COMBINATION SEWER PUMPER AND CHASSIS
The equipment shall consist of a combination sewer cleaner mounted on a vehicle chassis capable of removing stones, grit, grease, sludge and other debris from sanitary sewer and/or storm drain lines.
The specifications and documents may be examined at the City Hall building of the City of West Monroe and may be obtained at the Office of City Clerk, 2305 N. 7th Street, West Monroe, Louisiana 71291 (318-396-2600) or may be downloaded from www.govcastusa.com. If the bidder intends to have the specifications and documents shipped, prior prepaid shipping arrangements must be made by the bidder. The election of Officers will be on the May board meeting agenda.
Other Business: Alana Cooper discussed some of the events that will be coming in the next few days including DeltaFest and the Cajun Nationals BMX Tournament to be held at the Ike Hamilton. Alana also addressed the need for the Board Members to fill out the appropriate paperwork for the Louisiana Ethics Boards by May 15, 2012.

Tourism Development Grant Committee – Jerry Edmondson reported that the Tourism Development Grant Committee met on June 16, 2012 at 3:45 p.m. to review a payment request from the University of Louisiana/University Park. He reported that the committee made a recommendation to approve the final payment to University of Louisiana/University Park in the amount of $100,000.00.

President’s & Executive Director’s Report: Alana Cooper reported that Monroe/West Monroe Convention & Visitors Bureau was asked by the LHSAA Association if we would be interesting in hosting the LHSAA State Boys & Girls Final Basketball Championship Tournament instead of a Quarter final at the University of Louisiana Coliseum in March 2013. She reported that she accepted the LHSAA State Boys & Girls Final Tournament and will come back in the July board meeting for a dedicated fund amount needed to host the tournament.
Alana Cooper reported that the 2012 BMX Tournament held at the Ike Hamilton Expo was a great success and they would like to negotiate hosting the tournament at the Ike Hamilton Expo for the next three (3) years.
Nash Patel expressed his concerns about the negotiation of the contract with the hotels. He would like for Convention and Visitors Bureau to be more involved with the negotiation of the hotels rate section of the contract.
It was moved by Sammy Gordy and seconded by Nash Patel to work with the BMX Association to bring the BXM Tournament back to the Ike Hamilton Expo for 2013, 2014 and 2015 (3) years with a cost of $10,000.00 per year. Also the board would like for the Convention and Visitors Bureau to be more involved in the negotiation of the hotel rates in the contract. Motion carried by a vote of eight (8) affirmatives votes to zero (0) negative votes.
Alana Cooper requested board approval to dedicate $30,000.00 for the out of state advertising of the 2012 Christmas on the River Festivities.
It was moved by Gretchen Kovac and seconded by Jerry Edmondson to dedicate $30,000.00 for out of state advertising of the 2012 Charismas on the river Festivities. Motion carried by a vote of eight (8) affirmative votes to aero (0) negatives votes.

NOTICE
The Ouachita Parish School Board met in special session on Thursday, June 28, 2012 at six (6:00) o’clock p.m. at its regular meeting place, the Ouachita Parish School Board office.
President Hicks called the meeting to order and welcomed visitors and special guests to the meeting.
The roll was called and the following members were present: Bill Norris, Scott Robinson, A. R. Sims, Jerry Hicks, John Russell, Carey Walker and Susan Spence. There were none absent.
Board member Carey Walker led the Pledge of Allegiance to the American Flag.
The Invocation was given by Board Member Bill Norris.
On motion by A. R. Sims, seconded by Carey Walker, the Board unanimously adopted the Minutes of June 14, 2012 as written.
On motion by Susan Spence, seconded by A. R. Sims, the Board unanimously approved the revised Agenda as presented.
Upon motion by Susan Spence, seconded by A. R. Sims, the Board unanimously approved the Personnel Agenda as amended, including the changes since mail-out.
On the recommendation of the Superintendent, A. R. Sims moved, seconded by Scott Robinson, that the Board appoint Michael Batey to the position of Assistant Principal of West Ouachita High School, effective August 1, 2012 (an 11 month position). Motion carried unanimously.
Susan Spence moved, seconded by Carey Walker, that the Board accept the recommendation of the Superintendent and appoint Maria Bumgart to the position of Assistant Principal of Sterlington High School, effective August 1, 2012 (an 11 month position). Motion carried unanimously.
On a motion by Scott Robinson, seconded by Bill Norris, the Board accepted the Superintendent’s recommendation and appointed Jennifer Nichols to the position of Assistant Principal of West Ridge Middle School, effective August 1, 2012 (a 10 month position). Motion carried unanimously.
