PUBLIC PARTICIPATION Mayor Pro Tem Velasquez read all of the items listed under the public participation and advised everyone that they may ask questions or discuss any item on the agenda at this time. Chris Temple introduced himself and stated he is with the Sterlington High School Quarterback Club. He stated the football field is currently getting new turf which should be finished the second week of August. The Quarterback Club is wanting to replace the scoreboard that does not work properly and cannot be repaired any more due to its age. They are looking at a new up-to-date scoreboard that will cost eighteen thousand dollars ($18,000). The Ouachita Parish School Board agreed to pay half if the Quarterback Club could get funds for the other half. They are asking for nine thousand dollars and will put the town's advertisement on the top portion of the scoreboard. Next was Mr. Danny Mejia who is the band director at the Sterlington High School and Middle School. He has approximately 50 high school students, 23 eighth graders, 15 seventh graders, and approximately 30 sixth graders has signed up. He is needing to purchase new percussion equipment for the high school. He has a quote of nine thousand nine hundred twenty-seven dollars and eleven cents ($9,927.11) to purchase Dynasty Drums which is middle level and should get 10 - 15 years of use. He is willing to put the town logo on the new drums and the equipment trailer. One of the Aldermen asked what he planned to do with the old equipment and the value of it. Mr. Mejia stated the estimated value is about $3,500 and he plans to use it at the Middle School. INTRODUCE AN ORDINANCE FOR DUMPSTER ENCLOSURES Alderman Hill asked if we discussed this being for everyone or for commercial and multi-unit residential. Several answered commercial and multi-unit residential. Then discussion went to the fine amount not to be more than $500 or a maximum of $500. It was mentioned last month there was a model ordinance the Mayor had from a town in South Louisiana, which was specific on details of what the enclosure was to be made of. M/S/C (Ron Hill, Miranda Russ) to introduce an ordinance for dumpster enclosures. SET MINIMUM BID AMOUNTS ON THE 2003 EXMARK AND 2008 FERRIS MOWERS Last month two mowers were declared surplus property and in looking at the law pertaining to this, it was noticed that minimum bids had to be stated in order to advertise for bids. M/S/C (Miranda Russ, Lucy Holtzclaw) to set a minimum price of $1,000 each and to advertise for bids. NEW BUSINESS STERLINGTON HIGH SCHOOL FOOTBALL QUARTERBACK CLUB SPONSORSHIP M/S/C (Miranda Russ, Ron Hill) to sponsor the purchase of a new scoreboard and advertising with the Quarterback Club for nine thousand dollars ($9,000). OFFICIAL JOURNAL BIDS AND THE SELECTION OF AN OFFICIAL JOURNAL In reviewing the bids received from the News Star and The Ouachita Citizen, it appears that The Ouachita Citizen bid is cheaper. M/S/C (Miranda Russ, Lucy Holtzclaw) to choose The Ouachita Citizen as the Town's Official Journal for July 1, 2012 through June 30, 2013. PROPERTY TAX MILLAGE RATE FOR 2012 The Town Clerk talked to Assessor-Elect Stephanie Smith to request our estimated reassessment numbers for 2012. Ms. Smith stated the reassessment does not appear to roll back our millage rate of 9.15 or it should not be any lower than 9.14, which would be a money difference of $180. The $180 would not cover the cost of advertising. Our property values last year were $8,932,291 and this year she estimated $8,954,622, which she estimated at 1/4% increase, but figures it will be 1 1/2% to 2% growth. Since the increase is due to new growth it does not count as an increase in the reassessment values, because reassessment values are based on last year's tax roll figures. Ms. Smith does not recommend we advertise to roll forward, but wait until September and adopt the resolution like we have done the last few years. The consensus was to do nothing until September. The Police Jury of the Parish of Ouachita, State of Louisiana met in a regular session in the Ouachita Parish Police Jury Meeting Room, Courthouse Building, Monroe, Louisiana on Monday, July 16, 2012 at 5:40 p.m., and was duly convened by Mr. Shane Smiley, President. The invocation was given by Ms. Moore. The Pledge of Allegiance to the flag was led by Ms. Moore. Dr. Reddix stated that she had two items to add to the agenda. The first item was a letter of acknowledgement for the proposed Rowan Court Development. The second item was to authorize a letter of support for the proposed Rowan Court development. Dr. Reddix stated that the information for the letters was not received until after the agenda was published and the letters were needed before the next meeting of the Jury. Ms. Moore stated that she had an item to the agenda regarding the Upward Bound Program grant application. Ms. Moore stated that she received the information regarding the grant earlier in the day and the deadline to submit the application was July 20. Motion offered by Mr. Robinson, seconded by Dr. Reddix to approve the