Request For Proposal: Computer Software
The City of West Monroe is currently accepting Requests For Proposal’s (RFP’s) from vendors for a new Fire Department Computer-Based Training Program. Current training for fire department personnel is in need of upgrade, update and improvement. All training is currently performed by fire personnel and then entered into a computer database within Sungard HTE. It is our goal to incorporate Computer-Based Training into our training methods and incorporate the generation of reports from the data entered from this software for periodic review and record keeping.
The West Monroe Fire Department currently has 33 Line personnel who perform company training on a daily basis and the company officer manually enters training data into a database. Fire Prevention has 3 personnel who must maintain training from time to time also. It is our need to have a library of computer based software capable of training our Line personnel on a daily basis. This software must be capable of being stored on-site in typical CD-ROM format or similar storage media and installed on the city servers for day to day access and use. It is to be server-based and not internet-based software.
This software, once installed on the city servers, must be password accessible by the Training Officer, Company Officers and crews, as well as other Fire Personnel who necessarily are allowed access to this training, with permission from the Fire Chief or the Training Officer. It must be capable of integration into and with Sungard HTE or Firehouse software systems and with no ill-effect on its operation. Content of this computer based training must also include, but is not limited to:
Fire Fighter I & II Training;
Driver/Operator Training;
Fire Officer Training;
Haz-Mat Training-(Response, Decontamination, Containment, Awareness Level);
Rescue Training:
Power Point presentations to match content;
Test and Question Files;
Training Simulators, etc.
The requirements for this computer based training are that it must be flexible and allow for instructor-led training, student self-study on CBT, and video type training/presentations for instructors.
The City of West Monroe reserves the right at its sole discretion to reject any and all RFP’s received without penalty and not to enter a contract as a result of this RFP. The City of West Monroe also reserves the right to negotiate separately with any source whatsoever in any manner necessary to attend to the best interests of The City of West Monroe, to waive irregularities in any RFP, and to accept the RFP which best meets the needs of The City of West Monroe, irrespective of the price quoted.

Tourism Development Grant Committee – Dr. Jerry Edmondson reported that the Tourism Development Grant Committee met on January 19, 2011 to review two (2) request for final payment and thirteen (13) applications for funding.
The following organizations submitted a request for final payment.
YMCA in the amount of $500.00
The Children’s Museum in the amount of $3,750.00
It was moved by Jerry Edmondson and seconded by Gretchen Kovac to approve the final payment to the YMCA in the amount of $500.00 and the Children’s Museum in the amount of $3,750.00. Motion carried by a vote of ten (10) affirmative votes to zero (0) negative votes.
Alana Cooper reported that the2011 budget for Special Promotion is $600,000.00 less funds already dedicated of $201,992.00 leaving a balance for 2011 grants of $398,008.00.
The Tourism Development Grant Committee reviewed the thirteen (13) applications for funding with a total request of $247,000.00. Dr. Jerry Edmondson reported that after reviewing all applications the following recommendations were made.

Jerry Edmondson reported that the total amount granted for the January 10, 2011 granting period was $215,500.00 leaving a balance for the July 10, 2011 granting period of $182,508.00.
It was moved by Jerry Edmondson and seconded by Gretchen Kovac to approve the Tourism Development Grant Committee’s recommendation as presented to the board in the amount of $215,500.00. Motion carried by a vote of eleven (11) affirmative votes to zero (0) negative votes.
Executive Director’s Report: Alana Cooper reported that the Convention & Visitors Bureau is in the process of redesigning the monroe-weswtmonroe.org website. She requested board approval to accept the bid of AJR Media Group in the amount of $21,635.00 for the web site development & consultation services.
It was moved by Sue Edmondson and seconded by Sammy Gordy to approve the proposal from AJR Media Group for the redesign of the Monroe-West Monroe Convention & Visitors Bureau website in the amount of $21,635.00. Motion carried by a vote of eleven (11) affirmative votes to zero (0) negative votes.

