On or about July 23, 2012 the Ouachita Parish Police Jury will submit a request to the Office of Community Development (OCD) for the release of funds under the FY 2008 Consolidated Security Disaster Assistance and Continuing Appropriation Act, 2009 (PL 110-329), in accordance with the “Notice of Funding Availability” published in the Ouachita Citizen on July 5, 2012, for the purpose of drainage improvements for the Ouachita Parish H-1 Canal. The project will consist of improvements to the existing cross drain pipes, roadway patching, and related items at Stubbs Vinson Road, Stubbs Ritchie Road, and Cleveland Road. The amount of CDBG Disaster funding requested for this project is $287,475.00.
FINDING OF NO SIGNIFICANT IMPACT
The Ouachita Parish Police Jury has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. A regular meeting of the Board of Commissioners, Hospital Service District No. 1 of the Parish of Ouachita, State of Louisiana was called to order at 11:40 A.M. at the Wellness Center, 3215 Cypress Street, West Monroe, Louisiana, by Steve Hall, Chairman of the Board of Commissioners. All references to the “District” refer to the Hospital Service District No. 1 of the Parish of Ouachita, State of Louisiana. All references to the “Foundation” refer to the Living Well Foundation.

APPROVAL OF MINUTES OF DISTRICT BOARD MEETING OF APRIL 17, 2012
After review of the minutes of the District’s April 17, 2012 Board meeting, a motion was made by Mr. Mulhearn and seconded by Mr. Spencer to adopt the minutes as presented and the motion was unanimously approved.
EXECUTIVE SESSION FOR PURPOSES OF STRATEGIC PLANNING, INCLUDING WITH RESPECT TO THE FUTURE OF THE WELLNESS CENTER AND RELATIONS WITH GRMC, GLENWOOD RESOLUTION AUTHORITY, INC., AND THE LIVING WELL FOUNDATION
A motion was made by Mr. Spencer, seconded by Mr. Gilley, and unanimously approved for the Board of Commissioners to go into executive session for the purposes of strategic planning, including reviewing the Wellness Center monthly financial statements.
Mrs. Culp, Executive Director of the Wellness Center, presented the Wellness Center monthly financial statements and her management report.
Pam Barton, Supervisor of the Competitive Grant Department of the Ouachita Parish
School Board, Robin Austin, and Linda Trimble, Grant Facilitators, were in attendance to discuss the proposed Amendment to the HSD-OPSB Cooperative Endeavor Agreement.
Mr. Mulhearn motioned, Mr. Gilley seconded, and the Commissioners present approved the motion to go back into public session.
REVIEW OF CURRENT FINANCIALS OF DISTRICT (OTHER THAN THE WELLNESS CENTER)
Mr. Hall presented the monthly financials of the District (other than the Wellness Center) ending April 30, 2012.
DISCUSSION REGARDING ANNUAL AUDITOR’S EXIT INTERVIEW
The annual auditor’s exit interview will be given at the District’s June meeting.
DISCUSSION REGARDING ANNUAL REVIEW AND PUBLICATION OF THE DISTRICT’S AUDITED FINANCIAL STATEMENTS
The annual review and publication of the District’s audited financial statements will be given at the District’s June meeting.
DISCUSSION REGARDING RE-APPOINTMENT OF COMMISSIONERS
Mr. Hall advised that the Ouachita Parish Police Jury met on May 7th; however, the reappointment of Patrick L. Spencer to the District’s Board failed to make their agenda. Plans are to have this agenda item addressed at a future Police Jury meeting.
AMENDMENT OF AGENDA
Mr. Mulhearn moved to take up the following matter not on the agenda: "Recommendation to Police Jury of Commissioner to be Appointed," and stated that the purpose for the addition to the agenda is to address a matter not on the agenda that it is in the best interest of the District to address immediately. Mr. Spencer seconded the motion.
The Chairman declared an opportunity for public comment on the motion. There were no public comments. The Board proceeded to a vote, and the motion passed with the unanimous approval of the Commissioners present, whereupon the Board took up the matter.
