The Ouachita Parish School Board met in special session on Tuesday, August 24, 2010 at six (6:00) o’clock P.M. at its regular meeting place, the Ouachita Parish School Board office.

Sims, that the Board adopt the policy regarding the National Board Salary Supplement for the 2010-2011 school year for National Board Certified Teachers, Counselors, School Psychologists, Speech Language Pathologists and Social Workers. Dr. Coker explained that the state is withdrawing the funding for this program and has turned the responsibility of funding over to the local school boards if they choose to continue the program. According to the Louisiana Attorney General’s Opinion No. 02-0428, the local educational agency is responsible for funding the national board salary supplement for classroom teachers and school counselors for the full payment of $5,000 (R.S. 17:421.6 and R.S. 17:421.8). However, the Ouachita Parish School Board has agreed to continue paying this salary supplement for the School Psychologist, Speech Language Pathologists and Social Workers this school year only. The Board also decided to no longer pay the $500 application fee for those teachers who are applying for and working toward becoming national board certified teachers, nor will the district pick up the cost of paying a percentage of retesting costs in the national board process. Dr. Coker informed the Board that the local educational agency is not required to pay the stipend for National Board School Psychologists, Speech Language Pathologists, and Social Workers. Motion carried unanimously.
Special Projects/Safety Coordinator Kenneth Slusher announced that he has 20 projects going on at the present time and most of the projects are on target for completion. The only project that is completely finished is Drew. The cafeteria renovations began at Riser and Robinson as school started in addition two or three roof projects. After he gets with the contractor, he plans to invite all the Board members, the media and others to tour the “new” Richwood Middle School next month.
At this time, Cedric Hemphill with Herbert Land Architecture was asked to update the Board on the Riverbend/Crosley projects. To save costs, both schools will be bid together. Since part of the work at Crosley is replacing windows, the work needs to transpire in the summertime. The plans are 80 percent complete and will be sent to the fire marshal by the end of September for approval. Since the two projects are under one contract, Mr. Hemphill does not want to bid the projects at these two schools until the end of November or first of December and award the contract in January. Riverbend will be completed first since it is an outdoor pavilion. While the Riverbend project is going on, the contractor has time to order and receive materials needed for Crosley and have everything ready to start by the time school is out so the project can be completed before school starts next year. Mr. Hemphill is trying to coordinate the projects to allow the contractor less downtime between these two jobs.
On the recommendation of Business Manager Richie Garrett, Mr. Sims moved, seconded by Jerry Hicks, that the Board allow Purchasing Agent Bobby Jones to evaluate, accept the low bids meeting specifications, award the bid(s) for system-wide band instruments [Bid No. 18-11] and report the results to the Board at the next meeting. Motion carried unanimously.
On the recommendation of Business Manager Richie Garrett, A. R. Sims moved, seconded by Jerry Hicks, that the Board allow Purchasing Agent Bobby Jones to evaluate, accept the low bids meeting specifications, award the bid(s) for school buses [Bid No. 19-11] and report the results to the Board at the next meeting. The Police Jury of the Parish of Ouachita, State of Louisiana met in a regular session in the Ouachita Parish Police Jury Meeting Room, Courthouse Building, Monroe, Louisiana on Monday, June 7, 2010 at 5:35 p.m., and was duly convened by Mr. Shane Smiley, President, who stated that the Police Jury was ready for the transaction of business.

