The Ouachita Parish School Board met in special session on Tuesday, May 17, 2011 at twelve (12:00) o’clock noon at its regular meeting place, the Ouachita Parish School Board office.
The following members were present: Bill Norris, Scott Robinson, A. R. Sims, Jerry Hicks, John Russell, Carey Walker and Susan Spence. There were none absent.

On motion by A. R. Sims, seconded by Carey Walker, the Board unanimously approved the Minutes of May 3, 2011 as written.
On motion by Bill Norris, seconded by A. R. Sims, the Board approved the revised Agenda after deleting Item No. 8. (The Facilities Rental Policy changes) under the Business section. Motion carried unanimously.

On motion by Carey Walker, seconded by Susan Spence, the Board accepted the recommendation of the Superintendent and opened the position of Assistant Principal of Sterlington Elementary School for application. Motion carried unanimously.
Jane Brewster, Reading Master Teacher, and Daune Shows, Coordinator of Curriculum, were invited by Aline Smead, Communications Coordinator, to present awards to the recent state winners of the “Young Authors” contest. Mrs. Shows and Miss Brewster announced the winners while Dr. Webber presented the awards honoring each state winner: Kyra Sutterfield, placed first in Tenth Grade Poetry from Sterlington High; Kayla Stites, placed first in Sixth Grade Non-Fiction from Ouachita Junior High; and Brady Wilhite, placed second in Eighth Grade Fiction from Ouachita Junior High.
Bond counselor with Foley and Judell Law Firm, Grant Schlueter, presented three (3) Resolutions to the Board for their consideration in regard to canvassing the elections held on April 30, 2011. Whereby, Bill Norris moved, seconded by John Russell, that the Board adopt the following resolutions:
1) The resolution providing for canvassing the returns and declaring the result of the special election held in East Ouachita Parish School District of the Parish of Ouachita, State of Louisiana, on Saturday, April 30, 2011, to authorize the incurring of debt and issuance of bonds therein.
2) The resolution providing for canvassing the returns and declaring the result of the special election held in the School Sales Tax District No. 1 of the Parish of Ouachita, Louisiana, on Saturday, April 30, 2011, to authorize the renewal of a sales and use tax therein.
3) The resolution providing for canvassing the returns and declaring the result of the special election held in School District No. 1 of Ouachita Parish, Louisiana, on Saturday, April 30, 2011, to authorize the continuation of a special tax therein.
Mr. Norris’ motion to adopt the three resolutions providing for canvassing the returns and declaring the result of the special elections held on April 30, 2011 was unanimously adopted as presented by Mr. Schlueter.
On the recommendation of bond counselor, Grant Schlueter, A. R. Sims moved, seconded by Carey Walker, that the Board adopt the resolution authorizing the advertising for sealed bids for the purchase of $9,800,000 of General Obligation School Bonds, Series 2011, of the East Ouachita District of the Parish of Ouachita, State of Louisiana, and providing for other matters in connection therewith. Motion carried unanimously.
On motion by Bill Norris, seconded by Susan Spence, the Board accepted the Superintendent’s following proposals for the West Side construction projects after amending to add three additional projects: The remaining QSCB Projects at (Kiroli, Pinecrest, Crosley, Riverbend, Central and West Monroe High); Planned Projects - West Side Construction Funds that include Calhoun Elementary (4 new classrooms); Lenwil Elementary (Enclose outside walkways); Riser Junior High (New lockers) and West Monroe High (Tennis Courts, bleacher repair in gym and softball concession and bleachers). Mr. Norris further moved to accept the Superintendent’s recommendation to include three additional projects under New Projects - West Side Construction Funds as follows: The cleanup/reconstruction of the football field at Woodlawn Junior High (work to be performed as a public works project), Technology Improvements (include Interactive White Boards for West Ouachita Parish), and the construction of a multi-purpose room at Good Hope Middle. Motion carried unanimously.On the recommendation of Business Manager Richie Garrett, Bill Norris moved, seconded by A. R. Sims, that the Board grant Mr. Garrett permission to obligate funds for the purchase of interactive whiteboards, to upgrade teacher computers as needed, and for related infrastructure over the next 24 months from the following funding sources: West Ouachita Sales Tax $1,250,000 and 2011 East Ouachita GO Bond Issue $3,500,000. Motion carried unanimously.