RECOMMENDATION TO POLICE JURY OF COMMISSIONER TO BE APPOINTED
Mr. Spencer offered the following resolution:
WHEREAS, Violet Liner recently resigned as a Commissioner of the District, effective May 15, 2012;
WHEREAS, Section 3 of the Coordination Agreement entered into among the District, Glenwood Regional Medical Center (now Glenwood Resolution Authority, Inc.), the Ward Five Healthcare Foundation, and the Ouachita Parish Police Jury, executed on November 17 and 18, 2006 and effective as of January 31, 2007, provides that the Police Jury shall appoint as Commissioners of the District only persons who have been recommended for appointment by a resolution of the District;
RESOLVED, that the District recommends Susan Hoffman for appointment by the Ouachita Parish Police Jury as a Commissioner of the District.
Upon Mr. Mulhearn’s second, the Commissioners approved the resolution by the unanimous vote of those present.
QUARTERLY REVIEW OF THE FOUNDATION’S UNAUDITED QUARTERLY FINANCIAL STATEMENTS
The Foundation’s Unaudited Quarterly Financial Statements for March 31, 2011 were presented for review and discussion.
APPROVAL OF LIVING WELL FOUNDATION’S NOMINEE FOR BOARD MEMBER POSITION
The following resolution was offered by Mr. Mulhearn, seconded by Mr. Spencer, and unanimously approved by the Board of Commissioners:
WHEREAS, Mary Ann Newton Moon, previously nominated by the Foundation and elected by the District, resigned as a director of the Foundation effective May 1, 2012;
WHEREAS, the nominee recommendation committee of the Foundation has recommended, and the Board of Directors of the Foundation has nominated, Deion Hemphill, CPA, to replace Mary Ann Newton Moon as a director of the Foundation;
RESOLVED, that Deion Hemphill is elected, effectively immediately, to serve as a director of the Foundation, to fill the vacancy created by the resignation of Ms. Moon for the balance of the unexpired term, which term continues until December 31, 2014, and thereafter until her successor is elected and has qualified, unless she sooner resigns or is removed from office.
APPROVAL OF LIVING WELL FOUNDATION’S MEMORANDUM OF UNDERSTANDING WITH OUACHITA PARISH SCHOOL BOARD
Mr. Spencer moved to consider the following resolution:
WHEREAS, Section 2.B(7) of the Cooperative Endeavor Agreement between the District and the Foundation, and Section 2.10 of the Bylaws of the Foundation, each provides that the approval of the Board of Commissioners of the District is required for, among other things, the entrance into or amendment of any management or operating agreement with respect to any operations of the Foundation, any contract or transaction involving the Police Jury, and any contract or transaction involving $1 million or more;
WHEREAS, the Foundation has recently approved the execution of a Memorandum of Understanding between the Ouachita Parish School Board (the "OPSB") and the Foundation, effective August 1, 2011, which memorializes the understanding between the OPSB and the Foundation with respect to the funding and operation of certain school-based healthcare centers, which action may require the approval of the Board of Commissioners and which approval the Board of Commissioners deems advisable;
RESOLVED, that the Memorandum of Understanding between the Ouachita Parish School Board and the Living Well Foundation, dated effective August 1, 2011, is approved, substantially in the form presented to this meeting, along with such further non-material changes as the parties thereto may approve prior to execution.
Mr. Hall seconded the motion. The Board proceeded to a vote, and the motion passed with the unanimous approval of the Commissioners present.
