The second interim report from the Ouachita Parish School Board under the HSD-OPSB Cooperative Endeavor Agreement was prepared by Ms. Pam Barton, Supervisor of the Competitive Grant Department. In attendance and participating in discussion were Ann Davis, OPSB Elementary Supervisor, and Dr. Wilson Campbell, a ULM professor. Ms. Barton presented the Mid Year Executive Summary which included a narrative outlining the progress toward meeting the goals stated in the Cooperative Endeavor Agreement, as well as a line by line program budget. Details of the PEP Kick-Off Day held in September, 2011 were also reviewed.
DISCUSSION ON THE OUACHITA PARISH SCHOOL BOARD’S PLAN OF ACTION FOR PROMOTING PHYSICAL ACTIVITY
Jerry Jones, Vice President/General Manager of KARD, and Bob Dowden, Sales Manager, were in attendance to discuss a proposed collaboration with OPSB to enhance the lives of students through fitness. Further discussions will be held regarding the direction of these public presentations.

APPROVAL OF WRITTEN AGREEMENT WITH PHILLIP SIVILS FOR INSURANCE ADMINISTRATIVE SERVICES
After due discussion, Mr. Spencer proposed, Mr. Mulhearn seconded, and the Board of Commissioners unanimously adopted the following resolution:
WHEREAS, the Board of Commissioners desire to retain the services of Phil Sivils to advise and assist the District with respect to insurance matters, and the Board has reviewed a proposed agreement for the performance of such services;
RESOLVED, that the Board of Commissioners hereby approves the proposed agreement as presented to this meeting, effective March 20, 2012, and authorizes the District's Chairman to execute and deliver same on behalf of the District.

Due to a lack of a quorum at the Foundation’s Board of Directors’ meeting on March 6, 2012, there were no official minutes for review.
ANNUAL REVIEW OF GRA’S AUDITED FINANCIAL STATEMENTS AND ANNUAL REPORT
The Board discussed the Glenwood Resolution Authority’s Annual Report, its fiscal year end audited financials, its unaudited five-month financials through January 31, 2012, its proposed budget for twelve months ending August 31, 2012, its annual Form 990, and a listing of monetary transfers made by GRA to the District.
TRANSACTION OF ANY OTHER BUSINESS THAT MAY PROPERLY COME BEFORE THE MEETING
The next regular scheduled meeting of the District will be on Tuesday, April 17, 2012.

The Police Jury of the Parish of Ouachita, State of Louisiana met in a regular session in the Ouachita Parish Police Jury Meeting Room, Courthouse Building, Monroe, Louisiana on Monday, April 2, 2012 at 5:40 p.m., and was duly convened by Mr. Shane Smiley, President.

ADOPTION OF MINUTES:
A motion to adopt the minutes of the regular police jury meeting including the Committee Meetings held on March 19, 2012 was offered by Mr. Caldwell, seconded by Dr. Reddix. Motion passed without opposition.
PUBLIC HEARING:
The president convened a Public Hearing on Ordinance No. 8998- an ordinance authorizing the sale of approximately two (2+/-) acres in the West Ouachita Industrial Park to Ragan Builders, Inc. for and in the consideration of the total price of thirty two thousand and no/100 dollars; providing for a public hearing; and further providing with respect thereto. No one appeared to speak in favor of or against said ordinance. Motion to close the public hearing was offered by Mr. Caldwell, seconded by Ms. Moore. Motion passed without opposition.

Ms. Wesley stated that she has not spoken with the Public Works Department. Mr. Mitchell stated that he would contact the Public Works Department to get them to investigate the problem. No action was taken on this matter.

