Susan Spence was elected Vice President of the Board by acclamation for the second consecutive year. At this time Board attorney Elmer Noah administered the Oath of Office to newly elected President, Jerry Hicks, and Vice President Susan Spence. Judge Bill Norris expressed his reasons for wanting to serve as president of the Board. That, it is out of concern that this year will be critical for public education and believes that the concept of public education is one of the great institutions of this nation; but, no doubt it can be improved and it ought to be improved. He referred to the governor’s appointment of John White from New York as our state superintendent as a mistake. In his opinion Mr. White’s credentials and experience as an educator is certainly questionable. If we read the newspaper, one must realize the institution of public education as we know it is in jeopardy. The upcoming year will bring hardships to our education system. Judge Norris stated that he hopes our governor wants to fix education but is afraid that his intent is to destroy it and privatize it like he wants to do with state retirement, healthcare, corrections, education and charter schools. Wants to issue vouchers funded by government but controlled by private organizations and establish charter schools run by people who want to make a profit. Public funding from education has been cut the last several years and public school systems have been forced by legislation to suffer under unfunded mandates. Another reason he wanted the position of president is to study these proposals objectively and understand their intention and affect on education. In conclusion, he offered his support to President Jerry Hicks to work with him to find a solution to fix public education. Mr. Sims responded that the state is run by illegal people. They never tell the truth. The state owes our system $18 million that they have denied from our MFP funding formula for the last three years. According to Mr. Sims, our state is in a mess. He concluded by thanking God for the kids he represents. Mrs. Spence encouraged the Board to consider pulling together as a force to deal with what is going on in the state of Louisiana with our education system. As a single school board, we cannot make that much difference; but we can consider our options to be a part of a bigger group that we support and believe in, and try to make a difference in this way. Business Manager Juanita Duke reminded the Board of their decision to adopt a budget this year of about $3,000,000 in excess expenditures over revenues. Being aware of that, the Board decided we would anticipate some reductions in our spending and make plans accordingly throughout this year and implement changes for 2012-13 fiscal year. With this in mind, an administrative budget committee was created to review the budget and look for ways to reduce our expenditures in the 2012-13 fiscal year. The committee has met a few times and has been gathering data and assessing expenditures where we have flexibility in reducing our expenses and, of course, with a budget of over 86 percent going to salaries and benefits for our employees, it is going to involve some reductions in staff. The committee agrees that we are going to try to do this with very little impact to our employees as far as reducing salaries and benefits. We don’t want to eliminate positions by firing anybody. We are making plans to eliminate positions through attrition as the 2012-13 school year begins. The recommendation that came out of the last committee meeting to help us start the process of planning and placing employees in 2012-13 proposes to put into effect immediately a partial hiring freeze on all personnel (a summary was provided of what this proposal would entail). This partial hiring freeze would go into effect the remainder of the 2011-12 this fiscal year which involves not hiring any permanent positions for classroom teachers and will continue to fill vacancies that occur with certified temporary or substitute teachers. We want to make sure we keep qualified teachers in the classroom, and temporary teachers will be hired with the understanding their employment will be through the end of this current school year only. Support staff vacancies will not be replaced with permanent employees; only vacancies that occur in critical areas where administration determine there is a need, will be filled. The current placement of support staff will be assessed and transfers made accordingly. Through this policy, the administration is guaranteed the authority to shift staff from areas of lesser need to areas of greater need. As administrative/ certified contract positions become vacant, they will remain vacant unless the position is that of a principal or director, in which case, those positions would be filled according to the district’s policies for hiring administrators. Following the presentation of Business Manager Juanita Duke