committee as presented: Recommendation #15 – To suspend the $75.00 Teacher Supply Funds allotment for the 2012-13 school year and reconsider the allotment annually thereafter. Motion carried, with Mr. Sims casting the only “no” vote. On the recommendation of Business Director Juanita Duke, Scott Robinson moved, seconded by John Russell, that the Board adopt the following recommendation of the Budget Finance Committee as amended: Recommendation #16 - To amend Recommendation #1- (2.) approved by the School Board on January 12, 2012, and as amended on April 3, 2012 (Recommendation #8) with the following language added to allow for the hiring of support positions that require skills to meet the needs of students with disabilities: (2). Support staff vacancies. Support staff vacancies will remain “vacant” and not be filled, unless the position is for a necessity that requires a specialized skill in order to provide services to students with visual and hearing impairments. The workload of the vacant support position shall be redistributed to other support staff of the same class within a location. If the vacant support staff position is determined to be a “critical need” position, the support vacancy shall first be filled by a transfer from an existing staff position within the same support class. The transfer shall be based on an assessment of need at all locations by district administrators, and the transfer will be made upon the recommendation of the Superintendent from a location of lesser need to the location of greater need. All transfers will be conducted in accordance with School Board policy GBM. Motion carried unanimously. On the recommendation of Personnel Director/Assistant Superintendent Dr. Don Coker, Carey Walker moved, seconded by John Russell, that the Board adopt state mandated (Act 54) Bulletin 130 (Personnel Evaluation Plan) as submitted. The state has mandated that every district personalize Bulletin 130 for the needs of their district as a result of (Act 54). This mandate will govern how our teachers and principals are evaluated in the Ouachita Parish School System. Upon Board approval, Dr. Coker will submit Bulletin 130 to the state for confirmation that our district has submitted its version of the bulletin in a timely manner. Motion carried unanimously. Special Projects/Safety Coordinator Kenneth Slusher reported that the STEM building construction project at WMHS is on schedule as are the eastside projects. The construction projects have not started at Robinson, Shady Grove and Swayze because of contract delays with architects and the Swartz Upper construction was started this morning. On the recommendation of Purchasing Agent Bobby Jones, A. R. Sims moved, seconded by Scott Robinson, that the Board accept the low bid of $3,534.00 from Washington Music for Bid Item No. 1; accept the low bid of $3,642.00 from Steve Wiess Music for Bid Item No. 2; and accept the low bid of $2,075.00 from Music & Arts for Bid Item No. 3 for the purchase of music instruments [Bid No. 9-13] which are to be funded with M&O Sales Tax money. Motion carried unanimously. On the recommendation of Purchasing Agent Bobby Jones, Carey Walker moved, seconded by A. R. Sims, that the Board accept the low bid of $51,250.00 from Hahn Enterprises for bleachers at OJHS with a budget amount of $80,000.00 funded through the Eastside Bond Sale and accept the Change Order pertaining thereto in the amount of $2,900.00 to be used for some demolition services needing to be done before the installation of the bleachers [Bid No. 11-13]. Motion carried unanimously. On motion by Bill Norris, second A. R. Sims, the Board accepted the low bid of $119,452.80 from Houghton Mifflin for math materials with a budget of $120,000.00 funded through the Federal IDEA B Grant [Bid No. 12-13] as recommended by Purchasing Agent Bobby Jones.