Bill Norris moved, seconded by Carey Walker, that the Board grant permission to purchase one Driver Education car (to be funded with Driver Education funds) and one School Food Service truck (to be funded with School Food Service funds) as recommended by Business Manager Richie Garrett. Motion carried unanimously.
On the recommendation of Business Manager Richie Garrett, Mr. Sims moved, seconded by Susan Spence, that the Board grant permission to declare surplus equipment and school buses unusable; whereby, allowing the items to be bid out for scrap. Motion carried unanimously.
In his report, Special Projects/Safety Coordinator Kenneth Slusher presented change orders listing additional projects the principal wanted to do at West Ouachita High School using the balance of their QSCB funds. He stated that after completing the planned QSCB projects at the school, there was approximately $228,000 left of the original $2 million budget that had not been used and the principal wanted to use $130,472.16 of the balance to do some needed improvements at the school. Whereby, A. R. Sims moved, seconded by Bill Norris, that the Board authorize the change orders as presented for additions at West Ouachita High School in the amount of $130,472.16 paid from the balance of West Ouachita High School’s QSCB account, leaving approximately $97,500 remaining in their QSCB budget. Motion carried unanimously.
Special Projects/Safety Coordinator Kenneth Slusher continued with his recommendations, and Mr. Sims moved, seconded by Scott Robinson, that the Board accept the low base bid of $59,500 from Ouachita Builders including Alternate No. 1 ($26,500) & Alternate No. 2 ($7,500) for a total bid of $93,500 for renovations at Kiroli School [Bid No. 56-11). Motion carried, with Bill Norris recusing himself from voting.
On the recommendation of Business Manager Richie Garrett, Bill Norris moved, seconded by Susan Spence, that the Board accept the low bids meeting specifications for band instruments [Bid No. 48-11]. Motion carried unanimously.
Business Manager Richie Garrett announced that no bids were received on the student math kits [Bid No. 55-11] and recommended to rebid under permission to bid.
On motion by Bill Norris, seconded by John Russell, the Board granted permission to bid the following items as recommended by Business Manager Richie Garrett: (1) Tennis Courts at WMHS [Bid No. 60-11]; (2) Math Kits [Bid No. 61-11]; (3) STEM Building at WMHS [Bid No. 62-11]; (4) Eastside Bus Garage [Bid No. 63-11]; (5) Large Cafeteria Equipment [Bid No. FS6-12]; (6) Small Cafeteria Equipment [Bid No. FS7-12]; (7) Interactive White Boards (funded with East Side Bonds and West Ouachita Sales Tax) [Bid No. RFP64-11] (8) Computers [Bid No. 65-11]; and, (9) Lockers for Sterlington Middle School (funded with East Side Construction Funds) [Bid No. 66-11].
Board President Hicks announced that the next two Board meetings will be held on June 7 at 12:00 noon and June 21 at 6:00 P.M.
Upon the request of the Superintendent, the Board approved a four-day work week for employees during June and July this summer.
Business Manager Richie Garrett addressed the Board concerning the structure of positions for employees working at the Ouachita Parish School System Warehouse. Mr. Garrett stated that after researching the position levels of each employee, this department is the only one that has remained the same over a number of years while other departments have been restructured. According to Mr. Garrett, this department has been overlooked and needs a new organizational structure. The only titles given are held by one warehouse supervisor and two warehouse managers. All other employees are identified as truck drivers or van drivers. Mr. Garrett suggested making the warehouse positions more compatible with what people are actually doing by creating a pay scale based on responsibility. Whereby, Mr. Garrett presented his Ouachita Parish School Board Warehouse Department Organization Structure Chart to the Board for their consideration. Following discussion, the Board delayed action until further review.
There being no further business to discuss, Susan Spence moved, seconded by Carey Walker, that the meeting adjourn. Motion carried unanimously.