On the recommendation of Business Director Juanita Duke, Scott Robinson moved, seconded by John Russell, that the Board authorize the President of the Board and the Superintendent to execute the Memorandum of Understanding between the Louisiana Delta Community College and Northeast Louisiana Technical College transferring the Ouachita Parish School Board fiscal agent responsibilities for adult education programs and family literacy services to the Louisiana Delta Community College. Motion carried, with Mr. Sims casting the only “no” vote.
Business Director Juanita Duke presented the 2011-12 Louisiana Compliance Questionnaire for approval in connection with the Board’s audit performed by Luffey, Huffman, Ragsdale & Soigner, APAC of their financial statements as of June 30, 2012 for the period July 1, 2011 thru June 30, 2012 for the purpose of expressing an opinion as to the fair presentation of our financial statements in compliance with generally accepted accounting principles, to assess our system of internal control structure as a part of our audit, and to review our compliance with applicable laws and regulations and that the Board has complied with the law accordingly. Whereby, Carey Walker moved, seconded by Susan Spence, that the Board accept the recommendation of Business Director Juanita Duke and approve the Louisiana Compliance Questionnaire for the 2011-12 fiscal year as presented. Motion carried unanimously.
On the recommendation of Business Director Juanita Duke, Scott Robinson moved, seconded by Susan Spence, that the Board authorize the Superintendent and Board President to enter into an agreement with the State of Louisiana, Division of Administration and the Louisiana Board of Elementary and Secondary Education in accordance with Article VII, Section 14(C) of the Louisiana Constitution of 1974, for the public purpose of allowing the Ouachita Parish School Board the use and operation of the State-owned building (SLABS Building I.D. S-08957) situated upon the State-owned land known as the former Delta Ouachita Vo-Technical Institute Facility (SLABS Site Code 8-37-008), located at 800 Claiborne Street, City of West Monroe, Ouachita Parish, Louisiana. This Agreement is for a term of five (5) years beginning on July 1, 2012. The School Board shall have the option to renew the Agreement under the same conditions and terms for two (2) consecutive additional terms of five (5) years, provided that the School Board has maintained the building on the said Property in accordance with this Agreement and submitted a written notification of its intent to renew to the State at least sixty (60) days prior to the expiration of each five (5) year term. The School Board further agrees to maintain proper general and professional liability insurance and to pay the State for the annual cost of property insurance on the Property, excluding building contents, required for the mandatory insurance premium as established by the Louisiana Office of Risk Management. The School Board is responsible for maintaining property insurance on building contents at its own cost. The amount of the mandatory insurance premium for property coverage for the State fiscal year 2011-2012 is $20,252.00. The School Board acknowledges and agrees that the State shall have the right to adjust the amount of this payment periodically to reflect the State’s actual cost of insuring the Property. This payment shall be made upon execution of this agreement and then payable annually upon the anniversary of the execution of this agreement. Mr. Robinson further moved that the Agreement stipulate that the cost of insurance premiums be paid with funds generated by Medicaid Administrative Claims reimbursement through Special Education Services and that Ouachita Parish School Board continue to carry their own insurance coverage on the contents of the building. Motion carried unanimously.
Efforts to reduce the budget continue as two recommendations from the Finance Committee were presented by Business Director Juanita Duke to the Board for consideration. The first recommendation was to amend the provision for out-of-state travel funded from the General Fund to include all funds of the School Board for the next year from now until July 30, 2013. Mrs. Duke presented the proposed amendments to the Finance Committee’s Recommendation #4 that was previously approved by the Board. While explaining that the change to include all funds will not result in additional savings to the General Fund, it will create consistency in application of the rule across all departments and direct other funding sources directly to classrooms and school support.
The second recommendation relates to the suspension of sabbatical leave in light of new laws that went into effect on June 13, 2012, subsequent to the Board’s approval of sabbatical leave suspension under requirements of previous law. Currently, sabbatical and extended sick leave is granted under the authority of the School Board. The new law transfers this authority to the Superintendent and changes the permissibility for granting sabbatical leaves from ‘shall grant’ to ‘may grant.’’’ It also eliminates the provision for granting a medical sabbatical for catastrophic injury and illness during a period when sabbatical leaves are suspended as previously provided under Act 405 of the 2011 legislative session. Mrs. Duke stated the recommendation to the Board was to continue the suspension of sabbatical leaves for the 2012-2013 school year, but under the new provisions and changes that went into effect on June 13, 2012 with Governor Jindal’s signing of Act 788 into law. The additional estimated savings in 2012-13 for this recommendation is $247,930. (This brings the total estimated savings from the suspension of sabbatical leaves to $1,239,650).
