A regular meeting of the Board of Commissioners, Hospital Service District No. 1 of the Parish of Ouachita, State of Louisiana was called to order at 11:45 A.M. at the Wellness Center at 3215 Cypress Street, West Monroe, Louisiana, by Steve Hall, Chairman of the Board of Commissioners. All references to the “District” refer to the Hospital Service District No. 1 of the Parish of Ouachita, State of Louisiana. All references to the “Foundation” refer to the Ward Five Healthcare Foundation, doing business as the Living Well Foundation.

EXECUTIVE SESSION FOR PURPOSES OF STRATEGIC PLANNING, INCLUDING WITH RESPECT TO THE FUTURE OF THE WELLNESS CENTER AND RELATIONS WITH GRMC, GLENWOOD RESOLUTION AUTHORITY, INC., AND THE WARD FIVE HEALTHCARE FOUNDATION (NOW DBA LIVING WELL FOUNDATION)
A motion was made by Mr. Gilley, seconded by Mr. Hall, and unanimously approved for the Board of Commissioners to go into executive session for the purposes of strategic planning, including with respect to the future of the Wellness Center and relations with GRMC, Glenwood Resolution Authority, Inc., and the Ward Five Healthcare Foundation (now dba Living Well Foundation).
Debbie Takewell and Karen Hanna presented HSD and Wellness Center financials during their designated time in Executive Session.
Amanda Adcock, Executive Director of the Wellness Center, attended Executive Session during the monthly financials presentation and made her Management Report.
A motion was made by Mr. Spencer, seconded by Mr. Gilley, and unanimously approved for the Board of Commissioners to go back into regular session.
APPROVAL OF MINUTES OF DISTRICT BOARD MEETING HELD ON JULY 20, 2010
After review of the July 20, 2010 Board minutes, a motion was made by Mr. Gilley and seconded by Mr. Hall to adopt the minutes as presented and the motion was unanimously approved.

The Commissioners reviewed and discussed the Living Well Foundation’s 2009 Form 990 and Compliance Certificate.
APPROVAL OF REVISIONS TO LIVING WELL FOUNDATION’S INVESTMENT POLICY AND INVESTMENT MANAGEMENT AGREEMENT WITH JPMORGAN INVESTMENT MANAGEMENT, INC.
After due discussion, Mr. Spencer proposed, Mr. Gilley seconded, and the Board of Commissioners unanimously adopted the following resolution:
WHEREAS, Section 2.B(7) of the Cooperative Endeavor Agreement between the District and the Foundation and Section 2.10 of the Bylaws of the Foundation provide that the Foundation shall not take certain actions, including any transaction involving $1 million or more or involving the current owner or operator of Glenwood hospital, without (i) the approval of the Board of Directors of the Foundation by the affirmative vote of two-thirds of the directors then in office, and (ii) the approval of the Board of Commissioners of the District;
WHEREAS, by letter dated May 13, 2010, IASIS Glenwood Regional Medical Center, L.P. effectively released the restrictions contained in Section 8.8 of the Asset Purchase Agreement by approving all securities in which a Louisiana political subdivision would be permitted to invest under Louisiana R.S. 33:2955, as amended from time to time;
RESOLVED, that the deletion of Section VII 2. of the Investment Policy of the Foundation is approved.
FURTHER RESOLVED, that the deletion of similar limitations in the Investment Management Agreement dated as of July 2, 2007, by and between JPMorgan Investment Management, Inc. and the Foundation is approved, including but not limited to deletion of Section 2, entitled “Restrictions”, of that portion of Exhibit A to the Investment Management Agreement addressing “Customized Short Treasury and Agency-Managed Income Portfolio Investment Policy”.
APPROVAL OF PROPOSED CHANGES TO LIVING WELL FOUNDATION’S FORM OF GRANT AGREEMENT
The following resolution was offered by Mr. Spencer, seconded by Mr. Gilley, and unanimously approved by the Board of Commissioners:
WHEREAS, Section 3.7 of the Bylaws of the Foundation provides, among other things, that forms for grant agreements of the Foundation shall be submitted for approval by the Board of Directors of the Foundation and thereafter by the Board of Commissioners of the District;
WHEREAS, the Board of Directors of the Foundation, at its meeting on August 3, 2010, approved certain changes to the form of grant agreement used by the Foundation, a copy of which form showing the changes has been presented to this meeting;
RESOLVED, that the proposed changes to the form of grant agreement are approved, and the resulting revised form of grant agreement is approved for use by the Foundation with all grants.

