Members present: Fred Hall, Don Leach, Ralph Owens Members absent: None Others present: Francis Huffman, Luffey, Huffman, Ragsdale & Soignier, APAC; Jerry Lazenby, Lazenby & Associates, Inc.; and Terry Cox, district manager Commissioner Hall called the budget hearing to order promptly at 11:00 a.m. to consider all comments, protests or objections to the amended budget and the proposed budget for West Ouachita Sewerage District No. 5, for fiscal years September 1, 2010, through August 31, 2011, and September 1, 2011, through August 31, 2012, respectively. A comprehensive discussion followed and there were no objections or protests concerning the budgets. The hearing adjourned at 11:20 a.m. ***** Commissioner Hall called the regular meeting to order at 11: 21 a.m. The first item on the agenda was to consider all aspects of the amended budget and current budget. Mr. Huffman presented the budgets in their entirety. Commissioner Leach made a motion to pass the resolution adopting the amended and the operating budget of revenues and expenditures, for September 1, 2010, and ending August 31, 2011, and fiscal year September 1, 2011, and ending August 31, 2012. The motion was seconded by Commissioner Owens. Everyone agreed the district is in sound financial condition. The motion was passed by a unanimous voice vote (the amended and regular budgets are on file at the office of the district). The next item was to adopt a resolution applying to the State Bond Commission and the Ouachita Parish Police Jury for consent and authority to issue bonds for the loan from DEQ for Lift Station "N" force main replacement. Commissioner Owens made a motion to adopt the resolution and Commissioner Leach seconded the motion. The motion passed by a unanimous voice vote (signed copt of resolution on file) Next, was the proposed subdivision — Flagstone. Mr. Lazenby presented the plans and specifications to the board and expressed some concerns about the specifications. No action was taken and is still under consideration. The next item was concrete work to be done on the Linwell Lift Station. Bids were taken and Jabar Corporation was the low bidder. Commissioner Leach made a motion to accept Jabar as low bidder and Commissioner Owens seconded the motion. The motion passed by unanimous voice vote. The final item was cash disbursements. Mr. Cox presented the disbursements for the month and a brief discussions followed. Commissioner Leach made a motion to accept them as reasonable and necessary and Commissioner Owens seconded the motion. The motion passed by a unanimous voice vote.