AGENCY: Mr. Tracy Hilburn, Director
Mr. Caldwell stated that there was little notice from the National Weather Service regarding the storm earlier in the day and asked Mr. Hilburn if anything could be done to prevent that in the future. Mr. Hilburn stated that there is a grant to put in a new radar system at the University of Louisiana Monroe by December. This should bridge the gap between the Shreveport and Jackson weather centers and give the area better coverage.
LIBRARY: Ms. Robin Toms, Director
Ms. Toms stated that she did not have any items to add to her written report. MOSQUITO CONTROL: Ms. Shannon Rider, Director
Ms. Rider stated that she did not have an update on the 17 pools mentioned in her written report. Ms. Rider also stated that spraying will start early due to the weather.
OCC CORRECTIONS: Warden Brian Newcomer
Warden Newcomer stated that he did not have any items to add to his written report.
911 OFFICE: Mr. Craig Lott
Mr. Lott stated that the 911 system was maxed earlier in the afternoon due to calls related to the storm. Mr. Lott requested approval for the purchase of a vehicle. Mr. Lott stated that the item was included in the budget. Motion offered by Mr. Caldwell, seconded by Mr. Robinson to approve the purchase of a vehicle. Motion passed without opposition.
WORKFORCE INVESTMENT: Ms. Doretha Bennett, Director
Ms. Bennett stated that she did not have any items to add to her written report. Mr. Smiley stated that there was an item under his name for the acceptance of Amendment No. 2 to the WIA contract. Motion offered by Mr. Smiley, seconded Mr. Caldwell to accept Amendment No. 2 to the WIA contract. Motion passed without opposition.

PERSONNEL COMMITTEE MEETING
The chair, Dr. Reddix, called the Personnel Committee meeting to order at 6:00 p.m. Dr. Reddix recognized Mr. Mike Rhodes, Green Oaks Director.
Mr. Rhodes requested an extension of Family Medical Leave for Charlotte South. Motion offered by Mr. Caldwell, seconded by Mr. Smiley to approve up to an additional eight weeks conditioned upon the doctor’s recommendation. Motion passed without opposition.
Dr. Reddix recognized Mr. Tracy Hilburn, Homeland Security Director. Mr. Hilburn spoke regarding two travel requests to participate in the Department of Energy Waste Isolation Pilot Program. The first request is for April 15-18 to Monroe, GA and the second request is for June 4-7 to Carlsbad, NM. Motion offered by Mr. Caldwell, seconded by Mr. Robinson to approve the travel requests. Motion passed without opposition.
Mr. Hilburn spoke regarding a travel request to attend the Arc-GIS for Emergency Managers course on April 29 through May 4 in Emmetsburg, MD. Motion offered by Mr. Caldwell, seconded by Mr. Calhoun to approve the travel request.
Dr. Reddix recognized Chief Pat Hemphill, Fire Department. Chief Hemphill spoke regarding the request for one of his employees to travel with Mr. Hilburn to Monroe, GA for the Department of Energy Waste Isolation Pilot Program. Motion offered by Mr. Caldwell, seconded by Mr. Robinson to approve the travel request. Motion passed without opposition.

Mr. Crosby stated he would be riding the roads with Mr. Calhoun and Mr. Murray this week and then he will submit a list to the Jury for the 2012 Road Program. No action was taken on this matter.
Mr. Crosby spoke regarding the Gustav-Ike LRA project. Mr. Crosby stated that he has completed the topographic survey for the H1 Canal and is starting to work on the plans and specifications. Mr. Crosby also stated that he will begin the topographic survey on the T1-A Canal next week. Discussion ensued. No action was taken on this matter.
Mr. Mitchell recommended taking up the matter concerning the Huntington Park Subdivision. Mr. Crosby stated that he walked the subdivision on March 14. Mr. Crosby stated that there are two ways to fix to the drainage problem. The first would be to saw cut the pavement and re-construct those portions of the road. The second would be to mill the swells back in the intersections. Mr. Crosby stated that the estimate to mill the swells would be $9,000. The other option would be much more expensive. Discussion ensued. Ms. Moore asked that the matter be deferred until the next meeting of the Jury.
There being no other business to come before this committee, a motion to adjourn and reconvene the regular meeting was offered by Mr. Calhoun, seconded by Mr. Smiley. The meeting was adjourned at 6:52 p.m.

