PUBLIC NOTICE IS HEREBY GIVEN, pursuant to the provisions of a resolution adopted on January 25, 2011, as amended and restated on February 8, 2011, by the Mayor and Board of
Aldermen of the Town of Sterlington, State of Louisiana (the “Governing Authority”), acting as the governing authority of the Town of Sterlington, Parish of Ouachita, State of Louisiana (the “Town”), and in accordance with the provisions of Part XIII, Chapter 4, Title 39 of the Louisiana Revised Statutes of 1950, as amended (La. R.S. 39:1011, et seq.), and other constitutional statutory authority (“Act”), that the Governing Authority does hereby declare its intention to issue not exceeding SEVEN HUNDRED THOUSAND AND NO/100 DOLLARS ($700,000) of Sewer Revenue Bonds of the Town, Series 2011 (the “Bonds”), in one or more series, the proceeds of which will be used to construct and acquire improvements, extensions and replacements to the sewer system of the Town, including appurtenant equipment, accessories and properties, both personal and real, a work of public improvement for the Town. The Bonds shall be limited and special revenue bonds of the Town, secured by and payable in principal, interest and redemption premium, if any, solely from the income and revenues derived by the Town from the operation of its sewer system (the “System”), after paying the reasonable and necessary costs and expenses of operating and maintaining the System. The proposed Bonds shall not be a charge on the other income and revenues of the Town as prohibited under the provisions of Article VI, Section 37 of the Louisiana Constitution of 1974, nor shall they constitute an indebtedness or pledge of the general credit of the Town. The Bonds will be exempt from all income taxation in the State of Louisiana and will be issued and authorized by ordinance of the Governing Authority and shall be of such series, bear such date, mature at such time or times (not to exceed twenty-two (22) years from their date of issuance), bear interest at such rate or rates (not exceeding three per centum (3%) per annum), be in such denomination or denominations, be in fully registered form, carry such registration privileges, be payable in such medium of payment and at such place or places, be subject to such terms of redemption and be entitled to such priorities on the income and revenues of the System as such resolution may provide. The Town will in such ordinance enter into such covenants with the future owner or owners of the Bonds as to the management and operation of the System, the imposition and collection of rates and charges for the services rendered thereby, the disposition of such fees and revenues, the issuance of future bonds and the creation of future liens and encumbrances against the System and the revenues therefrom, the carrying of insurance, the keeping of books and records, and other pertinent matters as may be deemed proper by the Governing Authority to assure the marketability of the Bonds, consistent with the provisions of the Act. Such ordinance will also include remedies in case of default, provisions for the issuance of parity bonds and such additional covenants, agreements and provisions as are judged advisable or necessary by said Governing Authority for the security of the owners of the Bonds, including sinking funds and reserves for the payment of principal and interest on the Bonds, and an adequate depreciation funds for those repairs and improvements to the System as may be necessary to assure adequate and efficient service to the public, all as provided by the Act.
NOTICE IS HEREBY FURTHER GIVEN that the Bonds will be privately placed with the Louisiana Department of Environmental Quality (the “Department”) pursuant to the Clean Water State Revolving Fund established by the State of Louisiana, pursuant to the Louisiana Revised Statutes of 1950, as amended, specifically La. R.S. 30:2301, et seq.) in the custody of the Department, which is to be used for the purpose of providing financial assistance for the improvement of sewerage systems in the State. Notwithstanding the foregoing, the Bonds may be sold at public or private sale, as provided for in the Act and statutory authority.
NOTICE IS HEREBY FURTHER GIVEN that the Governing Authority will meet in open and public session on March 22, 2011, at six o’clock (6:00) p.m., at the Town Hall, Sterlington, Louisiana, to hear any objections to the proposed issuance of the Bonds, provided, however, if at such hearing a petition or petitions duly signed by electors of the Town in an aggregate number not less than five percent (5%) of the number of the electors of the Town voting in the last special or general election held in the Town object to the issuance of the Bonds, then the Bonds shall not be issued until approved by a vote of a majority of the qualified electors of the Town who vote at a special election held for that purpose in the manner provided by Title 18 of the Louisiana Revised Statutes of 1950. Any such petition shall be accompanied by a certificate of the Ouachita Parish Registrar of Voters certifying that the signers of the petition(s) are registered electors of the Town and the number of signers amounts to not less than five percent (5%) of the registered voters that voted in the last election held in the Town, all as provided by the Act.