APPROVAL OF FIRST WEST COUNSELING CENTER’S GRANT APPLICATION FOR SPRING 2012
Mr. Gilley offered the following resolution:
WHEREAS, Section 2.B(7)(i) of the Cooperative Endeavor Agreement between the District and the Foundation, and Section 2.10(i) of the Bylaws of the Foundation, each provides that the approval of the Board of Commissioners of the District is required in order for the Foundation to enter into any contract or transaction with an entity in which one or more of the Foundation's directors or officers is a director or officer or has a financial interest;
WHEREAS, in connection with its spring 2012 grant cycle, the Foundation recently approved, subject to certain conditions, a grant to an entity, First West Counseling Center, in which a Foundation directors disclosed a possible a conflict of interest (Blake Wheelis serves in a leadership position with First Baptist Church, which is associated with First West Counseling Center, but has no involvement with First West Counseling Center, which is a separate non-profit corporation); while the Foundation determined, under the procedures set forth in the conflict of interest provisions of its Bylaws, that the director does not have a conflict of interest, and such director did not participate in the final discussion and vote of the Foundation Board on the grant request, it was considered desirable for the District Board of Commissioners to review the matter as well;
WHEREAS, the Board of Commissioners has reviewed a description of the grant proposal for the grant in question, the project budget worksheet for the grant proposal, and the scores of all 4 of the spring 2012 grant applications considered by the Foundation, the recommendations of the Programs/Grant Review Committee with respect to all 4 spring 2012 grant applications, and the decisions made by the Foundation Board of Directors with respect to all 4 spring 2012 grant applications;
RESOLVED, that the Board of Commissioners hereby approves the grant by the Foundation to the First West Counseling Center, Inc. with respect to Project HELP of a total maximum grant award of $50,000, subject and pursuant to the negotiation and execution of a formal written grant agreement between the Foundation and the First West Counseling Center substantially in the form of grant agreement previously approved by the District.
Upon Mr. Spencer’s second, the Commissioners approved the resolution by the unanimous vote of those present.
REVIEW OF LIVING WELL FOUNDATION’S BOARD OF DIRECTORS MINUTES OF MAY 1, 2012
The Board of Commissioners reviewed the Foundation’s minutes of the May 1, 2012 Board of Directors meeting.
AMENDMENT OF AGENDA
Mr. Spencer moved to take up the following matter not on the agenda: "Approval of First Amendment to HSD-OPSB Cooperative Endeavor Agreement," and stated that the purpose for the addition to the agenda is to address a matter not on the agenda that it is in the best interest of the District to address immediately. Mr. Gilley seconded the motion.
The Chairman declared an opportunity for public comment on the motion. There were no public comments. The Board proceeded to a vote, and the motion passed with the unanimous approval of the Commissioners present, whereupon the Board took up the matter.
APPROVAL OF FIRST AMENDMENT TO HSD-OPSB COOPERATIVE ENDEAVOR AGREEMENT
After due discussion, Mr. Spencer proposed, Mr. Gilley seconded, and the Board of Commissioners unanimously adopted the following resolution:
WHEREAS, having met with representatives of the Ouachita Parish School Board and discussed in detail the progress of the implementation of the HSD-OPSB Cooperative Endeavor Agreement, dated May 18, 2010, between the District and the Ouachita Parish School Board and the desirability of certain amendments to the measurable objectives and to the spending flexibility in such agreement;
RESOLVED, that the First Amendment to the HSD-OPSB Cooperative Endeavor Agreement, in the form such amendment has been presented and revised at this meeting, is approved, and the Chairman of the District is authorized to execute and deliver on behalf of the District the First Amendment to the HSD-OPSB Cooperative Endeavor Agreement.
TRANSACTION OF ANY OTHER BUSINESS THAT MAY PROPERLY COME BEFORE THE MEETING
The next regular scheduled meeting of the District will be on Tuesday, June 19, 2012. The meeting date was later changed to June 12, 2012.

ORDINANCE NO. 2012-24 (BCO)
AN ORDINANCE AMENDING ORDINANCE NO. 2006-08 (BCO) ZONING CODE SECTION 1-1005 BY ADDING NUMBER (7) TO READ:
(7) NO BUIDLING OR STRUCTURE OF ANY KIND OR TYPE SHALL BE CONSTRUCTED WITHIN A 100-FOOT RADIUS OF THE LOCATION OF ANY OIL OR NATURAL GAS WELL, AND NO PERMIT SHALL ISSUE FOR ANY SUCH CONSTRUCTION UNLESS THE LOCATION OF THE PROPOSED BUILDING OR STRUCTURE IS APPROVED AS AN EXCEPTION LOCATION BY WRITTEN AGREEMENT BETWEEN THE WELL OWNER(S) AND THE BUILDER OR OTHER PARTY SEEKING THE BUILDING PERMIT, WHICH WAIVER MUST BE FILED WITH AND APPROVED BY THE TOWN OF STERLINGTON ZONING AND PLANNING COMMISSION PRIOR TO THE ISSUANCE OF ANY PERMIT.
