NOTICE
The Ouachita Parish School Board met in regular session Tuesday, October 5, 2010 at twelve (12:00) o’clock noon at its regular meeting place, the Ouachita Parish School Board office.
The following members were present: Scott Robinson, A. R. Sims, Jerry R. Hicks, John Russell and Susan Spence. Jack White and Carey Walker were the only members absent.
Board member Scott Robinson led the Pledge to the Flag.
The Invocation was given by Board member Susan Spence.
In the absence of President Jack White, Vice President Jerry Hicks served as President Pro Tem. Mr. Hicks welcomed the guests and congratulated the winners of the October 2, 2010 Board member election held October 2, 2010 as follows: Incumbents, Scott Robinson District B representative; Jerry Hicks, representing District D and Carey Walker serving in District F were unopposed. Retired judge and former Board member William “Bill” Norris won the bid for election to serve citizens in District A, replacing former representative Jack White who is retiring in December, completing five consecutive terms in office as the district’s representative. As incumbents and winners of the October 2, 2010 election, Mr. Sims begins his seventh consecutive term serving District C, Reverend John Russell was re-elected to his seventh term for District E citizens, and Susan Spence continues representing citizens in District F for a second term. The Board will begin serving another four-year term January 2011-2014.
On motion by A. R. Sims, seconded by John Russell, the Board unanimously approved the Minutes of September 7, 2010 as written.
Susan Spence moved, seconded by John Russell, to add Item No. 7 (Football Press Box at WMHS) under Evaluation of Bids on the Agenda. Motion carried unanimously.
On motion by Scott Robinson, seconded by A. R. Sims, the Board approved the Agenda with the addition of Item No. 7 the football press box at WMHS under X. Evaluation of Bids. Motion carried unanimously.
With a motion by A. R. Sims, seconded by John Russell, the Personnel Agenda was approved as presented, including the changes since the Agenda was mailed out. Motion carried unanimously.
Child Welfare and Attendance Assistant Director Gary Armstrong presented a renewal of the Positive Behavioral Support Funding Proposal for the Board’s consideration. The program is mandated but not funded by the state. Board members approved an allowance of at least $800 per school to be used as incentives for students’ positive behavior for the 2009-10 school year. Overall, the principals are pleased with the success of the program and believe it is a valuable and important tool. However, Mr. Armstrong asked the board to make changes in this year’s allotment. He does not think it is fair and equitable for small and large schools to receive the same amount of funding and be expected to do the same thing with it. Scott Robinson suggested that the board might want to consider raising the total allocation to $2 per student. Whereby, Scott Robinson moved, seconded by Susan Spence that the Board accept the changes in the School Wide Positive Behavioral Support Program (SWPBS/PBIS) as follows and continue funding the program as presented by Mr. Armstrong:
Schools with 400 students or less: 10 @ $ 800 each = $ 8,000
Schools with 401 to 800 students: 21 @ $1200 each = $25,200
Schools with 801 students or more: 4 @ $1500 each = $ 6,000
Total Cost = $39,20
(An increase of $11,200 over the Board approved allocation last year)
Motion carried unanimously.
On motion by John Russell, seconded by A. R. Sims, the Board granted the matching funds request of Crosley Pre-K & K in the amount of $4,950 for the purchase of playground equipment as it meets the requirements of the matching funds policy. Motion carried unanimously.
On the recommendation of Special Projects/Safety Coordinator Kenneth Slusher, Mr. Sims moved, seconded by Scott Robinson, that the cost of flu shots be paid for by the Board and that the Board also provide the Ouachita Parish School System employees and substitutes with free flu vaccines. Mr. Slusher announced that he was able to negotiate 1200 flu vaccine at a total cost of $13,440 or $11.20 each, a lot less than last year’s cost. The school nurses will administer the shots at their prospective schools and shot supplies will be furnished through the nurses program. Any remaining vaccine will be offered to the students. Motion carried unanimously.
Mr. Slusher continued his report regarding the progress on school construction/ renovation projects. They are making progress at Sterlington Elementary School as the roofers are back on the job, the materials are in, and any materials that are on site, are being installed. At Calhoun Middle School, the air conditioner installation and additions are almost complete. The building is in at West Ridge Middle School and is in the process of being constructed. Still working on the restrooms at Highland, Claiborne’s new parking lot is complete and at Drew all the work is complete. The general contractor is working on a punch list at OPAC as everything has been completed and waiting on final inspection from the fire marshal. The Lenwil project is going really well and making progress. We are still working on the new serving line at Riser and the new drive through is complete. In conclusion, the restrooms in the WMHS auditorium are nearing completion and should be completed Monday.
On the recommendation of Special Projects/Safety Coordinator Kenneth Slusher, Scott Robinson moved, seconded by John Russell, that the Board accept the low base bid meeting specifications from Rugg Construction in the amount of $248,000 including Add Alternate No. 1 & No. 2 for $24,000 for a total cost of $272,000 for constructing a concession stand, press box building, restrooms, complete new bleachers on the home side and new boards for the visitors side of the West Monroe High School softball field [Bid No. 20-11]. Motion carried unanimously.
On the recommendation of Special Projects/Safety Coordinator Kenneth Slusher, Scott Robinson moved, seconded by John Russell, that the Board reject the base bids and alternates for constructing a stadium press box at West Monroe High School football stadium as all the bids were over the budget of $60,000. The bids, including alternates, came in over $150,000. Motion carried unanimously.
Business Manager Richie Garrett informed the Board that there were no responsive bids received for [Bid No. 17-11] Sale of Surplus Equipment and [Bid No. 11-11] a Greenhouse for Ouachita Parish High School. Therefore, no action was needed from the Board.
Business Manager Richie Garrett asked the Board to allow Purchasing Agent Bobby Jones more time to evaluate the bids to make sure they meet specs before acceptance for band instruments and library furniture at Richwood Middle and Sterlington Elementary Schools. Whereby, Susan Spence moved, seconded by John Russell, that the Board allow Purchasing Agent Bobby Jones more time to evaluate the bids and grant him permission to accept the low bids meeting specifications for band instruments [Bid No. 18-11] and library furniture at Richwood Middle and Sterlington Elementary Schools [Bid No. 23-11] and report results to the Board at the next meeting. Motion carried unanimously.
On the recommendation of Business Manager Richie Garrett, A. R. Sims moved, seconded by Scott Robinson, that the Board accept the low bid of Economical Janitorial Paper at $27.98 per case for copy paper [Bid No. 22-11]. Motion carried unanimously.
On motion by Scott Robinson, seconded by John Russell, the Board amended the Agenda to include the following items under Permission to Bid and are considered Public Works Projects: (1) Greenhouse (OPHS); (2) Covered Walkway (WRMS); and (3) Upstairs Bleachers in Gym (WMHS) as recommended by Special Projects/Safety Coordinator Kenneth Slusher. Motion carried unanimously.
Scott Robinson moved, seconded by John Russell, that the Board grant permission to bid the following Public Works Project items: (1) Greenhouse (OPHS); (2) Covered Walkway (WRMS); and (3) Upstairs Bleachers in Gym (WMHS). Motion carried unanimously.