CITY will provide whatever documentation is necessary in order to establish this relationship. CONTRACTOR shall not act beyond the scope of the authority granted to it, and shall provide all documentation requested by CITY, including documentation on the materials purchased, the sales tax saved and confirmation that all saving from non-payment of sales tax accrue only to the CITY and not to CONTRACTOR. Title and possession of all materials and equipment acquired pursuant to this authority granted to CONTRACTOR shall pass directly from the vendor to the CITY, and CONTRACTOR’S rights and obligations shall be that of purchasing agent. All purchases for the PROJECT shall be in the name of CITY, and all payments to vendors shall be made by the CONTRACTOR as CONTRACTOR-AGENT of the CITY, using funds that are accounted to the CITY. (All materials and equipment that are being incorporated into the PROJECT are titled in the name of the CITY upon delivery to the construction site, and prior to their incorporation into the PROJECT.)

PUBLIC NOTICE
The West Ouachita Sewerage District No. 5, proposes to replace 18 inch ductile iron force main with a 24 inch HDPE force main from a point approximately 600 feet south of U.S. Highway 80 and the Downing Road intersection to the Kansas City Southern Railroad. The total length of the force main to be replaced is approximately 7000 linear feet. All work will occur within existing right-of-way. No land acquisition will be required for this project. There are no known Environmental Justice concerns associated with this project. An area near the southern end of the project is considered to be marginal wetlands. Therefore, the proposed pipeline will be directionally drilled under the wetlands. The distance of the directional bore is 800 linear feet. No impact to the wetland area will occur.
This project will be funded in part through the Clean Water State Revolving Fund (CWSRF) program administered by the Louisiana Department of Environmental Quality (LDEQ). Eligibility of this project has been determined in accordance with the 1987 Amendments to the Clean Water Act and corresponding Federal Regulations.
In accordance with LDEQ’s rules and regulations for the CWSRF program as authorized by Public Law 100-4 and administered according to Act 349 of the 1986 Regular Session of the Louisiana Legislature, LDEQ has determined that there will be no adverse environmental impacts from the proposed action and has issued a Categorical Exclusion. A copy of the Categorical Exclusion may be viewed at the Ouachita Parish Courthouse, and may also be accessed on LDEQ’s Electronic Data Management System (EDMS) at http://www.deq.louisiana.gov/portal/tabid/2604/Default.aspx. The Agency Interest (AI) number for this project is 10337.

The sources of drinking water (both tap water and bottled water) includes rivers, lakes, streams, ponds, reservoirs, springs, and wells. As water travels over the surface of land or through the ground, it dissolves naturally-occurring minerals and, in some cases, radioactive material, and can pick up substances resulting from the presence of animals or from human activity. Contaminants that may be present in source water include:
Microbial Contaminants - such as viruses and bacteria, which may come from sewage treatment plants, septic systems, agricultural livestock operations, and wildlife.
Inorganic Contaminants - such as salts and metals, which can be naturally-occurring or result from urban stormwater runoff, industrial, or domestic wastewater discharges, oil and gas production, mining, or farming.
Pesticides and Herbicides - which may come from a variety of sources such as agriculture, urban stormwater runoff, and residential uses.
Organic Chemical Contaminants - including synthetic and volatile organic chemicals, which are by-products of industrial processes and petroleum production, and can also come from gas stations, urban stormwater runoff, and septic systems.
Radioactive Contaminants - which can be naturally-occurring or be the result of oil and gas production and mining activities.
We will soon have a source water assessment plan available from our office that provides more information such as potential sources of contamination to the water supply. This assessment will include a delineated area through which contaminants, if present, could migrate and reach our source water. It also includes an inventory of potential sources of contamination within the delineated area, and a determination of the water supply’s susceptibility to contamination by the identified potential sources. When the assessment has been completed for this system, you will be notified through the annual water quality report.
If present, elevated levels of lead can cause serious health problems, especially for pregnant women and young children. Lead in drinking water is primarily from materials and components associated with service lines and home plumbing. Town & Country Service is responsible for providing high quality drinking water, but cannot control the variety of materials used in plumbing components. When your water has been sitting for several hours, you can minimize the potential for lead exposure by flushing your tap for 30 seconds to 2 minutes before using water for drinking or cooking. If you are concerned about lead in your water, you may wish to have your water tested. Information on lead in drinking water, testing methods, and steps you can take to minimize exposure is available from the Safe Drinking Water Hotline or at http://www.epa.gov/safewater/lead.
In order to ensure that tap water is safe to drink, EPA prescribes regulations which limit the amount of certain contaminants in water provided by public water systems. Food and Drug Administration regulations establish limits for contaminants in bottled water which must provide the same protection for public health. We are pleased to report that our drinking water is safe and meets Federal and State requirements. We want our valued customers to be informed about their water utility. The Louisiana Department of Health and Hospitals - Office of Public Health routinely monitors for constituents in your drinking water according to Federal and State laws. The tables that follow show the results of our monitoring during the period of January 1st to December 31st, 2010. Drinking water, including bottled water, may reasonably be expected to contain at least small amounts of some contaminants. The presence of contaminants does not necessarily indicate that water poses a health risk.
In the tables below, you will find many terms and abbreviations you might not be familiar with. To help you better understand these terms, we’ve provided the following definitions:
Non-Detects (ND) - laboratory analysis indicates that the constituent is not present,
Parts per million (ppm) or Milligrams per liter (mg/L) - one part per million corresponds to one minute in two years or a single penny in $10,000.
Parts per billion (ppb) or micrograms per liter (ug/L) - one part per billion corresponds to one minute in 2000 years, or a single penny in $10,000,000.
Parts per trillion (ppt) or Nanograms per liter (ng/L) - one part per trillion corresponds to one minute in 2,000,000 years, or a single penny in $10,000,000,000.
Parts per quadrillion (ppq) or Picograms per liter (pg/L) - one part per quadrillion corresponds to one minute in 2,000,000,000 years or one penny in $10,000,000,000,000.
Picocuries per liter (pCi/L) - picocuries per liter is a measure of the radioactivity in water.
Millirems per year (mrem/yr) - measure of radiation absorbed by the body.
Million fibers per liter (MFL) - million fibers per liter is a measure of the presence of asbestos fibers that are no longer than 10 micrometers.
Nephelometric Turbidity Unit (NTU) - nephelometric turbidity unit is a measure of the clarity of water. Turbidity in excess of 5 NTU is just noticeable to the average person.
Variances & Exemptions (V&E) - State or EPA permission not to meet MCL or a treatment technique under certain conditions.
Action level (AL) - the concentration of a contaminant that, if exceeded, triggers treatment or other requirements that a water system must follow.
Treatment technique (TT) - a treatment technique is a required process intended to reduce the level of a contaminant in drinking water.
Maximum contaminant level (MCL) - the “Maximum Allowed” MCL is the highest level of a contaminant that is allowed in drinking water. MCL’s are set as close to the MCLG’s as feasible using the best available treatment technology.
Maximum contaminant level goal (MCLG) - the “Goal” is the level of a contaminant in drinking water below which there is no known or expected risk to human health. MCLG’s allow for a margin of safety.
Maximum residual disinfectant level (MRDL) - The highest level of a disinfectant allowed in drinking water. There is convincing evidence that addition of a disinfectant is necessary for control of microbial contaminants.
Maximum residual disinfectant level goal (MRDLG) - The level of a drinking water disinfectant below which there is no known or expected risk to health. MRDLG’s do not reflect the benefits of the use of disinfectants to control microbial contaminants.