The president recognized Dr. Danny Twitchell, 3009 Deborah Drive and LSU-E. A. Conway Medical Center. Dr. Twitchell spoke briefly regarding the physicians contract services for Green Oaks Detention Center and OCC. Dr. Twitchell stated that the number of inmates had increased significantly over the years, but the contract payment had not, and asked that the jury considered an increase upon its renewal later in the month. Discussion ensued. The matter was deferred to the next meeting of the jury.
The president recognized Mrs. Evory Johnson of 5510 Jackson Street, Monroe located within the Green Acres Subdivision. Ms. Johnson spoke regarding the proposed annexation of property located in and around the subdivision. Ms. Moore stated that she had attended a meeting with Wardell Coward and Ricky Shaw about the project. Ms. Moore indicated that the properties located within Green Acres Subdivision were not included in the annexation. Discussion ensued. Ms. Moore stated that a meeting is scheduled for June 21st regarding the project and encouraged the residents to attend the meeting. No other action was taken on the matter.
The president recognized David Creed of North Delta Regional Planning Office. Mr. Creed spoke regarding the Sustainable Communities Grant Program. Mr. Creed stated that he would offer his assistance in securing any funding available through this program. Discussion ensued. No action was taken on this matter.
The president recognized Mr. Charles Hill, 538 Buckhorn Bend Loop Rd, spoke regarding the litter and trash in the area in and around Green Acres/Buckhorn Bend. Mrs. Dottie Sweet also spoke regarding the matter. Mr. Hill asked that the jury provide “no parking” signs in the area of Buckhorn Bend Road and police the area more often. The president recognized visitor Chris Colvin, representing LA State Police Special Officers for the Tensas Levee Board spoke asked that the jury post no parking signs in the north and south curves on Buckhorn Bend Loop Road. Discussion ensued. Ms. Moore asked Mr. Mitchell to draft an ordinance to establish a no parking area in and around Buckhorn Bend at the next meeting of the jury.
Discussion ensued again regarding the annexation project. No action was taken on this matter. Harvey Sweet of 2535 Buckhorn Bend Loop Road spoke briefly regarding the matter. No action was taken on this matter.
The president requested a motion to recess the regular meeting in favor of the Personnel Committee Meeting. Motion offered by Ms. Moore, seconded by Mr. Caldwell to recess the regular meeting and convene the Personnel Committee meeting. Motion passed without opposition.
PERSONNEL COMMITTEE MEETING
Ms. Pat Moore, chairperson of the Personnel Committee called the meeting to order at 6:25 p.m. The chair recognized Mr. Cammack, Treasurer.
Mr. Cammack spoke regarding the recent meeting of the Mosquito Abatement Board naming Shannon Rider as Director of Mosquito Control. Mr. Cammack asked that the jury ratify the actions of the board with an effective date of June 3, 2010. Motion offered by Mr. Calhoun, seconded by Mr. Caldwell to approve the hiring of Shannon Rider as Mosquito Abatement Director effective June 3, 2010. Motion passed without opposition.
The chair recognized Ms. Steele, Housing. Mr. Cammack indicated that the personnel matter regarding the Housing Office be deferred until the next meeting of the jury.
The chair recognized Mr. Murray, Public Works Director. Mr. Murray spoke regarding the position of Public Works Supervisor and recommended Keith Styron for the position. Motion offered by Mr. Caldwell, seconded by Mr. Smiley to approve the promotion of Keith Styron to the position of Public Works Supervisor effective June 14, 2010. Motion passed without opposition.

PUBLIC WORKS COMMITTEE MEETING
The chairman, Mack Calhoun called the public works committee meeting to order at 6:30 p.m. The chairman recognized Mr. Murray, Public Works Director.
Mr. Murray spoke regarding the preliminary subdivision approval of Ashton Park located in District E, and recommended approval. Ms. Mouliere spoke regarding the bid tabulation for the turn lane at Ollie Burns. Ms. Mouliere and Mr. Cammack recommended the low bid of Amethyst Construction in the amount of $210,199.50. Motion offered by Dr. Reddix, seconded by Ms. Moore to accept the low bid of Amethyst Construction. Motion passed with Mr. Caldwell abstaining.
WORKFORCE INVESTMENT: Ms. Doretha Bennett, Director
Ms. Bennett spoke regarding the grant allocation for the upcoming fiscal year for WIA, and asked that the jury authorize the president to sign the documents. MR. CHARLES JACKSON, DISTRICT A:
Mr. Jackson spoke regarding the proposed cooperative endeavor agreement for an extension of Barr Lane to be funded by an LGAP Grant, and asked Mr. Mitchell to speak regarding the matter. Mr. Mitchell stated that the agreement would be between the Claiborne Church of God, Inc., and the jury for the construction of a 50-60 foot roadway that connects two parish public roads. Mr. Mitchell stated that the agreement would basically state that the church would pay for the construction (labor & equipment) services, and that the jury would pay for the cost of the materials and engineering services. Motion offered by Mr. Jackson, seconded by Dr. Reddix to approve the cooperative endeavor agreement to complete the LGAP project of Barr Lane. Motion passed with Mr. Caldwell abstaining.
Mr. Jackson spoke regarding the cooperative endeavor agreement for G. B. Cooley Hospital. Mr. Jackson noted that this was a recently awarded LGAP project and asked Mr. Mitchell to speak regarding the matter. Mr. Mitchell stated that an agreement is needed because the jury owns the property that the hospital service district leases. Mr. Mitchell stated that the LGAP project entails the removal of asbestos from the two buildings that are now vacant. Motion offered by Mr. Jackson, seconded by Mr. Calhoun to approve the cooperative endeavor agreement with G. B. Cooley Hospital Service district for the removal of asbestos. Motion passed without opposition.
Mr. Jackson and Mr. Mitchell spoke briefly regarding the Delta Regional Authority Grants. Mr. Jackson, seconded by Mr. Calhoun offered the following resolution for adoption.