Mayor Vern Breland called the meeting to order. A quorum was present and acting. Aldermen present: Bonnie Dilmore, Ladd Williams, Caesar Velasquez, Ron Hill, and Jayne Bullock.

Mayor Vern Breland gave the invocation and led the group in the Pledge of Allegiance.

AGENDA MODIFICATIONS

Alderman Williams stated number six under new business was for introduction only.
REPORTS
ALDERMEN REPORTS
Ladd Williams gave an update on the upcoming chamber events. The Chamber of Commerce will be having the River Cruise on September 9, 2010. On September 20, 2010, the local candidates will be invited to a political forum, which the location and the time are undetermined at this time.
ECONOMIC DEVELOPMENT
Charles McDonald gave an update on the grants that have been awarded to the Town; $100,000 from the Delta Rural Authority and $15,000 from the Legislature a House Bill Grant. The $100,000 grant will be used for sewer and the $15,000 grant will be used for a “Welcome to Sterlington” Sign on the north end of Highway 165. Mr. McDonald also stated that we have secured a $675,000 loan at 1% interest that Lazenby & Associates applied for which is to be used for sewer.
Mr. McDonald reported that he is still working with businesses to come to our community. He is still working on getting a Hotel in our town. A local family has asked Mr. McDonald to hold off until about August or September to talk about a local Hardware Store.
AUDIT REPORT
Francis Huffman from Luffey, Huffman, Ragsdale and Soignier CPA Firm presented the audit report for year end 2009 and went over it in detail. He explained the comments in the management letter do not warrant a “finding”. The items found in the management letter are no I-9s, W-4s or L-4s found in some of the personnel files. He stated overall the Town had a good audit.
BLACK DURANGO ENGINE
Chief Barry Bonner stated that the engine is here and Stuart’s has started installing it. He said it will be a few days before we get it back.
GIS UPDATE
Will Merritt explains that GIS can give lots of different information that can be used for economic development. Mr. Merritt states that it can be used for household income, how far you drive according to your address, traffic counting data, and etc. He stated restaurants use the GIS system to find good areas to build their franchises. He has given the police officers a map of Sterlington and public works a map of the water lines, sewer lines, man holes, and right of ways. He has also compiled a map for planning and zoning. His next project will be to put all the ditch work in and establish how the water flows so we can find clogged areas easier.

NEW RIDING LAWN MOWER

ROOF REPAIR QUOTE
Mayor Vern Breland stated that we have a quote for our leaking roof. He advised that the roof only leaks when we get a major rain. The bid is $5,087.00 from Roofing Contractors, Inc. The Council wants Mayor Breland to get two or three more quotes for the next meeting.
RANDY HALL POLICE DEPARTMENT PART-TIME EMPLOYMENT
Chief Barry Bonner gave the council a letter regarding Officer Randy Hall. Ron Hill wanted to review the latest budget reports before making a decision to employ him part-time.
M/S/C (Ron Hill, Caesar Velasquez) to take a 2 or 3 minute recess.
The recess was taken at 7:21 p.m. The meeting was called back to order by Mayor Vern Breland at 7:24 p.m. Chief Bonner stated the only thing that will change is the workman’s compensation. Alderman Williams asked if Randy Hall has passed all of his tests and if he is post certified. Chief Barry Bonner answered that he has passed everything and is post certified. Jayne Bullock asked about his previous employment.
M/S/C (Ladd Williams, Ron Hill) to hire Randy Hall as part-time Police Officer at an hourly pay rate of $10.50 as recommended by Chief Bonner.
FOOTBALL SPONSORSHIPS, MAGIC 97 AND FEED THE PANTHER FOOTBALL PLAYERS
Mayor Vern Breland discussed the different levels of sponsorship. The Council agreed to sponsor “Wear that Panther Pride” at $375 (three hundred seventy-five dollars).
DITCHING AT MEDIC PHARMACY
Mayor Vern Breland discussed the possibility to help Medic Pharmacy through the TIF Project. Medic Pharmacy wants to put a parking lot in for the new Sterlington Flooring business. He stated that he explained to Mr. Albritton that we cannot put parking lots in, but we can do any of the infrastructures that deal with drainage. The site has been surveyed by our engineer. Mayor Breland has the plans from the engineer and a quote from Roger Robinson in the amount of $3,000 for the dirt work and installing the pipe.
M/S/C (Ron Hill, Ladd Williams) to use the TIF District money to fund the Medic Pharmacy drainage project.
Mayor Breland said that he will try to have all of the figures and necessary information at the August 10th meeting.
INTRODUCTION OF THE ANNEXATION OF ERIC LIEW’S PROPERTY ON 165
Mayor Vern Breland discussed the location of Eric Liew’s property and that he and Charles McDonald met with Mr. Liew. Matilda Parker asked what Mr. Liew will be doing with the property. Mayor Vern Breland answered that Mr. Liew has it broken up into 5 different lots that will be sold as commercial lots, not residential.
M/S/C (Ladd Williams, Caesar Velasquez) to introduce an ordinance annexing Eric Liew’s property on Highway 165. Ron Hill abstained.

