This Service Charge is to be collected in lieu of the $30.00 Service Charge presently authorized to be collected through 2013. The amount reasonably expected to be collected from the levy of the Service Charge for the first year will be approximately $1,305.00.

AN ORDINANCE FURTHER AMENDING CHAPTER 22 OF THE COMPILED ORDINANCES OF OUACHITA PARISH AMENDING SECTION 8 OF SAID CHAPTER, SAID ORDINANCE PROVIDING FOR AN ANNUAL REVENUE FOR CERTAIN ADDITIONAL ROAD LIGHTING DISTRICTS LOCATED WITHIN THE PARISH OF OUACHITA, STATE OF LOUISIANA, LEVYING ANNUAL TAXES FOR SAID PURPOSES.
WHEREAS, Ouachita Parish Police Jury adopted its annual revenue law by Ordinance No. 8969 on September 20, 2010,
WHEREAS, thereafter on October 2, 2010, the voters in certain road lighting districts approved service charges for their districts to be levied in said district;
NOW, THEREFORE, the Ouachita Parish Police Jury adopts the following additional revenue provisions to levy the Road Lighting District charges:
2010 REVENUE LAW
ROAD LIGHTING DISTRICTS SERVICE CHARGES
SECTION ONE: BE IT FURTHER ORDAINED that pursuant to the provisions of the proposition which was approved at a special election held on October 2, 2010, there is hereby levied a service charge of Forty-five and no/100 Dollars ($45.00), plus a collection charge of $2.25 to be paid to the Tax Collector, in the year 2010 on each parcel of immovable property located wholly or partly within the boundaries of the Road Lighting District No. 18, for the purposes stated in the proposition.
SECTION TWO: BE IT FURTHER ORDAINED that pursuant to the provisions of the proposition which was approved at a special election held on October 2, 2010, there is hereby levied a service charge of Forty and no/100 Dollars ($40.00), plus a collection charge of $2.00 to be paid to the Tax Collector, in the year 2010 on each parcel of immovable property located wholly or partly within the boundaries of the Road Lighting District No. 28, for the purposes stated in the proposition.
SECTION THREE: BE IT FURTHER ORDAINED that pursuant to the provisions of the proposition which was approved at a special election held on October 2, 2010, there is hereby levied a service charge of Seventy-five and no/100 Dollars ($75.00), plus a collection charge of $3.75 to be paid to the Tax Collector, in the year 2010 on each parcel of immovable property located wholly or partly within the boundaries of the Road Lighting District No. 40, for the purposes stated in the proposition.
SECTION FOUR: BE IT FURTHER ORDAINED that pursuant to the provisions of the proposition which was approved at a special election held on October 2, 2010, there is hereby levied a service charge of Seventy-five and no/100 Dollars ($75.00), plus a collection charge of $3.75 to be paid to the Tax Collector, in the year 2010 on each parcel of immovable property located wholly or partly within the boundaries of the Road Lighting District No. 42, for the purposes stated in the proposition.
BE IT FURTHER ORDAINED, that all said taxes enumerated herein in the various sections of this Ordinance shall be eligible and collectable on the same day in the manner as provided by existing laws and ordinances of the Ouachita Parish Police Jury.

