The president recognized Judge Larry Jefferson with the Green Oaks Advisory Committee. Dr. Reddix stated that Judge Jefferson was there regarding the personnel items under her name and asked to take the matters up at that time. Judge Jefferson stated that the Green Oaks Advisory Committee was recommending the Jury to amend the job description for the Juvenile Services Director and to accept Mr. Mike Rhodes letter of intent to retire and open the position for Juvenile Services Director. Motion offered by Mr. Caldwell, seconded by Ms. Moore to revise the job description for the Juvenile Services Director. Motion passed without opposition.

The president recognized Tim Welch and Robert Holtzclaw. Mr. Holtzclaw stated that he has applied for a building permit but needs a temporary building permit in order to get power to the location. Mr. Mitchell stated that the issue is with the state granting permits for the driveways on Highway 80. Discussion ensued. Mr. Murray stated that the parish is following the regular procedures. No action was taken on this matter.

(INTRODUCTION)
AN ORDINANCE AMENDING SECTION 15-21 OF THE COMPILED ORDINANCES OF OUACHITA PARISH GOVERNING “FUNDRAISING ACTIVITIES IN OR UPON PUBLIC ROADS”; AND, FURTHER PROVIDING WITH RESPECT THERETO.
WHEREAS, presently Section 15-21 of the Compiled Ordinances of Ouachita Parish Governing “Fundraising Activities In or Upon Public Roads” as adopted by Ordinance No. 8938 prohibits all “persons” from standing or staying on the road surface of public roads in the unincorporated areas of Ouachita Parish for the purpose of soliciting contributions or purchases from motorists in vehicles stopped at intersections;
WHEREAS, as set forth in Ordinance 8938 the prohibition set forth therein was intended, inter alia, to address circumstances arising from such fundraising activities by children;
WHEREAS, as set forth above, Section 15-21presently prohibits such activities by not only children, but also by adults, and as such impacts the fund-raising activities of charitable organizations; and,
WHEREAS, the benefits to the community arising out of the activities of charitable organizations warrants a modification of Section 15-21 to allow adults to participate in the fund-raising activities presently prohibited by said Ordinance
NOW, THEREFORE:
BE IT ORDAINED by the Ouachita Parish Police Jury in legal and Regular Session that be and is hereby amended as set forth below to remove the prohibition against such activities when undertaken by persons of the age of majority;
“Sec. 15-21. Fundraising Activities in or upon Public Roads.
(a) It shall be unlawful for any person to stand or stay on the road surface of any public road in the unincorporated area of Ouachita Parish, Louisiana for the purpose of soliciting contributions or purchases from motorists in vehicles stopped at intersections.
(b) The prohibition set forth above shall not apply to activities by persons of the age of majority soliciting contributions or sales for charitable organizations.
(c) Any person who violates the provisions of this section shall be subject to a fine not to exceed two hundred dollars ($200.00).”

Mr. Smiley stated that he had spoken to Mr. Holtzclaw regarding the Lakeview Park drainage project and Mr. Holtzclaw stated that the project will go out for bid soon. No action was taken on this matter.
The president recognized Ms. Moore, District F.
MS. PAT MOORE, DISTRICT F:
Ms. Moore asked for an update on the Comprehensive Drainage Plan. Mr. Smiley stated that he had talked to Mr. Crosby and Mr. Holtzclaw and Mr. Holtzclaw stated that he would be at the next meeting of the Jury to discuss the Comprehensive Drainage Plan. No action was taken on this matter.
ADMINISTRATIVE REPORTS:

Mr. Cammack presented the claim statement for the period of March 16, 2012 through April 12, 2012 and recommended approval. Motion offered by Mr. Caldwell, seconded by Mr. Calhoun to approve the claims for the period stated as recommended by the Treasurer. Motion passed without opposition.
The president recognized Mr. Mitchell, Assistant District Attorney.

Mr. Mitchell stated that he did not have any items.
PUBLIC WORKS: Mr. John Tom Murray, Director
Mr. Murray spoke regarding the preliminary subdivision approval for River Styx Subdivision, Unit 1 located in District C and recommended approval subject to comments from the parish engineer and public works department. Motion offered by Mr. Caldwell, seconded by Mr. Robinson to grant preliminary subdivision approval for River Styx Subdivision, Unit 1 subject to comments from the parish engineer and public works department. Motion passed without opposition.
BEER AND WHISKEY APPLICATIONS:
Mr. Mitchell spoke regarding the beer and whiskey application and recommended approval. Motion offered by Mr. Smiley, seconded by Mr. Caldwell to approve the application as recommended. Motion passed without opposition.

