Mr. Murray stated that his department had researched the right of way access in the area and determined that there was enough room to install a stop sign. Mr. Caldwell asked that a stop sign be placed on Acadian Boulevard immediately. No formal action was required on this matter. Mr. Caldwell asked Mr. Murray to speak regarding the drainage issue on Northgate Drive. Mr. Murray stated that he has investigated the issue and it would be handled in house. No other action was taken on the matter. The president recognized Dr. Reddix, District D. DR. OLLIBETH REDDIX, DISTRICT D: Dr. Reddix asked Mr. Mitchell to speak regarding the status of the cooperative endeavor agreement with Swanson Correctional Facility and the J. S. Clark Cemetery. Mr. Mitchell indicated that the agreement had been signed by both parties, and the equipment had been purchased. Mr. Mitchell stated that he would contact Swanson and report back to the jury at its next meeting. Dr. Reddix asked that Mr. Holtzclaw speak regarding the ground penetration radar proposals. Mr. Holtzclaw presented three proposals which were basically the same except for the acreage covered. The proposals were from Ground Penetrating Radar Systems, Inc. Discussion ensued. Mr. Holtzclaw recommended the proposal which included the area of roughly 5.5 acres at a cost of $17,000 plus the GPS Mapping fees if desired. Discussion ensued again. The following members were present: Jack White, Scott Robinson, A. R. Sims, Jerry R. Hicks, John Russell, Susan Spence and Carey Walker. There were none absent. The Pledge to the Flag was led by Board member Susan Spence. The Invocation was given by Board member Reverend John Russell. On motion by A. R. Sims, seconded by Scott Robinson, the Board unanimously approved the Minutes of November 16, 2010 as written. On motion by Jerry Hicks, seconded by A. R. Sims, the Board approved the revised Agenda as presented. Motion carried unanimously. On motion by Susan Spence, seconded by A. R. Sims, the Board approved the amended Personnel Agenda as presented, including the changes since it was mailed out. Motion carried unanimously. Mr. Maurio Brazil presented for consideration, the Kidcam Camp program for kids ages 3-13 years of age. Mr. Brazil requested the use of Claiborne Elementary School for eight weeks during the summer months to run his camp after school is out. The Board did not commit to his request at this time, but took the advice of the Superintendent and invited Mr. Brazil to meet with Dr. Webber and first discuss the program with him. After reviewing Mr. Brazil’s request, the Board will make a final decision. After 20 years of service to the citizens in District A, Jack White is retiring and will no longer serve as a Board representative. In honor of his service, several school staff members, who also consider themselves friends, presented him scripted plaques (read aloud) in appreciation for his many years of service to the Board, Ouachita Parish Schools, community, and music education. Colleagues and former students, Mark Walker, Shere May, Mike Spears, Frank Sanders, John Lindsey and Nathan Randal commented on their personal relationships with Mr. White that developed throughout their association with the OPSS and the influence his leadership had on shaping their lives. Ouachita Parish Junior High School Principal, Marsha Baker, was emotional as she requested the Board to start proceedings to name the newly renovated band building on the OPJHS campus, the Jack W. White Band Complex, where he first started his career in music education. Dr. Webber acknowledged Jack White, along with his wife, Coralee, for their outstanding contributions to the Ouachita Parish School System. Mr. White served 20 years as a Board member, excelling in educational leadership, for the people in District A. His 15 years of service as President and two years as Vice President will be sorely missed. Dr. Webber invited everyone to join the Board for a reception at the Media Center after the meeting in honor of Jack White’s accomplishments as an outgoing Board member and educator. Title I Supervisor Peggy Wheelis reviewed the District Accreditation/District Policy with the Board. A Compilation of District Accreditation Policies was distributed to the Board members for their review before requesting their approval in January 2011. In order to encourage teachers to attend mandated in-service requirements, Curriculum Coordinator Brenda Deason presented the current and proposed changes to the Ouachita Parish School System Professional Development Compensation Guidelines for the Board’s consideration. Whereby, Jerry Hicks moved, seconded by Susan Spence, to adopt the proposed changes to the OPSS Professional Development Compensation Guidelines identifying changes in two different policies for extended school day supplemental instructional programs, pay and change certified