Whereby, Scott Robinson moved, seconded by Susan Spence, that the board approve the two recommendations offered by the Finance Committee as follows:
Recommendation #4 (Amended) - on Out of State Travel
To freeze all out-of-state travel paid from any funding source under the Ouachita Parish School Board (excluding school site funds), except when determined to be necessary by the Superintendent or mandated by prescribed grant provisions or awarding agency, to be effective upon the approval by the School Board for all future travel for which commitments have not been made and through June 30, 2013.
Recommendation #14 - Continuation of Sabbatical Leave Suspension under New Law (Act 788 of 2012 Legislative Session effective June 13, 2012)
To suspend all sabbatical leave requests for the 2012-13 and 2013-14 school years and in any school year immediately following a fiscal year in which the School Board has approved a final amended budget that projects a deficit in the General Fund.
Motion carried unanimously.
Board attorney Elmer Noah presented the Superintendent’s Employment Contract for consideration and A. R. Sims moved, seconded by Scott Robinson, that the Superintendent’s Contract be approved as presented. Mr. Noah stated that there is nothing new in the Superintendent’s Employment Contract pertaining to compensation, benefits or the term of the contract. According to the last action taken by the Board in January 2011, the Superintendent’s contract provides the extension from the end of this calendar year through December 31, 2014. The provisions that were previously reflected in the Minutes have now been reduced to the required contract form and there have been no substantive changes, modifications or additions and it provides for the extension through December 31, 2014. If approved, Mr. Noah advised the Board that the contract will be forwarded to the State Superintendent of the Louisiana Department of Education as required by recent legislation. The Board was assured by Mr. Noah that he and Business Director Juanita Duke have reviewed the Board Minutes rather extensively to make sure that all provisions of the contract are in accordance with prior action of the Board and recommends its approval. (The State Department of Education has legislated that every district superintendent must have a formal contract to the State Superintendent by July 1, 2012). Motion carried unanimously.
Diane Little, President of the Sterlington High School Quarterback Club, informed the Board that the Sterlington High School Quarterback Club has secured funds for half the cost of a new scoreboard or $9,000 for their football field. The Town of Sterlington has donated $9,000 to the Sterlington High School Quarterback Club and they have offered to pay $9,000 toward the replacement cost of $18,000 for a new scoreboard and asked the Board if they could pay the other half of A SECTION P$9,000. Whereby, Susan Spence moved, seconded by Carey Walker, that the Board contribute $9,000 with eastside bond money toward the purchase of an $18,000 scoreboard for the Sterlington High School football field contingent on the Sterlington High School Quarterback Club’s contribution of $9,000 toward the total purchase of the scoreboard. Motion carried unanimously.
On the recommendation of the Superintendent, Bill Norris moved, seconded by A. R. Sims, that the Board adopt the Resolution joining the Louisiana School Board Association’s lawsuit opposing the unconstitutional provisions of Act 2 of the 2012 Legislative Session as presented. Motion carried unanimously.
Special Projects/Safety Coordinator Kenneth Slusher reported that the WMHS STEM building construction project is making good progress and is on schedule for completion.
Special Projects/Safety Coordinator Kenneth Slusher warned the Board that the bid for the Shady Grove project to enclose the outside wing and add a front entrance canopy came in considerably over budget due to the requirement by the State Fire Marshall’s office concerning the outside wing. The current roof was determined by the State Fire Marshall’s office as not being high enough and will have to be completely torn out along with changes to convert the outside classroom doors to inside classroom doors, which raised the cost considerably. Slusher believes that the deduct change orders he will offer for approval will aid in reducing the overage. As discussed in previous meetings, Mr. Slusher stressed the importance of safety issues in securing this wing from outside intruders and feels the extra expense is warranted.
On the recommendation of Special Projects/Safety Coordinator Kenneth Slusher, John Russell moved, seconded by Susan Spence, that the Board accept the low base bid of J. S. Rugg Construction in the amount of $606,000, including add Alternate No. 1 for $98,000 for the Shady Grove project with a budget of $435,000. Further moving for the approval of a deduct change order for the lobby and front entrance canopy and a retro-fit roof (which will retain the same warranty as the old one) in the amount of $105,000 to be deducted from the $220,000 budget overage, leaving about $115,000 over budget. The $30,000 balance of funds remaining from the Robinson and Swayze project accounts, which are under budget, will be transferred to the Shady Grove project to further reduce the overage for the project to around $85,000 or $90,000 [Bid No. 51-12]. The remaining overage will be funded from limited East Ouachita construction funds designated for contingencies. Motion carried unanimously.
