NOTICE
Notice is hereby given, pursuant to Article IV, Section 21(D)(1) of the Louisiana Constitution, that on April 13, 2011, Entergy Louisiana, LLC (“ELL” of the “Company”) an electric public utility providing retail electric service to customers in forty-three (43) Parishes of the State of Louisiana, filed with the Louisiana Public Service Commission (“LPSC”), pursuant to Article IV, Section 21(D)(3) of the Louisiana Constitution and Title 45, Section 1163.1 of the Louisiana Revised Statutes, a Supplemental and Amending Application for Approval to Securitize Investment Recovery Costs Related to the Little Gypsy Unit 3 Repower Project authorizing the Company to finance its investment recovery costs pursuant to Act 988. This filing relates to existing LPSC Docket No. U-30192 and was docketed by the LPSC in new LPSC Docket No. U-31894.
In conjunction with Act 988 of the Louisiana Legislature’s Regular Session of 2010, the parties have reached agreement on a Proposed Uncontested Stipulated Settlement in LPSC Docket No. U-30192 (Phase III) that, assuming Commission approval, will resolve all issues among the parties in Phase III, including: (1) the cancellation of the Little Gypsy 3 repowering project; (2) the establishment of a quantification of the prudently incurred and recoverable cancellation costs; (3) the level(s) at which carrying costs may be accrued on a going forward basis; (4) the appropriate allocation of the recoverable cancellation costs among the Companies’ customer classes and customers; and (5) subject to the issuance of an appropriate financing order, the framework for the securitization of the recovery costs.
The proposed Financing Order submitted with the April 13 filing in LPSC Docket No. U-31984 addresses the request of ELL, under Act No. 988 to: (1) finance, through the issuance of investment recovery bonds, ELL’s investment recovery costs in the amount of $200,000,000.00, as determined in LPSC Docket No. U-30192 (Phase III), plus carrying costs on such investment recovery costs and up-front financing costs associated with the issuance of investment recovery bonds; (2) approve the proposed financing structure and issuance of investment recovery bonds; (3) approve the creation of investment recovery property, including the right to impose and collect investment recovery charges sufficient to pay the investment recovery bonds and associated financing costs; (4) approve a tariff to implement the investment recovery charges; and (5) approve another tariff to implement ancillary cost offsets and cost recovery relating to the investment recovery costs process.
Because the actual revenue requirement will not be known until after the pricing of the investment recovery bonds, it is only possible to estimate typical bills at this time. The estimated monthly bill of a typical residential customer using 1,000 kWh will increase by $0.45 per month, representing a 0.48% increase.

The first item on the agenda was an existing group of duplexes on Arkansas Road known as Arkansas Road duplexes. The owner is requesting that West Ouachita Sewerage District No. 5 take on the grinder lift station that is owned and operated by the owner of the development. The Board of Commissioners discussed the original ruling by the Board of Commissioners and agree the ruling should stand as originally written.
The final item was cash disbursements. Mr. Cox presented the disbursements for the month and a brief discussion followed. Commissioner Leach made a motion to accept the disbursements as reasonable and necessary and Commissioner Hall seconded the motion. The motion passed by a unanimous voice vote. No further business being presented, the meeting adjourned at 11:50 a.m.

WORKFORCE INVESTMENT: Ms. Doretha Bennett, Director
Ms. Bennett spoke regarding the possible consolidation of the workforce offices within the state from 18 to 8. Ms. Bennett noted that a letter would be forthcoming from the Workforce Commission to the president regarding the matter.
Ms. Bennett informed the jury that her office along with Area 83 had been awarded a grant in the amount of $15,000,000 for five years. Ms. Bennett stated that 45 individuals from Ouachita Parish are presently enrolled in the program called the Professional Healthcare Opportunity Career Grant Program. Ms. Bennett stated that an additional grant in the amount of $344,250 has also been awarded to the WIA Office to provide training to long term unemployed individuals in health care, retail services, construction and business. A brief discussion ensued. No action was taken on the matter.

Motion offered by Mr. Caldwell, seconded by Mr. Jackson to accept the recommendation of the Treasurer regarding the position of the Computer Technician. Motion passed without opposition.
Mr. Cammack spoke regarding the position of Human Resource Coordinator. Mr. Cammack recommended that Ms. Harper be named Human Resource Director to reflect her job duties. Motion offered by Ms. Moore, seconded by Mr. Caldwell to reinstate the rewritten position of the Human Resource Director, and promote Ms. Harper to that position with a salary increase. Discussion ensued. After discussion the motion passed without opposition.

