NOTICE TO WATER CUSTOMERS WEST HWY 80 – ARKANSAS ROAD WATER SUPPLY 06/14/2012 ( PWS ID No. LA1073055 ) The West Hwy 80 – Arkansas Road Water System is currently in violation of the maximum contaminant level (MCL) for total trihalomethanes (TTHMs) as set forth by the State [Part XII of the Louisiana State Sanitary Code (LAC 51: XII)] and the Federal Primary Drinking Water Regulations (40 CFR Part 141). The United States Environmental Protection Agency (EPA) and the Louisiana Department of Health and Hospitals (LDHH) sets drinking water standards and requires the disinfection of drinking water. Where disinfection is used in the treatment of drinking water, disinfectants combine with naturally occurring organic and inorganic matter present in water to form chemicals called disinfection byproducts (DBPs). EPA and LDHH set standards for controlling the levels of disinfectants and DBPs in drinking water, including trihalomethanes (THMs). Some people who drink water containing TTHMs in excess of the MCL over many years may experience problems with their liver, kidneys, or central nervous system, and may have an increased risk of getting cancer. In December 1998, EPA set enforceable drinking water standards for TTHMs at 80 parts per billion (ppb) to reduce the risk of cancer or other adverse health effects. Compliance with the TTHM standard for all ground water systems initially became effective and enforceable on January 1, 2004. Compliance with the TTHM standard is determined by calculating a running annual average (RAA) of quarterly TTHMs sample results. Compliance calculations preformed during the first calendar quarter of 2012 show that the system’s current TTHMs RAA is 86 ppb; thus, the system is currently in violation of the TTHMs standard. Please share this information with all the other people who drink this water, especially those who may not have received this notice directly (for example, people in apartments, nursing homes, schools, and businesses). You can do this by posting this notice in a public place or distributing copies by hand or mail. This is not an emergency. If it had been, you would have been notified immediately. EPA and LDHH do not consider this violation to have any serious adverse health effects on human health as a result of short-term exposure; however, continued long term exposure to TTHMs levels above the standard (e.g., 20 years of exposure) has potential to have serious adverse effects on human health. Greater Ouachita Water Company recently exceeded the limit for THMs. In order to get back in compliance, Greater Ouachita has changed the treatment process from free chlorine to chloramines. Melissa Breland was presented a plaque for her hard work on the 50th Anniversary party of the Town of Sterlington. Mayor Vern Breland announced the Family Dollar has accepted the building and hope to open around the beginning of December. No one had a question or comment. UNFINISHED BUSINESS LAND APPRAISAL FOR BISHOP JOHNSON’S PROPERTY The Mayor advised that we hired A. J. Burns to appraise Bishop Johnson’s property (aka car lot on 165) that the Town wants to purchase. It is less than an acre. Mr. Burns appraised the property at $42,500. M/S/C (MOVED, SECONDED, AND CARRIED)(Caesar Velasquez, Miranda Russ) to table the appraisal until the next meeting December 13, 2011. ADOPT ORDINANCE ANNEXING 1720 FEET OF PARROTS BEAK ROAD M/S/C (Miranda Russ, Caesar Velasquez) to adopt Ordinance #2011-17 (OTG) annexing 1720 feet of Parrots Beak Road into the Town limits. The vote was four yes votes and the ordinance was passed. PROPOSAL FOR DENMON ENGINEERING TO DO A STUDY FOR A WATER PLANT Engineer Chris Patrick explained what a feasibility study includes. If he does not have to survey the land, the cost will be $17,000 and if he has to survey it will not exceed $25,000. The study will take approximately two to three months and they will be looking at three different sites for the Water Plant. He explained that he will be looking at sites with room for expansion to meet the needs of the Town as it grows. Alderman Miranda Russ was concerned about spending approximately $25,000 for a study. Aldermen Bonnie Dilmore asked if the properties he is looking at would need to be purchased. Mr. Patrick stated two of the properties the Town already owns and one requires purchasing. M/S/C (Caesar Velasquez, Ron Hill) to allow Denmon Engineering to do the Feasibility Study and the cost not to exceed $25,000. HAZARD MITIGATION RESOLUTION M/S/C (Miranda Russ, Caesar Velasquez) to table the resolution. BLACK DURANGO POLICE UNIT Mayor Breland stated the black Durango is at the Dodge repair shop and the cost to repair it is $3,600. He told Chief Bonner to bring it back due to the amount of money already put into this vehicle for repairs in the last year. M/S/C (Ron Hill, Caesar Velasquez) to strip it and declare it as surplus property and advertise it with a minimum bid of $3,000 with a new engine. NEW BUSINESS BIDS FOR THE PUBLIC WORKS BUILDING Mayor Breland stated the funds for the public works building is coming from grants DRA $100,000 and $35,000 from LGAP. Chris Patrick advised the bids were opened for the building and the fire marshal is requiring the building to have a fire alarm system which is not included in the existing bids. He said we will have Delray get a price and do a change order. Mr. Patrick stated there was no problem in doing that except the additional cost for the fire alarm system. M/S/C (Ron Hill, Caesar Velasquez) to accept the recommendation of Denmon Engineering to accept the bid from Del-Ray Contractors out of Delhi, Louisiana with a base bid price of $98,662 with two options for electrical and a bathroom for a total of $128,662 bid. RECEIVING AGENDA PACKAGES ELECTRONICALLY Alderman Velasquez stated he talked to a couple aldermen and they were in favor of receiving the agenda paperwork electronically, so if it is alright with the rest of the board, we will start receiving everything that way. Marilyn stated she will have a hard copy ready for each aldermen on the night of the meeting.
