PUBLIC HEARINGS
The Ouachita Parish Police Jury will conduct two (2) public hearings on Wednesday, June 6, 2012, beginning at 10:00 a.m. in the Conference Room at the Ouachita Parish Police Jury Office.
The purpose of the first public hearing will be to receive comments on the Parish’s performance on its FY 2010 Louisiana Community Development Block Grant (LCDBG) Program (Contract No. 698542) for street improvements. The Parish will submit close-out documents for the aforementioned LCDBG program to the Louisiana Division of Administration within forty-five (45) calendar days of this notice.
The second public hearing, a Fair Housing Informational Hearing, will be conducted following the Performance Hearing. The purpose of this hearing is to discuss fair housing policies, including the Fair Housing Act as Amended (Title 8), and any recommendations for improving fair housing opportunities within the community.
All residents of the Parish, particularly low to moderate income persons, are invited to attend and submit comments. The project also includes improvements in Sub-Basin Number 2 which is located north of Sub-Basin Number 1 and consists of an area west and east of U.S. Highway 165 and South of Interstate 20. The proposed project will consist of improvements to J-1E canal, existing cross drain pipes, roadway patching, and related items at Sycamore Street and east of U.S. Highway 165. Implementing the proposed improvements will help prevent flooding in this area during future storm events. It will be necessary to secure servitudes so that the proposed construction can be performed. The U. S. Army Corps of Engineers has indicated there may be wetlands involved.

This is to give notice that the Ouachita Parish Police Jury is conducting an evaluation as required by Executive Order 11988 and 11990, in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management, to determine the potential affect that its activity in the floodplain and wetland will have on the human environment for the Ouachita Parish Police Jury’s Gustav/Ike Disaster Recovery Program for the City of Monroe Pump Stations Improvements.
This project will consist of the various upgrades and improvements to the existing stormwater pumping stations to assist the city in drainage measures during high volume rain events. These improvements will consist of installing new pumps, motors, and engines with new control equipment, installing SCADA equipment and systems for continuous monitoring efforts along with modifying the existing SCADA server, installing new transfer switches for some locations, installing new electrical switch gear for some locations, and the purchase and installation of new emergency backup power generators. The following pump stations will be included in the project Forrest Pump Station, 10th and Willow Pump Station, Shady Oaks Pump Station, River Oaks Pump Station No.1, Pine Street Pump Station, Oregan Trail Pump Station, Stubbs Pump Station. SCADA controls will be installed at each of the eighteen storm water stations and the modification of the existing computer software. This project will assist the City of Monroe in hurricane recovery efforts by providing emergency power and better pumping capacity to the residents of the City of Monroe. All of this project will be constructed in existing sites and no additional easements or acquisition will be required. The U. S. Army Corps of Engineers has indicated there may be wetlands involved.

The proposed project will consist of cleaning and regrading existing roadside ditches along Taylor Avenue from Rogers Avenue to east of Phillips Avenue. Outfall ditches from Rogers Avenue west to the LP&L Canal and from east of Phillips Avenue east to Gregg Canal will also be cleaned and regraded. Existing side drain pipes and cross drain pipes will be replace with approximately sized drainage structures. Implementing the proposed improvements will prevent flooding in this area during future storm events. The project will benefit residents of these structures, as well as additional nearby residents who live along Rogers Avenue, Frances Avenue, and Phillips Avenue. All of this portion of the project will be constructed in existing sites and rights-of-way and no additional easements or acquisition will be required. The U. S. A cashier’s check or bid bond payable to Hospital District #1 of the Parish of Ouachita in an amount not less than five (5) percent of the amount of the bid, but in no event more than $10,000, must accompany the bidder’s proposal. Cotton Valley Formation, Reservoir A
1. To establish rules and regulations governing the exploration for and production of gas and condensate from the Cotton Valley Formation, Reservoir A.
2. To create two (2) drilling and production units for the exploration for and production of gas and condensate from the Cotton Valley Formation, Reservoir A, such units being designated CV RA SUA and CV RA SUB.
3. To force pool and integrate all separately owned tracts, mineral leases and other property interests within each of the proposed units with each separate tract sharing in unit production on a surface acreage basis of participation.
4. To designate an operator of, and unit well for, the proposed units as may be appropriate.
5. To provide that future wells drilled to the Cotton Valley Formation, Reservoir A, within or outside of the proposed units, be located in accordance with the spacing provisions of Statewide Order No. 29-E.
6. To consider such other matters as may be pertinent.
The Cotton Valley Formation, Reservoir A is defined as the stratigraphic equivalent of that gas and condensate bearing interval encountered between the depths of 9,450' and 11,300' (electric log measurements) in the O’Brien Operating Company (originally Diamond Shamrock Corporation)-Verlee R. German No. 1 Well, located in Section 25, Township 17 North, Range 1 East.

NOTICE
Notice is hereby given, pursuant to Article IV, Section 21(D)(1) of the Louisiana Constitution, that on May 15, 2012, Entergy Louisiana, LLC (“ELL”), an electric public utility providing retail electric service to customers in forty-six (46) Parishes of the State of Louisiana, filed with the Louisiana Public Service Commission (“LPSC”), pursuant to Article IV, Section 21(D)(3) of the Louisiana Constitution and Title 45, Section 1163.1 of the Louisiana Revised Statutes, filed its Formula Rate Plan (“FRP”) Rider (Rider Schedule FRP-6) Evaluation Report for the test year ended December 31, 2011, pursuant to LPSC Order No. U-31944-A decided at the November 9, 2011 Business and Executive Session of the Louisiana Public Service Commission. If approved by the Commission as filed, ELL’s FRP filing will result in a net FRP revenue requirement increase of approximately $18.1 million, which increase will be implemented effective for customer bills rendered for the first billing cycle of September 2012 (August 29), pursuant to Section 2.B.2 of the FRP.
ELL’s FRP has a target return on equity (“ROE”) of 10.25%, with a deadband of plus or minus 80 basis points. ELL’s FRP 2011 test year filing reflects an earned ROE (“EROE”) of 9.63%. Because the EROE is within the earnings deadband of the FRP, no cost of service rate change is required. ELL has, however, reflected an adjustment to Rider FRP revenues outside of the FRP sharing mechanism for an increase of approximately $18.1 million to reflect a change in the Additional Capacity Revenue Requirement pursuant to LPSC Special Order 42-2009.
Due to the increase in the Additional Capacity revenue requirement reflected in the filing, if the Commission approves the 2011 test year FRP as filed, it is estimated that the proposed increase will have the following effects upon ELL customers’ monthly bills based upon May 2012 Fuel Adjustment and Environmental Adjustment Charges. A monthly bill for Residential Service for 1,000 kWh would increase $0.89 from $90.49 to $91.38. A monthly bill for Small General Service for 12,500 kWh would increase $12.62 from $1,247.17 to $1,259.79. A monthly bill for Large General Service for 1,000 kW and 500,000 kWh would increase $286.62 from $34,015.36 to $34,301.98.
