R.S. 33:4712, the Ouachita Parish Police Jury introduced Ordinance No. 8997 on December 19, 2011, providing for governing alcoholic beverage permits “Proximity to Churches, Libraries, Schools, Playgrounds” to be hereby amended to change the minimum distance set forth therein from “five hundred feet (500’)” to “three hundred feet (300’)”.
A public hearing will be held on January 23, 2012 at 5:30 p.m., in Courtroom 3, Ouachita Parish Courthouse, 301 South Grand Street, Monroe, LA 71201 to hear comments concerning said proposed ordinance.

The Prairie Road Water District is currently in violation of the maximum contaminant level for total trihalomethanes (TTHMs) as set forth by the States (Part XII of the Louisiana State Sanitary Code) and the Federal Primary Water Regulations (40 CFR Part 141). Although this incident is not an emergency, as our customers, you have the right to know what happened and what we are doing to correct this situation.
The United States Environmental Protection Agency (EPA) and the Louisiana Department of Health and Hospitals (LDHH) set drinking water standards and require the disinfection of drinking water. Where disinfection is used in the treatment of drinking water, disinfectants combine with naturally occurring organic and inorganic matter present in water to form chemicals called disinfection byproducts (DBPs). The EPA and LDHH set standards for controlling the levels of disinfectants and DBPs in drinking water, including trialmethanes (THMs) Some people who drink water containing THMs in excess of the MCL over MANY YEARS may experience problems with liver, kidneys, or central nervous systems, and may have an increased risk of cancer. In December 1998, EPA set enforceable drinking water standard for TTHMs at 80 parts per billion (ppb) to reduce the risk of cancer or other adverse health effects. Compliance with the TTHM standard for all public ground water systems serving less than 10,000.00 individuals initially became effective and enforceable on January 1, 2004. Compliance with the TTHMs standard is determined by calculations a running annual average (RAA) of quarterly TTHMs sample results. Compliance calculations performed during the fourth calendar quarter of 2011 show that the system’s current TTHMs running annual average is 108 ppb thus, the system is currently in violation of the TTHMs standard.
Please share this information with all the other people who drink this water, especially those who may not have received this notice directly (for example, people in apartments, nursing homes, schools, and businesses). You can do this by posting this notice in a public place or distributing copies by hand or mail.
THIS IS NOT AN EMERGENCY if it had been, you would have been notified immediately. EPA and LDHH do not consider this violation to have any serious adverse health effects on human health as a result of short-term exposure; however, continued long-term exposure to TTHMs levels above the standard (e.g., 20 years of exposure) has the potential to have serious adverse effects on human health.

OFFICIAL REPORT REGARDING THE INVESTIGATION OF THE RESIDENCY OF MARCUS HUNTER, STATE REPRESENTATIVE-ELECT
On November 29, 2011, Fourth Judicial District Attorney Jerry Jones received a complaint from Ms. Dorothy Martin challenging the qualification of Marcus Hunter to hold the office of State Representative for House District 17. The complaint was received after Mr. Hunter was elected to that position in the November 19, 2011 election. In the complaint, Martin alleges that Marcus Hunter does not currently reside in District 17 and therefore, pursuant to La. R.S. 18:581 et seq., the office should not be deemed vacant.
Under La. R.S.18:571( C), the Attorney General is the proper official to receive a complaint and determine if a vacancy exists as to an elected state legislator. Accordingly, the complaint was re-filed with the Attorney General's Office on December 14, 2011, and the official investigation by the Attorney General began at that time.
Mr. Hunter claims to reside at 1309 First St., Monroe, Louisiana, which was confirmed to be within the boundary of District 17. The investigation confirmed through public records that 1309 First Street is the address that Mr. Hunter claims as his homestead exemption, and also is the address Mr. Hunter had disclosed on the form filed with the Secretary of State to qualify as a candidate for State Representative, District 17. In addition to a review of these documents, an Attorney General Investigator made two unannounced visits to the 1309 First Street address.
The first unannounced visit was on December 21, 2011. Upon arrival, Marcus Hunter was present at the residence. The investigator was invited inside where it was determined that each of the rooms was fully furnished and there was functioning electricity throughout the home. The closets also contained clothes that were on hangers.
The second unannounced visit took place on the morning of December 27, 2011. Mr. Hunter once again came to the door, had a conversation with the Attorney General Investigator who confirmed that the home was occupied and livable. On both visits Mr. Hunter confirmed that he is occupying 1309 First Street as his current residence.
Based upon the foregoing investigation and documented evidence, it is the opinion of the Attorney General that Mr. Marcus Hunter meets the residency requirements of his elected office. Notice of this opinion will be forwarded to the complainant. Ms. Dorothy Martin, and the Clerk of the Louisiana House of Representatives, and will be published in the official journal of the parish of the officeholder's designated domicile as required by law.