Mr. Calhoun spoke briefly regarding the LGAP Grants and asked if there were any additional funds available for the generator. Mr. Cammack stated there were none, but a representative from LGAP would be at the Indian Village Water System Board meeting on Tuesday. Mr. Cammack stated that Mr. Calhoun could possibly meet with them after the meeting. No other action was taken on this matter.
Mr. Calhoun asked Deputy Heckford to speak regarding the camera for Cheniere Lake Area 3 Bathroom. Deputy Heckford stated that the camera had been given to the director at Cheniere and that the sheriff’s office was actively involved with the project. No other action was taken on the matter.

DR. OLLIBETH REDDIX, DISTRICT D:
Dr. Reddix expressed thanks to the jury for the success of the recent Memorial Day services held at J. S. Clark Cemetery. Discussion ensued as to the storage of equipment and tools purchased for the cemetery. After discussion no action was taken.
Dr. Reddix asked Mr. Mitchell to speak regarding the cooperative Endeavor Agreement with Swanson Correctional Center for Maintenance of J.S. Clark Cemetery. Mr. Mitchell stated that the proposed agreement would allow the jury to provide tools for the upkeep of the cemetery for use by the correctional facility. Mr. Mitchell indicated that the agreement would hold harmless the facility for damages caused to the cemetery. Discussion ensued. Motion offered by Dr. Reddix, seconded by Mr. Caldwell to enter into a cooperative endeavor agreement with Swanson Correctional Center for the upkeep of the J. S. A Notice of Special Election shall be published in The Ouachita Citizen, a weekly newspaper of general circulation within the Parish, published in West Monroe, Louisiana, and being the official journal of the Police Jury, once a week for four consecutive weeks, with the first publication to be made not less that forty-five (45) days nor more than ninety (90) days prior to the date of the election, which Notice shall be substantially in the form attached hereto as “Exhibit A” and incorporated herein by reference the same as if it were set forth herein in full.
SECTION 3. Canvass. This Governing Authority shall meet at its regular meeting place, Police Jury Meeting Room, Ouachita Parish Courthouse, 300 St. John Street, Monroe, Louisiana, on FRIDAY, OCTOBER 8, 2010, at 12:00 P.M., and shall then and there in open and public session proceed to examine and canvass the returns and declare the result of the said special election.
SECTION 4. Polling Places. The polling places set forth in the aforesaid Notice of Special Election are hereby designated as the polling places at which to hold the said election, and the Commissioners-in-Charge and Commissioners, respectively, will be the same persons as those designated in accordance with law.
SECTION 5. Election Commissioners; Voting Machines. The officers designated to serve as Commissioners-in-Charge and Commissioners pursuant to Section 4 hereof, or such substitutes therefore as may be selected and designated in accordance with La. R.S. 18:1287, shall hold the said special election as herein provided, and shall make due returns of said election for the meeting of the Governing Authority to be held on October 8, 2010, as provided in Section 3 hereof. All registered voters in the Parish are entitled to vote at the special election, and voting machines shall be used.
SECTION 6. Authorization of Officers. The Secretary of the Governing Authority is hereby empowered, authorized and directed to arrange for and to furnish to said election officers in ample for the holding of said election, the necessary equipment, forms and other paraphernalia essential to the proper holding of said election and the President and/or Secretary of the Governing Authority are further authorized empowered and directed to take and all further action required by State and/or Federal law to arrange for the election, including but not limited to, appropriate submission to the Federal Department of Justice under Section 5 of the Voting Rights Act of 1965, as amended.
SECTION 7. Furnishing Election Call To Election Officials. Certified copies of this resolution shall be forwarded to the Secretary of State, the Commissioner of Elections, the Clerk of Court and Ex-Officio Parish Custodian of Voting Machines of Ouachita Parish and the Registrar of Voters of Ouachita Parish, as notification of the special election, in order that each may prepare for said election and perform their respective functions as required by law.
SECTION 8. Application to State Bond Commission. Application is made to the State Bond Commission for consent and authority to hold the special election as herein provided, and in the event said election carries for further consent and authority to levy and collect the special tax provided for herein. Shall the Parish of Ouachita, State of Louisiana (the “Parish”), continue to levy a special tax of two and ninety-one hundredths (2.91) mills (the "Tax"), on all the property subject to taxation in the Parish (an estimated $2,475,000 reasonably expected at this time to be collected from the levy of the tax for an entire year), for a period of five (5) years, beginning with the year 2011 and ending with the year 2015, for the purpose of improving, maintaining, operating and equipping the Ouachita Parish Juvenile Detention Center?