WHEREAS, a potential hazard is building structures too close to a 2,100-foot deep natural gas well; although incidents are very rare, such an event would not be a good situation if it were to occur near an inhabited structure.
WHEREAS, when a well's economic life is concluded and that well is to be plugged it requires several trucks and other equipment to be brought to the wellhead, which in turn requires adequate clearance from homes, businesses and other structures to access the well.
WHEREAS, the issuance of a building permit would be a public safety hazard and potential liability issues could arise.
BE IT ORDAINED by the Mayor Pro Tem and Board of Aldermen of the Town of Sterlington, Louisiana in legal session convened, that the proposed ordinance amending Ordinance #2006-08 (BCO) Section 1-1005 by adding #7 to read as stated above.
The foregoing ordinance having been duly introduced at the regular meeting (May 22nd) of the Mayor and Board of Aldermen and notice of it having been published in the official journal (May 24th), and the same having been read by title at the regular meeting and called for final passage and submitted to a final vote as a whole, the vote thereon being:

The Police Jury of the Parish of Ouachita, State of Louisiana met in a regular session in the Ouachita Parish Police Jury Meeting Room, Courthouse Building, Monroe, Louisiana on Monday, May 21, 2012 at 5:33 p.m., and was duly convened by Mr. Shane Smiley, President.
The invocation was given by the president. The Pledge of Allegiance to the flag was led by the president.

APPROVAL OF AGENDA:
The president asked if there were any additions or amendments to the agenda. Mr. Mitchell stated that he had an item to add that that was brought to his attention earlier in the day. The item was for approval for assignment of three oil and gas leases for drilling. Mr. Mitchell stated that the closing date is May 30, 2012 so action was needed before the next meeting of the Jury. Motion offered by Dr. Reddix, seconded by Mr. Calhoun to add the item to the agenda. Motion passed without opposition.
Mr. Caldwell asked that the matter concerning Section 8 be removed from the agenda. Motion offered by Mr. Caldwell, seconded by Dr. Reddix to remove Section 8 from the agenda. Motion passed without opposition.
Motion offered by Ms. Moore, seconded by Mr. Caldwell to approve the agenda with the amendments. Motion passed without opposition.
PUBLIC COMMENT PERIOD:
The president asked for public comment on the agenda as approved. No one came forth at this point in the meeting.
ADOPTION OF MINUTES:
A motion to adopt the minutes of the regular police jury meeting including the Committee Meetings held on May 7, 2012 was offered by Mr. Caldwell, seconded by Dr. Reddix. Motion passed with Mr. Smiley abstaining.
PUBLIC HEARING:
The president convened a Public Hearing on Ordinance No. 8999- An ordinance amending Section 15-21 of the Compiled Ordinances of Ouachita Parish governing “Fundraising Activities In or Upon Public Roads”; and, further providing with respect thereto. No one appeared to speak in favor of or against said ordinance. Motion to close the public hearing was offered by Mr. Caldwell, seconded by Mr. Calhoun. Motion passed without opposition.
VISITORS:
Mr. Cammack stated that Judy Bell with The Wellspring was present and he asked to take up the personnel item under his name at this time. Ms. Bell spoke regarding hiring Whitney Wall in the position of Project Coordinator who resigned. Motion offered by Mr. Caldwell, seconded by Dr. Reddix to hire Whitney Wall in the position of Project Coordinator. Motion passed without opposition.
The president recognized Bill Land with Herbert Land Architect Inc. Mr. Land spoke regarding the change order for the fire department maintenance shop. Motion offered by Ms. Moore, seconded by Mr. Calhoun to approve the change order in the amount of $4,500. Motion passed without opposition.
