NOTICE
The Ouachita Parish School Board met in regular session on Tuesday, June 7, 2011 at twelve (12:00) o’clock noon at its regular meeting place, the Ouachita Parish School Board office.
The following members were present: Bill Norris, Scott Robinson, A. R. Sims, Jerry R. Hicks, John Russell, Carey Walker and Susan Spence. There were none absent.
The Pledge to the Flag was led by Board member Carey Walker.
The Invocation was led by Board member Reverend John Russell.
On motion by A. R. Sims, seconded by Carey Walker, the Board unanimously approved the Minutes of May 17, 2011 as written.
On motion by Bill Norris, seconded by A. R. Sims, the Board unanimously approved the revised Agenda after amending to include the deletion of business item No. 5. (Approval of Recommended Changes to the Facilities Rental Policy by Richie Garrett) and the addition of a permission to bid item (Dishwasher at Woodlawn and West Ouachita High School. Motion carried unanimously.
On motion by Susan Spence, seconded by A. R. Sims, the Board approved the amended Personnel Agenda as submitted, including the changes since mailout. Motion carried unanimously.
Upon the recommendation of the Superintendent, Susan Spence moved, seconded by Carey Walker, to appoint Patricia Ellerman to the position of Principal at Jack Hayes Elementary, effective July 1, 2011. Mrs. Patty Ellerman is presently serving as assistant principal of Jack Hayes and will be replacing Pam Smith upon her upcoming retirement. Motion carried unanimously.
Upon the Superintendent’s recommendation, Susan Spence moved, seconded by Carey Walker, that the Board grant permission to open the position of Assistant Principal of Jack Hayes Elementary School for application. The position was left vacant with the promotion of former assistant principal, Patty Ellerman to principal. Motion carried unanimously.
Dr. Webber asked the Board’s permission to make a lateral move to appoint Donna Ashley to the position of Assistant Principal at Sterlington Middle School at the request of the principal, Chris Cox. Whereby, Carey Walker moved, seconded by Susan Spence, that the Board appoint Donna Ashley as the Assistant Principal of Sterlington Middle School. Mrs. Ashley is presently the Assistant Principal of Riser Middle School and effective, June 8, 2011, she will transfer to the position of Assistant Principal of Sterlington Middle School. Motion carried unanimously.
On motion by Scott Robinson, seconded by A. R. Sims, the Board accepted the recommendation of the Superintendent and opened the position of Assistant Principal of Riser Middle School for application. The position left vacant by Donna Ashley as she moves her position as assistant principal from Riser Middle to Sterlington Middle as of June 8, 2011. Motion carried unanimously.
On the recommendation of bonding attorney Grant Schlueter, A. R. Sims moved, seconded by Scott Robinson, that the Board adopt the resolution providing for the opening and tabulation of the sealed and electronic bids received for the purchase of $9,800,000 of General Obligation School Bonds, Series 2011 of East Ouachita Parish School District of the Parish of Ouachita, State of Louisiana. Motion carried unanimously.
On the recommendation of bonding attorney Grant Schlueter, Bill Norris moved, seconded by Susan Spence, that the Board adopt the resolution accepting the best bid received from Vining Sparks for 3.52% for the purchase of $9,800,000 of General Obligation School Bonds, Series 2011 of East Ouachita Parish School District of the Parish of Ouachita, State of Louisiana. Motion carried unanimously. Comment follows: Mr. Schlueter told the Board that because of the district’s AA-minus bond rating, which is among the highest in the state, the interest rate on the bonds is the lowest, he thinks, he has ever seen on a 20-year bond issue. A strong bond rating equals a low interest rate and less money voters on the east side have to pay.
On the recommendation of bonding attorney Grant Schlueter, Susan Spence moved, seconded by Carey Walker, that the Board adopt the resolution authorizing the incurring of debt and issuance of $9,800,000 of General Obligation School Bonds, Series 2011, of East Ouachita Parish School District of the Parish of Ouachita, State of Louisiana; and providing for other matters in connection therewith. Motion carried unanimously.
