The roll was called and the following members were present: Bill Norris, Scott Robinson, A. R. Sims, Jerry R. Hicks, John Russell, Carey Walker and Susan Spence. There were none absent. The Pledge to the Flag was led by Board member Carey Walker. The Invocation was given by Board member Susan Spence. On motion by Susan Spence, seconded by A. R. Sims, the Board unanimously approved the Minutes of January 12, 2012 as written. Susan Spence moved, seconded by A. R. Sims, to amend the Agenda to add Business Item No. 8 (Additional Items for Surplus Sale of Bid No. 39-12) and delete Item Nos. 5 and 6. Motion carried unanimously. On motion by A. R. Sims, seconded by Susan Spence, the Board unanimously approved the revised Agenda as amended. On motion by A. R. Sims, seconded by Carey Walker, the Board approved the amended Personnel Agenda as presented, including the changes since mail-out. Motion carried unanimously. Communication Specialist Aline Smead introduced Blake Wheelis, representing several local State Farm Insurance agents from the Monroe-West Monroe area. Mr. Wheelis presented a $10,000 grant awarded to the Ouachita Parish School System from the State Farm Foundation. The award provides elementary school teachers in the region through a full day training in such areas as interactive white boards, updated software programs, internet safety and cyber-bullying for a teacher technology symposium that was attended by more than a thousand teachers. This is the second grant State Farm has presented the system. The first grant, which was in partnership with the West Monroe-West Ouachita Chamber of Commerce, was used to fund a symposium for middle and high school teachers. President Jerry Hicks expressed his appreciation to these two agencies for their support and is proud to be in partnership with them. Upon the recommendation of bond attorney Grant Schlueter with the law firm Foley & Judell, Carey Walker moved, seconded by A. R. Sims, that the Board adopt the Resolution providing for the opening and tabulation of the sealed and electronic bids received for the purchase of Nine Million Five Hundred Thousand Dollars ($9,500,000) of General Obligation School Bonds, Series 2012 of East Ouachita Parish School District of the Parish of Ouachita, State of Louisiana, approving the Official Notice of Bond Sale and Official Statement in connection therewith, and authorizing the President and the Secretary of the Parish School Board to sign copies thereof as evidence of the approval thereof. Motion carried unanimously. Upon the recommendation of bond attorney Grant Schlueter with the law firm Foley & Judell, Carey Walker moved, seconded by Susan Spence, that the Board adopt the Resolution accepting the best bid of Morgan Keegan & Co., Inc. with a bid of 2.62 percent received for the purchase of Nine Million Five Hundred Thousand Dollars ($9,500,000) of General Obligation School Bonds, Series 2012 of East Ouachita Parish School District of the Parish of Ouachita, State of Louisiana. Motion carried unanimously. Mr. Schlueter commended the Board for receiving confirmation from Standard and Poors, a bond rating of AA- which is one of the highest in the state. Standard and Poors stated that their outlook in their credit report going forward, they based the rating on the expectation that the Board will be able to, “maintain reserves within stated policy.” That is a policy range of 10 – 15 percent reserve of operating expenditures. He stated that the Board received bids from six syndicates today and all were below 3 percent. The following bids were received: Morgan Keegan (2.62%); FTN Financial Capital Markets (2.63%); Vining-Sparks IBG, Limited Partnership (2.65%); Sterne, Agee & Leach, Inc. (2.67%); Robert W. Baird & Co., Inc. (2.74%); and Crews & Associates, Inc. (2.79%). Mr. Schlueter stated that no one in his firm could recall ever receiving such a low 20-year bond issue bid. The rate will help a lot with the millage being levied in the east district and save taxpayers on payments for bonded indebtedness. He also thinks this is a record low for a bonded interest rate. Upon the recommendation of bond attorney Grant Schlueter with the law firm Foley & Judell, Susan Spence moved, seconded by Carey Walker, that the Board adopt the Resolution authorizing the incurring of debt and issuance of Nine Million Five Hundred Thousand Dollars ($9,500,000) of General Obligation School Bonds, Series 2012, of East Ouachita Parish School District of the Parish of Ouachita, State of Louisiana; prescribing the form, terms and conditions of said Bonds; designating the date, denomination and place of payment of said Bonds; providing for the