Mr. Land spoke regarding the contract for construction of storage building for the fire department and homeland security. Mr. Land stated that the contract amount would for $7,500. Mr. Mitchell stated that he will also be writing a cooperative endeavor agreement between the fire department and homeland security and would bring it back to the Jury for approval. Motion offered by Mr. Caldwell, seconded by Ms. Moore to approve the contract between Herbert Land Architect Inc. and the Police Jury in the amount of $7,500 as recommended by Mr. Land. Motion passed without opposition.
Mr. Land spoke regarding the bid results for the Public Works roof. Mr. Land stated that the low conforming bid was from Southern Roofing and Vinyl Siding in the amount of $26,300 and recommended approval. Motion offered by Mr. Calhoun, seconded by Dr. Reddix to accept the low conforming bid from Southern Roofing and Vinyl Siding. Motion passed without opposition.
ENGINEERING REPORT:
Mr. Mitchell spoke regarding the final acceptance of the ARRA Road Projects. Mr. Mitchell stated that the parish engineer recommended granting final approval for the ARRA projects and that LA DOTD requested that acceptance be in the form of a resolution.
Motion offered by Mr. Caldwell, seconded by Mr. Calhoun to approve the following resolution.
RESOLUTION NO. 12-16
A RESOLUTION GRANTING FINAL ACCEPTANCE AND APPROVAL FOR CERTAIN IMPROVEMENTS TO GOOD HOPE ROAD, DELLWOOD DRIVE, LOUISIANA AVENUE, VANCIL ROAD AND HADLEY STREET; AND FURTHER PROVIDING WITH RESPECT THERETO.
WHEREAS, through funding made available to the State of Louisiana under the federal American Recovery and Reinvestment Act of 2009 (“ARRA”) the Ouachita Parish Police Jury was able to contract for certain improvements to Good Hope Road, Dellwood Drive, Louisiana Avenue, Vancil Road, and Hadley Street were;
WHEREAS, the construction of said improvements has been completed and the Parish Engineer has recommended that the Ouachita Parish Police Jury grant approval and final acceptance for each such project:

FINANCE COMMITTEE MEETING
The chairman, Mr. Caldwell, called the finance committee meeting to order at 5:51 p.m. Mr. Caldwell recognized Mr. Cammack, Treasurer.
Mr. Cammack presented the claim statement for the period of April 13, 2012 through May 17, 2012 and recommended approval. Motion offered by Mr. Caldwell, seconded by Mr. Calhoun to approve the claims for the period stated as recommended by the Treasurer. Motion passed without opposition.
Mr. Cammack and Ms. Cupit presented the financial reports and current investments report. Discussion ensued. No action was taken on this matter.
Mr. Cammack stated that the audit is on-going and the due date is June 30, 2012. Mr. Cammack also stated that another batch of checks for the Next Autoworks refunds would be going out later in the week.
There being no further business to come before this committee, a motion to adjourn the finance committee meeting and reconvene the regular meeting was offered by Mr. Smiley, seconded by Dr. Reddix. The finance committee meeting was adjourned at 6:39 p.m.

The president acknowledged that Mr. Robinson, District A was absent due to an illness and asked if anyone had any information concerning Mr. Robinson’s agenda items. Mr. Calhoun stated that he would like to have a meeting to walk the Vernon Street Canal. No action was taken on this matter.
Mr. Calhoun stated that the T-1A Canal project is moving forward. No action was taken on this matter.
Mr. Calhoun asked Mr. Cammack for an update on the Cadeville Water System generator. M. Cammack stated that the engineer would have the plans and specifications ready by the end of the month. No action was taken on this matter.

RESOLUTION NO. 12-15
A RESOLUTION STATING THE INTEREST OF THE OUACHITA PARISH POLICE JURY IN THE ENDORSEMENT OF PULPMILL SERVICES, INC. AND THEIR PROJECT #20111094 TO PARTICIPATE IN THE BENEFITS OF THE LOUISIANA ENTERPRISE ZONE PROGRAM; AND FURTHER PROVIDING WITH RESPECT THERETO.