Transportation Supervisor Skeeter Boyd reported on the effects the new schools at Sterlington and Richwood Middle have on the transportation department this upcoming school year. He is recommending adding two buses for Sterlington due to the distance from the neighborhood. At Richwood, he and the principal think they can make do with what they have and may have to add one more bus in addition to running double-runs. Mr. Boyd also made recommendations regarding buses that are aging out of the fleet after 25 years of service. Within the next 7 to 8 years, 63 buses will age out of service, according to Mr. Boyd. His recommendation includes the purchase of 8 buses per year beginning the 2012-13 school year. Mr. Boyd concluded his report with an analysis of the number of buses needed for the 2011-12 school year as follows:
Total Trip Buses needed: 19
Buses aging out to be removed: -7
New bus routes for Sterlington Elementary: -2
New Bus routes for Richwood Middle: -1
Total buses being removed from available trip buses: -10

Upon closing, Mr. Boyd announced that the state police will take over (oversee) the Driver Education Program in January. They will set policies for Driver Education and give school boards the option of staying with their own program or going commercial. Our present teachers will still be allowed to teach the program. The proposal has passed the House and Senate; however final notice to the Board has not been received.
Accounting Manager Juanita Duke asked the Board to consider changes in the Local Student Accounting Procedures Manual. Basically, Mrs. Duke is asking that checks be written for all expenditures made from school activity funds and to prohibit debit cards as a method of payment from school accounts. Whereby, Bill Norris moved, seconded by Susan Spence, that the Board adopt the changes made in the “Local Student Accounting Procedures Manual” as presented by Accounting Manager Juanita Duke. Motion carried unanimously.
On the recommendation of Business Manager Richie Garrett, Bill Norris moved, seconded by Susan Spence, to grant the matching funds request of Sterlington and Lenwil Elementary Schools in the amount of $4,950 each for capital expenditures as they meet all requirements. Motion carried unanimously.
On the recommendation of Business Manager Richie Garrett, Bill Norris moved, seconded by Scott Robinson, to accept the proposal quotation of the Ouachita Citizen and retain them as the Board’s Official Journal. Motion carried, with Reverend Russell opposing.
Special Projects/Safety Coordinator Kenneth Slusher brought the Board up to date regarding the ongoing renovation projects. He reported that Central, Calhoun elementary, Lenwil, Eastside bus garage and tennis courts at WMHS projects will be put out for bid this month and that Kilroli, Riverbend and Crosley are presently under construction.
On the recommendation of Special Projects/Safety Coordinator Kenneth Slusher, Scott Robinson moved, seconded by A. R. Sims, that the Board accept the low bid from Ouachita Electric in the amount of $72,100 for the replacement of defective light poles at WRMS (3); GHMS (1); and RHS (2) [Bid No. 47-11]. Motion carried unanimously.
On the recommendation of Business Manager Richie Garrett, Bill Norris moved, seconded by Scott Robinson, that the Board accept the low bids meeting specifications from Air Nu for air filters [Bid No. 57-11]. Motion carried unanimously.
On the recommendation of Business Manager Richie Garrett, Bill Norris moved, seconded by A. R. Sims, that the Board amend the Agenda to add an additional alternate chiller for Richwood High [Bid No. 8-12] and dishwashers for Woodlawn and West Ouachita [Bid No. SFS8-12]. Motion carried unanimously.
On the recommendation of Business Manager Richie Garrett, John Russell moved, seconded by A. R. Sims, that the Board grant permission to bid a chiller for Richwood High School to be funded through the A/C account with a budget of $90,000 each [Bid No. 8-12]; (10) school buses to be funded through the M&O sales tax account with a budget of $700,000 [Bid No. 9-12]; and, dishwashers for Woodlawn and West Ouachita High School [Bid No. SFS8-12]. Motion carried unanimously.
On the recommendation of Business Manager Richie Garrett, John Russell moved, seconded by Scott Robinson, that the Board grant permission to bid an additional chiller and include it as an add alternate for the first chiller (listed above) and bid together under [Bid No. 8-12] in hopes of getting a better price. Motion carried unanimously.
The next meeting is set for June 28, 2011 at 12:00 Noon.

March 21, 2011
Date and Place: The regular meeting of the Convention & Visitors Bureau Board of Directors was held at the Convention & Visitors Bureau on March 21, 2011 at 4:00 p.m. The Chairman, A. Lane Howell presided.
