The LDEQ, Office of Environmental Services, is accepting written comments on a Louisiana Pollutant Discharge Elimination System (LPDES) permit prepared for Graphic Packaging International, Inc., West Monroe Paper Mill, Post Office Box 35800, West Monroe, Louisiana 71294. The facility is located at 1000 Jonesboro Road in West Monroe, Ouachita Parish. Upon the effective date of the final permit, the LPDES permit shall replace the previously issued LPDES permit. The principal discharge from this source made into the Ouachita River, waters of the state classified for primary contact recreation, secondary contact recreation, propagation of fish and wildlife and drinking water supply. Under SIC 2631 and 2621, the applicant proposes to discharge previously monitored combined treated mill wastewater from Internal Outfall 401 [comprised of treated mill process wastewaters, process and non-process area stormwater, pulping process condensate steams, converting plant's wastewater, chip mill's log spray overflow (LPDES permit LAR05M656), box manufacturer's wastewater, utility wastewaters (including boiler blowdown, cooling tower blowdown, and supply water treatment waters), treated sanitary wastewater, landfill leachate, laboratory, miscellaneous wastewaters (including washwaters, steam system condensates, air conditioning condensates, fire system test water and safety shower and eyewash station wastewaters) and hydrostatic test wastewater], treated municipal and parish sanitary wastewater from the West Monroe POTW and stormwater runoff (Outfall 001) to the Ouachita River; excess uncontaminated clarified industrial supply water, and stormwater runoff and previously monitored treated sanitary wastewater (Outfall 002) and stormwater runoff and previously monitored treated sanitary wastewater (Outfall 003) to Judy Slough, thence to Toney Bayou, thence to Ouachita River and stormwater runoff (Outfalls 004 and 005) to Black Bayou, thence to Toney Bayou, thence to Ouachita River from an existing integrated pulp, paper, and paperboard mill. All correspondence should specify AI Number 1432, Permit Number LA0007617, and Activity Number PER 20110005. 3/15 _____________________________________________________ NOTICE The Ouachita Parish School Board met in special session on Thursday, February 23, 2012 at six (6:00) o’clock P.M. at its regular meeting place, the Ouachita Parish School Board office. The roll was called and the following members were present: Bill Norris, Scott Robinson, A. R. Sims, Jerry R. Hicks, John Russell, Carey Walker and Susan Spence. There were none absent. The Pledge to the Flag was led by Board member Carey Walker. The Invocation was given by Board member “Red” Sims. On motion by Bill Norris, seconded by A. R. Sims, the Board unanimously approved the Minutes of February 9, 2012 as written. On motion by Susan Spence, seconded by A. R. Sims, the Board approved the Agenda as presented. Motion carried unanimously. On motion by Mr. Sims, seconded by Mr. Walker, the Board approved the revised Personnel Agenda as submitted, including the changes since mail-out. Motion carried unanimously. Following a presentation and review of the OPSB policy revisions concerning the “Education of Students with Exceptionalities” by Title I Supervisor, Dr. Peggy Wheelis, Susan Spence moved, seconded by Carey Walker, that the Board adopt the OPSB Policy revisions regarding File: IDDF – Education of Students with Exceptionalities as presented. Dr. Wheelis commented that the changes occurred due to recent legislation and have been reviewed by our Director of Student Support Services, school psychologist and our service manager, Forethought. Motion carried unanimously. A proposal for the sale of the former Swartz School property was brought to the Board for consideration by Business Manager Juanita Duke. Mrs. Duke informed the Board that an appraisal was performed for the sale of 9.09 acres of land and school facilities located on the “Old” Swartz School property that has been sub-divided into three separate sections identified on a map that she provided. At this time, Bill Norris moved, seconded by Carey Walker, that the Board declare the Old Swartz School property as no longer being needed for school purposes and authorize the sale of the property at appraised value by sealed bid as prescribed by law offering 3 purchase options for the property as follows: (1) each tract sold separately; (2) property sold as one unit; or (3) consider a cooperative endeavor agreement proposal. Once the option is selected, it will be placed on the Agenda for consideration at the next meeting. Motion carried unanimously. Purchasing Agent Bobby Jones offered a Timber