NOTICE OF SPECIAL ELECTION
Pursuant to the provisions of a resolution adopted by the by the Police Jury of the Parish of Ouachita, State of Louisiana (the “Governing Authority”), acting as the governing authority of the Parish of Ouachita, State of Louisiana (the “Parish”) on February 7, 2011, NOTICE IS HEREBY GIVEN that a special election will be held within the District on SATURDAY, APRIL 30, 2011, and at the said election there will be submitted to all registered voters qualified and entitled to vote at the said election under the Constitution and laws of this State and the Constitution of the United States, the following proposition, to-wit:
PARISHWIDE IN LIEU MILLAGE PROPOSITION
(OUACHITA CORRECTIONAL CENTER MILLAGE)
SUMMARY:    5 year 11.3 mills property tax to be used first for the purpose of satisfying the statutory obligations of the Ouachita Parish Police Jury with respect to the parish jail (“Ouachita Correctional Center”) and the balance to be applied to expenses incurred by the Sheriff of Ouachita Parish in connection with the operation  of the Ouachita Correctional Center, said tax to be levied in lieu of existing 8.6 mill and 0.6 mill taxes currently being levied for the Ouachita Correctional Center.
Shall the Ouachita Parish Police Jury, as governing authority of the Parish of Ouachita, State of Louisiana (the “Parish”), be authorized to levy a special tax of eleven and three-tenths (11.3) mills on all property subject to taxation in the Parish of Ouachita (an estimated $9,875,070.00 reasonably expected at this time to be collected from the levy of the tax for an entire year) for a period of five (5) years, beginning with the year 2011 and ending with the year 2015, the proceeds of said special tax to be used first for the purpose of satisfying the statutory obligations of the Ouachita Parish Police Jury with respect to the parish jail (“Ouachita Correctional Center”) and the maintenance of the prisoners incarcerated therein, and the balance to be applied to expenses incurred by the Sheriff of Ouachita Parish in connection with the operation of the Ouachita Correctional Center, said tax to be collected in lieu of special taxes of eight and six tenths (8.6) mills currently authorized to be collected for the purpose of improving, maintaining, operating and equipping the Ouachita Correctional Center, and six tenths mills (0.6 mills) currently authorized to be collected for the purpose of making major improvements, repairs and/or renovations to the existing Ouachita Correctional Center buildings and structures together with the necessary equipment, furnishings and financing  therefore.  The proposed 11.3 mills tax represents an increase of 2.1 mills over the 8.6 mills and .60 mills taxes presently authorized to be levied. 
The said special election will be held at the following polling places situated within the Parish, which polls will open at six o’clock (6:00) a.m., and close at eight o’clock (8:00) p.m., in accordance with the provisions of La. R.S. 18:541, to-wit:

Notice is hereby given that, in accordance with L.R.S. 3:1609 and LAC 7:XV.314(A), the Louisiana Department of Agriculture & Forestry, Louisiana Boll Weevil Eradication Commission, has established a boll weevil eradication zone, the Louisiana Eradication Zone, consisting of all the territory within the state of Louisiana.
Notice is further given that all producers of commercial cotton in Louisiana are required to participate in the boll weevil eradication program, including cost sharing, in accordance with the Boll Weevil Eradication Law and regulations. NOTICE
The Ouachita Parish School Board met in regular session on Tuesday, February 15, 2011 at six (6:00) o’clock P.M. at its regular meeting place, the Ouachita Parish School Board office.
The following members were present: Bill Norris, Scott Robinson, A. R. Sims, Jerry R. Hicks, John Russell, Susan Spence and Carey Walker. There were none absent.
The Pledge to the Flag was led by Board member Carey Walker.
The Invocation was given by Board member Reverend John Russell.
On motion by Bill Norris, seconded by A. R. Sims, the Board unanimously approved the Minutes of January 25, 2011 as written.
On motion by Susan Spence, seconded by Carey Walker, the Board unanimously approved the revised Agenda as presented.
On motion by Bill Norris, seconded by A. R. Sims, the Board approved the amended Personnel Agenda as presented, including the changes since mailout. Motion carried unanimously.
Following much discussion, the Board unanimously agreed to defer action on policy regarding the naming of school property after individuals.
Secondary Ed Supervisor Randy Hammett introduced a concept to help school athletic programs generate money for their programs. Mr. Hammett stated that he was approached by Sports Media, Inc., a brokerage/advertising firm offering an exclusive contract with the district to provide financial resources for school athletics through an advertising program with name brand companies. After consulting with middle and high school principals, he said they seemed very interested in this program but would like more information before pursuing there proposal. The Board took no action.
Purchasing Agent Bobby Jones presented his findings on the auxiliary gym floor at Sterlington High School and recommended the lowest quote of Dynamic Sports Construction, Inc., the same as the original quotation. Whereby, Carey Walker moved, seconded by A. R. Sims, that the Board accept the original low quote of $107,750 from Dynamic Sports Construction, Inc. for the installation of an auxiliary gym floor at Sterlington High School. Mr. Jones noted that the quote is the same amount as the insurance claim payment. Motion carried unanimously.
On the recommendation of Purchasing Agent Bobby Jones, Bill Norris moved, seconded by A. R. Sims, that the Board authorize the purchase of security camera systems for Calhoun Middle, West Ridge Middle and Riser Middle Schools, to be funded with Westside construction funds. Motion carried unanimously.
All QSCB projects that were started earlier this year have been completed on the west side, except West Monroe and West Ouachita High Schools according to a report from Special Projects/Safety Coordinator Kenneth Slusher. The architects are working on the plans for the Kiroli, Central, Pinecrest and other QSCB projects which are scheduled to begin this summer.
On the recommendation of Business Manager Richie Garrett, Bill Norris moved, seconded by Scott Robinson, that the Board grant permission to bid the following items: (1) Replace damaged light poles at various schools [Bid No. 47-11]; (2) Musical Instruments [Bid No. 48-11]; (3) Copy Paper [Bid No. 49-11]; (4) Property Sale at Drew Elementary (ditch beside school) [Bid No. 50-11]; (5) Band Uniforms at OPHS [Bid No. 51-11]; and (6) Sale of Surplus Equipment [Bid No. 52-11]. (Revised below)
Bill Norris revised his motion, seconded by Scott Robinson, to grant permission to bid items 1-5 and sell item No. 6 Surplus Equipment provided we comply with the law. Motion carried unanimously.
President Hicks announced that Ethics Training for Board members will be offered at 10:30 on March 1 and 4:30 on March 15, prior to the Board meetings, if anyone is interested. The next two Board meetings will be held on March 1 at 12:00 noon and March 15 at 6:00 P.M.

