Fred Hall opened the meeting with a discussion of the proposed project to replace a major portion of the Lift Station "N" force main and to sell sewer revenue bonds to the Louisiana Department of Environmental Quality to help finance the cost of the proposed project. The resolution and supplemental resolution were adopted and published on September 15, 2011, and are on file at the office of the district. The next item on the agenda was bids for the access road for Lift Station "N" air release. Mr. Hays presented the bids that were opened on Friday, September 2, 2011. The bids were as follows: R.D. Owens Construction, Inc. as low bidder and Commissioner Leach seconded the motion. The motion was passed by a unanimous voice vote. Whereby, Susan Spence moved, seconded by Carey Walker, that the Board adopt the recommended changes regarding the Child Nutrition Policies as follows: (1) “The Child Nutrition Program Payment Policy” provides students more flexibility when charging meals; (2) “The Adult Employee Meal Policy” allows principals discretion in granting permission to their employees that charge their meals, but sets forth the guidelines for employees when charging or paying the school cafeteria for their meals; (3) “Permission to Charge Form” is a form sent to parents authorizing the cafeteria manager to allow their child to charge meals. The Superintendent remarked that all sixth graders moving from elementary schools into the junior high schools will pay the same rate of $1.75 per meal as all secondary students (Grades 6th – 12th). It is resolved by the Ouachita Parish School Board that the economic development project under consideration for locating in Ouachita Parish will provide at least 370 new jobs meeting wage and benefit requirements of the Louisiana Quality Jobs Program and a capital investment of at least $20 Million. Ouachita Parish School Board concurs with this proposal for the purposes of local sales tax levy and assessment, in the determination of the Louisiana Department of Revenue with regard to state sales tax levy and collection with respect to the proposed business.