Mayor Vern Breland opened the meeting for public participation. Matilda Parker asked why they skipped number 6 under new business. The council realized that it was skipped and went back to discuss it.
NEW BUSINESS
DISCUSSION ON BANNING OR RESTRICTING PAY DAY LOANS, PAWN SHOPS AND TATOO PARLORS
Ladd Williams talked about the reasons for restricting pay day loans, pawn shops, and tattoo parlors within our town limits. Matilda Parker asked if there are any other kinds of businesses that should be restricted. Alderman Williams asked her to let him know if she thinks of anything. Mayor Breland asked Town Attorney Bryan Racer if the Town would be able to hold a public meeting for planning and zoning in conjunction with the ordinance. Bryan Racer advised that it can be done in conjunction as long as it is introduced and published. Mr. Bruce Bonner asked why the council doesn’t keep businesses who sell alcohol out of the town limits. One Alderman answered that a lot of restaurants count on selling alcohol with food, because one ordered drink just about pays for one whole bottle of alcohol.

Mayor Breland asked if anyone had anything to discuss or talk about. Chief Bonner talked about pawn shops providing a valuable service to the community. Ron Hill stated that if anyone would like to express their opinion to him about pawn shops, pay day loans, tattoo parlors, and adult shops, he would be happy to accept that input.

AN ORDINANCE TO ENLARGE THE CORPORATE LIMITS OF THE TOWN OF STERLINGTON, LOUISIANA PURSUANT TO L.R.S. 33:171 ET SEQ., AND PARTICULARLY R.S. 33:180, BY ANNEXING TERRITORY BELONGING TO THE PARISH OF OUACHITA, LOUISIANA, SAID PROPERTY BEING ADJACENT AND CONTIGUOUS TO THE EXISTING BOUNDARIES OF THE TOWN OF STERLINGTON, LOUISIANA, AND OTHERWISE PROVIDING WITH RESPECT THERETO;
WHEREAS, Louisiana Revised Statutes of 1950, Title 33, Section 171 et seq., as amended, provides for the procedure for annexation of territory into the corporate limits of a municipality; and
WHEREAS, there has been compliance with the procedure required by L.R.S. 33:171 et seq., as amended, including but not limited to the following:
A petition (see Exhibit “1”) has been presented to the Mayor and Board of Aldermen of the Town of Sterlington by each nonresident property owner of the areas to be included in the corporate limits, requesting that property owned by petitioners and contiguous to existing boundaries of the Town of Sterlington, and being more particularly shown by vicinity map attached hereto as Exhibit “2”, more particularly described in Exhibit “3”, be annexed in the corporate limits of the Town of Sterlington, Louisiana;
A certificate of the Ouachita Parish Assessor is attached hereto as Exhibit “4” certifying that according to assessment for property taxes for 2009 the property described in Exhibit “3” is owned by the resident property owners who have petitioned for annexation, and the total property tax assessment for parish taxes for 2009 is in the amount of $40,000.00, and that full amount represents the value of property owned by the persons signing the petition for annexation;
As reflected by Exhibit “5”, according to the records of the Registrar of Voters, there are two registered voters residing within the territory described in Exhibit “3”; and
Proof of publication of the filing of the petition, as required by L.R.S. 33:172B, and of notice of a public hearing concerning the annexation is attached hereto as Exhibit “6”;
Pursuant to the notice as evidenced by Exhibit “6” the Sterlington Board of Aldermen on the 14th day of September, 2010, and hereto held a public hearing regarding said petition for annexation.
WHEREAS, following said hearing by the Mayor and Board of Aldermen and after careful consideration of all recommendations, comments and objections made at said hearing the Mayor and Sterlington Board of Aldermen declare that it is in the best interest of the Town of Sterlington to annex into the corporate limits of the Town of Sterlington the property described in Exhibit “3”.
NOW THEREFORE,
SECTION 1. BE IT ORDAINED by the Mayor and Board of Aldermen of the Town of Sterlington, Louisiana, in legal session convened, that the property owned by Hon K. (Eric) Liew and contiguous to the existing boundaries of the corporate limits and located in the vicinity as shown by the map attached hereto and Exhibit “2” and more particularly described in Exhibit “3” be annexed into the corporate limits of the Town of Sterlington, Louisiana.
SECTION 2. BE IT FURTHER ORDAINED by the Mayor and the Board of Aldermen of the Town of Sterlington, Louisiana, in legal session convened, that the Mayor of the Town of Sterlington, Louisiana or his designee, be and they shall hereby be authorized to take all further actions and execute all further documents, resolutions and/or certifications as are required under L.R.S. 33:171, et seq. or other applicable law, as are necessary, proper or desirable, particularly including but not limited to the filing of the entire boundary of the municipality as changed in including but not limited to the filing of the entire boundary of the municipality as changed in order that the annexation of property set forth above be effected at the earliest possible date.
SECTION 3. BE IT FURTHER ORDAINED by the Mayor and Board of Aldermen of the Town of Sterlington, Louisiana, in legal session convened, that all Ordinances or parts of Ordinances in conflict herewith are repealed, but this repeal shall be only insofar as such Ordinances conflict and/or are inconsistent with this Ordinance; and all Ordinances or parts of Ordinances not inconsistent herewith shall continue in full force and effect.
SECTION 4. BE IT FURTHER ORDAINED by the Mayor and Board of Aldermen of the Town of Sterlington, Louisiana, in legal session convened, that the articles, paragraphs, sentences, clauses, and phrases of this Ordinance are deemed to be severable, and if any article, paragraph, sentence, clause, or phrase of this Ordinance shall be declared to be unconstitutional and/or invalid, such unconstitutionality and/or invalidity shall not affect any of the remaining articles, sentences, paragraphs, clauses, or phrases which can be given effect without the unconstitutional and/or invalid provision(s).

