NOTICE
Proceedings of the Board of Commissioners of the West Ouachita Sewerage District No. 5, Ouachita Parish, Louisiana. Taken at the office of the district, 327 Wallace Road, West Monroe, LA. Monday, September 12, 2011 (regular meeting).
Members present: Fred Hall, Don Leach, Ralph Owens
Members absent: None
Others present: Jerry Osborne, attorney; Jerry Lazenby, Lazenby & Associates, Inc.; Francis Huffman, Luffey, Huffmans, Ragsdale & Soignier, APAC; Terry Cox, district manager.
Fred Hall opened the meeting with a discussion of the proposed project to replace a major portion of the Lift Station "N" force main and to sell sewer revenue bonds to the Louisiana Department of Environmental Quality to help finance the cost of the proposed project. The resolution and supplemental resolution were adopted and published on September 15, 2011, and are on file at the office of the district.
The next item on the agenda was bids for the access road for Lift Station "N" air release. Mr. Hays presented the bids that were opened on Friday, September 2, 2011. The bids were as follows:
R.D. Owens Construction, Inc. $41,893.20
Amethyst Construction $57,760.00
The Mabry Company $93,396.00
Commissioner Leach made a motion to accept R.D. Owens Construction, Inc. as low bidder and Commissioner Leach seconded the motion.
The motion was passed by a unanimous voice vote.
Next, Mr. Lazenby presented the bids for the Lisa Lane Sewer Line Replacement which were opened on September 8, 2011, and bids were as follows:
San-Tech, Inc. $9,854.00
Don M. Barron Contractor, Inc. $15,746.00
Jabar Corp. $26,830.40
Amethyst Construction, Inc. $36,683.00
Commissioner Owens made a motion to accept San-Tech, Inc. as the low bidder and Commissioner Leach seconded the motion. The motion was passed by a unanimous voice vote.
The final item was cash disbursements. Mr. Cox presented the disbursements for the month and Commissioner Owens made a motion to accept them as reasonable and necessary. Commissioner Hall seconded the motion. The motion passed by a unanimous voice vote.

NOTICE
The Ouachita Parish School Board met in special session on Tuesday, August 16, 2011 at six (6:00) P.M. at its regular meeting place, the Ouachita Parish School Board office.
The roll was called and the following members were present: Scott Robinson, A. R. Sims, Jerry R. Hicks, John Russell, Carey Walker and Susan Spence. Judge “Bill” Norris was the only member absent due to his brief hospitalization.
The Pledge to the Flag was led by Board member Susan Spence.
The Invocation was given by Board member Carey Walker.
On motion by A. R. Sims, seconded by Susan Spence, the Board unanimously approved the Minutes of July 21, 2011 and August 2, 2011 as written.
On motion by John Russell, seconded by A. R. Sims, the Board approved the amended Personnel Agenda as presented. Motion carried unanimously.
Paul Hargrove, newly appointed President of the West Monroe/West Ouachita Chamber of Commerce, gave a brief message to the Board regarding the opportunities offered to schools by the West Monroe Chamber of Commerce when forming partnerships.