RESOLUTION 12-12
A RESOLUTION REQUESTING THE LOUISIANA DEPARTMENT OF TRANSPORTATION TO STUDY THE FEASIBILITY OF ESTABLISHING AN EXIT/INTERCHANGE ON INTERSTATE 20 AT VANCIL ROAD; AND FURTHER PROVIDING WITH RESPECT THERETO. WHEREAS, with its existing overpass across Interstate 20, Vancil Road provides a direct connection between U. S. Hwy. 80 and La. Hwy. 838 in the unincorporated area of western Ouachita Parish;
WHEREAS, the area served by Vancil Road has experienced significant growth during the decades since the construction of Interstate 20; and,
WHEREAS, an exit/interchange from Interstate 20 at Vancil Road would provide an alternate route accessing areas of western Ouachita Parish both north and south of Interstate 20 and would thereby appear to offer significant relief to the present congested traffic conditions at the Well Road exit; and,
WHEREAS, the Ouachita Parish Police Jury believes that an exit/interchange on Interstate 20 at Vancil Road has the potential to be of significant benefit to the system of state and federal highways that serve as the foundation of transportation infrastructure in this region of the state;
NOW, THEREFORE:
BE IT RESOLVED by the Ouachita Parish Police Jury in a regular public meeting held on April 2, 2012, does by these presents formally request the Louisiana Department of Transportation and Development to study the feasibility of establishing an exit/interchange on Interstate 20 at Vancil Road;
BE IT FURTHER RESOLVED that the President is hereby authorized to execute such correspondence or other communications as are reasonable and necessary to convey the request stated herein to Louisiana Department of Transportation and Development for consideration and action.

Mr. Caldwell asked Mr. Crosby to speak regarding the Frenchman’s Bend drainage. Mr. Crosby stated that he had asked S. E. Huey to give a quote to perform a drainage study. Mr. Crosby recommended accepting the proposal from S. E. Huey. Motion offered by Mr. Caldwell, seconded by Dr. Reddix to hire S. E. Huey and allow the president to sign the proposal. Motion passed without opposition.
Mr. Crosby spoke regarding the Frenchman’s Bend Base Flood Elevation. Mr. Crosby stated that S. E. Huey worked with FEMA to do the new flood map and they are working to get the map amended for the current Base Flood Elevation. Mr. Caldwell asked that the matter be carried over to the next agenda of the Jury.
Motion offered by Mr. Caldwell, seconded by Mr. Calhoun to appoint Bob Hammack to the Ouachita Parish Fire Department Citizen’s Advisory Committee. Motion passed without opposition.
Mr. Crosby spoke regarding the Frenchman’s Bend traffic controls. Mr. Crosby stated that he did not recommend placing stop signs to help with speed control. No action was taken on this matter.
Mr. Caldwell asked Mr. Crosby to look into the flooding issues at Hannah’s Run. No action was taken on this matter.

Mr. Smiley spoke regarding the Town & Country drainage project. Motion offered by Mr. Smiley, seconded by Mr. Caldwell to appoint Lazenby and Associates as lead engineer for the Town & Country drainage project. Motion passed without opposition.
Mr. Smiley asked Mr. Crosby to speak regarding the OCC sewer project. Mr. Crosby stated that the flow meter has been installed and they are still working to install the bar screen and a drive way to the pump station. Mr. Crosby stated that a cooperative endeavor agreement was needed between the Ouachita Parish Police Jury, Ouachita Correctional Center and Greater Ouachita Water Co. Mr. Mitchell stated he would prepare the cooperative endeavor agreement. No action was taken on this matter.
Mr. Smiley spoke regarding the Finks Hideaway rights-of-way acquisitions. Motion offered by Mr. Smiley, seconded by Mr. Robinson to approve the Finks Hideaway rights-of-way acquisitions for parcels 5-5, 6-1, 6-6, 2-3, 6-4, 1-1 and 8-1. Motion passed without opposition.
Mr. Smiley asked that the matter concerning Lakeview Park drainage be deferred until the next meeting of the Jury.