PROCEEDINGS OF THE POLICE JURY, PARISH OF OUACHITA, STATE OF LOUISIANA, TAKEN AT A SPECIAL CALLED MEETING HELD ON TUESDAY, APRIL 26, 2011 AT 12:35 P.M.
The Police Jury of the Parish of Ouachita, State of Louisiana met in a special called session in the Ouachita Parish Police Jury Meeting Room, Monroe, Louisiana on Tuesday, April 26, 2011 at 12:35 p.m., and was duly convened by Mr. Shane Smiley, President, who stated that the Police Jury was ready for the transaction of business.

The president spoke regarding the approval of the agenda and asked if there were any additions to the agenda. Mr. Mitchell stated that Mr. Murray has requested that Ordinance 8979 be added to today’s agenda. Mr. Mitchell stated that the ordinance limits truck traffic on the Hadley Street Bridge and provides an enforcement mechanism and penalties. Mr. Mitchell stated that the proposed ordinance resulted from a recent inspection of the bridge and bridge’s condition warranted adding this matter to today’s agenda. Motion offered by Mr. Caldwell, seconded by Dr. Reddix to amend the agenda to add this item. Motion passed without opposition.
A motion to approve the agenda with the addition was offered by Mr. Jackson, seconded by Mr. Caldwell. Motion passed without opposition.

