Alana Cooper reported that Northern Exposure will be held in Baton Rouge on May 3, 2011. She requested that if any board members would like to attend please contact her before May 2.

Personnel Report: Alana Cooper reported that Abbey Ebarb has resigned her position at the Convention & Visitors Bureau effective at the end of May. She reported that she evaluated the job descriptions of the Communication Director and the Technology Marketing position. She reported after the evaluation of the job description she would like to change the Technology Marketing position and job description to Creative Marketing Coordinator in order to streamline the duties.
It was moved by Gretchen Kovac and seconded by Sammy Gordy that the director has the board approval to change the Technology Marketing position to Creative Marketing Coordinator as presented. Motion carried by a vote of six (6) affirmative votes to zero (0) negative votes.
Alana Cooper reported the Abbey Ebarb was in the middle of working with the web-site developer to complete the web-site. She requested board approval for the Convention & Visitors Bureau to contract with Abbey Ebarb for about a month to complete the work in progress on the web-site from her new home in Little Rock, Ark.

Executive Director’s Report: Alana Cooper reported that she met with Entergy about the power line clean up for installation of lights for Christmas on the River. She stated that entergy is ready to get started and the cost will be about $9,000.00. She stated that she has contacted the City of West Monroe for a 50% match and they have agreed to sponsor $4,500.00. She requested board approval for the Convention & Visitors Bureau 50% of $4,500.00.
It was moved by Sammy Gordy and seconded by Janet Rutledge to dedicate a match of $4,500.00 with the City of West Monroe for Entergy to clean up the power lines for future installation of Christmas lights from Wood Street to Natchitoches Street on Trenton Street in Antique Alley. Motion carried by a vote of six (6) affirmative votes to zero (0) negative votes.
Alana Cooper reported that Bassmaster contacted her concerning a Bassmaster Tournament to be held in October 2011 at the Forsythe Boat Dock in Monroe. She reported that the tournament will bring in about 200 boats and 400 fishermen that will be a four (4) day event. She stated they are requesting $12,000.00 but she will offer $10,000.00. She requested board approval to dedicate $10,000.00 for the Bassmaster October 2011 tournament if the Convention and Visitors Bureau is the successful bidder.
It was moved by Jerry Edmondson and seconded by Gretchen Kovac to offer the Bassmaster $10,000.00 for the Bassmaster Tournament in October 2011 if the Convention & Visitors Bureau is the successful bidder. Motion carried by a vote of six (6) affirmative votes to zero (0) negative votes.
Alana Cooper reported that Scott Bruscato attended the National Association of Sports Convention and met with the BMX Group and they are looking for BMX competition location in the South Central Region. She reported that the Ike Hamilton Expo meet their needs. She reported that the competition will bring in about 1,500 people for five (5) days plus two (2) days for setup which will be about 700 room nights. She stated the Convention & Visitors Bureau would like to bid on the event and offer to pay the rental fee at the Ike Hamilton Expo which would be around $10,500.00. She request board approval to dedicate $10,500.00 for the event if the Convention & Visitors Bureau is the successful bidder.
It was moved by Sammy Gordy and seconded by Janet Rutledge to dedicate $10,500.00 for rental fees at the Ike Hamilton Expo for the BXM Competition to be held in March 2012 if the Convention & Visitors Bureau is the successful bidder. Motion carried by a vote of six (6) affirmative votes to zero (0) negative votes.

PROCEEDINGS OF THE POLICE JURY, PARISH OF OUACHITA, STATE OF LOUISIANA, TAKEN AT A SPECIAL CALLED MEETING HELD ON TUESDAY, APRIL 26, 2011 AT 12:35 P.M.
The Police Jury of the Parish of Ouachita, State of Louisiana met in a special called session in the Ouachita Parish Police Jury Meeting Room, Monroe, Louisiana on Tuesday, April 26, 2011 at 12:35 p.m., and was duly convened by Mr. Shane Smiley, President, who stated that the Police Jury was ready for the transaction of business.

The invocation was given by the president. The Pledge of Allegiance to the flag was led by the president.
APPROVAL OF AGENDA:
The president spoke regarding the approval of the agenda and asked if there were any additions to the agenda. Mr. Mitchell stated that Mr. Murray has requested that Ordinance 8979 be added to today’s agenda. Mr. Mitchell stated that the ordinance limits truck traffic on the Hadley Street Bridge and provides an enforcement mechanism and penalties. Mr. Mitchell stated that the proposed ordinance resulted from a recent inspection of the bridge and bridge’s condition warranted adding this matter to today’s agenda. Motion offered by Mr. Caldwell, seconded by Dr. Reddix to amend the agenda to add this item. Motion passed without opposition.
A motion to approve the agenda with the addition was offered by Mr. Jackson, seconded by Mr. Caldwell. Motion passed without opposition.

The president spoke regarding the public comment period. No one appeared or came forth during this point in the meeting.