NOTICE
The Ouachita Parish School Board met in special session on Wednesday, February 16, 2011 at two-thirty (2:30) o’clock P.M. at its regular meeting place, the Ouachita Parish School Board office for the purpose of hearing an accreditation report from the SACS (Southern Association of Colleges and Schools) review team and possible recommendation for SACS accreditation.
The following members were present: Bill Norris, Scott Robinson, Jerry R. Hicks, Carey Walker and Susan Spence. John Russell and A. R. Sims were absent.
The Pledge to the Flag was led by Board member Susan Spence.
The Invocation was led by Personnel Director Dr. Don Coker.
On motion by Susan Spence, seconded by Carey Walker, the Board unanimously approved the Agenda as presented.
President Hicks welcomed the SACS Review Committee while Superintendent Webber introduced the lead evaluator Jerry Cooper. Mr. Cooper gave a “snapshot” report delivered by a six-member review team listing the district’s strengths and required actions as to whether OPSS will be recommended for reaccreditation by the Southern Association of Colleges and Schools (SACS).
The report included the evaluation of the district on seven standards: vision and purpose, governance and leadership, teaching and learning, documenting and using results, resources and support systems, stakeholder communications and relationships, and commitment to continuous improvement.
Lead evaluator Jerry Cooper noted two areas that require actions and four areas that deserve commendation. He stated that the district should develop a timeline to assure a more equitable distribution of instructional technology in classrooms across the district. In addition, Ouachita Parish Schools must also develop a plan for a comprehensive assessment for teachers to use to assess student achievement and to determine areas needing additional work. The district is required to submit a report on how they are addressing these two areas within two years.
Superintendent Webber’s positive influence on the district was noted by Cooper. The district received commendations for his leadership and commitment; the district’s commitment to quality personnel, materials and fiscal resources; a collaborative spirit between the district and its stakeholders; and the commitment of the district to academic excellence for all students. “He’s leading by example, and you can see the results,” he said.
Mr. Cooper reported that Ouachita Parish was ranked as highly functional in governance and leadership and stakeholder communications and received operational ratings in the other five areas. He thanked everyone for their warm hospitality and cooperation given them, and willingness to participate in their visit. In conclusion, he congratulated the Board for achieving accreditation for another five years. The district will receive a more detailed report and narrative within 30 days.
On motion by Bill Norris, seconded by Carey Walker, the Board expressed their appreciation to Jerry Cooper and his Quality Assurance Review Team for their hard work and diligence in analyzing our school system in making recommendations and suggestions for improvements to our school system.
A “special” acknowledgment was expressed to Title I Supervisor Dr. Peggy Wheelis for her expertise and hard work in successfully coordinating and preparing for the QAR Team’s visit.
Business Manager Richie Garrett continued under business item no. 2 with his recommendation, and Susan Spence moved, seconded by John Russell, that the Board renew the two-year auditors’ performance contract with Luffey, Huffman, Ragsdale and Soignier, Certified Public Accountants, for the accounting period June 30, 2011 and 2012. Motion carried unanimously.
There being no further business to discuss, Carey Walker moved, seconded by Susan Spence, that the meeting adjourn. Motion carried unanimously.

PROCEEDINGS OF THE POLICE JURY, PARISH OF OUACHITA, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON, MONDAY, JANUARY 10, 2011 AT 5:35 P.M.
The Police Jury of the Parish of Ouachita, State of Louisiana met in a regular session in the Ouachita Parish Police Jury Meeting Room, Courthouse Building, Monroe, Louisiana on Monday, January 10, 2011 at 5:35 p.m., and was duly convened by Mr. Shane Smiley, President, who stated that the Police Jury was ready for the transaction of business.
Members Present (6): Charles Jackson, District A; Mack Calhoun, District B; Walt Caldwell, District C; Ollibeth Reddix, District D; Shane Smiley, District E; Pat Moore, District F.