WHEREAS, the Louisiana Enterprise Zone Act of 1981, Act 901 was enacted by the Louisiana State Legislature, and Act 337 was enacted by the 1982 Legislature, Act 433 was enacted by the 1987 Legislature, and Act 581 was enacted by the 1995 Legislature and,
WHEREAS, the Louisiana Enterprise Zone Program offers significant incentives for economic development to some of the most distressed areas in Ouachita Parish, and
WHEREAS, the business is located within former Census Tract 106.03 Block Group 1, which, at the time of the above legislation, was NOT a designated Enterprise Zone or within the boundaries of an Economic Development Zone, and
WHEREAS, the Ouachita Parish Police Jury states this endorsement is in agreement with the Overall Economic Development Plan for Ouachita Parish, and
WHEREAS, in accordance with the Louisiana Enterprise Zone Program requirements Ouachita Parish agrees:
1. To participate in the enterprise zone program.
2. To assist the Department in evaluating progress made in any enterprise zone within its jurisdiction.
3. To REFUND all applicable* local sales taxes on the purchase of the material used in the construction of a building, or any addition or improvement thereon, for housing any legitimate business enterprise, and machinery and equipment used in that enterprise. This tax refund would be on materials, construction and equipment purchased for a project and used by a business permanently on that site.
NOW, THEREFORE,
BE IT RESOLVED by the Ouachita Parish Police Jury of Ouachita Parish, Louisiana, in regular and legal session convened, that Pulpmill Services, Inc., State Application #20111094 is endorsed to participate in the Louisiana Enterprise Zone Program.
BE IT FURTHER RESOLVED by the Ouachita Parish Police Jury of Ouachita Parish, Louisiana, in regular and legal session convened, that if any provision or item of this resolution of the application thereof is held invalid, such invalidly shall not affect other provisions, items or applications of this resolution which can be given effect without the invalid provisions, items or applications and to this end the provisions of this resolution are hereby declared severable.
BE IT FURTHER RESOLVED that all resolutions or parts thereof in conflict herewith are hereby repealed.

Dr. Reddix asked Mr. Murray to speak regarding the Robinson Street Bridge. Mr. Murray stated that the bridge is not in the federal program and that the parish inspector can go out and inspect the bridge. No action was taken on this matter.
MR. SHANE SMILEY, DISTRICT E:
Motion offered by Mr. Smiley, seconded by Mr. Caldwell to accept the amendment to the WIA Contract for PY12/FY13. Motion passed without opposition.

NOTICE
The Ouachita Parish School Board met in special session on Thursday, May 24, 2012 at six (6:00) p.m. at its regular meeting place, the Ouachita Parish School Board office.
President Hicks called the meeting to order and welcomed visitors and special guests to the meeting.
The roll was called and the following members were present: Bill Norris, Scott Robinson, A. R. Sims, Jerry R. Hicks, John Russell, Carey Walker and Susan Spence. There were none absent.
President Hicks led the Pledge of Allegiance to the American Flag.
The Invocation was delivered by Board member Bill Norris.
On motion by A. R. Sims, seconded by Carey Walker, the Board unanimously approved the Minutes of May 7, 2012 as written.
On motion by Scott Robinson, seconded by A. R. Sims, the Board unanimously approved the revised Agenda as presented.
On motion by Susan Spence, seconded by A. R. Sims, the Board unanimously approved the amended Personnel Agenda as presented.
Representing his district, Mr. Sims and the Superintendent presented a plaque to the retiring principal of Pinecrest School, Mike Stone, in honor of his 38 years of dedicated service as an educator.
District representatives; Jerry Hicks, Scott Robinson, Bill Norris and the Superintendent, presented a plaque to Jim Aulds, retiring principal of West Ridge Middle School, in appreciation for 41+ years of dedicated service as an educator.
Donnie Dampier, retiring principal of Riser Middle School, was also honored with a plaque for 37 years of dedicated service in education from the Superintendent and district representatives; Jerry Hicks, Scott Robinson, Bill Norris and A. R. Sims.
Sterlington High School retiring principal, Ross Davis, received a plaque as well in appreciation for his 40 years of outstanding service as an educator from the Superintendent and district representatives; Carey Walker, Red Sims, and Susan Spence.
On the recommendation of the Superintendent and motion by Mr. Sims, seconded by Scott Robinson, the Board appointed Don Tumey to the position of principal of Pinecrest School, effective July 1, 2012. Motion carried unanimously.