PROCEEDINGS OF THE POLICE JURY, PARISH OF OUACHITA, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON, MONDAY, JULY 6, 2010 AT 5:35 P.M.
The Police Jury of the Parish of Ouachita, State of Louisiana met in a regular session in the Ouachita Parish Police Jury Meeting Room, Courthouse Building, Monroe, Louisiana on Monday, July 6, 2010, at 5:35 p.m., and was duly convened by Mr. Shane Smiley, President, who stated that the Police Jury was ready for the transaction of business.
Members Present (5): Mack Calhoun, District B; Walt Caldwell, District C; Ollibeth Reddix, District D; Shane Smiley, District E; Pat Moore, District F.
Members Absent (1): Charles Jackson, District A.
Mack Calhoun, District C juror gave the invocation and led the pledge of allegiance.
Motion to adopt the Minutes of the Regular Police Jury Meeting including the Committee Meetings held on June 21, 2010, with corrections to Resolution No. 10-27 regarding the number of members on the advisory board for J. S. Clark Cemetery, and minor corrections on page 10 and 11 was offered by Ms. Moore, seconded by Mr. Caldwell. Motion passed without opposition. Mr. Jackson was not present for the vote.
APPROVAL OF AGENDA:
The president asked if there were any amendments to the agenda. Ms. Moore stated that she would like to add an item regarding the award of the CDBG Accessibility Grant in the amount $89,050. Ms. Moore indicated that the jury needed to act to accept the grant to allow funds to be expended for travel for the grant consultant before its next meeting.
Mr. Cammack stated that his office had received notice of award for a CDBG Grant for Lilac and Gary Street in the amount of $229,000 and that the jury needed to act to accept this grant funding. Motion offered by Mr. Calhoun, seconded by Dr. Reddix to approve the amendments to the agenda. Motion failed for the lack of a unanimous vote. The vote for the approval of the agenda was as follow: Smiley, Moore, Reddix, Calhoun voted yea; Caldwell voted nay.