The president spoke regarding Ordinance No. 8978 and asked if there were any questions or comments at this time.
Mr. Otis Chisley of 202 Morris Street, representing the NAACP spoke regarding the proposed districts. Mr. Chisley stated that he had met with the jurors and had an opportunity to review the proposed districts and plans. Mr. Chisley stated that he believed that the proposal was the best for the parish at this time.
Mr. Perry Thomas of 505 Reed Street, Monroe spoke regarding the proposed districts. Mr. Thomas stated that he agreed with Mr. Chisley and thought that the proposed districts fairly represented the black voters.
Mr. Smiley, seconded by Mr. Calhoun offered the following ordinance for final adoption:
ORDINANCE NO. 8978
AN ORDINANCE ESTABLISHING THE DISTRICTS COMPRISING THE OUACHITA PARISH POLICE JURY; CREATING ELECTION PRECINCTS 27A, 53A AND 65A; AND, FURTHER PROVIDING WITH RESPECT THERETO.
WHEREAS, La. R.S. 18:1922 requires the governing authority of each local governing body to “reapportion its voting districts by the end of the year following the year in which the population of this state is reported to the president of the United States for each decennial census;”
WHEREAS, the population of the State of Louisiana was reported to the President in 2011 in conjunction with the decennial census conducted in 2010;
WHEREAS, the Ouachita Parish Police Jury has endeavored to appropriately reapportion or redistrict itself in compliance with La. R.S. 18:1922 and in such time that its redistricting plan shall be properly adopted and receive preclearance from the United States Department of Justice in time to be effective for the October 22, 2011 primary election;
WHEREAS, after diligent effort the Ouachita parish Police Jury has been unable to comply with applicable law regarding redistricting and reapportionment, including adherence to traditional redistricting principles, in the creation of its redistricting or reapportionment plan using the existing whole precincts submitted to the United States Bureau of the Census; and,
WHEREAS, in order to accomplish its reapportionment or redistricting the Ouachita Parish Police Jury has found it necessary to divide certain existing precincts into two new precincts, with such divisions being made along a visible feature which is a census tabulation boundary, as described more particularly herein.
NOW, THEREFORE:
SECTION 1
BE IT ORDAINED by the Ouachita Parish Police Jury in legal and regular session that Section 6-1 of the Compiled Ordinances of Ouachita Parish, Louisiana, be, and hereby is, supplemented and amended to read as follows:
“Sec. 6-1. Districts established.
The Ouachita Parish Police Jury shall be composed of six members, one of whom shall be elected from each of the following six districts, to-wit:
District A: Precincts 32, 33, 37, 38, 41, 42, 43, 44, 44A, 45, 49, 51, and 53A.
District B: Precincts 27A, 39, 40, 46, 47, 52, 53, 54, 55, 56, 57, and 58.
District C: Precincts 1, 2, 4, 27, 28, 29, 30, 31, 34, 35, 36, 48, 50, 61, 62, 71, 75, and 78.
District D: Precincts 9, 9A, 14, 15, 18, 19, 65A, 66, 67, 68, 69, 70, 74, and 79.
District E: Precincts 3, 5, 6, 7, 8, 59, 64, 72, 73, 76, and 77.
District F: Precincts 10, 11, 12, 13, 16, 17, 20, 21, 22, 23, 24, 25, 26, 60, 63, and 65.”
SECTION 2
BE IT FURTHER ORDAINED by the Ouachita Parish Police Jury in legal and regular session that Ordinance 8539 be, and hereby is, supplemented and amended to divide the present Precinct 27 into “Precinct 27 and “Precinct 27A”, to divide the present Precinct 53 into “Precinct 53” and “Precinct 53A”, and to divide the present Precinct 65 into “Precinct 65” and “Precinct 65A”, with such precincts to be more particularly described as follows:

Mr. Mitchell spoke regarding the division of the precincts as required by the redistricting plan. Mr. Mitchell stated that the division of the precincts was incorporated within Section 2 of the ordinance. No other action was taken on this matter.

The president asked Mr. Mitchell to speak regarding Ordinance No. 8979. Mr. Mitchell stated that this ordinance limits certain truck traffic on the Hadley Street Bridge over Young’s Bayou. A brief discussion ensued. After discussion, Dr. Reddix, seconded by Mr. Jackson offered the following ordinance for final adoption.
ORDINANCE NO. 8979
AN ORDINANCE LIMITING CERTAIN TRUCK TRAFFIC ON THE HADLEY STREET BRIDGE IN THE UNINCORPORATED AREA OF OUACHITA PARISH; PROVIDING AN ENFORCEMENT MECHANISM AND PENALTIES THEREFORE; AND FURTHER PROVIDING WITH RESPECT THERETO.
WHEREAS, the Hadley Street Bridge over Young’s Bayou in the unincorporated area of Ouachita Parish east of U. S. Hwy 165 By-Pass is scheduled to be replaced by the Louisiana Department of Transportation with the contract period for said project presently scheduled to be let in the summer of 2011; and,
WHEREAS, recent inspection has revealed that the present condition of the Hadley Street Bridge warrants the prohibition of certain trucks from using said bridge pending LA DOTD bridge replacement project referenced above; and,
WHEREAS, the Ouachita Parish Police Jury finds that prohibiting large truck traffic on said Hadley Street Bridge is a reasonable exercise of the Ouachita Parish Police Jury’s authority to regulate its Parish roads:
NOW, THEREFORE:
BE IT ORDAINED by the Ouachita Parish Police Jury in legal and regular session that Section 14-51.1 of the compiled ordinances of the Parish of Ouachita, State of Louisiana, be and hereby is adopted as follows:
“SEC. 14-5. Prohibition of certain truck traffic on the Hadley Street Bridge over Young’s Bayou.
No person shall operate a tractor trailer or truck on the Hadley Street Bridge over Young’s Bayou in the unincorporated areas of Ouachita Parish:
The provisions of this Section shall not apply to passenger pick-up trucks unless such trucks are towing a trailer having more than one axle;
Violation of this Section shall be punishable by a fine of not less than $100.00 nor more than $500.00.”
BE IT FURTHER ORDAINED that pursuant to Ouachita Parish Ordinance No. 7952, the Ouachita Parish Public Works Department is hereby directed to post appropriate signage advising the motoring public of the prohibition set forth above.
The above ordinance was introduced on the 26th day of April 2011.
