The roll was called and the following members were present: Bill Norris, Scott Robinson, A. R. Sims, Jerry R. Hicks, Carey Walker and Susan Spence. Reverend John Russell arrived at 4:50 p.m. (His arrival time is noted in the contents of these Minutes). Board member Susan Spence led the Pledge of Allegiance to the American Flag. Attorney Elmer Noah gave the Invocation. On motion by A. R. Sims, second by Susan Spence, the Board unanimously approved the Minutes of April 17, 2012 as written. On motion by Susan Spence, seconded by A. R. Sims, the Board unanimously approved the Agenda as presented. Susan Spence moved, seconded by Carey Walker, that the Board grant Dr. Webber permission to open the position of assistant principal of Lakeshore Elementary for application. The current assistant principal, Mr. Rodney Albritton, is retiring. Motion carried unanimously. On motion by Bill Norris, seconded by A. R. Sims, the Board authorized the superintendent to open the position of principal of Riser Middle for application due to the retirement of the current principal, Donnie Dampier. Motion carried unanimously. On motion by Carey Walker, seconded by Susan Spence, the Board unanimously approved the revised Personnel Agenda as presented. Dr. Webber and Attorney Elmer Noah announced that the tenure hearing for bus driver, Page Carter is rescheduled for June 14 immediately following the 6:00 p.m. Board meeting or around 7:00 p.m. Whereby, Bill Norris moved, seconded by Carey Walker, that the Board set the tenure hearing as advised by the Superintendent and attorney Noah. Motion carried unanimously. On the recommendation of Board attorney, Elmer Noah, Mr. Sims moved, seconded by Susan Spence, that the Board adopt the Resolution authorizing the hiring of special counsel to retain the services of David Doty, a former assistant district attorney from Rayville, for the Page Carter tenure hearing on June 14, 2012 immediately following the 6:00 p.m. Board meeting. Motion carried unanimously. On the recommendation of Wendy Cranford, School Based Heath Center Director, Susan Spence moved, seconded by Carey Walker, that the Board adopt the Memorandum of Understanding (MOU) agreement between The Living Well Foundation and the Ouachita Parish School Board (OPSB School Based Health Centers), effective August 1, 2011 and shall be for a period of one (1) year, but shall automatically renew for successive one (1) year terms unless cancelled, modified or terminated by either party prior to the beginning of the renewal term. Motion carried, with five (5) “yes” votes and Mr. Sims opposing. Juanita Duke, Business Manager, presented a letter of commitment previously signed by Superintendent Webber pledging support of the Ouachita Well Challenge grant application submitted by the YMCA of North Louisiana and committing a cash funding match of $213,414 from current grant funds (Safe Routes to Schools and Hospital Service District #1 Physical Education Program) that meet joint goals and objectives of the Challenge Grant. In asking for the Board’s concurrence of this commitment, she recognized Christopher Pealer, Executive Director of the YMCA of North Louisiana, who presented information about the Ouachita Well Challenge Grant Application. The purpose of the grant is to identify kids who are most in need. The project’s main objective is to promote healthier lifestyles for students while providing classes and programs on exercise and healthier eating habits. Ouachita Parish students and communities will benefit from the grant. One goal is to provide walking tracts at participating schools to be used by students, faculty and the community. The grant, if awarded, would be administered through the YMCA of North Louisiana and is sponsored by the Blue Cross/Blue Shield Foundation. Following Mr. Pealer’s presentation, Susan Spence moved, seconded by Scott Robinson, that the Board affirms the letter of commitment to provide support and a cash match with grant funds for the Ouachita Well Challenge Grant administered through the YMCA of North Louisiana. Motion carried unanimously. On the recommendation of Business Manager Juanita Duke, Bill Norris moved, seconded by Scott Robinson, that the Board accept the Finance Committee’s Recommendation #10 and approve the revised band uniform purchasing policy that changes the rotation cycle from an 8-year cycle to a 10-year cycle and increases the limit per band uniform from $375 to $400. The policy also suspends any uniform purchases and picks up the purchases again starting in the 2014-15 school year with Sterlington High School since they are next on the list. It also provides options for the schools if they decide not to purchase all new uniforms with their full allotment. They will be allowed to spend more per uniform than just the $400 but at a reduced allotment. Motion carried unanimously. On the recommendation of Business Manager Juanita Duke, Scott Robinson moved, seconded by Bill Norris, that the Board accept Recommendation #11 from the Finance Committee and approve the contract term change for new assistant principals in middle schools from 11-months to 10 months, effective today. Mr. Sims moved to table this action until the next meeting. After further discussion, Mr. Sims withdrew his motion. President Hicks called for a vote on Mr. Robinson’s motion and the Board unanimously approved Recommendation #11 as presented. On the recommendation of Business Manager Juanita Duke, Scott Robinson moved, seconded by Carey Walker, that the Board accept Recommendation #12 from the Finance Committee and approve the contract term change for new elementary school counselors from 9½ months to 9 months, effective today. Motion carried unanimously. 