Members present: Fred Hall, Don Leach, Ralph Owens Members absent: None Others present: Jerry Lazenby-Lazenby & Associates, Inc./ Terry Cox-district manager Commissioner Hall called the meeting to order promptly at 11:00 a.m. The first item was the change order for the Kiroli Road Sewer Line Relocation Project. Mr. Lazenby presented the plans for the change that was needed and a discussion followed. Commissioner Leach made a motion to accept the change and the cost associated with it and Commissioner Owens seconded the motion. The motion passed by a unanimous voice vote. Next was an update on the flow meter installation at the sewer treatment plant project. Mr. Lazenby presented the plans for the change that was needed and a discussion followed. This for for information only and no action was necessary. An update on the Hamilton Park lift station reconstruction project was the next item. Mr. Lazenby presented the progress that has been made on the project and an invoice for a partial payment. No action was taken as it was for information only. Mr. Lazenby brought everyone up to speed on the LS "N" Force Main project and a short discussion followed. No action was needed as it was for information only. Mr. Lazenby brought to everyone's attention a project that need to be considered for the near future on Alice Street. No action was taken as this was for info on a project that needs to be considered in the near future. An inter-agency agreement with the City of West Monroe and WOSD #5 was presented by Mr. Lazenby and is under advisement. Next was the drainage issue on Lemont Drive. This was for information only. The receipt of bids for the West Monroe/WOSD No. 5 flow meter project (L&A Inc. Project No. 11E068.00) was advertised in The Ouachita Citizen for opening on May 1, 2012. Bids were received as follows: 1. San-Tech Contractors, Inc. $298,854.00 2. Don M. Barron Contractor, Inc. $512,700.00 3. Jabar Corporation No Bid Engineer Estimate: $304,700.00 Bids were evaluated and project awarded to San-Tech Contractors, Inc. as the lowest responsible bidder on May 2, 2012. Motion by Commissioner Leach and seconded by Commissioner Owens to authorize and abatement of fees to Greater Ouachita Water Company in the backwash water from sand filters at Arkansas Road, US 80 and Campbell Street Water Treatment Sites for a limited time until proper engineering studies and construction activities can be performed to convert from sand filtration to carbon absorption at these sites. The WOSD No. 5 for the next six months beginning on June 1, 2012, will charge the district's commercial rate of $2.625 per $1,000 gallons for backwash flows from each of the three sites up to 2.5 million gallons per month per individual site. Backwash flows above the 2.5 million gallon limit per site will not be charged. At the end of the six month fee abatement period the Board of Commissioners will consider extending the fee abatement to Greater Ouachita Water Company for a second six month period if sufficient progress has been made to convert the three water treatment sites to carbon absorption. This fee abatement program will be re-evaluated and adjusted should the cost of sewer treatment from the West Monroe/WOSD No. 5 Regional Wastewater Treatment significantly increases during this period. Motion passed unanimously by voice vote. The final item on the agenda was cash disbursements. Mr. Cox presented the disbursements for the month and a short discussion followed. Commissioner Owens made a motion to accept them as reasonable and necessary and Commissioner Leach seconded the motion. Motion passed by a unanimous voice vote. TUESDAY, MARCH 13, 2012 TOWN HALL COUNCIL ROOM CALL TO ORDER/ROLL CALL Mayor Pro Tem Caesar Velasquez called the meeting to order. A quorum was present and acting. Aldermen present: Miranda Russ, Ron Hill, Lucy Holtzclaw and Bonnie Dilmore. INVOCATION AND PLEDGE OF ALLEGIANCE Chief Barry Bonner gave the invocation and led the group in the Pledge of Allegiance. REPORTS ALDERMAND REPORTS Lucy Holtzclaw honored the citizen of the month awards for Jennifer Plumley, John Barr and Jacob Barr. The students all received certificate, plaques and pins. PUBLIC PARTICIPATION SPEED LIMIT ON OLD STERLINGTON ROAD- Jayne Bullock said some citizen had complained to her about the speed limit on Old Sterlington being too slow. She was wondering if it could be changed back to 35 mph. from just below Church St. to just past what she called Ormond curve. Chief Barry Bonner and Assistant Chief Todd Newton did a study on that area and found that most people did not do the speed limit in that area anyway. The Chief did not see a problem with the council changing the speed limit back to 35 from just below Church St. to just past Fairway Rd. Chief thought the curves past Fairway to Ormond curve needed to stay at 25mph. Alderman Lucy Holtzclaw was concerned about there not being a playground for the children that live in the apartments. She thought if there was a playground there it would keep them away from the road. Trey Heusel owner of the Cypress Cove apartments on Church St. and Bayou Point apartments on Old Sterlington Rd. Mr. Heusel said he would do whatever the council asked of him. At this time there is no playground equipment there because of the liability. Mr. Heusel asked if the speed limit could stay at 25 mph at the apartments. UNFINISHED BUSINESS BRAZO’S TECHNOLOGIES ON E-CITATIONS Brazo’s Technologies is compatible with Incode therefore maybe saving the officers and Sherrie some time. The officer enters it into a hand held device and it prints the citation and enters it into the system after the officer downloads at the end of the day.