The president recognize visitor Rachel Benson. 101 Power Avenue, Sterlington who stated that Edward Clark was the designated spokesperson. The president recognized Mr. Edward Clark, 271 Power Avenue, Sterlington, Louisiana. Mr. Clark spoke regarding the closing of Power Avenue and various problems surrounding the subdivision and area.
The president noted that this matter was on Mr. Caldwell’s agenda and asked his fellow jurors to address it at this time. No one had an issue with taking up the matter at this time. Discussion ensued. Mr. Caldwell asked that Deputy Heckford and Public Works address the matter of dumping and the speed limit on Power Avenue and Solvent Avenue. Discussion ensued again. After discussion Mr. Caldwell asked that the matter be placed back on the agenda for the next meeting.
The president recognized Mayor Steve Hunter, Town of Richwood. Mayor Hunter had stepped out of the meeting.
Ms. Moore asked that the president address the matter concerning the approval of the agenda. Mr. Mitchell stated that under LA R.S. 42:7, that an amendment to the agenda has to be unanimously approved by all members present. This act went into effect in 2008. Discussion ensued. Ms. Moore asked that the matters regarding the CDBG grants be placed on her agenda for the next meeting.
Mayor Hunter returned to the meeting at this time.
The president recognized Mayor Steve Hunter, Town of Richwood. Mayor Hunter spoke regarding the transportation fund for the town. The mayor asked that the jury enter into a cooperative endeavor agreement to fund the town’s transportation fund. The president noted that this item was on Dr. Reddix’s agenda and asked that the jury address this matter at this time. No one objected to taking up the matter. Ron Hasty of RSH Engineering, Inc., spoke regarding the matter. A length discussion ensued. No action was taken on the matter. Dr. Reddix asked that the matter be placed back on her agenda for the next meeting.
The president recognized visitor Cheryl Slavent, of Ouachita Riverkeepers. Ms. Slavent spoke regarding the Georgia Pacific Permit and the effluent waters entering into the Ouachita River. Mr. Caldwell left the meeting at this time. Ms. Slavent asked that the jurors individually contact Senator Vitter and the EPA regarding the permit. No formal action was taken on the matter.
Mr. Caldwell returned to the meeting at this time.
DEPARTMENT HEAD REPORTS
The following department heads presented monthly reports.
GREEN OAKS: Mr. Mike Rhodes, Director
Mr. Rhodes noted that the operational committee will meet on July 21, 2010 and that the main item to be discussed will be the tax.HOUSING: Ms. Peggy Steele, Director
Ms. Steele reported that she would be meeting with Earl Davis in the coming week to discuss home ownership for Section 8 tenants. Ms. Steele also noted that an additional scholarship of $100 dollars had been awarded to Kendarius Talton, who was the winner of a scholarship recently awarded by the Louisiana Housing Council. Ms. Moore commented on Ms. Steele’s efforts to help the tenants.
LIBRARY: Ms. Cheryl Mouliere, Director
The jury congratulated Ms. Mouliere on her retirement and expressed thanks for work done on the new branches.
OCC CORRECTIONS: Major Brian Newcomer
Major Newcomer stated that efforts were being made to reduce the recidivism by securing grants for this purpose.
911 OFFICE: Mr. Craig Lott
Mr. Cammack expressed thanks to the 911 Office for their work on the census maps.
WORKFORCE INVESTMENT: Ms. Doretha Bennett, Director
Ms. Bennett noted that participants from last year summer program were pictured in the Louisiana Career Planning Guide.

Motion offered by Mr. Caldwell, seconded by Ms. Moore to recess the regular meeting in favor of the Personnel Committee meeting. Motion passed without opposition. Mr. Jackson was absent.
PERSONNEL COMMITTEE MEETING
The chairperson, Ms. Moore called the personnel committee meeting to order at 6:45 p.m. The chair recognized Mr. Cammack.
Mr. Cammack asked that the matter regarding the Grant Consultant be deferred to the next meeting of the jury.
The chair recognized David Cobb, Public Works Assistant Director. Mr. Cobb spoke regarding the promotion of Charles Barfoot to the position of Maintenance Leader and recommended approval. Motion offered by Mr. Calhoun, seconded by Mr. Caldwell to approve the promotion of Charles Barfoot to Maintenance Leader. Motion passed without opposition.
The chair recognized Ms. Steele, Housing Director. Ms. Steele spoke regarding the recent resignation of one of her employees and asked that the position of Housing Program Assistant be opened immediately. Motion offered by Mr. Smiley, seconded by Mr. Caldwell to approve the opening of the Housing Program Assistant. Motion passed without opposition.
The personnel committee meeting was adjourned at 6:48 p.m.
The president asked for a motion to convene the Public Works Committee meeting. A motion was offered by Mr. Caldwell, seconded by Dr. Reddix to convene as the Public Works Committee. Motion passed without opposition.
PUBLIC WORKS COMMITTEE MEETING
Mr. Calhoun, chairman of the Public Works Committee called the meeting to order at 6:48. Mr. Calhoun recognized Mr. Cobb of Public Works. Mr. Cobb indicated that he had no items.
There being no other business to come before this committee, the meeting was adjourned at 6:49 p.m.
A motion to reconvene the regular meeting was offered by Ms. Moore, seconded by Mr. Calhoun. The regular meeting was resumed at 6:49 p.m.