teacher pay to $30.00/hr. (from $25.00) for direct student instruction primarily for after school tutoring. The guidelines written herein are for paying Ouachita Parish School System employees who participate in professional development activities (copy of policy on file). Motion carried unanimously. The second policy includes changes to the Professional Compensation Guidelines presented by Mrs. Deason as she asked for more flexibility in payment of stipends at a reduced rate if funds are not available and asked that a statement be included in the policy clarifying this action. Whereby, Scott Robinson moved, seconded by Carey Walker, that the Board include the In-service Teacher Pay statement of the OPSS Professional Development Compensation Guidelines policy clarifying that the guidelines establish the maximum rates available with flexibility to pay at a reduced rate if necessary. The policy declares that the hourly rate for contact hours is for all personnel attending which includes certified teachers, paraprofessional-highly qualified and college student mentor/tutor. The policy also contains an exclusion stating that a stipend will not be paid for those attending conferences outside the regular workday, such as weekends or holidays, if all travel expenses and registration are paid. More changes are defined in the policy on file. Motion carried unanimously. Testing Coordinator Mary Duzan presented proposed changes to the Board regarding the Test Security Policy based on the instructions in State Bulletin 118 that states it is to be approved in December 2010 and presented for Board consideration. Whereby, Carey Walker moved, seconded by Jerry Hicks, that the Board adopt the changes to the Test Security Policy as presented (copy of policy on file). Motion carried unanimously. Accounting Manager Juanita Duke presented the proposed changes to the Property Inventory Control Policy for the Board’s consideration. Whereby, John Russell moved, seconded by Scott Robinson, that the Board adopt the changes to the Property Inventory Control Policy establishing inventory guidelines for reporting purposes as presented. According to Governmental Accounting Standards Board Statement (GASB) No. 51, Accounting and Financial Reporting for Intangible Assets, this action is required by the government in the financial reporting of capital assets. State and local governments are now required to capitalize and amortize its intangible assets beginning with our fiscal year 2009-10 financial reporting cycle. Intangible assets include assets such as easements, water rights, timber rights, patents, trademarks, and computer software. In the past, intangibles in capital assets or its related amortization of intangible assets were not included in our report. Motion carried unanimously. Dr. Webber addressed the Board requesting an increase in instructional funds for schools. After meeting with a group of principals, he pointed out that the new laws in place limit concession sales, ultimately affecting school funds or profit. Dr. Webber asked the Board to help schools out by considering an increase in instructional funds of $4.00 per student, with a minimum of $1500 and a maximum of $8,000 for a total of $80,000. Whereby, A. R. Sims moved, seconded by Scott Robinson, that the Board grant Superintendent Webber additional instructional funds of $4.00 per student at each school with a minimum limit of $1500 and a maximum limit of $8,000 to be used for technology and other instructional improvements. Motion carried unanimously. Special Projects/Safety Coordinator Kenneth Slusher reported that work is underway at Woodlawn Middle School. Starting Monday, classroom furniture will be delivered to the new Richwood Middle School and expects the school will be ready for occupancy the first of January. Mr. Slusher announced that on Wednesday, December 15 at 9:00 o’clock, there will be a monthly meeting on the progress of Sterlington Elementary School. All the other ongoing projects are either finished or nearly finished. In conclusion, the Qualified School Construction Bond (QSCB) projects (Calhoun Elementary, Crosley, Riverbend and others) are still to be completed. Except for the classroom wing project at Robinson Elementary, Shady Grove and Swayze are finished. On the recommendation of Business Manager Richie Garrett, Scott Robinson moved, seconded by A. R. Sims, that the Board grant permission to Purchasing Agent Bobby Jones to open the bids for band instruments [Bid No. 34-11], select the bids meeting specifications and report the results to the Board at their next meeting. Motion carried unanimously. On the recommendation of Business Manager Richie Garrett, Scott Robinson moved, seconded by A. R. Sims, that the Board reject the bids for document scanning [Bid No. RFP 16-11] and rebid as the bids did not meet specifications. Motion carried unanimously.
