We are required to monitor your drinking after for disinfection byproducts (total trihalomethanes [TTHM] and haloacetic acids-five [HAA5] every calendar year during warm water temperature months (May-September). Results of regular monitoring are an indicator of whether or not your drinking water meets health standards. During the monitoring period of May 1, 2011 through September 30, 2011, the WATERSIDE SUBDIVISION WS , LOVE ESTATES WS, PINE BAYOU WS, and SUBURBAN NORTH WS did not monitor for total trihalomethanes (TTHM’s) and haloacetic acids-five (HAA5), and therefore we cannot be sure of the quality of your drinking water during that time.
This violation occurred because of the failure to collect the required samples for trihalomethanes (TTHM’s) and haloacetic acids-five (HAA5) from the water system’s distribution system.
Please share this information with all the other people who drink this water, especially those who may not have received this notice directly (for example, people in apartments, nursing homes, schools, and businesses). You can do this by posting this notice in a public place or distributing copies by hand or mail.
Necessary action has been taken to prevent this violation from recurring.

The Eros Community Water System, Inc., is petitioning the Louisiana Public Service Commission for a water rate increase.
The area which will be affected by the proposed rate increase is Jackson and Ouachita Parish.
The dollar amount of our current water rates being charged is: 2,000 gallons, $13 minimum and all over 2,000 gallons, $2 per thousand. Commercial: 40,000 minimum and all over 40,000 gallons, $3 per thousand.

NOTICE
The Ouachita Parish School Board met in regular session on Tuesday, March 6, 2012 at twelve (12:00) o’clock noon at its regular meeting place, the Ouachita Parish School Board office.
The roll was called and the following members were present: Bill Norris, A. R. Sims, Jerry R. Hicks, John Russell, Carey Walker and Susan Spence. Scott Robinson was the only member absent.
The Pledge to the Flag was led by President Jerry Hicks.
The Invocation was given by Superintendent Webber.
On motion by Mr. Sims, seconded by Mrs. Spence, the Board unanimously approved the Minutes of February 23, 2012 as written.
On motion by Carey Walker, seconded by A. R. Sims, the Board unanimously approved the Agenda as presented. Motion carried unanimously.
On motion by A. R. Sims, seconded by Susan Spence, the Board approved the Personnel Agenda including the changes since mail out as presented. Motion carried unanimously.
The Board heard a favorable report from David Soignier, with the accounting firm, Luffey, Huffmann, Ragsdale & Soignier, APAC, regarding the accounting practices of the Business Department in relation to his findings during the audit of the financial operations of the Board. Soignier presented the 2010-11 Comprehensive Annual Financial Report (CAFR) of the Ouachita Parish School Board containing these findings for the Board’s consideration. His firm’s “unqualified opinion” of their audit findings is the most favorable opinion the Board can receive from an audit of its financial records. After pointing out only two material weaknesses, Soignier recommended that the Business Department take action to correct these weaknesses in the future. In conclusion, Soignier commended the district for its $14.17 million unassigned fund balance, which is within the recommended range, while issuing words of caution that a healthy fund balance is important and should be maintained at all times. Following much discussion, Bill Norris moved, seconded by Carey Walker, that the Board adopt the 2010-11 Comprehensive Annual Financial Report (CAFR) of the Ouachita Parish School Board as presented. Motion carried unanimously.
On the recommendation of Business Manager Juanita Duke, Carey Walker moved, seconded by Susan Spence, that the Board accept the proposal for the sale of the “old” Swartz School property as recommended and presented by the committee, more fully described as follows: (1) To allow the Board to enter into a cooperative endeavor agreement between the School Board and Better Water Works, Inc., for the sale of Tract 3 for $17,500, while stipulating in the contract, a right of first refusal. (2) To grant permission to bid the remaining Tracts 1 & 2 together, “As is” with all improvements thereon for a price not less than the minimum established price of $309,700. If the property does not sell as one unit, then Tract 1 and 2 will be offered for sale as two separate pieces of property. (If sold, proceeds from the sale will be designated for deposit in a specified account after further review). Motion carried unanimously.
Due to the absence of Scott Robinson, the Board postponed discussion of holding Board meetings once a month.
Special Projects/Safety Coordinator Kenneth Slusher announced that the driveway and canopy construction project at Central Elementary School has been completed and the new schedule for student pick up/drop off will be implemented next Monday. The bus barn and all the eastside projects are going well, including Calhoun Middle. Information regarding a deduct change order in the amount of $52,438.00 for Sterlington Middle School was provided by Slusher as follows: (1) Delete the scoreboard (-$3,928); (2) Change the style of lockers (-$34,390); and (3) Utilize alternate supplier for roof retrofit system (-$14,120).
On the recommendation of Purchasing Agent Juanita Duke, Susan Spence moved, seconded by A. R. Sims, that the Board grant permission to bid copy paper [Bid No. 42-12]. Motion carried unanimously.
Susan Spence moved, seconded by Carey Walker, that the Board accept the recommendation of Special Projects/Safety Coordinator Kenneth Slusher and approve the low base bid of Hellas Construction in the amount of $2,550,000, less a company concession of $111,200 for the construction of new synthetic turf fields at Ouachita Parish High, Richwood High and Sterlington High Schools [Bid No. 41-12]. Mr. Slusher stated the budget was $2,500,000 and after including architect fees, the cost per field would be approximately $890,000 which is in line with the cost of the fields at West Ouachita and West Monroe High Schools. Motion carried unanimously.
The next Board meeting will be held on Tuesday, March 20 at 6:00 P.M.
There being no further business to discuss, Susan Spence moved, seconded by A. R. Sims, that the Board meeting adjourn. Motion carried unanimously.

Proposals shall be addressed to the City of West Monroe, and delivered here to the office of the City Clerk, located in the City Hall not later than 7:00 p.m. on May 8, 2012. Proposals shall be designated as “Sealed Bid – City of West Monroe Community Development Block Grant Project for Fiscal Year 2011 to be financed by the State of Louisiana CDBG Program”. All bids must be submitted on the proper bid form. The contractor shall display his contractor’s license number prominently on the outside of the envelope. Any bids received after the specified time and date will not be considered. The sealed bids will be publicly opened and red aloud at 7:00 p.m. on May 8, 2012 in the Council Chambers at the West Monroe City Hall located at 2305 North 7th Street, West Monroe, Louisiana.

The Attention of Bidders is called particularly to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the Contract, Section 3, Segregated Facilities, Executive Order 11246, and all applicable laws and regulations of the Federal Government and State of Louisiana and bonding and insurance requirements.
No bidder may withdraw his/her bid within 45 days after the actual date of the opening thereof.
The Contractor shall begin mobilization of materials within ten (10) working days of the receipt of the Notice to Proceed.
The successful bidder must submit executed copies of certification regarding Equal Employment Opportunity, Section 3 and Segregated Facilities, Section 3 Plan and Certification Concerning Labor Standards.
The successful bidder will be required to execute the Owner’s Standard Form of Agreement/Contract for construction together with the Performance and Payment Bonds within then (10) working days after normal award of contract.