The chairman, Mack Calhoun called the Public Works Committee meeting to order at 5:53 p.m. The chairman recognized Mr. Murray, Director of Public Works.

Mr. Cammack briefly updated the jury on the LRA-Disaster Recovery Projects. Mr. Cammack noted that a meeting had been scheduled for Friday, at 1:30 p.m., to negotiate the contracts before the next meeting of the jury.

MR. CHARLES JACKSON, DISTRICT A:
Mr. Jackson spoke briefly regarding the OCC Millage. Mr. Jackson noted that the resolution for adoption tonight included a decrease in the millage from 12.3 mils to 11.3 mils. Mr. Jackson stated that the proposition would replace the current millage of 8.6 mils and .6 mils with a combination millage of 11.3. A lengthy discussion ensued. No action was taken on this matter at this time.

Mr. Calhoun, seconded by Mr. Jackson offered a motion to ask North Delta to redraw the district lines in accordance with the 2010 Census. A brief discussion ensued. Mr. Mitchell stated that the cost to the jury would be minimal. Motion passed without opposition.
Mr. Calhoun spoke regarding the Louisiana Tourism Recovery Program. Mr. Calhoun, seconded by Mr. Caldwell offered the following resolution for adoption.
RESOLUTION NO. 11-08
A RESOLUTION AUTHORIZING THE MONROE/WEST MONROE CONVENTION AND VISITOR BUREAU TO REPRESENT THE INTERESTS OF OUACHITA PARISH FOR ALL PURPOSES RELATED TO THE “LOUISIANA TOURISM RECOVERY PROGRAM”; AND, FURTHER PROVIDING WITH RESPECT THERETO.
WHEREAS, in connection with the infamous “BP Oil Spill” of 2010 British Petroleum (“BP”) has agreed to fund the “Louisiana Tourism Recovery Program” designed to erase the negative impact of said oil spill on the tourism industry in Louisiana;
WHEREAS, this program will provide certain funding to each parish under oversight of the Louisiana Office of Tourism and the Lieutenant Governor;
WHEREAS, each Parish is required to designate a proper party, signatory, and contact person to represent the parish’s interest in connection with said program; and,
WHEREAS, the Monroe/West Monroe Convention and Visitors Bureau is best suited to represents the interests of all citizens of Ouachita Parish in connection with the goals of the “Louisiana Tourism Recovery Program;”
NOW, THEREFORE:
BE IT RESOLVED by the Ouachita Parish Police Jury in regular and legal session that the Monroe/West Monroe Convention and Visitors Bureau (“CVB”) be and hereby is designated and authorized as the proper party to represent and act on behalf of Ouachita Parish for all purposes related to the “Louisiana Tourism Recovery Program;”
BE IT FURTHER RESOLVED that to the extent it is necessary for the parish governing authority to designate an individual to serve as a signatory and contact person for said Program, Ms. Alana Cooper, Executive Director of the CVB, is hereby so designated to act on behalf of Ouachita Parish; and,
BE IT FURTHER RESOLVED that the CVB keep the Ouachita Parish Police Jury informed of matters related to the funding and implementation of the “Louisiana Tourism Recovery Program” in Ouachita Parish.
The above Resolution was adopted the 7th day of February, 2011. No opposition.

