The Ouachita Parish School Board met in regular session on Tuesday, December 13, 2011 at four (4:00) o’clock P.M. at its regular meeting place, the Ouachita Parish School Board office.
The roll was called and the following members were present: Bill Norris, Scott Robinson, A. R. Sims, Jerry R. Hicks, John Russell, Carey Walker and Susan Spence. There were none absent.
Board member Carey Walker led the Pledge to the Flag.

Upon the recommendation of bond attorney Grant Schlueter with the law firm Foley & Judell, Susan Spence moved, seconded by Carey Walker, that the Board adopt the Resolution authorizing the advertising for bids for the purchase of Nine Million Five Hundred Thousand Dollars ($9,500,000) of General Obligation School Bonds, Series 2012, of the East Ouachita Parish School District of the Parish of Ouachita, State of Louisiana, authorized at an election held on Saturday, April 30, 2011, and providing for other matters therewith as presented. Motion carried unanimously.
Upon the recommendation of bond attorney Grant Schlueter with the law firm Foley & Judell, Bill Norris moved, seconded by A. R. Sims, that the Board adopt the Resolution with respect to an ordinance providing for the continued levy within School Sales Tax District No. 1 of the Parish of Ouachita, Louisiana, effective January 1, 2013, of a one-half of one percent (1/2%) sales and use tax, such tax having been authorized at a special election held in said District on April 30, 2011 as presented. Motion carried unanimously.
Instructional Coordinator Lynn Parsons and representatives with the NELA realtors presented awards to 8th grade student winners that entered a recent essay contest entitled “More Than Wood & Stone What Does it Take to Make a House a Home” sponsored by the Northeast Louisiana Association of Realtors. Grace Hunt placed first; James Russell Peacock placed second; and Emily Conan placed third.
Jennifer Brown, Director of Professional Services and Recruitment for APEL+, presented grants in the amount of $500 to the following recipients: Bailey Hutton (First Year Teacher Grant); Mitzie Murray (Instructional Resources Grant); Stacy Austin (Professional Development Grant); Tammie Temple (Professional Development Grant); and Jennifer Blake ($650 Professional Education Scholarship Grant).
Dr. Webber and President Jerry Hicks presented a Certificate of Appreciation to former Board of Elementary and Secondary Education member Keith Guice of Ouachita Parish in honor of his dedicated service to education. Mr. Guice has devoted his entire career to education and has served the last few years for his community as a representative and advocate for students and employees as a member of the BESE Board. Mr. Guice expressed his gratitude to the Board and guests for allowing him the honor of representing their district.
Title I Supervisor Peggy Wheelis presented five “revised” Board policies for consideration. Following her presentation, Carey Walker moved, seconded by Scott Robinson, that the board adopt the following amended policies as presented: (1) FILE: DJE, Cf: BE, DIA, Cf: DJED, DJEG Purchasing; (2) FILE: DJED, Cf: DJE Bids and Quotations; (3) FILE: GBN, Cf: GBA, GBJ, GBRA Dismissal of Employees; (4) FILE: GBRA, Cf: GBN, JG Employee Conduct; and, (5) FILE: II Testing Program. Motion carried unanimously.
Business Manager Juanita Duke presented information soliciting the Board’s assistance in developing basic terms upon entering into a Forestry Management Services agreement involving different sections of land on the east side which are in need of assessing values of the timber on these sites. There is a need to establish some boundaries and oversee some reforestation in these areas, especially, the Shady Grove school site, in addition to Russell Sage and Harmon Johnson Road properties. Mrs. Duke explained that she would like to develop a contract and someone to provide this service. The terms would consist of paying the consultant $200 per day for each service performed as needed for a period of 1 year and if the Board decided to sell any timber by the contractor, he would be paid the fee of 5% of the proceeds of the sale less any payments he’s been paid for servicing those properties. If there is a sale that takes place during the one-year or within 2 years following the end of the contract year, his service fees will be subtracted from the 5% proceeds payment. Mrs. Duke will provide a more formal contract to the Board for approval at a later date.
Business Manager Juanita Duke informed the Board that because some errors made in advertisements of two recent bids, bid numbers had to be changed that is required by state law. Bid No. 62-11 for the West Monroe High School STEM building construction is replaced with Bid No. 38-12 the reason being that the date shown for the advertisement of the bids to be opened January 5, 2011 instead of January 5, 2012. As a result the state requires us to change the bid number so the bidders are not confused by the change in the date of the correction. Also, the second Bid No. 20-12 for Tork Paper needs to be re-advertised with the Bid No. 37-12 because there was an error in the date the advertisement was actually printed which reduced the number of advertised days before the bid opening to less than 30 days, which is the minimum period required by law.
On the request of Special Projects/Safety Coordinator Kenneth Slusher, Mr. Sims moved, seconded by Carey Walker, that the Board amend the Agenda to add Permission to Bid (Bathroom Renovations at OPHS - Bid No. 36-12). Motion carried unanimously.
Special Projects/Safety Coordinator Kenneth Slusher reported that bids will be opened for the WMHS QSCB STEM building January 19, 2012. The renovation projects at WOHS are almost complete except for the punch lists. The Central Elementary parking lot is underway but Mr. Slusher does not know if it is finished. Riverbend is not completed and Crosley is almost finished except for the front security doors but the contractor has been given permission to complete the project during Christmas break.
Carey Walker moved, seconded by A. R. Sims, that the Board approve Economical Janitorial Supply for toilet paper at $0.281 per roll [Bid No. 21-12]. Motion carried unanimously.
On motion by Carey Walker, seconded by Susan Spence, the Board granted permission to bid renovations for five restrooms at OPHS with a budget of $200,000 that includes architect fees [Bid No. 36-12]. Motion carried unanimously.
The next two Board meetings will be held at 5:00 P.M. January 12, 2012 and January 24, 2012 at 6:00 P.M.
There being no further business to be brought before the Board, Scott Robinson moved, seconded by Susan Spence, that the meeting adjourn. Motion carried unanimously.