A RESOLUTION ORDERING AND CALLING A SPECIAL ELECTION TO BE HELD IN ROAD LIGHTING DISTRICT NO. 18 (OAK PLACE) OF THE PARISH OF OUACHITA, STATE OF LOUISIANA, TO AUTHORIZE THE LEVY AND COLLECTION OF A SPECIAL TAX THEREIN; MAKING APPLICATION TO THE STATE BOND COMMISSION IN CONNECTION THEREWITH; AND PROVIDING FOR OTHER MATTERS IN CONNECTION THEREWITH.
BE IT RESOLVED, by Ouachita Parish Police Jury (the “Governing Authority”), acting as the governing authority of Road Lighting District No. 18 of the Parish of Ouachita, State of Louisiana (the “District”) that:
SECTION 1. Election Call. Subject to the approval of the State Bond Commission, and under the authority conferred by Article VI, Sections 22 of the Constitution of the State of Louisiana of 1974, the applicable provisions of Chapter 5 and Chapter 6-A of the Louisiana Election Code, La. R.S. 48:1309, et seq., and other constitutional and statutory authority, a special election is hereby called and ordered to be held in the Parish on SATURDAY, OCTOBER 2, 2010, between the hours of six o’clock (6:00) a.m., and eight o’clock (8:00) p.m., in accordance with the provisions of La. Shall Road Lighting District No. Eighteen of the Parish of Ouachita, State of Louisiana (the “District”), through its Governing Authority, be authorized to assess and to adopt a resolution providing for the assessment of an annual service charge of $45.00, plus a collection charge of $2.25 to be paid to the Tax Collector, per parcel of immovable property located wholly or partly within the boundaries of said Road Lighting District for a period of nine (9) years, beginning with the year 2010, and ending with the year 2018, for the purpose of paying utility charges for road lighting and maintaining and operating road lighting facilities and equipment. This Service Charge is to be collected in lieu of the $30.00 Service Charge presently authorized to be collected through 2013. The amount reasonably expected to be collected from the levy of the Service Charge for the first year will be approximately $1,305.00.
SECTION 2. Publication of Notice of Election. A Notice of Special Election shall be published in The Ouachita Citizen, a weekly newspaper of general circulation within the Parish, published in West Monroe, Louisiana, and being the official journal of the Police Jury, once a week for four consecutive weeks, with the first publication to be made not less that forty-five (45) days nor more than ninety (90) days prior to the date of the election, which Notice shall be substantially in the form attached hereto as “Exhibit A” and incorporated herein by reference the same as if it were set forth herein in full.
SECTION 3. Canvass. This Governing Authority shall meet at its regular meeting place, Police Jury Meeting Room, Ouachita Parish Courthouse, 300 St. John Street, Monroe, Louisiana, on FRIDAY, OCTOBER 8, 2010, at 12:00 P.M., and shall then and there in open and public session proceed to examine and canvass the returns and declare the result of the said special election.
SECTION 4. Polling Places. The polling places set forth in the aforesaid Notice of Special Election are hereby designated as the polling places at which to hold the said election, and the Commissioners-in-Charge and Commissioners, respectively, will be the same persons as those designated in accordance with law.
SECTION 5. Election Commissioners; Voting Machines. The officers designated to serve as Commissioners-in-Charge and Commissioners pursuant to Section 4 hereof, or such substitutes therefore as may be selected and designated in accordance with La. R.S. 18:1287, shall hold the said special election as herein provided, and shall make due returns of said election for the meeting of the Governing Authority to be held on October 8, 2010, as provided in Section 3 hereof. All registered voters in the Parish are entitled to vote at the special election, and voting machines shall be used.
SECTION 6. Authorization of Officers. The Secretary of the Governing Authority is hereby empowered, authorized and directed to arrange for and to furnish to said election officers in ample for the holding of said election, the necessary equipment, forms and other paraphernalia essential to the proper holding of said election and the President and/or Secretary of the Governing Authority are further authorized empowered and directed to take and all further action required by State and/or Federal law to arrange for the election, including but not limited to, appropriate submission to the Federal Department of Justice under Section 5 of the Voting Rights Act of 1965, as amended.
SECTION 7. Furnishing Election Call To Election Officials. Certified copies of this resolution shall be forwarded to the Secretary of State, the Commissioner of Elections, the Clerk of Court and Ex-Officio Parish Custodian of Voting Machines of Ouachita Parish and the Registrar of Voters of Ouachita Parish, as notification of the special election, in order that each may prepare for said election and perform their respective functions as required by law.
SECTION 8. Application to State Bond Commission. Application is made to the State Bond Commission for consent and authority to hold the special election as herein provided, and in the event said election carries for further consent and authority to levy and collect the special tax provided for herein. A certified copy of this resolution shall be forwarded to the State Bond Commission on behalf of this Governing Authority, together with a letter requesting the prompt consideration and approval of this application.
This resolution having been submitted to a vote, the vote thereon was as follows:

A RESOLUTION APPROVING THE HOLDING OF AN ELECTION IN THE G.B. COOLEY HOSPITAL SERVICE DISTRICT OF OUACHITA PARISH, LOUISIANA, TO AUTHORIZE THE LEVY AND COLLECTION OF A SPECIAL TAX THEREIN.
WHEREAS, the Board of Commissioners of the G.B. Cooley Hospital Service District of Ouachita Parish, Louisiana (the “District”), has requested that this Police Jury approve the holding of a special election in the District and in the event said election carries, that this Police Jury approve the levy and collection of a special tax therein; and
WHEREAS, as required by Article VI, Section 15 of the Constitution of the State of Louisiana of 1974, it is now the desire of this Police Jury to approve the holding of said election and the levy and collection of a special tax therein;
NOW THEREFORE;
BE IT RESOLVED by the Police Jury of the Parish of Ouachita, State of Louisiana, acting as the governing authority of said Parish:
SECTION 1. In compliance with the provisions of Article VI, Section 15 of the Constitution of the state of Louisiana of 1974, and in accordance with the request of the Board of Commissioners of the G.B. Cooley Hospital Service District of Ouachita Parish, Louisiana, this Police Jury hereby approves the holding of an election in the District, on October 2, 2010, at which election there will be submitted the a proposition to renew a special tax of 1.45 mills on all the property subject to taxation in said Hospital Service District for a period of ten (10) years, beginning with the year 2011, for the purpose of constructing, maintaining and operating hospital facilities for said Hospital Service District.
SECTION 2. In the event the aforesaid proposition carries at said election, this Police jury does hereby approve the levy and collection of a special tax therein in accordance with the Proposition hereinabove set forth.
The above resolution was adopted this 7th day of June 2010. Mr. Caldwell voted no.

Ms. Moore asked that the matter regarding the Auto Shred Canal/Mushwater Canal be deferred to the next meeting.
Ms. Moore spoke briefly regarding the Grant Consultant for Ouachita Parish. Discussion ensued. After discussion, Ms. Moore asked that this matter be deferred to the July 6th meeting of the jury.
Ms. Moore asked that the matter regarding Harmon Johnson Road be deferred to the next meeting of the jury due to the absence of the parish engineer.

The vice president recognized Bill Roark. Mr. Roark updated the jury on the appraisals for the Tanglewood Flood Control Project-Phase 2. Mr. Roark indicated that a written report would be presented to the jury at its next meeting.
Mr. Roark spoke regarding a 58-acre tract of land owned by the jury located in West Ouachita Industrial Park. Discussion ensued. No action was taken on this matter.
Mr. Mitchell returned at this point in the meeting.
Mr. Mitchell spoke regarding the assignment of lease to Wild Horse Resources-KCS Well. Mr. Mitchell recommended to the jury to consent to the assignment of the lease. Motion offered by Mr. Jackson, seconded by Dr. Reddix to approve the assignment and authorize the president, or the parish attorney to sign the documents. Motion passed without opposition. Mr. Smiley was not present for the vote.
Mr. Mitchell spoke regarding a cooperative endeavor agreement with the Ouachita Parish Sheriff’s Office and the Conventions’ Visitor Bureau for the use of land (currently leased by the Sheriff’s Office) for an archery tournament. Mr. Mitchell stated that because the jury owns the property, that it would be appropriate for the jury to be a part of the agreement. Motion offered by Mr. Caldwell, seconded by Mr. Calhoun to approve the cooperative endeavor agreement provided that it does not impact the sheriff’s lease agreement. Motion passed without opposition.
There being no other business to come before the jury, motion to adjourn was offered by Mr. Jackson, seconded by Dr. Reddix. The meeting was adjourned at 7:30 p.m.