4:50 P.M. Reverend John Russell arrived at the meeting. Attorney Elmer Noah reported that the sale of Tract #3 of the old Swartz School property is finalized with Better Water Works and the sale of Tract #1 (corner lot) is on the agenda to be considered. Mr. Noah offered two options for the sale of Tract #1: Put Tract #1 out for sale through the bid process or allow Better Water Works to purchase the corner lot at appraised value as they have expressed a desire to do so and is prepared to move forward with a Cooperative Endeavor Agreement to purchase the property at appraised value. On the recommendation of Board attorney Elmer Noah, Carey Walker moved, seconded by Susan Spence, that the Board pursue the sale of Tract #1 of the “old” Swartz School property to Better Water Works at the appraised value of $27,500.00 with proceeds to be divided between both Swartz Elementary Schools (Upper & Lower). Motion carried unanimously. On the recommendation of the Superintendent, Bill Norris moved, seconded by Carey Walker, that the Board adopt the Policy Resolution changing the meeting schedules of the School Board from the first and third Tuesday of each month, (the first being at 12:00 p.m. and the second being at 6:00 p.m.) to the second and fourth Thursday of each month, both being at 6:00 p.m., except when a meeting date falls on a legal holiday. Motion carried unanimously. On the recommendation of Special Projects/Safety Coordinator Kenneth Slusher, Carey Walker moved, seconded by John Russell, that the Board accept the low base bid from Mann’s Construction for renovations to the Science Labs/New Gym Bleachers at Ouachita High at a cost of $806,900, including Add Alternate #1 of $15,393 for (small bleachers in upstairs gym) [Bid No. 45-12] with a budget of $900,000 and funded through eastside bonds. Motion carried unanimously. On the recommendation of Special Projects/Safety Coordinator Kenneth Slusher, Susan Spence moved, seconded by Carey Walker, that the Board accept the low base bid from Amethyst Construction for OPHS Phase #2 Road Improvements in the amount of $415,470.75, including Add Alternate #1 of $23,484.50 (Tie in drive to make complete circle) [Bid No. 46-12] with a budget of 680,000 and funded through eastside bonds. Motion carried unanimously. On the recommendation of Purchasing Agent Bobby Jones, Carey Walker moved, seconded by Scott Robinson, that the Board accept the low bid meeting specifications from Unisource in the amount of $25.78/case for copy paper (Unisource claimed the 10% Louisiana preference rule, justifying their cost) [Bid No. 42-12]. Motion carried unanimously. On the recommendation of Purchasing Agent Bobby Jones, Susan Spence moved, seconded by Carey Walker, that the Board accept the low bid from Daktronics in the amount of $91,813 for LED Signs at Swartz (Lower & Upper), Jack Hayes and Ouachita Junior High Schools [Bid No. 31-12). Motion carried unanimously. On the recommendation of Purchasing Agent Bobby Jones, Bill Norris moved, seconded by Susan Spence, that the Board accept the low bid of Bailey Bark for woodchips for the playgrounds at Swayze, Riverbend and Jack Hayes in the amount of $19.30/yd. [Bid No. 50-12); and accept the bid of $23.95/section (52”x12”) from Magnolia State School Products for borders, provided that Item #2 (borders) meets specifications [Bid No. 50-12]. Motion carried unanimously. Purchasing Agent Bobby Jones reported that the bids for school buses came in over budget, which he did not anticipate. He asked the Board to reject the two bids and rebid as a 72 passenger bus rather than an 81 passenger bus to bring down the cost. This action will require a change in the Agenda to add permission to bid the 72 passenger school buses. On the recommendation of Purchasing Agent Bobby Jones, Bill Norris moved, seconded by Susan Spence, that the Board reject the bids for the 81 passenger buses as they were over budget [Bid No. 1-13] and amend the Agenda to add a permission to rebid the buses as 72 passenger school buses. Motion carried unanimously. On the recommendation of Special Projects/Safety Coordinator Kenneth Slusher, Bill Norris moved, seconded by John Russell, that the Board grant permission to bid the following items: (1) Renovations at Shady Grove with a budget of $430,000 [Bid No. 51-12]; (2) Renovations at Robinson/Swayze with a budget of $580,000 [Bid No. 52-12]; (3) New Ag Building at Richwood High with a budget of $1,000,000 [Bid No. 53-12]; and (4) New Weight Room at Richwood Middle $250,000 [Bid No. 54-12]. Motion carried unanimously. On the recommendation of Purchasing Agent Bobby Jones, Susan Spence moved, seconded by Carey Walker, that the Board grant permission to bid the Sale of Tract 2 on the “old” Swartz School property that includes a building and land valued at $176,800 [Bid No. 55-12] and to grant permission to bid the purchase of (4) 72-passenger school buses. This plan is an assessment of a delineated area around our listed sources through which contaminants, if present, could migrate and reach our source water. It also includes an inventory of potential sources of contamination within the delineated area, and a determination of the water supply’s susceptibility to contamination by the identified potential resources. According to the Source Water Assessment Plan, our water system had a susceptibility rating of “MEDIUM”. If present, elevated levels of lead can cause serious health problems, especially for pregnant women and young children. Lead in drinking water is primarily for minerals and components associated with service lines and home plumbing. Charmingdale Subdivision Water System is responsible for providing high quality drinking water, but cannot control the variety of minerals used in plumbing components. When your water has been sitting for several hours, you can minimize the potential of lead exposure by flushing your tap for 30 seconds to 2 minutes before using water for drinking or cooking. If you are concerned about lead in you water, you may wish to have your water tested. Information on lead or drinking water, testing methods, and steps you can take to minimize exposure is available from the Safe Drinking Water Hotline or at HYPERLINK "http://www.epa.gov/safewater/lead" http://www.epa.gov/safewater/lead.