The invocation was given by Dr. Reddix. The Pledge of Allegiance to the flag was led by Dr. Reddix.
ELECTION OF OFFICERS:
The president stated it was time to elect new officers and open up the floor for nominations. Mr. Calhoun, seconded by Mr. Caldwell nominated Mr. Smiley for president. Ms. Moore nominated Mr. Jackson for president. The president declared the nominations for president closed. The president called for the vote on the nominees for president. The vote for president was as follows: Shane Smiley – 4 YEAS, 1 NAY, 1 ABSTAIN. Mr. Shane Smiley was declared President for the year 2011.
Mr. Calhoun nominated Mr. Caldwell for Vice-President. There were no other nominees. The president declared the nominations for vice-president closed. Mr. Walt Caldwell was declared Vice-President for the year 2011.
APPROVAL OF AGENDA:
The president asked if there were any additions to the agenda. Mr. Rhodes asked that an additional item be added to the Personnel Committee to hire a Juvenile Detention Officer II. Discussion ensued. Mr. Mitchell advised the jury that this item could be included under the Personnel Actions listed as an item under the Personnel Committee without an amendment to the agenda.
Mr. Cammack stated that he had an item that had been inadvertently left off the last agenda and needed to be addressed at this time. The item was the bid tabulation for Food & Food Products-1st Quarter. Mr. Cammack stated that this item was needed so that food could be order for the detention center. Motion offered by Mr. Caldwell, seconded by Mr. Jackson to add the Food & Food Products-1st Quarter bid tabulation to the agenda. Motion passed without opposition.
Mr. Mitchell noted that Ms. Judy Bell of The Wellspring was present and would report on the grants.
The president asked if there were any other additions to the agenda. There were none. Motion to approve the agenda was offered by Mr. Jackson, seconded by Mr. Caldwell.

VISITORS:
The president recognized visitor Lindsey Gouedy of the Sparta Groundwater Commission. Ms. Gouedy expressed thanks to the jury for their continued support of the commission. Ms. Gouedy spoke extensively about the role of the commission and its effort to better education the surrounding parishes about the importance of the Sparta Aquifer.
Mr. Calhoun thanked Ms. Gouedy for her presence and thanked the jury again for their continued support of the commission. Mr. Calhoun spoke briefly regarding the Sparta Aquifer and the plans to build a lake in the parish. No action was taken on this matter.
The president convened a PUBLIC HEARING on Ordinance No. 8976 – An ordinance revoking a portion of a drainage servitude on Lot 1, Pine Hills Estate, Extension No. 1, and further providing with respect thereto. No one appeared to speak in favor of or against the proposed ordinance. Motion offered by Mr. Caldwell, seconded by Mr. Jackson to close the public hearing. Motion passed without opposition.

Chief Hemphill reported that the new generator purchased by Homeland Security had been delivered, but was not operational at this time. In addition, the chief advised the jury that he would be presenting the revised rules and regulations for the department to the jury in the near future.
Chief Hemphill stated that a review of the fire rating for the parish is forthcoming. A brief discussion ensued. No action was taken on the matter.

Mr. Cammack stated that the jury had previously approved this office observing the state’s holidays. Mr. Cammack explained that since the office had fewer state employees, it was beneficial that the office observe the recognized parish holidays. Ms. Moore stated that the board had approved the request at its last meeting. A brief discussion ensued. Motion offered by Mr. Jackson, seconded by Mr. Smiley to grant the request. A Notice of Special Election shall be published in The Ouachita Citizen, a weekly newspaper of general circulation within the Parish, published in West Monoe, Louisiana, and being the official journal of the Police Jury, once a week for four consecutive weeks, with the first publication to be made not less that forty-five (45) days nor more than ninety (90) days prior to the date of the election, which Notice shall be substantially in the form attached hereto as “Exhibit A” and incorporated herein by reference the same as if it were set forth herein in full.
SECTION 3. Canvass. This Governing Authority shall meet at its regular meeting place, Police Jury Meeting Room, Ouachita Parish Courthouse, 300 St. John Street, Monroe, Louisiana, on MONDAY, MAY 16, 2011 at 5:30 P.M., and shall then and there in open and public session proceed to examine and canvass the returns and declare the result of the said special election.
SECTION 4. Polling Places. Mr. Jackson spoke about the fiscal condition of the correctional center. Mr. Jackson presented an hour long slide presentation to the jury that covered the time period of January 1, 2000 through December 31, 2010. After the presentation, discussion ensued. Mr. Jackson recommended that the jury consider their options which included raising the millage to 12.30 mils for the next 5 years. A lengthy discussion ensued again. No action was taken on this matter.