He reported that after reviewing the request the committee made the following recommendation.
It was moved by Jerry Edmondson and seconded by Gretchen Kovac to approve the granted amount of $8,000.00 to the City of Monroe for Volleyball Courts at the Forsythe Point Scenic River Walk. The amount will be payable after Alana Cooper inspect the courts. Motion carried by a vote of eight (8) affirmative votes to zero (0) negative votes.
Executive Director's Report: Alana Cooper presented the board with the Convention and Visitors Bureau policy on Public Participation in the Monroe-West Monroe Convention Visitors Bureau Board of Directors meetings.
After reviewing the policy and discussion by the board and the board attorney the board agreed to change the “ at least twenty –four (24) hours” clause in the policy to “ at least seventy-two (72) hours” prior to the meeting date for the public to place items on the board meeting agenda.
It was moved by Sammy Gordy and seconded by Gretchen Kovac to amend the Public Participation Policy presented by the executive director to state the public has at least seventy-two (72) hours to place items on the board meeting agenda instead of the stated twenty-four (24) hours in the policy. Motion carried by a vote of eight (8) affirmative votes to zero (0) negative votes.
It was moved by Jerry Edmondson and seconded by Nash Patel to approve the Convention and Visitors Bureau’s Policy on Public Participation in addressing the board in its monthly board meeting as amended. Motion carried by a vote of eight (8) affirmative votes to zero (0) negative votes.
Alana Cooper reported that she is in the process of working with the City of Monroe to build ten (10) horse- shoe pitching courts at Chennault Park. She reported the board attorney, Elmer Noah, will be working with the City of Monroe on the cooperative agreement between the City of Monroe and the Monroe-West Monroe Convention and Visitors Bureau.
She stated that the City of Monroe will do the bidding on the project and will be responsible for all maintenance of the courts. She requested the board to dedicate a dollar amount out of the special promotion budget for the project.
It was moved by Jerry Edmondson and seconded by Gretchen Kovac to dedicate a maximum of $25,000.00 to build a minimum of ten (10) horse- shoe pitching courts at Chennault Park in cooperation with the City of Monroe, with the agreement that the lowest bid that meet all specifications will be accepted. Motion carried by a vote of eight (8) affirmative votes to zero (0) negative votes.

Mayor Breland mentioned we received the final tabulation from the 2010 population count from the Census Bureau which increased from 1276 to 1594. We had a 24.9% increase since the 2000 count.

Attorney Wes Shafto explained there was a technical amendment to the resolution we adopted last meeting, which changed the statutory reference and accordance with law and a name change from the Municipal Revolving Loan Fund to the Clean Water Act.

ADOPT ORDINANCE AMENDING THE CURRENT ALCOHOL ORDINANCE
There were comments from several citizens and a business owner who informed the Council of their feelings against or for the sale of Sunday alcohol sales. After hearing all comments, it was M/S/C (Ron Hill, Bonnie Dilmore) to table discussion. Motion to table failed due to two yeas, two nays and one abstention.
M/S/C (Miranda Russ, Caesar Velasquez) to adopt the proposed ordinance amending Article I Definitions #18 and Article III – Operational Regulations #3 in Ordinance No. 2006-09 ABC. The amended ordinance was adopted as Ordinance #2011-05 ABC. A Roll call vote by name: Miranda Russ – yes, Caesar Velasquez – yes, Ron Hill – abstained, because he has not decided if he is for it or against it, Lucy Holtzclaw – yes, Bonnie Dilmore – against. Ordinance was adopted.
ADOPT ORDINANCE ANNEXING THE MOBILE STATION AND PLAZA
M/S/C (Caesar Velasquez, Lucy Holtzclaw) to adopt the proposed ordinance annexing the property listed as Super Mart know as the Mobile Station and Plaza on Highway 165 as Ordinance No. 2011-06 OTG. Ordinance was adopted.

CLASS R & A ALCOHOL PERMIT FOR THE FISH HOUSE
M/S/C (Ron Hill, Caesar Velasquez) to renew the alcohol permit for 2011 for the Fish House. Motion carried.
DECLAR SURPLUS PROPERTY 2006 CROWN VIC POLICE CAR
M/S/C (Caesar Velasquez, Lucy Holtzclaw) to declare the 2006 Crown Victoria as surplus property and advertise to sell with a minimum bid of five hundred dollars ($500). Motion carried.
DECLAR SURPLUS PROPERTY AERATORS, BLOWERS, ETC. AT SEWER PONDS
M/S/C (Ron Hill, Lucy Holtzclaw) giving the Mayor authority to investigate and come up with a suitable bid. Motion carried.
CHARLES MCDONALD REPORT
Charles McDonald talked to the Council about the projects he has been working on. He and the Mayor have talked to several fast food chains about locating here. He is still working with a hotel developer, which he and the Mayor traveled to Shreveport to talk to.
MINUTES
The December 14, 2010 minutes were moved upon by Caesar Velasquez, seconded by Miranda Russ with minor changes of adding Miranda Russ to the list of guest in attendance.
The January 11, 2011 minutes were moved upon by Caesar Velasquez, seconded by Lucy Holtzclaw with minor addition to the Budget by adding “with questions to be resolved”.
MONTHLY EXPENDITURES
M/S/C (Caesar Velasquez, Miranda Russ) to approve the monthly expenditures listed and the authority to pay any other regular bills that may come in. Motion carried
BUDGET
M/S/C (Ron Hill, Caesar Velasquez) to table approving the budget figures until the next meeting.