Mr. Calhoun asked that the item regarding LGAP Grant be deferred to the next meeting as well as the matter regarding the bathrooms at Cheniere Lake Area 3.
Mr. Calhoun offered the following ordinance for introduction.

(Introduction)
AN ORDINANCE AMENDING SECTION 14-1, ESTABLISHING THE SPEED LIMIT ON PENCIE MURPHY RD AT TWENTY-FIVE (25) MILES PER HOUR; AND FURTHER PROVIDING WITH RESPECT THERETO.
WHEREAS, the Ouachita Parish Police Jury has not heretofore established a specific speed limit on Pencie Murphy Road, a parish road located in District B of Ouachita Parish;
WHEREAS, the establishment of a speed limit of twenty-five miles-per-hour (25 mph) on Pencie Murphy Road is in the public interest;
NOW, THEREFORE:
BE IT ORDAINED by the Ouachita Parish Police Jury in legal and regular session that Section 14-1 of the Compiled Ordinances of the Ouachita Parish Police Jury, be and hereby amended as follows, to-wit:
Section 14.1 Speed Limits
Pencie Murphy Road - 25 miles per hour
BE IT FURTHER ORDAINED that Notice of this proposed speed limit be published in the Official Journal of the Ouachita Parish Police Jury and a Public Hearing be held to hear comments from all interested parties.

The president recognized Mr. Caldwell, District C.
MR. CALDWELL, DISTRICT C:
Mr. Caldwell asked that the matter regarding the re-opening of Power Avenue be placed back on the agenda for the next meeting. Mr. Caldwell asked that matters regarding the speed limits on Power Ave and Solvent Ave be placed on the July 19th agenda as well as the rainwater runoff permit for Hwy 2 and Power Avenue. Mr. Caldwell asked that the property allegedly owned by the school board located near Power Ave be placed on the next agenda as well.
Mr. Caldwell asked Mr. Mitchell about the status of Skate Lane. Mr. Mitchell indicated that he had nothing new to report on the project. Mr. Caldwell asked that the matter be placed back on the agenda.
Mr. Caldwell asked that the matter regarding Bayou Desiard Restoration Project and Treasure Island be placed back on the July 19th agenda.
The president recognized Dr. Reddix, District D.
DR. OLLIBETH REDDIX, DISTRICT D:
Dr. Reddix spoke regarding funding for the J. S. Clark Cemetery. Dr. Reddix stated that $30,000, had been secured from the state by Senator Rosalind Jones, but an additional $78,000 was needed to address the drainage and leveling issues within the cemetery. Motion offered by Dr. Reddix, seconded by Ms. Moore to allocate $78,000 from the General Fund Reserve as identified by Mr. Holtzclaw’s evaluation and cost estimate to be used for this purpose. A lengthy discussion ensued. Motion passed with Mr. Calhoun, Ms. Moore, and Dr. Reddix voting yes. Mr. Smiley voted nay. Mr. Caldwell abstained. Mr. Cammack asked that Dr. Reddix clarify her motion regarding which fund the monies would be coming from. Dr. Reddix stated that the funds would come from the General Fund Reserve.
Dr. Reddix asked that the matter concerning recycling be deferred to the next meeting of the jury.
Dr. Reddix spoke regarding Resolution No. 10-31 and introduced to the jury the members of the J. S. Clark Cemetery Advisory Committee. Dr. Reddix, seconded by Mr. Caldwell offered the following resolution for adoption.