A RESOLUTION AUTHORIZING AND SUPPORTING APPLICATIONS FOR ASSISTANCE UNDER THE FY 2011-2012 COMMUNITY WATER ENRICHMENT FUND ADMINISTERED BY THE LOUISIANA DIVISION OF ADMINISTRATION, OFFICE OF COMMUNITY DEVELOPMENT; AND FURTHER PROVIDING WITH RESPECT THERETO: WHEREAS, the Ouachita Parish Police Jury is desirous of submitting applications to the Louisiana Division of Administration, Office of Community Development, for funding assistance under the FY 2011-2012 Community Water Enrichment Fund;
NOW, THEREFORE:
BE IT RESOLVED by the Ouachita Parish police Jury in legal and regular session convened on the 2nd day of April 2012, that the Ouachita Parish Police Jury hereby authorizes and supports applications for assistance under the FY 2011-2012 Community Water Enrichment Fund administered by the Louisiana Division of Administration, Office of Community Development, for the following projects located in Ouachita Parish, Louisiana:

NOTICE
The Ouachita Parish School Board met in regular session on Tuesday, April 3, 2012 at twelve (12:00) o’clock P.M. at its regular meeting place, the Ouachita Parish School Board office.
The roll was called and the following members were present: Bill Norris, Jerry R. Hicks, John Russell, Carey Walker and Susan Spence. Scott Robinson and A. R. Sims were absent.
The Pledge to the Flag was led by President Jerry Hicks.
The Invocation was given by Reverend John Russell.
On motion by Carey Walker, seconded by Susan Spence, the Board unanimously approved the Minutes of March 6, 2012 as written.
On motion by Susan Spence, seconded by Bill Norris, the Board approved the revised Agenda as presented. Motion carried unanimously.
On motion by Carey Walker, seconded by Susan Spence, the Board approved the amended Personnel Agenda as submitted, including the changes since mail-out. Motion carried unanimously.
The 2011-12 Operating Budget amendments were presented to the Board for consideration as prepared by Business Manager Juanita Duke. The following is a summary of the revised budgets presented:
Mrs. Duke reported that the district’s budget deficit of $3.4 million is up slightly from what was predicted for this school year. According to Mrs. Duke, the increase was the result of the second increase in group insurance that occurred when it was applied in December 2011, and is anticipated that this increase in expenditures to be an additional $1 million, including a $200,000 additional expenditure for science textbooks. These expenditures were reduced by a $712,000 increase in state MFP funds. The general fund balance surplus is slightly over $12 million or 8.9 percent of its general fund budget. Following the proposed recommendations by Business Manager Juanita Duke, Bill Norris moved, seconded by Susan Spence, that the Board adopt Budget Revision No. 1 for the fiscal period July 1, 2011 to June 30, 2012 as presented. Motion carried unanimously.
To bring the district’s budget in line and out of concern for the budget deficit, Business Manager Juanita Duke asked the Board to consider the following recommendations offered by the finance committee to help reduce budget costs:
• Recommendation #6 Adoption of the 2012-13 school calendar that would reduce the number of days in the school by 5 days and extend the day by 8 minutes was deferred because it is an Agenda item to be considered later in this meeting.
• Recommendation #7 This recommendation was presented by Assistant Superintendent/Personnel Director Dr. Don Coker and supports the staff reduction plan for paraprofessionals for the 2012-13 school year. Dr. Coker explained that it basically sets operational policies for hiring and placing paraprofessionals who leave their positions. Plans are in place to eliminate some of these positions through attrition, unless the position is mandated by the state.
• Recommendation #8 supports the extension of Recommendation #1 adopted by the Board on January 12, 2012 with the added language to the original Recommendation #1 concerning staffing for the 2012-13 school year. This recommendation orders the immediate implementation of a “partial” hiring freeze for all positions for the remainder of 2011-12 and throughout the 2012-13 school year.
In addition to the language that describes requirements for filling classroom teacher vacancies, Mrs. Duke stated that the finance committee added language to this proposal that would state that any time there is a vacancy that we would pull teachers from within the system from schools that are over-staffed. All the recommendations for support staff vacancies and administration, certified contract positions remain the same. Additional language is reflected in the following underlined passage and made a part thereof:
• Recommendation #8 – Addendum: Classroom teacher vacancies. If a classroom teacher vacancy occurs during the year, the teacher position will be filled with a certified temporary or substitute teacher through the remainder of the school year only. No new teachers will be hired to permanent, full-time status. For the purpose of staffing for the 2012-13 school year, if the vacant certified teacher position is determined to be a “critical need” position, the position shall first be filled by transfer of an existing, qualified, certified teacher from a location within the school system where district administrators have determined overstaffing exists. No new teachers shall be hired until all overstaffed certified teaching positions are placed within the school system. The transfer shall be based on an assessment of need at all locations, and the transfer will be made upon the recommendation of the Superintendent from a location of lesser need to the location of greater need. All transfers will be conducted in accordance with School Board policy GBM.
At this point, Judge Norris asked for clarification of non-tenured teachers during their probationary period. He felt it was unclear and needed further explanation written into the policy. Dr. Coker responded that, according to policy, one is not obligated to keep a non-tenured teacher with a bad evaluation. If a principal recommends that a probationary teacher’s employment not be continued, they furnish documentation to support the unemployed teacher. However, if another principal wants a non-tenured certified teacher and is a good fit at another school, it will be allowed.
Also, support staff vacancies will remain “vacant” and not be filled; including, Administrative/Certified-Contract positions that become vacant shall remain vacant unless the position is that of a principal or director. In which case, these positions shall be filled in accordance with the District’s guidelines for hiring administrators.
• Recommendation #9 suspends the hiring of new college students that support administrative or clerical duties throughout the district and allows students currently working to continue to work until they finish their terms, but does not affect high school students working in the Cooperative Education Programs or GC in our system.
Following Juanita Duke’s presentation of the recommended budget cuts offered for consideration by the Finance Committee, Judge Norris moved, seconded by Carey Walker, that the Board adopt Recommendations #7, #8 and #9 as presented. Motion carried unanimously.
Personnel Director Dr. Don Coker presented the 2012-13 school calendar proposed by the committee for consideration and Bill Norris moved, seconded by John Russell, to adopt the 2012-13 OPSB school calendar as presented. Motion carried unanimously.
Bill Norris moved, seconded by Carey Walker, that the Board accept the recommendation of the superintendent and adopt the resolution authorizing a tenure hearing for Pagetamica Carter on Monday, May 7, 2012 at 5:00 P.M in the School Board office boardroom. Motion carried unanimously.
A discussion on Board meeting schedules was tabled until a full Board could be present.
Special Projects/Safety Coordinator Kenneth Slusher announced that the construction projects at West Ouachita High and Central Elementary are complete. The STEM building is presently under construction at West Monroe High. Sterlington High has a brand new fence around its baseball field and its installation is finished. Renovations at Sterlington Middle School are on schedule and so are the restroom renovations at Ouachita High. There are several more east side projects getting started according to Mr. Slusher.
On the recommendation of Special Projects/Safety Coordinator Kenneth Slusher, Carey Walker moved, seconded by Susan Spence, that the Board grant permission to bid the science wing and new gym bleachers at Ouachita High with a budget of $788,000 and funded through eastside bonds [Bid No. 45-12]; 2 entrance roads at Ouachita with a budget of $710,500 and funded through eastside bonds [Bid No. 46-12]; and football dressing room and multi-purpose building (converting old gym into a football dressing room for 8th grade) at Ouachita Junior High with a budget of $1,172,000, also funded through eastside bonds [Bid No. 48-12]. Motion carried unanimously.
On the recommendation of Business Manager Juanita Duke, Bill Norris moved, seconded by Susan Spence, that a 16’X30’ T-Building housed at the maintenance site in West Monroe be declared used surplus and that the Board grant permission to sale this building through the bid process and the minimum bid be set at $2,750 [Bid No. 47-12]. The Motion carried unanimously.
Because of budget restraints, Business Manager Juanita Duke recommended that the Board purchase only four (4) replacement school buses rather than eight (8) as planned. Whereby, Bill Norris moved, seconded by Carey Walker that the Board purchase four (4) replacement school buses at a total cost of $307,952 funded through the M&O sales tax account [Bid No. 1-13]. Motion unanimously carried.
The next Board meeting will take place on Tuesday, April 17 at 6:00 P.M.