payment thereof in principal and interest; and providing for other matters in connection therewith. (The bonds will be delivered on March 8th). Motion carried unanimously. School Board attorney Elmer Noah spoke to the Board regarding the boundary discrepancy involving the former Eureka School site. Mr. Noah was contacted by a Ruston attorney, Ryan Madden, regarding a survey issue concerning the property adjacent to the “old” Eureka School site. Apparently there has been a survey discrepancy in the area of approximately 40 feet that has affected numerous pieces of property. There is a wood frame house and metal shed and other structures located on the property. There are two surveys that conflict with each other. The old survey shows the property line adjacent to the Eureka School site and the newer survey is about 40 feet off, known as the Doc Franklin Spillers property. Mr. Sims, Dr. Webber and Mr. Noah went to the site and met with Mrs. Jordan, one of the property owners of the adjacent piece of property, and observed no structures on her property. The “old” property line shows an encroachment of a wood frame house and metal shed on School Board property anywhere from 10 – 30 feet. According to Mr. Noah, these structures have been there for many, many years. The “new” survey shows these structures to be within the correct property line. The attorneys that represent the property owners are trying to refinance and do some other things with this property and are requesting that the Board enter into a “boundary agreement” using the new survey line. Mr. Noah presented a plat and proposed boundary agreement for the Board’s viewing. This action will not have any adverse affect on the School Board or the use of the property. According to Mr. Noah, they are just trying to get this issue resolved and the “boundary agreement” would effectively place the structures within the parameter of the Spillers’ tract which would clean up some issues with them as far as banks and financial institutions. Whereby, Mr. Sims moved, seconded by Scott Robinson, that the Board accept the proposed Eureka school property “boundary agreement” as presented and recommended by Board attorney Elmer Noah. Motion carried unanimously. On motion by Susan Spence, seconded by A. R. Sims, the Board granted permission to add two items to a previous bid of surplus items [Bid No. 39-12] that include one gun safe at West Ouachita High School and a 1997 Ford Tarus at the bus garage as recommended by Business Manager Juanita Duke. Motion carried unanimously. An update on construction/renovation projects was reported by Special Projects/Safety Coordinator Kenneth Slusher. Bids on bathroom renovations at OPHS are scheduled to open on February 21, the Lakeshore multipurpose building bids will open on February 23, and footings are in the process of being formed at Sterlington High School beginning February 5. Sterlington Middle School renovations are moving really well and, other than a few things left to do at West Ouachita High School, this is all the construction going on right now. In conclusion, Mr. Slusher reported that the roofing company that installed the roof at Sterlington Elementary School went out of business and the bonding company hired another roofing company to correct some things they had done wrong and add some things they had left off. There is a 10- year warranty on the roof’s water tightness and 20 years on the color. The bonding company will be responsible for the warranty coverage of the roof during the term of the policy. There were no permissions to bid. On the recommendation of Special Projects/Safety Coordinator Kenneth Slusher, Scott Robinson moved, seconded by Bill Norris, that the Board accept the low bid meeting specifications from Gentry Construction in the amount of $1,758,000 for the construction of the WMHS STEM building [Bid No. 38-12] and is to be funded with $1.1 million in West Ouachita QSCB bond funds, with the balance to be paid with West Ouachita sales tax funds. (This project depletes the QSCB funds). Motion carried unanimously. President Hicks announced that Governor Jindal is coming here Thursday to introduce the newly appointed state superintendent. The Superintendent briefed the Board on the meeting he recently attended in Jennings, Louisiana with other superintendents where the governor’s new education reform plan was discussed. The next two Board meetings will be held at 6:00 P.M. February 9 and February 21. It was announced that a Financial Budget Meeting will be held on Monday, January 23 at 6:30 P.M. However, at the time of this writing, this date has been change to Friday, February 10 at 8:30 A.M.