On the recommendation of Special Projects/Safety Coordinator Kenneth Slusher, John Russell moved, seconded by Carey Walker, that the Board accept the low bid of Ryan Watson Construction for the Robinson and Swayze construction projects to enclose outside wing and add front entrance canopy in the amount of $570,000, including add Alternate No. 1 (Swayze- $6,500) and add Alternates No. 2 (Robinson - $14,000) & No. 3 (Robinson - $18,000) to renovate bathrooms with a budget of $580,000. These two projects are under budget by $34,000 [Bid No. 52-12]. Motion carried unanimously.
Business Director Juanita Duke announced that the “old” Swartz School building received no bids [Bid No. 55-12 and under the provisions provided by law, the property will be re-bid again at a reduced value of 80 percent of the minimum bid.
On the recommendation of Business Director Juanita Duke, Carey Walker moved, seconded by Susan Spence, that the Board accept the low bid of Fitness Expo in the amount of $32,899 for fitness equipment (Item No. 1) for Ouachita Junior and Richwood High School funded through the Federal Carol White Grant [Bid No. 57-12]. Since there were no bids received for Bid Item No. 2, small purchasing guidelines will be followed for making this purchase for excer-bikes [Bid No. 57-12]. Motion carried unanimously.
On motion by Carey Walker, seconded by Scott Robinson, the Board granted permission to bid Intercom systems at Richwood High, Shady Grove Elementary and Swartz Upper [Bid No. 14-13] and rebid the Sale of “Old” Swartz School building [Bid No. 15-13]. Motion carried unanimously.
President Hicks scheduled the next regular meeting of the Board for Thursday, July 12, 2012 at 6:00 p.m.
There being no further business to discuss, Mr. Sims moved, seconded by Carey Walker, that the meeting adjourn. Motion carried unanimously.

REQUEST FOR RELEASE OF FUNDS
On or about August 20, 2012 the Ouachita Parish Police Jury will submit a request to the Office of Community Development (OCD) for the release of funds under the FY 2008 Consolidated Security Disaster Assistance and Continuing Appropriation Act, 2009 (PL 110-329), in accordance with the “Notice of Funding Availability” published in the Ouachita Citizen on August 2, 2012, for the purpose of cleaning and re-grading existing roadside ditches along Taylor Avenue from Rogers Avenue to east of Phillips Avenue for the Town of Sterlington. Outfall ditches from Rogers Avenue to west to the LP& L Canal and from east of Phillips Avenue to the Gregg Canal will also be cleaned and regraded. Existing side-drain pipes and cross drain pipes will be replaced with appropriately sized drainage structures. The amount of CDBG Disaster funding requested for this project is $152,800.00.
FINDING OF NO SIGNIFICANT IMPACT
The Ouachita Parish Police Jury has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at the Ouachita Parish Police Jury, 300 Saint John Street, Monroe, LA 71201, (318) 327-1340 and may be examined or copied weekdays 9 A.M. to 2 P.M.
PUBLIC COMMENTS
Any individual, group, or agency disagreeing with this determination or wishing to comment on the project may submit written comments to the Ouachita Parish Police Jury, Post Office Box 3007, Monroe, LA 71210-3007. All comments received by August 17, 2012 will be considered by the Parish prior to authorizing submission of a request for release of funds. Commentors should specifiy which part of this Notice they are addressing.
RELEASE OF FUNDS
The Parish certifies to the Office of Community Development (OCD) that Shane Smiley in his official capacity as President consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to environmental review process and that these responsibilities have been satisfied. The Office of Community Development (OCD) approval of the certifications satisfies its responsibilities under NEPA and related laws and authorities, and allows the Parish to use Program funds.
OBJECTIONS TO RELEASE OF FUNDS
The Office of Community Development (OCD) will consider objections to its release of funds and the Parish’s certification received by September 6, 2012 or a period of fifteen days from its receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer or other officer of the Parish approved by the Office of Community Development (OCD); (b) the Parish has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) the grant recipient or other participants in the project have committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by the OCD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR part 58, sec. 58.76) and shall be addressed to Office of Community Development, 150 North Third Street, Suite 700, Baton Rouge, Louisiana 70801. Potential objectors should contact OCD to verify the actual last day of the objection period.