The vice president spoke regarding Ordinance No. 8971 enacting a temporary ban on open air burning within the parish. Discussion ensued. After discussion the following Ordinance was offered by Mr. Jackson, seconded by Dr. Reddix:
ORDINANCE NO. 8971
AN ORDINANCE TO ENACT A TEMPORARY BAN ON THE OPEN-AIR BURNING OF TRASH, GARBAGE, LEAVES, LIMBS, BRANCHES, AND DEBRIS OF ANY KIND; AND FURTHER PROVIDING WITH RESPECT THERETO.
WHEREAS, La. R.S. 33:1236(31) authorizes parish governing authorities such as the Ouachita Parish Police Jury to, inter alia, prohibit the burning of “trash, garbage, leaves, limbs and branches, or debris of any kind;”
WHEREAS, due to the ongoing dry weather conditions the Louisiana Fire Marshall has instituted a state-wide burn ban;
WHEREAS, nonetheless there has been a proliferation of grass and woods fires throughout Ouachita Parish in recent days;
WHEREAS, the Chief of the Ouachita Parish Fire Protection District No. 1 has recommended a local, temporary ban on outdoor burning to control the proliferation of grass fires and woods fires during the current dry weather conditions; and,
WHEREAS, the Ouachita Parish Police Jury finds that such a temporary ban on outdoor burning serves the interests of the citizens of Ouachita Parish by helping to reduce the risk posed to lives and property by the proliferation of grass and woods fires during the current dry weather conditions and enhances the ability of local authorities to carry out the goals of the State Fire Marshall’s recent action;
NOW, THEREFORE:
BE IT ORDAINED by the Ouachita Parish Police Jury in a legally called and assembled special meeting held on October 8, 2010, that:
In the unincorporated areas of Ouachita Parish no person shall conduct the open air burning of any trash, garbage, leaves, limbs and branches, or debris of any kind.
This Ordinance shall be effective from the time of its adoption by the Ouachita Parish Police Jury until terminated.
3. This Ordinance shall not apply to any person conducting open air burning pursuant to a license or permit issued by the Louisiana Department of Agriculture and Forestry or the Louisiana Department of Environmental Quality.
4. Any person violating any provisions of this Ordinance shall be punished by a fine of up to Five Hundred ($500.00) Dollars or imprisoned for a term of not more than thirty (30) days.
5. As an alternative to any other available enforcement mechanism or procedure, this Ordinance may be enforced through an administrative adjudication by the Ouachita Parish Administrative Hearing Officer pursuant to La. R.S. 13:2575(B) and Ouachita Parish Police Jury Ordinance No. 8786 (Compiled Ordinances of Ouachita Parish, Section 1-26);
BE IT FURTHER ORDAINED that upon the written recommendation of the Chief of the Ouachita Parish Fire Protection District No. 1 the President of the Ouachita Parish Police Jury is hereby authorized to terminate the Temporary Burn Ban effected by this Ordinance. Said termination shall be made by a written Proclamation to be posted at the Ouachita Parish Courthouse, published in the Official Journal, and distributed to local media outlets;
BE IT FURTHER ORDAINED that a copy of this Ordinance be forwarded to the Sheriff of Ouachita Parish; the Constables of Ouachita Parish; the Ouachita Parish Fire Department; the City Marshal of West Monroe; the City Marshal of Monroe; and, the News Media in Ouachita Parish.
The Ordinance was submitted to a roll call vote, and the vote thereon was as follows:

Project) Series 2010 (the "Bonds")for the purpose of financing the cost of acquiring, constructing and installing additional facilities adjacent to Monroe Surgical Hospital, the address of which is 2408 Broadmoor Blvd., Monroe, in the Parish of Ouachita, State of Louisiana, constituting recovery zone property to be located in the geographical limits of Ouachita Parish in a Recovery Zone designated by the Parish herein, as provided in the American Recovery and Reinvestment Act of 2009 (the "Project"), and paying the costs of issuance of such Bonds, all in the manner provided in the Indenture of Trust (the "Indenture") between the Issuer and IberiaBank, as trustee (the "Trustee"), the proceeds of which Bonds are made available to Vantage Health Plan, Inc., a Louisiana corporation (the "Company"), to finance the Project pursuant to a Lease Agreement between the Issuer and the Company (the "Lease Agreement").
The Bonds will be secured solely by payments made by the Company pursuant to the Indenture and Lease Agreement by and between the Company and the Issuer, will not be payable from any other revenues of the Issuer or the State of Louisiana, and will not constitute an indebtedness of the Issuer or the State of Louisiana within the meaning of any constitutional or statutory limitations of indebtedness.
Following such public hearing, the Police Jury will consider for adoption a resolution granting approval to such proposed issuance of the Bonds in one or more series for the purpose of compliance with Section 147(f) of the Internal Revenue Code of 1986, as amended, and addressing related matters.

BID SECURITY, BONDS, EVIDENCE OF ATHORITY

Title and possession of all materials and equipment acquired pursuant to this authority granted to CONTRACTOR shall pass directly from the vendor to the CITY, and CONTRACTOR’S rights and obligations shall be that of purchasing agent. All purchases for the PROJECT shall be in the name of CITY, and all payments to vendors shall be made by the CONTRACTOR as CONTRACTOR-AGENT of the CITY, using funds that are accounted to the CITY. Commissioner Hall called the meeting to order promptly at 11 a.m.
The first item on the agenda was cash disbursements. Mr. Cox presented the disbursements to all present. Following a brief discussion Commissioner Leach made a motion to accept the disbursements as reasonable and necessary.
The final item was a general discussion concerning customers with multiple connections to the original tap location. As in the past it is the customer's responsibility to inform the sewer district if an additional connection is disconnected. The district will only reimburse sewer fees from the point of notification. That has always been the policy of the district and will continue to be their policy.
No further business being presented, the meeting adjourned at 11:30 a.m.