In order to ensure that tap water is safe to drink, EPA prescribes regulations which limit the amount of certain contaminants in water provided by the public water systems. Food and Drug Administration regulations establish for contaminants in bottled water which must provide the same protection for public health. Action level (AL) – the concentration of a contaminant that, if exceeded, triggers treatment or other requirements that a water system must follow. Treatment Technique (TT) – a treatment technique is a required process intended to reduce the level of a contaminant in drinking water. Maximum contaminants level (MCL) – the “Maximum Allowed” MCL is the highest level of a contaminant that is allowed in drinking water. MCL’s are set as close to the MCLG’s as feasible using the best available treatment technology. Maximum contaminants level goal (MCLG) – the “Goal” is the level of contaminants I drinking water below which there is no known or expected risk to human health. MCLG’s allow for a margin of safety. A Source Water Assessment Plan (SWAP) is now available from our office. This plan is an assessment of a delineated area around our listed sources through which contaminants, if present, could migrate and reach our source water. It also includes an inventory of potential sources of contamination within the delineated area, and a determination of the water supply’s susceptibility to contamination by the identified potential resources. According to the Source Water Assessment Plan, our water system had a susceptibility rating of “MEDIUM”. If you would like to review the Source Water Assessment Plan, please feel free to contact our office at the number provided in the following paragraph.
If present, elevated levels of lead can cause serious health problems, especially for pregnant women and young children. Lead in drinking water is primarily for minerals and components associated with service lines and home plumbing. Hillside Park Subdivision Water System is responsible for providing high quality drinking water, but cannot control the variety of minerals used in plumbing components. When your water has been sitting for several hours, you can minimize the potential of lead exposure by flushing your tap for 30 seconds to 2 minutes before using water for drinking or cooking. If you are concerned about lead in you water, you may wish to have your water tested. In order to ensure that tap water is safe to drink, EPA prescribes regulations which limit the amount of certain contaminants in water provided by the public water systems. Food and Drug Administration regulations establish for contaminants in bottled water which must provide the same protection for public health. Nephelometric Turbidity Unit (NTU) – nephelometric turbidity unit is a measure of the clarity of water. Turbidity in excess of 5 NTU is just noticeable to the average person. Variances & Exemptions (V&E) – State or EPA permission not to meet MCL or a treatment technique under certain conditions. Action level (AL) – the concentration of a contaminant that, if exceeded, triggers treatment or other requirements that a water system must follow. Treatment Technique (TT) – a treatment technique is a required process intended to reduce the level of a contaminant in drinking water. Maximum contaminants level (MCL) – the “Maximum Allowed” MCL is the highest level of a contaminant that is allowed in drinking water. MCL’s are set as close to the MCLG’s as feasible using the best available treatment technology. Maximum contaminants level goal (MCLG) – the “Goal” is the level of contaminants I drinking water below which there is no known or expected risk to human health. MCLG’s allow for a margin of safety. Maximum residual disinfectant levels (MRDL) – The highest level of disinfectant allowed in drinking water. There is convincing evidence that addition to a disinfectant is necessary for control of microbial contaminants. Maximum residual disinfectant level goal (MRDLG) – The level of a drinking water disinfectant below which there is no known or expected risk to health. MRDLGs do not reflect the benefits of the use of disinfectants to control microbial contaminants.

Some people may be more vulnerable to contaminants in drinking water than the general population. Immuno-compromised persons such as persons with cancer undergoing chemotherapy, persons who have undergone organ transplants, people with HIV/AIDS or other immune system disorders, some elderly, and infants can be particularly at risk from infections. These people should seek advise about drinking water from their health care providers. EPA/CDC guidelines on appropriate means to lessen the risk of infection by Cryptosporidium and other microbial contaminants are available from the Safe Drinking Water Hotline (800-426-4791).