Business Manager Juanita Duke presented the proposed changes to the Child Nutrition Meal Policies as recommended by Jo Lynne Correro, Director of Child Nutrition Services. Whereby, Susan Spence moved, seconded by Carey Walker, that the Board adopt the recommended changes regarding the Child Nutrition Policies as follows: (1) “The Child Nutrition Program Payment Policy” provides students more flexibility when charging meals; (2) “The Adult Employee Meal Policy” allows principals discretion in granting permission to their employees that charge their meals, but sets forth the guidelines for employees when charging or paying the school cafeteria for their meals; (3) “Permission to Charge Form” is a form sent to parents authorizing the cafeteria manager to allow their child to charge meals. The Superintendent remarked that all sixth graders moving from elementary schools into the junior high schools will pay the same rate of $1.75 per meal as all secondary students (Grades 6th – 12th). According to Mrs. Correo, there is no increase in meal pricing at this time. Motion carried unanimously.
Assistant Superintendent/Personnel Director Dr. Don Coker, presented the recommendations of the Pupil Progression Plan Committee to the Board for consideration and Mr. Sims moved, seconded by Susan Spence, that the Board adopt the 2011-12 Pupil Progression Plan revisions as presented. Motion carried unanimously.
On the recommendation of Business Manager Juanita Duke, Carey Walker moved, seconded by Susan Spence, that the Board grant permission to bid the following items: (1) Authority to purchase security cameras if the need arises during the year (although the funding source for these items is usually the general fund, Mrs. Duke feels that now that we have the Westside sales tax operating funds and the Eastside bond funds, it could be that some additional security cameras can be purchased out of those funds as well) [Bid No. 23-12]. Mr. Walker further moved to grant permission to bid (2) Office Supplies [Bid No. 24-12]; (3) Band Instruments [Bid No. 26-12]; and (4) Sale of Surplus Equipment (Old Cafeteria Equipment) [Bid No. 27-12]. Motion carried unanimously.
On the recommendation of Business Manager Juanita Duke, Scott Robinson moved, seconded by John Russell, to reject the bids for renovations at Central Elementary School [Bid No. 14-12], re-advertise the project and re-bid to only include the construction of a new parent pickup & drop-off area and bus turnaround. Upon motion by Mr. Sims, seconded by Scott Robinson, the Board amended the Agenda to add Bid Item No. 5 under X. Permission to Bid: Renovation Projects at Central Elementary School for a bus turnaround and parent pickup area. Motion carried unanimously.
Business Manager Juanita Duke announced that no bids were received on the Sale of Surplus Equipment that included T-Buildings [Bid No. 15-12]. Due to the expense of moving the T-Buildings, the Board decided to leave them at Richwood until they can be sold.
Upon the recommendation of Business Manager Juanita Duke, Scott Robinson moved, seconded by John Russell, to accept the low bid of Mechanical Concepts for 3 roof-top A/C Units at WMHS in the amount of $132,896.00 to be funded through the M&O account [Bid No. 16-12]. The bid came in below the $136,000 budget. Motion carried unanimously.
Upon the recommendation of Business Manager Juanita Duke, John Russell moved, seconded by Susan Spence, that the Board accept the low bid of Storer Equipment Company for a chiller at Riverbend Elementary School in the amount of $63,000.00, below the $65,000.00 budget [Bid No. 19-12]. The Ouachita Parish School Board met in a “special called meeting” on Tuesday, August 23, 2011 at six (6:00) o’clock P.M. at its regular meeting place, the Ouachita Parish School Board office for the purpose of considering a Resolution authorizing entering into a Cooperative Endeavor Agreement between the Ouachita Parish School Board, other taxing bodies in the parish and the State of Louisiana through the State Department of Economic Development, showing uniformity, in the interpretation of sales tax laws for levy, assessment, and collection of sales taxes for a proposed business and support for economic development in our community.
The roll was called and the following members were present: Bill Norris, Scott Robinson, A. R. Sims, Jerry R. Hicks, John Russell, Carey Walker and Susan Spence. There were none absent.
The Pledge to the Flag was led by Susan Spence.

Whereby, John Russell moved, seconded by Carey Walker, that the Board adopt a Resolution authorizing the Board President to execute a Cooperative Endeavor Agreement with the State of Louisiana (Department of Economic Development) and other sales tax recipients concerning the levy and assessment of local sales and use tax; and, further providing with respect thereto. The Resolution further promotes economic development in Ouachita Parish, enhancing the attractiveness of Ouachita Parish as a location for the development of new businesses and expansion of existing businesses and providing uniformity among its supporters in advancing the ability of Ouachita Parish to compete for such projects. It is resolved by the Ouachita Parish School Board that the economic development project under consideration for locating in Ouachita Parish will provide at least 370 new jobs meeting wage and benefit requirements of the Louisiana Quality Jobs Program and a capital investment of at least $20 Million. Ouachita Parish School Board concurs with this proposal for the purposes of local sales tax levy and assessment, in the determination of the Louisiana Department of Revenue with regard to state sales tax levy and collection with respect to the proposed business.
The following roll call vote on Reverend Russell’s motion was recorded: Judge Norris, yes; Scott Robinson, yes; A. R. Sims, yes; Jerry Hicks, yes; John Russell, yes; Carey Walker, yes; and Susan Spence, yes. Motion carried with seven (7) “yes” votes and (0) “no” votes.
The next Board meeting will be held on Tuesday, September 13, 2011 at 6:00 P.M.