MR. WALT CALDWELL, DISTRICT C:
Mr. Caldwell asked Mr. Holtzclaw to speak regarding the Frenchmen’s Bend Subdivision drainage issues. Mr. Holtzclaw stated that some preliminary work had been done, but additional work needed to be done. Mr. Holtzclaw stated that he estimated the engineering costs to be somewhere around $6,000. A brief discussion ensued. After discussion, Mr. Caldwell asked that the matter be placed back on the agenda for the next meeting.
The president recognized Dr. Reddix, District D.
DR. OLLIBETH REDDIX, DISTRICT D:
Dr. Reddix spoke briefly regarding the J.S. Clark Cemetery. Dr. Reddix stated that the cemetery committee was actively participating in the creation of some ordinances to govern the cemetery. Dr. Reddix stated that she would bring the matter back at a later date.
Dr. Reddix asked Mr. Holtzclaw to speak regarding the Hadley Street Bridge Project. Mr. Holtzclaw spoke regarding the cemetery project and the activities that are presently ongoing with Denmon Engineering & Associates. Mr. Holtzclaw stated that he would be sharing information with Denmon & Associates to ensure that each entity’s project doesn’t adversely affect the other.
Mr. Mitchell spoke regarding the Hadley Street Bridge Project. Mr. Mitchell stated that we are still waiting on the succession to be done on the properties involved. No action was taken on the matter.
MR. SHANE SMILEY, DISTRICT E:
Mr. Smiley, seconded by Mr. Caldwell offered the following resolution for adoption due to a request from the clerk of court.
RESOLUTION NO. 11-06
A RESOLUTION TO REDUCE THE NUMBER OF COMMISSIONERS FOR THE APRIL 2, 2011 AND THE APRIL 30, 2011 ELECTIONS IN ACCORDANCE WITH LA R.S.18:425; AND FURTHER PROVIDING WITH RESPECT THERETO:
WHEREAS, an election will be held in some or all precincts of Ouachita Parish on April 2 and April 30, 2011.
WHEREAS, state law generally requires a commissioner in charge and three (3) additional election commissioners at each precinct, but allows the governing authority of a parish to reduce the number of commissioners at each precinct to a commissioner in charge and not less than two (2) additional election commissioners whenever the governing authority determines such a reduction will not be detrimental to the conduct of the election; and,
WHEREAS, the Ouachita Parish Police Jury has determined that such a reduction in the number of commissioners at each precinct will not be detrimental to the April 2 and April 30, 2011 election and, further, will reduce the cost of that election;
NOW, THEREFORE:
BE IT RESOLVED that the number of commissioners at each precinct for the parish wide election to be held in Ouachita Parish on April 2 and April 30, 2011, be reduced to a commissioner-in-charge and two (2) additional commissioners pursuant to LA R.S. 18:425(A)(b)(2).

A RESOLUTION ORDERING AND CALLING A SPECIAL ELECTION TO BE HELD IN THE PARISH OF OUACHITA, STATE OF LOUISIANA, TO AUTHORIZE THE LEVY OF A SPECIAL TAX THEREIN; MAKING APPLICATION TO THE STATE BOND COMMISSION IN CONNECTION THEREWITH; AND PROVIDING FOR OTHER MATTERS IN CONNECTION THEREWITH.
BE IT RESOLVED, by the Police Jury of the Parish of Ouachita, State of Louisiana (the “Governing Authority”), acting as the governing authority of the Parish of Ouachita, State of Louisiana (the “Parish”) that:
SECTION 1. Election Call. Subject to the approval of the State Bond Commission, and under the authority conferred by Article VI, Sections 26 of the Constitution of the State of Louisiana of 1974, the applicable provisions of Chapter 5 and Chapter 6-A of the Louisiana Election Code, and other constitutional and statutory authority, a special election is hereby called and ordered to be held in the Parish on SATURDAY, APRIL 30, 2011, between the hours of six o’clock (6:00) a.m., and eight o’clock (8:00) p.m., in accordance with the provisions of La. R.S. 18:541, and at the said election there shall be submitted to all registered voters qualified and entitled to vote at the said election under the Constitution and laws of this State and the Constitution of the United States, the following proposition, to-wit:

SUMMARY: 5 year 11.3 mills property tax to be used first for the purpose of satisfying the statutory obligations of the Ouachita Parish Police Jury with respect to the parish jail (“Ouachita Correctional Center”) and the balance to be applied to expenses incurred by the Sheriff of Ouachita Parish in connection with the operation of the Ouachita Correctional Center, said tax to be levied in lieu of existing 8.6 mill and 0.6 mill taxes currently being levied for the Ouachita Correctional Center.
Shall the Ouachita Parish Police Jury, as governing authority of the Parish of Ouachita, State of Louisiana (the “Parish”), be authorized to levy a special tax of eleven and three-tenths (11.3) mills on all property subject to taxation in the Parish of Ouachita (an estimated $9,875,070.00 reasonably expected at this time to be collected from the levy of the tax for an entire year) for a period of five (5) years, beginning with the year 2011 and ending with the year 2015, the proceeds of said special tax to be used first for the purpose of satisfying the statutory obligations of the Ouachita Parish Police Jury with respect to the parish jail (“Ouachita Correctional Center”) and the maintenance of the prisoners incarcerated therein, and the balance to be applied to expenses incurred by the Sheriff of Ouachita Parish in connection with the operation of the Ouachita Correctional Center, said tax to be collected in lieu of special taxes of eight and six tenths (8.6) mills currently authorized to be collected for the purpose of improving, maintaining, operating and equipping the Ouachita Correctional Center, and six tenths mills (0.6 mills) currently authorized to be collected for the purpose of making major improvements, repairs and/or renovations to the existing Ouachita Correctional Center buildings and structures together with the necessary equipment, furnishings and financing therefore. The proposed 11.3 mills tax represents an increase of 2.1 mills over the 8.6 mills and .60 mills taxes presently authorized to be levied.
SECTION 2. Publication of Notice of Election. A Notice of Special Election shall be published in The Ouachita Citizen, a weekly newspaper of general circulation within the Parish, published in West Monroe, Louisiana, and being the official journal of the Police Jury, once a week for four consecutive weeks, with the first publication to be made not less that forty-five (45) days nor more than ninety (90) days prior to the date of the election, which Notice shall be substantially in the form attached hereto as “Exhibit A” and incorporated herein by reference the same as if it were set forth herein in full.
SECTION 3. Canvass. This Governing Authority shall meet at its regular meeting place, the Police Jury Meeting Room, Second Floor, Ouachita Parish Courthouse, 300 St. John Street, Monroe, Louisiana, on MONDAY, MAY 16, 2011, at FIVE THIRTY O’CLOCK (5:30) P.M., and shall then and there in open and public session proceed to examine and canvass the returns and declare the result of the said special election.
SECTION 4. Polling Places. The polling places set forth in the aforesaid Notice of Special Election are hereby designated as the polling places at which to hold the said election, and the Commissioners-in-Charge and Commissioners, respectively, will be the same persons as those designated in accordance with law.
SECTION 5. Election Commissioners; Voting Machines. The officers designated to serve as Commissioners-in-Charge and Commissioners pursuant to Section 4 hereof, or such substitutes therefore as may be selected and designated in accordance with La. R.S. 18:1287, shall hold the said special election as herein provided, and shall make due returns of said election for the meeting of the Governing Authority to be held on August 6, 2007,, as provided in Section 3 hereof. All registered voters in the Parish are entitled to vote at the special election, and voting machines shall be used.
SECTION 6. Authorization of Officers. The Secretary of the Governing Authority is hereby empowered, authorized and directed to arrange for and to furnish to said election officers in ample for the holding of said election, the necessary equipment, forms and other paraphernalia essential to the proper holding of said election and the President and/or Secretary of the Governing Authority are further authorized empowered and directed to take and all further action required by State and/or Federal law to arrange for the election, including but not limited to, appropriate submission to the Federal Department of Justice under Section 5 of the Voting Rights Act of 1965, as amended.
SECTION 7. Furnishing Election Call To Election Officials. Certified copies of this resolution shall be forwarded to the Secretary of State, the Commissioner of Elections, the Clerk of Court and Ex-Officio Parish Custodian of Voting Machines of Ouachita Parish and the Registrar of Voters of Ouachita Parish, as notification of the special election, in order that each may prepare for said election and perform their respective functions as required by law.
SECTION 8. Application to State Bond Commission. Application is made to the State Bond Commission for consent and authority to hold the special election as herein provided, and in the event said election carries for further consent and authority to levy and collect the special tax provided for herein. A certified copy of this resolution shall be forwarded to the State Bond Commission on behalf of this Governing Authority, together with a letter requesting the prompt consideration and approval of this application.

The Police Jury of the Parish of Ouachita, State of Louisiana met in a regular session in the Ouachita Parish Police Jury Meeting Room, Courthouse Building, Monroe, Louisiana on Tuesday, February 22, 2011 at 5:36 p.m., and was duly convened by Mr. Shane Smiley, President, who stated that the Police Jury was ready for the transaction of business.