Roll Call: Present — Lane Howell, Jerry Edmondson, Sammy Gordy, Sue Nicholson, Don O’Toole, Nash Patel, Ryan Roar, Janet Rutledge
Absent — Gretchen Kovac (excused); Angie Jackson-Wilson (excused)
Staff: Alana Cooper, Executive Director; Sylvia Bullard, Office Manager
Guest: Jarod Stokes, President, Downtown Artfest of Monroe; Jessica Grigson, Downtown Artfest of Monroe
Agenda: It was moved by Sammy Gordy and seconded by Ryan Roark to amend the agenda to include a grant presentation to the board by Jarod Stokes, President, Downtown Artfest. Motion carried by a vote of eight (8) affirmative votes to zero (0) negative votes.
It was moved by Sammy Gordy and seconded by Don O’Toole to approve the March 21, 2001 board meeting agenda as amended. Motion carried by a vote of eight (8) affirmative votes to zero (0) negative votes.
Downtown Artfest: Jarod Stokes, President, Downtown Artfest, presented a grant presentation to the board requesting $5,000.00 to help with the advertising of the Downtown Artfest on May 7, 2011. The festival will be held on the streets within the historic buildings of downtown Monroe. He stated that the festival will include performances by local bands, dance performances and theatrical performances. He reported that artists throughout the region are invited to participate by having a booth on the streets displaying their artwork. He stated that as an organization, Downtown Artfest wants to revitalize Downtown Monroe as a cultural destination that produces economic and community value to the city and surrounding areas.
Minutes: It was moved by Jerry Edmondson and seconded by Sue Nicholson to approve the February 28, 2011 minutes as read. Motion carried by a vote of eight (8) affirmative votes to zero (0) negative votes.
Treasurer’s Report: The board reviewed the itemized deposits and disbursements showing the following balances on hand as of February 28, 2011.
Bond Account $425,030.44
General Funds 4,317,657.13
Report filed for audit.
Travel Plans: It was moved by Jerry Edmondson and seconded by Nash Patel to approve the additional travel plans from April through August 2011. Motion carried by a vote of eight (8) affirmative votes to zero (0) negative votes.
Committee Reports:
Tourism Development Grant Committee – Jerry Edmondson, Chairman of the Tourism Development Grant Committee, reported the committee met on March 21, 2011 to review a Tourism Development Grant final payment request from the North Louisiana Ag Expo in the amount of $375.00. He reported that after reviewing the request the committee made the following recommendation.
It was moved by Jerry Edmondson and seconded by Don O’Toole to approve the final payment in the amount of $375.00 to the North Louisiana Ag Expo. Motion carried by a vote of eight (8) affirmative votes to zero (0) negative votes.
The board discussed the request of $5,000.00 by Jarod Stokes, President, Downtown Artfest for funding to help promote the Downtown Artfest to be held May 7, 2011. The board agreed that the Convention and Visitors should help support the Artfest in Downtown Monroe to help bring visitors to the downtown area.
The board discussed that since the festival will be held in May there is not much time to advertise and therefore the amount of $5,000.00 should be reduced to $2,500.00.
It was moved by Ryan Roark and seconded by Jerry Edmondson to grant $2,500.00 to the Downtown Artfest of Monroe. Motion carried by a vote of eight (8) affirmative votes to zero (0) negative votes.
It was moved by Ryan Roark and seconded by Sammy Gordy to amend the motion to state that the grant of $2,500.00 will be used for advertising the Downtown Artfest outside the area of Ouachita Parish. Motion carried by a vote of eight (8) affirmative votes to zero (0) negative votes.
Executive Director’s Report: Alana Cooper reported that she has submitted the Bureau’s marketing plans to the Louisiana Office of Tourism on how funds of $62,418.44 from the BP oil spill will be used. She reported that she has not received approval on the Ouachita Tourism Recovery Marketing Plan but hopefully soon.
Alana Cooper reported that the Nominating Committee will meet in April 2011 to submit a slate of officers for the June 2011 through May 2012 period to be voted on in the May 2011 board meeting.
Adjournment: There being no further business, it was moved by Sammy Gordy and seconded by Janet Rutledge to adjourn at 5:45 p.m. Motion carried by a vote of eight (8) affirmative votes to zero (0) negative votes.