Sealed bids marked “Sealed Bid –City of West Monroe Sports Complex Bid Package 2: Exterior Improvements” and “Sealed Bid –City of West Monroe Sports Complex Bid Package 3: Entrance, Interior and Mechanical Improvements” will be received by the Owner for the construction of the projects described as follows:
City of West Monroe Sports Complex Bid Package 2: Exterior Improvements
Proposals shall be addressed to the City of West Monroe, and delivered here to the office of the City Clerk, located in the City Hall not later than 10:00 a.m. on May 22, 2012. Proposals shall be designated as “Sealed Bid – City of West Monroe Sports Complex Bid Package 2: Exterior Improvements”. All bids must be submitted on the proper bid form. The contractor shall display his contractor’s license number prominently on the outside of the envelope. Any bids received after the specified time and date will not be considered. The sealed bids will be publicly opened and read aloud at 10:00 a.m. on May 22, 2012 in the Council Chambers at the West Monroe City Hall located at 2305 North 7th Street, West Monroe, Louisiana.

Copies of the CONTRACT DOCUMENTS may be obtained through Civcast (www.civcastusa.com), or via a link found at www.sehuey.com. Contract documents may be viewed and downloaded at no cost; free registration is required. A fee will be charged for printing and shipping contract documents. See website for details. Alternatively, copies of the contract documents may be obtained from the office of S. E. Huey Co., located at 1111 North 19th Street in Monroe, LA 71201, upon payment of a $50.00 deposit for each set. Bona fide prime contractors who submit a valid bid for the project will receive a full refund for their first set of Contract Documents obtained from the S. E. Huey Co. office upon returning them in good condition to the office of S. E. Huey Co. within ten calendar days of the bid opening. The deposit for all other plans will be non-refundable.
Each bidder must deposit with his/her bid, security in the amount, form and subject to the conditions provided in the Information for Bidders. Sureties used for obtaining bonds must appear as acceptable on the Department of Treasury Circular 570.
The Attention of Bidders is called particularly to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the Contract, Section 3, Segregated Facilities, Executive Order 11246, and all applicable laws and regulations of the Federal Government and State of Louisiana and bonding and insurance requirements.
No bidder may withdraw his/her bid within 45 days after the actual date of the opening thereof.
The Contractor shall begin mobilization of materials within ten (10) working days of the receipt of the Notice to Proceed.
The successful bidder must submit executed copies of certification regarding Equal Employment Opportunity, Section 3 and Segregated Facilities, Section 3 Plan and Certification Concerning Labor Standards.
The successful bidder will be required to execute the Owner’s Standard Form of Agreement/Contract for construction together with the Performance and Payment Bonds within then (10) working days after normal award of contract.
Minority owned firms and small businesses are encouraged to participate.
Any person with disabilities requiring special accommodations must contact the City of West Monroe no later than seven (7) days prior to bid opening.
IN PARTICULAR, BIDDERS SHOULD NOTE THE REQUIRED ATTACHMENTS AND CERTIFICATIONS TO BE EXECUTED AND SUBMITTED WITH THE BID PROPOSAL.