A RESOLUTION APPOINTING MEMBERS TO THE J. S. CLARK CEMETERY ADVISORY COMMITTEE; AND FURTHER PROVIDING WITH RESPECT THERETO:

MR. SHANE SMILEY, DISTRICT E:
The president recognized Ms. Moore, District F.
MS. PAT MOORE, DISTRICT F:
Ms. Moore spoke regarding the Auto Shred/Mush Water Canal. Ms. Moore stated that she had met with all parties to assess the situation. Ms. Moore stated that the city will complete the cleaning of their portion of the canal by Friday, and that a written assessment would be available by the next meeting. No action was taken on this matter.
Ms. Moore asked Mr. Mitchell to speak regarding the sale of animals along side parish roads. Mr. Mitchell indicated that the jury had no jurisdiction over these matters. Mr. Mitchell stated that the jury can only regulate animals that roam at large. Ms. Moore asked that Mr. Mitchell send a letter to PAWS explaining the jury’s position.
Ms. Moore spoke regarding a small sign ordinance. Ms. Moore asked that the parish consider adopting an ordinance similar to the city of Monroe. Mr. Mitchell spoke regarding the matter and suggested that he be allowed to draft an ordinance tailored to the parish. Discussion ensued. After discussion, Ms. Moore asked that Mr. Mitchell prepare a draft ordinance for the next meeting.
Ms. Moore asked Deputy Heckford speak regarding the LGAP Grant for the cameras. Deputy Heckford spoke regarding the efforts of the Sheriff’s Office assisting with surveillance. Ms. Moore asked that the matter be placed back on the agenda for the July 19th meeting.
Ms. Moore spoke regarding the Keep Ouachita Parish Beautiful Grant Application. Ms. Moore stated that the application is due on July 10th and would be in the amount of $15,000 for advertising on billboards. Mr. Poe, Chairman of Keep Ouachita Parish Beautiful spoke in favor of the grant application. Motion offered by Ms. Moore, seconded by Dr. Reddix for the Police Jury, on behalf of the Keep Ouachita Beautiful Board, to submit an application to the Monroe/West Monroe Conventions Visitors Bureau for a grant in the amount of $15,000 for billboard advertisements. Motion passed without opposition.
Ms. Moore stated that she would be approximately 30 minutes late at the next meeting due to an obligation.
ADMINISTRATIVE REPORTS:
The president recognized Mr. Cammack, Treasurer.
FISCAL: Mr. Brad Cammack, Treasurer
Mr. Cammack spoke regarding the bid tabulation for food/food products (3rd Qtr) and recommended Sysco Foods. Motion offered by Mr. Calhoun, seconded by Dr. Reddix to accept the lowest conforming bid of Sysco Foods in the amount of $19,821,78. Motion passed without opposition.
The president acknowledged that Chief Hemphill was absent.
The president recognized Mr. Mitchell, Assistant District Attorney.
LEGAL: Mr. Jay B. Mitchell, Assist. Dist. Attorney
Mr. Mitchell spoke regarding the authorization to lease properties located at the addresses listed as 122 Camp Drive, West Monroe; 111 Crawford Rd, Monroe; and 105 Oak Circle, Monroe. Mr. Mitchell recommended that the jury authorize the leasing of these FEMA properties and stated that others would be forthcoming. Motion offered by Ms. Moore, seconded by Dr. Reddix to authorize the leasing of the properties as stated. Motion passed without opposition. Mr. Jackson was absent.
Mr. Mitchell spoke regarding the attorney general’s opinion regarding the paving lien statue. Mr. Mitchell asked that the jury approve his request to ask for an opinion from the Attorney General regarding an interpretation of the paving lien statue. Motion offered by Mr. Calhoun, seconded by Mr. Caldwell to approve the request of the parish attorney regarding the paving lien statue. Motion passed without opposition.
Mr. Mitchell stated that the matter regarding the evaluation of the drainage servitude on an area of land on Wall Williams Rd/Brianna Drive was being presented on Mr. Holtzclaw’s behalf. Mr. Mitchell indicated that a homeowner claimed this servitude was causing damage to his property. Mr. Mitchell indicated that Mr. Holtzclaw stated that some survey work had to be done to evaluate the problem at a cost of approximately $1500.00. Motion offered by Dr. Reddix, seconded by Ms. Moore to approve the evaluation of the off road drainage servitude at a cost not to exceed $1500.00. Motion passed without opposition.
There being no other business to come before the jury, a motion to adjourn was offered by Mr. Calhoun, seconded by Ms. Moore. The meeting was adjourned at 7:50 p.m.