concerning the budget cuts recommended by the Budget Committee, Bill Norris moved, seconded by Susan Spence, that the Board adopt the Finance Budget Committee Recommendation #1 as presented. Motion carried unanimously. A report of the construction/renovation projects was given by Special Projects/Safety Coordinator Kenneth Slusher. Mr. Slusher provided the Board with a memo from Purchasing Agent Bobby Jones describing a $25,000 anonymous donation to Sterlington High School received by principal Ross Davis, specifically intended for constructing batting cage covers for the girl’s and Boy’s softball and baseball programs. However, after initial quotations were received, it was determined that this amount would not be sufficient to cover the cost and would fall well short to complete these projects. The covers were then placed as an add alternate to the baseball fence. Again the cost of the add alternate exceeded the budget of the fence and was not accepted ($67,045 from the low bidder). An add alternate price of $60,000 was received, but this bidder’s base bid was $148,000 versus the low bid of $94,415. Currently Del-Ray Contractors in Delhi has submitted a quote of $51,100 to finish and install the covers. Mr. Davis agrees with Mr. Slusher’s suggestion that we could reduce this amount with the $25,000 donation and take the rest of the money out of the SHS construction funds to cover the costs. In spite of the possibility of and additional cost to inspect the footings, it is believed that the cost will be less than $2,000 bringing the total cost of the project to $53,100, well below the other proposals submitted. In the meantime, Mr. Davis has agreed to reduce the budgeted amount of the multi-purpose room by the shortfall amount in order to construct the two batting cage covers and thinks the project should be pursued as a public works project. Mr. Slusher continued his report with an announcement he need the Board to approve a change order request in the amount of $8,059.00. He explained that following an inspection by the fire marshal of the existing Eastside Bus Barn, it has been ordered that a new fire sprinkler system be installed. The added cost of the sprinkler system is $29,472.00, a credit of $24,360.00 received from Pohlman & Wilbanks, Inc. for changes made that did not affect the integrity of the building, and with the addition of OH&P 10% charges of $2,947.00 brings a total of $8,059.00 for the cost of the change order. Whereby, Carey Walker moved, seconded by Scott Robinson, that the Board approve the change order recommended by Special Projects/Safety Coordinator Kenneth Slusher in the amount of $8,059.00 for the installation of a sprinkler system at the existing Eastside Bus Barn so ordered by the fire marshal. Motion carried unanimously. Mr. Slusher concluded his report announcing that the bid opening for the WMHS STEM building will be on January 19. On the recommendation of Business Manager Juanita Duke, Susan Spence moved, seconded by John Russell, that the Board grant permission to bid the sale of surplus equipment (7 school buses/1 car, 1 truck/1 van/lrg. A/C equipment/scoreboard) [Bid No. 39-12]. Motion carried unanimously. On the recommendation of Special Projects/Safety Coordinator Kenneth Slusher, Carey Walker moved, seconded by Susan Spence, that the Board grant permission to bid the construction of the new multi-purpose building at Lakeshore Elementary School to be funded with East Ouachita Bonds with a budget amount of $1,350,000 [Bid No. 40-12] and field renovations at (Richwood/OPHS/SHS) also be funded with East Ouachita Bonds with a budget amount of $2,500,000 [Bid No. 41-12]. Motion carried unanimously. On the recommendation of Business Manager Juanita Duke, Mr. Sims moved, seconded by Susan Spence, that the Board accept the following low bids meeting specs from Unisource for copy paper in the amount of $26.43 per case [Bid No. 34-12] (Unisource qualified under the Louisiana Preference rule with their bid) and accept the low bid from Parker Wholesale in the amount of $23.80 per roll for tork paper [Bid No. 37-12]. Motion carried unanimously. President Hicks announced that the next Board meeting will be held on Tuesday January 24th at 6:00 P.M. President Hicks also remarked that he is concerned about the fate of our public school system as it faces a most challenging year that will require a lot of belt tightening of its finances. He agrees with Judge Norris and others that the Board needs to stick together and express their concern to our legislators regarding the economic downturn and cuts by the state. He advocated working in numbers if we are to succeed in an attempt to be heard. Perhaps we need to join in with other Board members to make a bigger impact. He complimented the Board on working together so well and suggested marching on Baton Rouge with those attending the Louisiana State School Board Convention scheduled for the first week of March.