On motion by Scott Robinson, seconded by Bill Norris, the Board appointed Jim McKay to the position of principal of West Ridge Middle School, effective July 1, 2012 as recommended by the Superintendent. Motion carried unanimously.
Permission was granted to the Superintendent with a motion by Bill Norris, seconded by A. R. Sims, to open the position of assistant principal of West Ridge Middle School for application through the selection process. Motion carried unanimously.
On the recommendation of the Superintendent and motion by Susan Spence, seconded by Carey Walker, the Board appointed Dell Ashley to the position of principal of Sterlington High School, effective July 1, 2012. Motion carried unanimously.
On motion by Carey Walker, seconded by Susan Spence, the Board granted permission to the Superintendent to open the position of assistant principal of Sterlington High School for application through the selection process. Motion carried unanimously.
On motion by A. R. Sims, seconded by Bill Norris, the Board granted permission to the Superintendent to open the position of assistant principal of West Ouachita High School for application through the selection process. Motion carried unanimously.
Rodney Albritton, retiring assistant principal at Lakeshore Elementary was not present to receive his plaque. Mr. Albritton served 36 years of dedicated service in the Ouachita Parish School System.
President of the Monroe Alumnae Chapter of Delta Sigma Theta Sorority, Inc., Elaine E. Coleman, along with her colleagues, spoke to the Board recognizing and applauding them, as well as teachers and staff of Ouachita Parish for their dedication to the academic success of their students. She also praised their efforts in promoting the stimulation of positive attitudes and providing solutions to problems within the public education system. Reverend Russell, along with the Board, expressed their gratitude to the group for their continued support and interest in the OPSS (Reverend Russell’s wife was present and represented her group as a member).
On the recommendation of Business Manager Juanita Duke and motion by Susan Spence, seconded by John Russell, the Board adopted Recommendation #13 offered by the Finance Committee that suspends all sabbaticals, except for medical sabbaticals for catastrophic illness and injury for the 2012-13 fiscal year (upon the approval of the “no-growth” MFP resolution by the legislature), in accordance with Act 405 of the 2011 Legislative Session as presented. Potential savings to the Board are estimated to be around $991,720. Motion carried unanimously.
Business Manager Juanita Duke reported that the 1968 sales tax collections used to pay salary supplements to employees were up about 4.2 percent over the previous year, but two more months still remain to be collected. Even with an increase in sales tax revenue, additional staff added this year for employees transferred from expired federal stimulus programs and positions to staff the new Sterlington Middle School would keep the 13th check amounts about the same as they were last year. Plans are to distribute the checks on June 19, 2012 or sooner depending on when the final collection payment is received.
On the recommendation of Business Manager Juanita Duke, Susan Spence moved, seconded by Scott Robinson, that the Board grant permission to the Superintendent to enter into an agreement with Fontenot Benefits & Actuarial Consulting (FBAC) to perform the required Actuarial Valuation Services for the School Board’s Other Post Employment Benefits (OPEB) as of June 30, 2012, with an updated report for the June 30, 2013 reporting year. This agreement is for a term of 2 years and will cost a total of $10,000 total for both years. (In 2003 The Governmental Accounting Standards Board (GASB) issued Statements #43 and #45 requiring governments to report the actuarial Value of their OPEB liability in their annual financial statements to provide a more accurate representation of the government’s financial position. This liability represents the present value of the ultimate cost of benefits that accrues over the life of an employee as they are actively working and who will receive benefits when they retire. The benefits included in the school board’s other post-employment benefits plan are health insurance and life insurance benefits that employees are allowed to retain upon retirement. As a requirement in these pronouncements, this valuation is made every 2 years for a government of our size.) Mrs. Duke reminded the Board that our OPEB liability is currently funded on a pay-as-you-go basis which means the actual cost of insurance premiums for current retirees are paid as they come due each year. The unfunded accrued liability (UAL) for OPEB was $157,926,070 as of June 30, 2011; GASB has made provisions for this liability to be amortized over a 30-year period, resulting in funding an Annual Required Contribution each year until the UAL is fully funded. The cumulative unfunded Annual Required Contributions (OPEB obligation) was $51,034,634 as of June 30, 2011. Under the pay-as-you-go funding method, this obligation will continue to grow each year until the full UAL is realized at the end of the amortization period. In the past it has been GASB’s position that the UAL is a financial reporting requirement rather than a financial funding requirement. However, bond rating agencies are beginning to watch these liabilities more closely to consider the future impact it will have on a government’s financial position. Motion carried unanimously.