PUBLIC COMMENT PERIOD
The president spoke regarding the public comment period. No one appeared or came forth to speak during this time.
A motion to adopt the minutes of the regular police jury meeting including the committee meetings held on February 7, 2011, was offered by Mr. Jackson, seconded by Ms. Moore. Motion passed without opposition.
VISITORS:
The president recognized visitor Kevin Sweet of 2535 Buckhorn Bend Road. Mr. Sweet spoke regarding the dumping of garbage at the end of his road. Mr. Sweet presented some photos of the area to the jury and requested that the jury place no dumping signs in the area. Ms. Moore spoke regarding the matter. No action was taken on this matter.
A motion to recess the regular meeting in favor of the Finance Committee meeting was offered by Dr. Reddix, seconded by Mr. Calhoun. Motion passed without opposition.
FINANCE COMMITTEE MEETING
The chairman, Mr. Jackson called the Finance Committee meeting to order at 5:43 p.m.
The chairman recognized Mr. Cammack, Treasurer. Mr. Cammack recommended approval of the claims statement for the period of January 21, 2011 through February 16, 2011. A brief discussion ensued. Motion offered by Mr. Caldwell, seconded by Mr. Smiley to approve the claims statement as recommended. Motion passed without opposition.
Mr. Cammack spoke regarding the purchase of a vehicle for the Health Unit. Mr. Cammack recommended the purchase of a Dodge Nitro off state contract for the Health Unit. Mr. Green, Sanitarian for Ouachita Parish spoke regarding the vehicle purchase. Discussion ensued. After discussion, motion offered by Mr. Caldwell, seconded by Mr. Calhoun to approve the purchase of a Dodge Nitro off state contract for the Health Unit Sanitarian. Motion passed without opposition.
Mr. Cammack spoke regarding the purchase of a vehicle for Animal Control to replace a truck that had developed serious engine problems. Mr. Cammack stated that the purchase of the vehicle was not in the budget for this year, but would be included in the amended budget. Mr. Cammack recommended the purchase of a Ford F-150 for the department. A brief discussion ensued. After discussion, motion offered by Mr. Caldwell, seconded by Mr. Smiley to approve the purchase of a Ford F-150 truck for the Animal Shelter off state contract for $21,241.00. Motion passed without opposition.
Mr. Cammack asked that the jury declare the old truck as surplus at its next meeting.
Mr. Cammack spoke regarding the Correctional Center budget and projected deficit for the year. Discussion ensued. No action was taken on this matter.
Mr. Cammack spoke regarding the contracts for the Administrative Consultant and Engineer for the Disaster Recovery Projects-Gustav/Ike. Discussion ensued. Mr. Cammack stated that Mr. Fontana asked that the matter be deferred until the next meeting of the jury.
Mr. Cammack spoke regarding the bid tabulation for the HVAC Condensor Coils at Green Oaks Detention Center. Mr. Cammack recommended the lowest conforming bid of $30,715.00 from Byrnes Mechnical Contractors, Inc. Motion offered by Dr. Reddix, seconded by Mr. Calhoun to approve the recommendation of the Treasurer. Motion passed without opposition.
Mr. Cammack spoke regarding the proposed VALIC Roth 457b Plan. Mr. Cammack stated that this would be a new benefit offered by VALIC for parish employees. Mr. Cammack noted that VALIC would have to meet the 10% required participation by parish employees. Motion offered by Mr. Caldwell, seconded by Dr. Reddix to approve the new benefit offered by VALIC. Motion passed without opposition.
Mr. Cammack spoke regarding the proposed donation of annual leave. Mr. Cammack stated that in his opinion it would be setting a precedent between employees to allow a donation of annual leave as such donations approved in the past had all involved sick leave. Discussion ensued. No action was taken on the matter.
Mr. Cammack noted that Byrnes Mechanical has completed the retrofits for the Energy Efficiency Grant.
Mr. Cammack also noted that the fire alarms were nearing completion and would be tested during the first week of March.
There being no other business to come before this committee, a motion to adjourn was offered by Mr. Jackson, seconded by Mr. Caldwell. The committee meeting was adjourned at 6:18 p.m.

Mr. Calhoun stated that he had instructed the staff to obtain quotes for the shelter. Discussion ensued. Motion offered by Mr. Calhoun, seconded by Dr. Reddix to accept the lowest conforming quote of $21,851 from Bamburg Steel Buildings, Inc. for the construction of a metal canopy at Area 8 of Cheniere Lake Park. Motion passed with Mr. Jackson voting no.
Mr. Calhoun, seconded by Mr. Jackson offered the following resolution for adoption:

(INTRODUCTION)
AN ORDINANCE REVOKING A PORTION OF A DRAINAGE SERVITUDE EAST OF GARDEN PARK SUBDIVISION IN OUACHITA PARISH; AND FURTHER PROVIDING WITH RESPECT THERETO.
WHEREAS, by the plat of Garden Park Subdivision, Unit No. 3 filed in the conveyance records of Ouachita Parish at Plat Book 14, Page 9, the Ouachita Parish Police Jury acquired a certain 60’ wide drainage servitude running easterly from the east end of Sullivan Place a distance of 530’ to an existing drainage servitude;
WHEREAS, in connection with the establishment of a new community water well by Greater Ouachita Water Company approximately 442’ east of the end of Sullivan Place, the Ouachita Parish Police Jury has reviewed its utilization of the above-described servitude and determined the entire 60’ width is not required and that the drainage facilities located in said servitude can be adequately maintained within a servitude encompassing the southern 20’ of the present 60’ wide servitude; and,
WHEREAS, a reduction of the width of the present servitude will serve the public interest by accommodating Greater Ouachita Water Company’s establishment of a new well to provide potable water to the community;
NOW THEREFORE:
BE IT ORDAINED by the Ouachita Parish Police Jury in regular and legal session that the northern 40’ of the 60’ wide drainage servitude running easterly from the east end of Sullivan Place a distance of 530’ (as dedicated by the plat of Garden Park Subdivision, Unit No. 3 filed in the conveyance records of Ouachita Parish at Plat Book 14, Page 9) be, and hereby is, revoked;
BE IT FURTHER ORDAINED that the southern 20’ of said drainage servitude is specifically retained; and,
BE IT FURTHER ORDAINED that the Director of Public Works be and hereby is authorized to execute a plat prepared by S.E. Huey Co. depicting the above-described changes to the original 60’ drainage servitude and dedicating a new 20’ wide public drainage servitude as depicted thereon.
The above ordinance was introduced the 22nd day of February 2011.

Dr. Reddix spoke regarding the waste and trash service providers within the parish. Dr. Reddix asked Deputy Heckford to speak regarding the matter. Deputy Heckford stated that the jury had not adopted regulations as allowed by the ordinances governing waste and trash haulers. Deputy Heckford indicated to the jury that the proposed regulations would compliment the ordinances by establishing rules relative to the operation of garbage and waste haulers. A lengthy discussion ensued. No action was taken on the matter.

Ms. Moore spoke regarding the Great American Cleanup and the need for dumpsters in her district as well as the rest of the parish. A brief discussion ensued. Ms. Moore asked that the matter be placed back on the agenda for further discussion.
Ms. Moore spoke briefly regarding the Small Sign Ordinance kick off with the City of Monroe. Ms. Moore stated that over 170 signs had been picked up that were in violation. Ms. Moore stated that efforts would be concentrated throughout the parish in various areas in the coming months.

Request For Proposal: Computer Software
The City of West Monroe is currently accepting Requests For Proposal’s (RFP’s) from vendors for a new Fire Department Computer-Based Training Program. Current training for fire department personnel is in need of upgrade, update and improvement. All training is currently performed by fire personnel and then entered into a computer database within Sungard HTE. It is our goal to incorporate Computer-Based Training into our training methods and incorporate the generation of reports from the data entered from this software for periodic review and record keeping.
The West Monroe Fire Department currently has 33 Line personnel who perform company training on a daily basis and the company officer manually enters training data into a database. Fire Prevention has 3 personnel who must maintain training from time to time also. It is our need to have a library of computer based software capable of training our Line personnel on a daily basis. This software must be capable of being stored on-site in typical CD-ROM format or similar storage media and installed on the city servers for day to day access and use. It is to be server-based and not internet-based software.
This software, once installed on the city servers, must be password accessible by the Training Officer, Company Officers and crews, as well as other Fire Personnel who necessarily are allowed access to this training, with permission from the Fire Chief or the Training Officer. It must be capable of integration into and with Sungard HTE or Firehouse software systems and with no ill-effect on its operation. Content of this computer based training must also include, but is not limited to:
Fire Fighter I & II Training;
Driver/Operator Training;
Fire Officer Training;
Haz-Mat Training-(Response, Decontamination, Containment, Awareness Level);
Rescue Training:
Power Point presentations to match content;
Test and Question Files;
Training Simulators, etc.
The requirements for this computer based training are that it must be flexible and allow for instructor-led training, student self-study on CBT, and video type training/presentations for instructors.
The City of West Monroe reserves the right at its sole discretion to reject any and all RFP’s received without penalty and not to enter a contract as a result of this RFP. The City of West Monroe also reserves the right to negotiate separately with any source whatsoever in any manner necessary to attend to the best interests of The City of West Monroe, to waive irregularities in any RFP, and to accept the RFP which best meets the needs of The City of West Monroe, irrespective of the price quoted.