AN ORDINANCE REVOKING A PORTION OF A DRAINAGE SERVITUDE ON LOT 1, PINE HILLS ESTATE, EXTENSION NO. 1, AND FURTHER PROVIDING WITH RESPECT THERETO.
WHEREAS, the original plat of Extension No. 1 of Pine Hills Estate Subdivision dedicated to the public a 15’ wide drainage servitude running easterly from Britton Road across Lot 1 of said subdivision all of which is shown more particularly on the plat of said subdivision filed in the Conveyance Records of Ouachita Parish at Plat Book ___, Page ____;
WHEREAS, during the course of development the drainage channel following the above-described servitude was relocated to run along the North property line of Lot 1; and,
WHEREAS, following this relocation of the drainage channel a home was constructed on Lot 1 in such a way as to minimally encroach on the drainage servitude dedicated by the subdivision plat as referred to above; and,
WHEREAS, in view of the relocation of the drainage channel described above and the grant of a new public drainage servitude for the relocated drainage channel along the northern boundary of Lot 1, there no longer exists a public purpose for the original drainage servitude across Lot 1, as dedicated by the plat of said subdivision;
NOW THEREFORE;

Ms. Moore asked that Mr. Mitchell update the jury on the Auto Shred/Mush Water Canal. Mr. Mitchell stated that the right of way documents have been prepared and that Mr. Roark and Mr. Clack are working on getting them signed. No other action was taken on this matter.
Ms. Moore asked that the matter regarding the Comprehensive Drainage Plan/LRA Resiliency Program be deferred to the next meeting of the jury.
Ms. Moore, seconded by Mr. Calhoun offered the following resolution for adoption.
RESOLUTIONS 11-03
A RESOLUTION APPOINTING MR. CHARLES HILLTO THE FIRE ADVISORY COMMITTEE, DISTRICT F, BEGINNING JANUARY 10, 2011 AND ENDING JANUARY 10, 2012; AND FURTHER PROVIDING WITH RESPECT THERETO,
WHEREAS, there exists a vacancy on the Fire Advisory Committee; and Mr. Charles Hill, Monroe, LA 71202, District F has expressed a desire to serve on said committee,
NOW, THEREFORE:
BE IT RESOLVED by the Ouachita Parish Police Jury in legal and regular session that the following individual, Mr. Charles Hill, District F, be and hereby is appointed to the Fire Advisory Committee, beginning January 10, 2011, and ending January 10, 2012.
The above resolution was adopted on the 10th day of January 2011.

The president recognized Mr. Cammack, Treasurer.
FISCAL: Mr. Brad Cammack, Treasurer
Mr. Cammack spoke regarding the purchase of a cargo van for Building Maintenance. Mr. Cammack stated that the cost of the van was budgeted for this year. Motion offered by Mr. Jackson, seconded by Mr. Caldwell to approve the purchase of a cargo van in the amount of $20,984 for Building Maintenance Department. Motion passed without opposition.
Mr. Cammack spoke regarding the bid tabulation for Food & Food Products for the first quarter. Mr. Cammack recommended the lowest conforming bid of Conco Foods in the amount of $20,887.96. Motion offered by Mr. Jackson, seconded by Mr. Calhoun to accept the lowest conforming bid. Motion passed without opposition.
The president recognized Chief Hemphill, Fire Department.

The chief stated that he had no items.
The president recognized Mr. Mitchell, Assistant District Attorney.

PUBLIC WORKS: Mr. John Tom Murray, Director
Mr. Murray stated that he had no additional items.
The president noted that Mr. Holtzclaw, Parish Engineer was not present at tonight’s meeting.
Ms. Moore asked that the matter of Safe Routes to School be added to the next agenda. There being no other business to come before the jury, a motion to adjourn was offered by Mr. Caldwell, seconded by Mr. Jackson. The meeting was adjourned at 7:40 p.m.