agenda with the above amendments. Motion passed without opposition. PUBLIC COMMENT PERIOD: The president asked for public comment on the agenda as approved. No one came forth at this point in the meeting. ADOPTION OF MINUTES: A motion to adopt the minutes of the regular Police Jury meeting including the committee meetings held on July 2, 2012 was offered by Mr. Robinson, seconded by Dr. Reddix. Motion passed without opposition. VISITORS: The president recognized Kurt Foreman with North Louisiana Economic Partnership. Mr. Foreman thanked the Jury for their continued support and gave an update on the NLEP. Mr. Smiley stated that Markley Huey with S. E. Huey Co. was present and asked to take up the matter regarding Frenchman’s Bend Base Flood Elevation at this time. Mr. Smiley recognized Mr. Kevin Crosby, Engineer. Mr. Crosby stated that S. E. Huey Co. performed a study and recommended changing the 100 year Base Flood Elevation of Bayou Desiard in the Frenchman’s Bend Subdivision from 78.80 feet to 77.50 feet. Mr. Crosby stated that he was in agreement with S. E. Huey Co. and that the recommended change would be sent to FEMA for acceptance. In addition, Mr. Crosby recommended approval of payment for $5,000 to S. E. Huey Co. for providing engineering and survey services to determine the Base Flood Elevation. Motion offered by Mr. Caldwell, seconded by Mr. Calhoun to approve payment to S.E. Huey Co. for the engineering and survey services in the amount of $5,000. Motion passed without opposition. Motion offered by Mr. Robinson, seconded by Dr. Reddix to recess the regular meeting in favor of the finance committee meeting. Motion passed without opposition. FINANCE COMMITTEE MEETING The chairman, Mr. Caldwell, called the finance committee meeting to order at 6:05 p.m. Mr. Caldwell recognized Mr. Cammack, Treasurer. Mr. Cammack presented the claim statement for the period of June 15, 2012 through July 17, 2012 and recommended approval. Motion offered by Mr. Smiley, seconded by Dr. Reddix to approve the claims for the period stated as recommended by the Treasurer. Motion passed without opposition. Mr. Cammack asked Mr. Francis Huffman with Luffey, Huffman, Ragsdale & Soignier to present the 2011 Audit Report. Mr. Huffman stated that there were no findings and no deficit fund balances. Motion offered by Mr. Smiley, seconded by Mr. Robinson to accept the 2011 Audit Report as presented. Motion passed without opposition. Mr. Caldwell recognized Mr. Bill Land with Hebert Land Architect. Mr. Land presented the bid results for the Homeland Security and Fire Department storage building. Mr. Land stated that Pohlman & Wilbanks Contractors Inc. was the low bidder for the base bid and alternate bids for a total of $129,710. Motion offered by Mr. Calhoun, seconded by Mr. Smiley to accept the low bid of Pohlman & Wilbansk Contractors Inc. in the amount of $129,710. Motion passed without opposition. Mr. Smiley asked to take up the matter regarding the Homeland Security travel requests at this time. Motion offered by Mr. Smiley, seconded by Mr. Calhoun to approve the travel requests of the director for various training events to Anniston, Alabama on August 20-23, 2012 and to Emmetsburg, Maryland on September 16-21, 2012. Motion passed without opposition. Mr. Caldwell asked to take up the matter regarding the job descriptions for the Director of Institutional Living & Director of Programs/Training at Green Oaks. Motion offered by Dr. Reddix seconded by Ms. Moore to approve the revised job descriptions as presented. Motion passed without opposition. Ms. Moore spoke regarding the Upward Bound Program grant application and stated that the deadline for submitting the application was July 20, 2012. Motion offered by Ms. Moore, seconded by Dr. Reddix to allow WIA to submit the grant application for the Upward Bound Program. Motion passed without opposition. Mr. Cammack presented the financial reports. Discussion ensued. No action was taken on this matter. The president recognized Mr. Calhoun, District B. MR. MACK CALHOUN, DISTRICT B: Motion offered by Mr. Calhoun, seconded by Mr. Caldwell to request Mr. Crosby to design the Vernon Street Canal. Mr. Cammack stated that the services will be paid out of the LGAP Grant that was approved. Motion passed without opposition. Mr. Calhoun asked Mr. Cammack to speak regarding the T-1A Canal. Mr. Cammack stated that the state has approved the application and the plans and specifications have been sent off for approval. No action was taken on this matter. Motion offered by Mr. Calhoun, seconded by Mr. Caldwell to accept the low bid from Central Electric of Monroe-West Monroe, LA Inc. in the amount of $58,500 for the Cadeville Water System generator LGAP project. Motion passed without opposition. Mr. Calhoun asked Mr. Cammack to speak regarding the amendment of LGAP awards. Mr. Cammack stated that the LGAP awards for Charmingdale Subdivision, Vernon Drive and Tom Coleman Drive were not adequate for those projects and that the awards can be amended to help supplement the Cadeville Water System Generator project.