Mr. Otis Chisley of 202 Morris Street, representing the NAACP spoke regarding the proposed districts. Mr. Chisley stated that he had met with the jurors and had an opportunity to review the proposed districts and plans. Mr. Chisley stated that he believed that the proposal was the best for the parish at this time.
Mr. Perry Thomas of 505 Reed Street, Monroe spoke regarding the proposed districts. Mr. Thomas stated that he agreed with Mr. Chisley and thought that the proposed districts fairly represented the black voters.
Mr. Smiley, seconded by Mr. Calhoun offered the following ordinance for final adoption:
ORDINANCE NO. 8978
AN ORDINANCE ESTABLISHING THE DISTRICTS COMPRISING THE OUACHITA PARISH POLICE JURY; CREATING ELECTION PRECINCTS 27A, 53A AND 65A; AND, FURTHER PROVIDING WITH RESPECT THERETO.
WHEREAS, La. R.S. 18:1922 requires the governing authority of each local governing body to “reapportion its voting districts by the end of the year following the year in which the population of this state is reported to the president of the United States for each decennial census;”
WHEREAS, the population of the State of Louisiana was reported to the President in 2011 in conjunction with the decennial census conducted in 2010;
WHEREAS, the Ouachita Parish Police Jury has endeavored to appropriately reapportion or redistrict itself in compliance with La. R.S. 18:1922 and in such time that its redistricting plan shall be properly adopted and receive preclearance from the United States Department of Justice in time to be effective for the October 22, 2011 primary election;
WHEREAS, after diligent effort the Ouachita parish Police Jury has been unable to comply with applicable law regarding redistricting and reapportionment, including adherence to traditional redistricting principles, in the creation of its redistricting or reapportionment plan using the existing whole precincts submitted to the United States Bureau of the Census; and,
WHEREAS, in order to accomplish its reapportionment or redistricting the Ouachita Parish Police Jury has found it necessary to divide certain existing precincts into two new precincts, with such divisions being made along a visible feature which is a census tabulation boundary, as described more particularly herein.
NOW, THEREFORE:
SECTION 1
BE IT ORDAINED by the Ouachita Parish Police Jury in legal and regular session that Section 6-1 of the Compiled Ordinances of Ouachita Parish, Louisiana, be, and hereby is, supplemented and amended to read as follows:
“Sec. 6-1. Districts established.
The Ouachita Parish Police Jury shall be composed of six members, one of whom shall be elected from each of the following six districts, to-wit:

BE IT FURTHER ORDAINED that the provisions of this Ordinance shall become effective May 1, 2011.

Mr. Mitchell spoke regarding the division of the precincts as required by the redistricting plan. Mr. Mitchell stated that the division of the precincts was incorporated within Section 2 of the ordinance. No other action was taken on this matter.

The president asked Mr. Mitchell to speak regarding Ordinance No. 8979. Mr. Mitchell stated that this ordinance limits certain truck traffic on the Hadley Street Bridge over Young’s Bayou. A brief discussion ensued. After discussion, Dr. Reddix, seconded by Mr. Jackson offered the following ordinance for final adoption.
ORDINANCE NO. 8979
AN ORDINANCE LIMITING CERTAIN TRUCK TRAFFIC ON THE HADLEY STREET BRIDGE IN THE UNINCORPORATED AREA OF OUACHITA PARISH; PROVIDING AN ENFORCEMENT MECHANISM AND PENALTIES THEREFORE; AND FURTHER PROVIDING WITH RESPECT THERETO.
WHEREAS, the Hadley Street Bridge over Young’s Bayou in the unincorporated area of Ouachita Parish east of U. S. Hwy 165 By-Pass is scheduled to be replaced by the Louisiana Department of Transportation with the contract period for said project presently scheduled to be let in the summer of 2011; and,
WHEREAS, recent inspection has revealed that the present condition of the Hadley Street Bridge warrants the prohibition of certain trucks from using said bridge pending LA DOTD bridge replacement project referenced above; and,
WHEREAS, the Ouachita Parish Police Jury finds that prohibiting large truck traffic on said Hadley Street Bridge is a reasonable exercise of the Ouachita Parish Police Jury’s authority to regulate its Parish roads:
NOW, THEREFORE:
BE IT ORDAINED by the Ouachita Parish Police Jury in legal and regular session that Section 14-51.1 of the compiled ordinances of the Parish of Ouachita, State of Louisiana, be and hereby is adopted as follows:
“SEC. 14-5. Prohibition of certain truck traffic on the Hadley Street Bridge over Young’s Bayou.
No person shall operate a tractor trailer or truck on the Hadley Street Bridge over Young’s Bayou in the unincorporated areas of Ouachita Parish:
The provisions of this Section shall not apply to passenger pick-up trucks unless such trucks are towing a trailer having more than one axle;
Violation of this Section shall be punishable by a fine of not less than $100.00 nor more than $500.00.”
BE IT FURTHER ORDAINED that pursuant to Ouachita Parish Ordinance No. 7952, the Ouachita Parish Public Works Department is hereby directed to post appropriate signage advising the motoring public of the prohibition set forth above.