Robin Austin, Grants Facilitator, presented two changes to the Cooperative Endeavor Agreement between the Hospital Service District #1 and the Ouachita Parish School Board for the Board’s consideration. Following her presentation and discussion, Scott Robinson moved, seconded by Susan Spence, to adopt the changes as presented. One change is found in the original “Measureable Objectives” (Exhibit A) part of the agreement that gives more flexibility in spending the $500,000 donated by the HSD to our school district in a more efficient manner and to meet their (HSD) goals, one being to increase physical activity in our schools. The other revision is found in Section 1.5 in the “Scope of Services” section of the agreement allowing the OPSS to over-spend any budget category by up to 20% (formerly 10%) of the total annual budget without the approval of the HSD. Motion carried unanimously.
Special Projects/Safety Coordinator Kenneth Slusher reported that the four ongoing construction projects are on schedule. The restrooms are completed at OPHS and the punch list is almost finished. The STEM building project at Lakeshore and the renovations at Sterlington Middle are on schedule. Transportation Supervisor Skeeter Boyd extended his appreciation for the new bus garage recently completed and they are really enjoying it. In conclusion, Mr. Slusher reported that bids are to open on the Swayze, Robinson and Shady Grove renovation projects the second week in June.
On the recommendation of Business Manager Juanita Duke, Susan Spence moved, seconded by Carey Walker, that the Board grant permission to bid fitness equipment for Richwood High and Ouachita Junior High through the federal Carol M. White Physical Education Program (CFDA #84.215F) with a budget of $40,000 [Bid No. 57-12]. Motion carried unanimously.
On motion by Scott Robinson, seconded by Susan Spence, the Board accepted the recommendation of Business Manager Juanita Duke, and granted permission to bid band instruments [Bid No. 9-13]. Motion carried unanimously.
On the recommendation of Special Projects/Safety Coordinator Ken Slusher, Carey Walker moved, seconded by Susan Spence, that the Board grant permission to bid bleachers at Ouachita Junior High funded through the East Side Bonds with a budget of $80,000 [Bid No. 10-13]. Motion carried unanimously.
Susan Spence moved, seconded by Scott Robinson, that the Board grant permission to bid large cafeteria equipment funded through School Food Service as recommended by Business Manager Juanita Duke [Bid No. FS6-13]. Motion carried unanimously.
On the recommendation of Special Projects/Safety Coordinator Kenneth Slusher, Carey Walker moved, seconded by Susan Spence, that the Board accept the low bid of Mann’s Construction for alterations and additions to Ouachita Junior High at a cost of $1,196,000 and funded through the 2011 East Side Bonds with a total project budget of $1,300,000 [Bid No. 48-12]. Motion carried unanimously.
On motion by Susan Spence, seconded by Scott Robinson, the Board accepted the recommendation of Business Manager Juanita Duke and approved the low bid of Air Nu in the amount of $24,399.54 for air filters funded through General Fund [Bid No. 49-12]. Motion carried unanimously.
On motion by Bill Norris, seconded by Susan Spence, the Board authorized the Superintendent to change the current title of Juanita Duke from Business Manager to “Director of Business”, effective immediately. Superintendent Webber indicated this is a change in title only with no increase in salary and is requested because most other systems our size have this position titled as a “director”. Motion carried unanimously.
The next Board meeting will be held on Thursday, June 14, 2012 at 6:00 p.m. At 7:00 p.m., immediately following the Board meeting, a Tenure Hearing will be conducted for bus driver, Pagetamica Carter.
There being no further business to discuss, Susan Spence moved, seconded by Carey Walker, that the meeting adjourn. Motion carried unanimously.