ORDINANCE NO. 2011-10 VAM
AN ORDINANCE PROHIBITING THE SALE OR OTHER TRANSFER OF LIVE ANIMALS IN CERTAIN RESTRICTED AREAS.
PROHIBITION.  No person shall sell, exchange, barter, trade, lease, rent, give away, display or transfer any live animal on any roadside, public right-of-way, parkway, median, park, playground, swimming pool, or other recreational area, flea market, commercial or retail parking lot, or property adjacent to such locations, that is generally accessible to the public, regardless of whether such access is authorized or not. 
EXCEPTION.  This section shall not apply to bona fide humane societies, animal welfare groups, animal control agencies or non-profit organizations sponsoring animal adoption events or to sales or other transfers from a personal residence. 
PROHIBITED.  Whoever commits a violation of this section shall be guilty of a misdemeanor and shall be punished by a fine up to $500 or a maximum of 30 days jail, or both such fine and imprisonment. 
NOW THEREFORE, BE IT ORDAINED by the Mayor and Board of Aldermen of the Town of Sterlington, Louisiana, in legal session convened, that the above ordinance was read and introduced at a public meeting of the Mayor and Board of Aldermen, on the 22nd day of March, 2011, and on the 12th day of April, 2011, voted on in regular and legal session convened, by yea or nay vote, passed and adopted, the final vote as follows:

AN ORDINANCE TO ENLARGE THE CORPORATE LIMITS OF THE TOWN OF STERLINGTON, LOUSIANA PURSUANT TO L.R.S. 33:171 ET SEQ., AND PARTICULARLY R.S. 33:180, BY ANNEXING TERRITORY BELONGING TO THE STATE OF LOUISIANA, SAID PROPERTY BEING ADJACENT AND CONTIGUOUS TO THE EXISTING BOUNDARIES OF THE TOWN OF STERLINGTON, LOUISIANA, AND OTHERWISE PROVIDING WITH RESPECT THERETO;
WHEREAS, Louisiana Revised Statutes of 1950, Title 33, Section 171 et seq., as amended, provides for the procedure for annexation of territory into the corporate limits of a municipality; and
WHEREAS, Louisiana Revised Statutes, Section 33:180 empowers the governing body of any municipality to enlarge the boundaries of the municipality to include territory within which all of the land is owned by a public body; and
WHEREAS, the State of Louisiana, owns certain property more particularly described on the attached Exhibit “A”, which parcel is adjacent to and contiguous with property owned by and within the corporate limits of the Town of Sterlington, Louisiana; and
WHEREAS, following said hearing by the Mayor and Board of Aldermen and after careful consideration of all recommendations, comments and objections made at said hearing the Mayor and Sterlington Board of Aldermen declare that it is in the best interest of the Town of Sterlington to annex into the corporate limits of the Town of Sterlington the property described in Exhibit “A” and known as La Hwy 134, to the existing town boundary.
NOW THEREFORE,
SECTION 1. BE IT ORDAINED by the Mayor and Board of Aldermen of the Town of Sterlington, Louisiana, in legal session convened, that the property owned by the State of Louisiana, as described on the attached Exhibit “A”, which exhibit is hereby adopted by reference as though set forth in full, said property being adjacent and contiguous to the existing boundaries of the corporate limits of the Town of Sterlington, Louisiana, be and are hereby annexed into the corporate limits of the Town of Sterlington, Louisiana.

TOWN OF STERLINGTON PUBLIC NOTICE
Notice is given that the Town of Sterlington Mayor and Board of Aldermen will consider the adoption of the following Ordinances at the Regular Town Meeting scheduled for Tuesday, April 26, 2011, 6:30 p.m. at the Sterlington Town Hall, 503 Highway 2, Sterlington, Louisiana. An ordinance repealing our current Occupational license ordinance and updating to one that has a more updated business classifications. An ordinance amending and restating ordinance no. 2010-03 (TAX) previously adopted on April 27, 2010, authorizing the Town of Sterlington, Parish of Ouachita, State of Louisiana (the “Issuer”) to incur debt and to issue (in one or more series) up to $1,200,000 aggregate principal amount of Revenue Bonds; prescribing the form, terms and conditions thereof and providing for the payment thereof; awarding such Bonds to the Purchasers thereof; and providing for other matters in connection therewith.