EXECUTIVE SESSION FOR PURPOSES OF STRATEGIC PLANNING, INCLUDING WITH RESPECT TO THE FUTURE OF THE WELLNESS CENTER AND RELATIONS WITH GRMC, GLENWOOD RESOLUTION AUTHORITY, INC., AND THE LIVING WELL FOUNDATION
A motion was made by Mr. Gilley seconded by Ms. Liner and unanimously approved for the Board of Commissioners to go into executive session for the purposes of strategic planning, including reviewing the Wellness Center monthly financial statements.
Mrs. Culp, Executive Director of the Wellness Center, presented the Wellness Center monthly financial statements and her management report.
Mr. Mulhearn motioned, Mr. Gilley seconded, and the Commissioners present approved the motion to go back into public session.
REVIEW AND APPROVAL OF THE WELLNESS CENTER EMPLOYEE HANDBOOK
After due discussion, Ms. Liner proposed, Mr. Hall seconded, and the Board of Commissioners unanimously adopted the following resolution:
WHEREAS, the Board of Commissioners considers it to be in the best interests of the District that certain revisions be made to the Wellness Center Employee Handbook effective January 1, 2012, including revisions relating to paid time-off policies and the dress code;
RESOLVED, that the Board of Commissioners approves the adoption of the revised Wellness Center Employee Handbook, as presented to this meeting, effective January 1, 2012;
RESOLVED, that the Executive Director continues to be authorized to make such further nonmaterial changes to the Wellness Center Employee Handbook as he or she may deem appropriate or desirable from time to time.
REVIEW OF CURRENT FINANCIALS OF DISTRICT (OTHER THAN THE WELLNESS CENTER)
Mr. Hall presented the monthly financials of the District (other than the Wellness Center) ending November 30, 2011.

Mr. Spencer seconded the motion. The Board proceeded to a vote, and the motion passed with the unanimous approval of the Commissioners present.
REVIEW AND APPROVAL OF LIVING WELL FOUNDATION’S PROPOSED 2012 BUDGET
Dr. Pyzner, Executive Director of Living Well Foundation, was in attendance to expand on the business of the Living Well Foundation. Dr. Pyzner presented to the Commissioners the Proposed 2012 Budget, noting that there were several changes to be made and that since the Foundation did not have a two-thirds (2/3) approval on the budget at their December meeting, plans are to re-present the budget at their January meeting.
REVIEW OF LIVING WELL FOUNDATION’S BOARD OF DIRECTORS’ MINUTES OF DECEMBER 6, 2011
The Board of Commissioners reviewed the Foundation’s minutes of the December 6, 2011 Board of Directors’ meeting.
REPORT ON EXECUTION OF THIRD ANCILLARY AGREEMENT TO COORDINATION AGREEMENT
Mr. Landry reported that the Third Ancillary Agreement to the Coordination Agreement has been properly signed by Mr. Hall and returned to Doug Caldwell for completion.
AMEND THE AGENDA
Ms. Liner moved to take up the following matter not on the agenda: "Approval to Hire An Architect to Render Drawings for the Expansion of the Wellness Center," and stated that the purpose for the addition to the agenda is to address a matter not on the agenda that it is in the best interest of the District to address immediately. Mr. Gilley seconded the motion.
The Chairman declared an opportunity for public comment on the motion. There were no public comments. The Board proceeded to a vote, and the motion passed with the unanimous approval of the Commissioners present, whereupon the Board took up the matter.
APPROVAL TO HIRE AN ARCHITECT TO RENDER DRAWINGS FOR THE EXPANSION OF THE WELLNESS CENTER
Mr. Hall discussed the desirability of hiring the firm of Joe Fuqua, Architect, on behalf of District to work on drawings for the possible expansion of the Wellness Center, which will be presented to the Board at a later date for consideration.
Mr. Hall then moved as follows:
RESOLVED, that the Board of Commissioners authorizes Steve Hall, its Chairman, to negotiate, in consultation with legal counsel, and execute and deliver on behalf of the District, a contract with Fuqua & Partners Architects, P.C. for professional architectural services relating to the possible expansion of the Wellness Center, such contract generally to be based on the AIA standard form of agreement.
Mr. Mulhearn seconded the motion and the Commissioners voted unanimously to approve the motion.
REMARKS FROM THE CHAIRMAN OF THE DISTRICT
Mr. Hall stated that he appreciated the Commissioners for all their time and efforts in serving on the Board. He thanked Debbie Takewell and Karen Hanna for their accounting services, as well as Betsy Culp, Executive Director of the Wellness Center, for all her hard work in her successful endeavor to lead the Center. Mr. Hall also wished Dr. Jan Corder Pyzner, Executive Director of the Living Well Foundation, happiness in her retirement and thanked her for her service to the Foundation. Mr. Hall opened the floor to comments from the public.
OPPORTUNITY FOR PUBLIC COMMENT
Mr. Bill Nelson, a former Commissioner, thanked the Board for their service and commended them, as well as Betsy Culp, for a job well done at the Wellness Center. Betsy Culp thanked the Board for the opportunity to lead the Wellness Center.
The Commissioners and their guests enjoyed dinner before adjourning for the evening.
