A public hearing was held to present the 2011-2012 Annual Operating Budget to the general public preceding the regular Board meeting.
Following the public budget hearing, the Ouachita Parish School Board met in regular session on Tuesday, September 13, 2011 at six (6:00) P.M. at its regular meeting place, the Ouachita Parish School Board office.
The roll was called and the following members were present: Bill Norris, A. R. Sims, Jerry R. Hicks, John Russell, Carey Walker and Susan Spence. Scott Robinson was the only member absent due to a job assignment out of state.
The Pledge to the Flag was led by Board member Susan Spence.
The Invocation was given by Board member Judge Bill Norris.
On motion by A. R. Sims, seconded by Carey Walker, the Board unanimously approved the Minutes of the August 16, 2011 and August 23, 2011 Board meetings as written.
On motion by Susan Spence, seconded by A. R. Sims, the Board approved the revised Agenda as presented. Motion carried unanimously.
On motion by Mr. Sims, seconded by John Russell, the Board approved the amended Personnel Agenda as presented. Motion carried unanimously.
On the recommendation of Title I Supervisor, Peggy Wheelis, Carey Walker moved, seconded by Susan Spence, that the Board adopt the File: IDFAB, CF:IDF, IDFA, IDFAA-- Sports Injury Management and Concussions policy as presented. It will be added to the district’s policy manual. Motion carried unanimously.
Business Manager Juanita Duke presented the 2011-12 Annual Operating Budget for adoption and review as she reported that the total revenues of $135,548,500 and total expenditures of $138,599,847 are budgeted for the General Fund, which reduces the fund balance by $3,051,347. The projected ending fund balance for the General Fund is $12,062,658. Total revenues of $69,383,231 and total expenditures of $72,728,916 are budgeted for all Special Revenue Funds combined, which reduces the fund balances by $3,345,685. The projected ending fund balance for all Special Revenue Funds is $23,755,735. The primary reasons for the fund deficits were noted to be a 17% increase in employer state retirement contributions and a 6% increase in state group insurance premiums. Also, additional staffing was needed to open the new Sterlington Middle School and staffing transfers were necessary due to exhausted federal stimulus funds once received through the American Recovery & Reinvestment Act of 2009. It was further reported that administrative staff will form committees to evaluate all program areas and departments and develop recommendations for spending reduction to be implemented in the next fiscal year, and staff will continue to reduce spending in the current fiscal year for emergency-type spending only. Following Mrs. Dukes budget report, Bill Norris moved, seconded by John Russell, that the Board adopt the resolution approving the Ouachita Parish School Board Annual Operating Budget for 2011-2012 as presented. Motion carried unanimously.
Special Projects/Safety Coordinator Ken Slusher reported that the auditorium renovation project at WMHS should be completed by the end of next week. The architects continue to work on the east side projects; while the bus barn, gym renovations at Sterlington middle and the outfield fence construction at Sterlington high are scheduled to advertise for bids. Construction is also underway at Crosley and Riverbend and expected to be completed in February or March of 2012. Bids will be awarded on September 20th for the Central Elementary School renovation project. The “new” Sterlington Elementary School is still experiencing roof leaks and trim problems. The bonding company has dismissed the roofing company that installed the roof and has advertised for bids to hire another company to finish the job.
On motion by Susan Spence, seconded by Carey Walker, the Board granted permission to bid the following items as recommended by Special Projects/Safety Coordinator Kenneth Slusher: (1) Gym Renovations at Sterlington Middle School [Bid No. 44-11] and (2) New Outfield Fence at Sterlington High School with a budget of $100,000 [Bid No. 30-12]. Each project will be funded with East Side Bond Funds. Motion carried unanimously.
