Business Manager Juanita Duke presented the 2011-12 Annual Operating Budget for adoption and review as she reported that the total revenues of $135,548,500 and total expenditures of $138,599,847 are budgeted for the General Fund, which reduces the fund balance by $3,051,347. The projected ending fund balance for the General Fund is $12,062,658. Total revenues of $69,383,231 and total expenditures of $72,728,916 are budgeted for all Special Revenue Funds combined, which reduces the fund balances by $3,345,685. The projected ending fund balance for all Special Revenue Funds is $23,755,735. The primary reasons for the fund deficits were noted to be a 17% increase in employer state retirement contributions and a 6% increase in state group insurance premiums. Also, additional staffing was needed to open the new Sterlington Middle School and staffing transfers were necessary due to exhausted federal stimulus funds once received through the American Recovery & Reinvestment Act of 2009. It was further reported that administrative staff will form committees to evaluate all program areas and departments and develop recommendations for spending reduction to be implemented in the next fiscal year, and staff will continue to reduce spending in the current fiscal year for emergency-type spending only. Following Mrs. Dukes budget report, Bill Norris moved, seconded by John Russell, that the Board adopt the resolution approving the Ouachita Parish School Board Annual Operating Budget for 2011-2012 as presented. Motion carried unanimously. Special Projects/Safety Coordinator Ken Slusher reported that the auditorium renovation project at WMHS should be completed by the end of next week. The architects continue to work on the east side projects; while the bus barn, gym renovations at Sterlington middle and the outfield fence construction at Sterlington high are scheduled to advertise for bids. Construction is also underway at Crosley and Riverbend and expected to be completed in February or March of 2012. Bids will be awarded on September 20th for the Central Elementary School renovation project. The “new” Sterlington Elementary School is still experiencing roof leaks and trim problems. The bonding company has dismissed the roofing company that installed the roof and has advertised for bids to hire another company to finish the job. On motion by Susan Spence, seconded by Carey Walker, the Board granted permission to bid the following items as recommended by Special Projects/Safety Coordinator Kenneth Slusher: (1) Gym Renovations at Sterlington Middle School [Bid No. 44-11] and (2) New Outfield Fence at Sterlington High School with a budget of $100,000 [Bid No. 30-12]. PARENT, CPPB DOTD PROCUREMENT DIRECTOR 10/6 ________________________________________________________ PRAIRIE ROAD WATER DISTRICT NOTICE TO WATER CUSTOMERS PRAIRIE ROAD WATER SUPPLY 10/01/2011 PWS ID No LA 1073040 The Prairie Road Water District is currently in violation of the maximum contaminant level for total trihalomethanes (TTHMs) as set forth by the States (Part XII of the Louisiana State Sanitary Code) and the Federal Primary Water Regulations (40 CFR Part 141). Although this incident is not an emergency, as our customers, you have the right to know what happened and what we are doing to correct this situation. The United States Environmental Protection Agency (EPA) and the Louisiana Department of Health and Hospitals (LDHH) set drinking water standards and require the disinfection of drinking water. Where disinfection is used in the treatment of drinking water, disinfectants combine with naturally occurring organic and inorganic matter present in water to form chemicals called disinfection byproducts (DBPs). The EPA and LDHH set standards for controlling the levels of disinfectants and DBPs in drinking water, including trialmethanes (THMs) Some people who drink water containing THMs in excess of the MCL over MANY YEARS may experience problems with liver, kidneys, or central nervous systems, and may have an increased risk of cancer. In December 1998, EPA set enforceable drinking water standard for TTHMs at 80 parts per billion (ppb) to reduce the risk of cancer or other adverse health effects. Compliance with the TTHM standard for all public ground water systems serving less than 10,000.00 individuals initially became effective and enforceable on January 1, 2004. Compliance with the TTHMs standard is determined by calculations a running annual average (RAA) of quarterly TTHMs sample results. Compliance calculations performed during the third calendar quarter of 2011 show that the system’s current TTHMs running annual average is 130 ppb thus, the system is currently in violation of the TTHMs standard. Please share this information with all the other people who drink this water, especially those who may not have received this notice directly (for example, people in apartments, nursing homes, schools, and businesses).