Management Contract Agreement for the Board’s consideration between the Board and Newt Briggs Forestry, Inc. Whereby, Susan Spence moved, seconded by Scott Robinson, that the Board accept the Timber Management Agreement between the Ouachita Parish School Board and Newt Briggs of Newt Briggs Forestry, Inc. Mr. Briggs will perform timber management operations for the Board that includes selling and reforesting timber on property owned by the Board. The term of the contract will be for a twelve month period to begin March 1, 2012. Any sale of timber that is recommended by Mr. Briggs must be placed on the Agenda under Permission to Bid and approved by the Board before going forward with the sale. Under the direction of the Board, the consultant/Newt Briggs will perform his services and be paid $200.00 per day. Mr. Briggs will receive five (5%) percent of the net proceeds of timber sales, less any accumulated payments he has already received, if timber is sold during the term of his agreement or beyond the term of the agreement if he has performed substantial completion of work which consummates a successful approved bid within two (2) years from the end of the contract period. Previous payments received for services rendered will be deducted from his five (5%) percent share of the timber sale proceeds. Motion carried unanimously. Special Projects/Safety Coordinator Kenneth Slusher announced that the West Ouachita High School project is complete except for some incomplete punch list items. The parking lot and canopy project at Central Elementary School is complete and plans to meet with the principal tomorrow to discuss the bus/parent drop off schedule. Sterlington Middle School project is progressing well and the fencing around the athletic field at Sterlington High School is almost completed. At the present time, the fence project is delayed waiting for a few panels to come in. It will take about three days to install them after they come in. On the recommendation of Special Projects/Safety Coordinator Kenneth Slusher, Susan Spence moved, seconded by Carey Walker, that the Board accept the low bid of $92,000.00, including Alternate No. 1 for $24,000.00 from Don Leach Construction for the Ouachita Parish High School restroom renovation [Bid No. 36-12] with a budget of $200,000 and funded through East Ouachita bonds fund. Motion carried unanimously. On the recommendation of Special Projects/Safety Coordinator Kenneth Slusher, Carey Walker moved, seconded by Susan Spence, that the Board accept the low bid of J. S. Rugg Construction in the amount of $813,000.00, including Alternate No. 1 for $16,000.00 for the construction of a multipurpose building at Lakeshore Elementary School [Bid No. 40-12] with a budget of $1,250,000 and funded through the East Ouachita bonds fund. Motion carried unanimously. On motion by Susan Spence, seconded by Scott Robinson, the Board accepted the high bids received for the Sale of Surplus Equipment as follows: (1) 7 buses at $750.00 each from Adam Ware; (2) 1985 pickup at $438.00 from Fairco, Inc. ; (3) 1981 van at $468.00 from Fairco, Inc; (4) scrap A/C units at $6,501.00 from Adam Ware; and (5) a gun safe at $307.00 from James Rutledge [Bid No. 39-12). Motion carried unanimously. In other business, Board members had a lengthy discussion about scheduling board meetings. President Hicks reviewed the Board meeting policy with the Board and called for discussion. Traditionally, the meetings are held on the first and third Tuesdays of the month. Although, the Board has been operating under an established policy for the last few years, the meetings have been moved when the district determines there is a need. Currently, Board policy sets the meetings at 12:00 noon on the first Tuesday and 6:00 p.m. on the second Tuesday of the month. Some of the Board members feel that it is not fair to the public to deviate from the schedule and stressed the importance of the Board setting a specific day and time and sticking to it so that citizens can attend. However, employment obligations have caused conflicts for some Board members and it was decided that it needed to be changed to accommodate them. Whereby, Susan Spence moved, seconded by Scott Robinson that the Board amend the Agenda to include an item. Motion failed due to a “no” vote cast by Mr. Sims. (To amend the Agenda, the vote must be unanimous). Therefore, the current policy stands as follows: First Tuesday of the Month – 12:00 Noon and Third Tuesday of the Month – 6:00 P.M. The next Board meeting will be held at 12:00 noon on March 6. There being no further business to be discussed, Bill Norris moved, seconded by A. R. Sims that the meeting adjourn.