On the recommendation of Business Manager Juanita Duke, Carey Walker moved, seconded by John Russell, that the Board grant permission to bid three (3) LED Signs for (Swartz Upper, Swartz Lower & Ouachita Jr. High) [Bid No. 31-12] with a budget of $75,000 to be funded with East Side Bond Funds; and grant permission to purchase a Scoreboard for the girl’s softball field at Ouachita High School that includes a budget of $8,000 funded through the General Fund. Motion carried unanimously.
On the recommendation of Special Projects/Safety Coordinator, Kenneth Slusher, A. R. Sims moved, seconded by Susan Spence, that the Board accept the bid from Pohlman & Wilbanks in the amount of $513,000 for the east side bus renovations [Bid No.25-12]. Motion carried unanimously.
On the recommendation of Business Manager Juanita Duke, A. R. Sims moved, seconded by Susan Spence, that the Board accept the low bid of Office Depot for office supplies [Bid No. 24-12]; accept the only bid for surplus equipment from Kentrel Saunders for the sale of 60 used tires at $8.00 each for a total of $480.00 [Bid No. 27-12]; and, accept the low base bid of $23,560 from Daktronics for a LED Sign at West Ouachita High School [Bid No. 28-12]. Motion carried unanimously.
On motion by Bill Norris, seconded by John Russell, the Board amended the Agenda to include a request for a new appraisal of the remaining T-Buildings on the Richwood school campus. Motion carried unanimously.
Bill Norris moved, seconded by Susan Spence, that the Board authorize another appraisal, preferably by a local agent, for the remaining T-buildings on the Richwood school campus in hopes of getting a lower appraisal since the buildings have not sold at their minimum advertised value. Purchasing Agent Bobby Jones will try to get some local agencies to perform the next appraisals and bring the results back to the Board at their next meeting. Motion carried unanimously.
The Board set their next meeting for Tuesday, September 27, 2011at noon.
There being no further business to be brought before the Board, Carey Walker moved, seconded by Susan Spence, that the meeting adjourn. Motion carried unanimously.

The Prairie Road Water District is currently in violation of the maximum contaminant level for total trihalomethanes (TTHMs) as set forth by the States (Part XII of the Louisiana State Sanitary Code) and the Federal Primary Water Regulations (40 CFR Part 141). Although this incident is not an emergency, as our customers, you have the right to know what happened and what we are doing to correct this situation.
The United States Environmental Protection Agency (EPA) and the Louisiana Department of Health and Hospitals (LDHH) set drinking water standards and require the disinfection of drinking water. Where disinfection is used in the treatment of drinking water, disinfectants combine with naturally occurring organic and inorganic matter present in water to form chemicals called disinfection byproducts (DBPs). The EPA and LDHH set standards for controlling the levels of disinfectants and DBPs in drinking water, including trialmethanes (THMs) Some people who drink water containing THMs in excess of the MCL over MANY YEARS may experience problems with liver, kidneys, or central nervous systems, and may have an increased risk of cancer. In December 1998, EPA set enforceable drinking water standard for TTHMs at 80 parts per billion (ppb) to reduce the risk of cancer or other adverse health effects. Compliance with the TTHM standard for all public ground water systems serving less than 10,000.00 individuals initially became effective and enforceable on January 1, 2004. Compliance with the TTHMs standard is determined by calculations a running annual average (RAA) of quarterly TTHMs sample results. Compliance calculations performed during the third calendar quarter of 2011 show that the system’s current TTHMs running annual average is 130 ppb thus, the system is currently in violation of the TTHMs standard.
Please share this information with all the other people who drink this water, especially those who may not have received this notice directly (for example, people in apartments, nursing homes, schools, and businesses). You can do this by posting this notice in a public place or distributing copies by hand or mail.
THIS IS NOT AN EMERGENCY if it had been, you would have been notified immediately. EPA and LDHH do not consider this violation to have any serious adverse health effects on human health as a result of short-term exposure; however, continued long-term exposure to TTHMs levels above the standard (e.g., 20 years of exposure) has the potential to have serious adverse effects on human health.