NOTICE
The Ouachita Parish School Board met in special session on Tuesday, April 17, 2012 at six (6:00) o’clock P.M. at its regular meeting place, the Ouachita Parish School Board office.
President Hicks welcomed special guests from West Monroe with Boy Scout Troop 27.
The roll was called and the following members were present: Bill Norris, Scott Robinson, A. R. Sims, Jerry R. Hicks, John Russell and Susan Spence. Carey Walker was the only member absent.
President Jerry Hicks led the Pledge of Allegiance to the American Flag.
Board member Susan Spence gave the Invocation.
On motion by A. R. Sims, seconded by John Russell, the Board unanimously approved the Minutes of April 3, 2012 as written.
On motion by Bill Norris, seconded by A. R. Sims, the Board approved the revised Agenda as submitted. Motion carried unanimously.
Board member Susan Spence was invited by Communication Specialist Aline Smead to come forward and present a certificate of excellence award to Andrew Tan, a student in her district from Sterlington High School, in recognition of his outstanding achievement and perfect score of 36 on the ACT. According to his principal, Tan not only is fantastic in academics, he is an accomplished black belt in karate, has won national awards in addition to gold metals in this competition. He is one of two students that were picked for the national youth council to represent Louisiana in Washington D.C. He is also an accomplished violinist and pianist, cross-country track star and one his principal and community are very proud that he is a part of the Sterlington family.
Football coach, Don Shows, was asked by Dr. Webber to come forward and receive a special recognition award from the Ouachita Parish School Board for another outstanding year in football history at West Monroe High School. Coach Shows, along with his coaches and team proved themselves worthy of this honor when they captured the 2011 State Football Championship title this season. Dr. Webber thanked Coach Shows, his staff and team for a job well done in bringing so much recognition to our district.
On behalf of the Board, Dr. Webber also recognized Terry Martin, Head Coach of the Richwood High School basketball team with a Certificate of Excellence award for his accomplishment in winning the State Basketball Championship title this year. Dr. Webber remarked that he is very proud of the Richwood High School basketball program’s accomplishment in bringing honor to the Ouachita Parish School System.
Mitzi Murray recognized A+PEL Volunteer of the Year recipients with awards going to nine volunteer winners from various schools. The top winner chosen to represent Ouachita Parish at the State level was Mr. Al McGee, a volunteer for West Monroe High School since 1999. Everyone was impressed with Mr. Al’s dedication to continue his service even though his youngest daughter had graduated in 2008.
On the recommendation of Personnel Director/Assistant Superintendent Dr. Don Coker, Susan Spence moved, seconded by A. R. Sims, that the Board authorize the Superintendent to open the following three (3) principal positions for application: Pinecrest Elementary/Middle, Sterlington High, and West Ridge Middle Schools. The current principals are retiring. Motion carried unanimously.
On the recommendation of Personnel Director/Assistant Superintendent Dr. Don Coker, A. R. Sims moved, seconded by Susan Spence, that the Board accept the recommendation of the Superintendent and approve the amended “2011-2012 End of School Schedule” as presented changing the last day of school dismissal for students from 11:30 A.M. May 24 to dismiss at 11:30 A.M. May 22 to allow teachers two extra days of much needed professional development training. Motion carried unanimously.
On the recommendation of Purchasing Agent Bobby Jones, A. R. Sims moved, seconded by Susan Spence, that the Board authorize Business Manager Juanita Duke to enter into a service contract with Delta Disposal for waste removal services for the district for a period of five (5) years beginning July 1, 2012 and ending on June 30, 2017 with no increases in the contract during this period of time. Motion carried unanimously.
In order to accommodate some of the work schedules of the Board members and to allow the public more convenient access to Board meetings, Dr. Webber recommended changing the Board meeting dates from the 1st and 3rd Tuesday of each month to the 2nd and 4th Thursday of each month, each one to begin at 6:00 P.M. Whereby, Bill Norris moved, seconded by A. R. Sims, that the meeting dates for the Board be changed from the previous dates of the 1st and 3rd Tuesday of each month to the 2nd and 4th Thursday of each month, each to begin at 6:00 P.M. Motion carried unanimously.
Special Projects/Safety Coordinator Kenneth Slusher reported that no bids were received on the Old Swartz School property; parcels 1 and 2, Bid No. 44-12. However, Better Water Works expressed an interest in purchasing the 2 parcels and would like for the Board to allow them to enter into a cooperative endeavor agreement to secure the corner lot also. Mr. Slusher suggested that the Board amend the Agenda to add this request under permission to bid and rebid just the building on the remaining property and agree to enter into a cooperative agreement with Better Water Works for the corner lot. Board attorney Elmer Noah stated that the Board could go back and bid the 2 lots together or split the 2 lots and go out for public bid. In consideration of Mr. Walker’s absence, the Board tabled the matter until the next meeting.
On the recommendation of Special Projects/Safety Coordinator Kenneth Slusher, Susan Spence moved, seconded by John Russell, that the Board accept the change order as presented to remodel Ouachita Parish High School in regard to Phase 1 that includes the boy’s restrooms, installing chase walls and replacing some of the cast iron piping in the walls at a cost of $26,868 which does not negatively impact the budget. It is estimated that the project still remains under budget by around $50,000. Motion carried unanimously.
Special Projects/Safety Coordinator urged the Board to set a meeting before the second meeting of the month in May because he needed to accept bids as soon as possible on projects at OPHS in order to have them completed before school starts in the fall. The Board was reminded that the first meeting in May is usually canceled due to conflicts with graduation ceremonies. However, after much discussion on setting the next Board meetings, Susan Spence moved, seconded by A. R. Sims, that the first meeting be set for April 26 and the second meeting to be May 24, both at 6:00 P.M. Motion carried unanimously. (After these two dates were set, the Board has decided to call a “special meeting” for May 7 at 4:00 P.M. prior to the 5:00 P.M. tenure hearing for bus driver, Page Carter).
On the recommendation of Business Manager Juanita Duke, Bill Norris moved, seconded by A. R. Sims, that the Board grant permission to bid A/C Filters funded through the General Fund [Bid No. 49-12] and Woodchips/Borders for Playgrounds funded through the M&O account [Bid No. 50-12]. Motion carried unanimously.
There being no further business to discuss, Mr. Sims moved, seconded by Susan Spence, that the meeting adjourn. Motion carried unanimously.
