After review of the June 15, 2010 Board minutes, a motion was made by Ms. Liner and seconded by Mr. Gilley to adopt the minutes as presented and the motion was unanimously approved.
REVIEW OF LIVING WELL FOUNDATION’S 2009 ANNUAL REPORT
The Commissioners reviewed and discussed the Living Well Foundation’s Annual Report dated January 2009 through December 2009.
REVIEW OF GLENWOOD RESOLUTION AUTHORITY’S 2009 ANNUAL REPORT
The Commissioners reviewed and discussed the Glenwood Resolution Authority, Inc. Third Annual report for the period from December 13, 2008 through March 31, 2010.
APPROVAL OF 2009 ANNUAL REPORT TO ATTORNEY GENERAL
The following resolution was offered by Mr. Mulhearn, seconded by Ms. Liner, and unanimously approved by the Board of Commissioners:
WHEREAS, the Attorney General required, in connection with his approval of the sale of Glenwood Regional Medical Center and the funding of the Foundation, that certain annual reports be made to the Attorney General, and a third annual report has been prepared;
RESOLVED, that the Third Annual Report of the District and Glenwood Resolution Authority, Inc. regarding the Sale of Glenwood Regional Medical Center and the Operation of the Foundation, in the form presented at this meeting, is hereby approved, and the Chairman is authorized to sign the same and cause it to be filed with the Attorney General, with such further changes as he may approve, such approval to be conclusively evidenced by his signature thereon.

NOTICE
Notice is hereby given, pursuant to Article IV, Section 21(D)(1) of the Louisiana Constitution, that on August 26, 2010, Entergy Louisiana, LLC (“ELL”) an electric public utility providing retail electric service to customers in forty-three (43) Parishes of the State of Louisiana, filed with the Louisiana Public Service Commission (“LPSC”), pursuant to Article IV, Section 21(D)(3) of the Louisiana Constitution and Title 45, Section 1163.1 of the Louisiana Revised Statutes, a modified Formula Rate Plan (“FRP”) rider schedule that is intended to implement, pursuant to the Formula Rate Plan approved by the LPSC on November 17, 2009 and effective the first billing cycle of September 2010 (August 30), an approximately $5.7 million increase in FRP revenues related to the FRP proceedings currently before the LPSC in Docket No. U-31369 (TY 2009).
ELL’s FRP has a target return on equity (“ROE”) of 10.25% with a plus or minus 80 basis points deadband in which there is no change in rates based upon earned ROE (“EROE”) for the test year. ELL’s Revised FRP filing for the 2009 test year reflects an EROE of 10.82%; therefore, there is no rate change due to ELL’s cost of service sharing mechanism. ELL has, however, reflected the following adjustments to Rider FRP revenues outside of the FRP sharing mechanism: (1) an increase of $3.504 million to reflect an extraordinary cost change associated with a required increase in decommissioning accruals related to ELL’s Waterford 3 Steam Electric Station; and (2) an increase of approximately $2.168 million to reflect changes in the Additional Capacity Revenue Requirement pursuant to the Formula Rate Plan.
It is estimated that the increase in FRP revenue will have the following effects upon ELL customers’ bills based upon September 2010 Fuel Adjustment Charges. A bill for Residential Service for 1,000 kWh would increase $0.29 from $98.70 to $98.99. A bill for Small General Service for 12,500 kWh would increase $4.11 from $1,341.91 to $1,346.02. A bill for Large General Service for 1000 kW and 500,000 kWh would increase $93.31 from $38,823.94 to $38,917.25.

The City of West Monroe will hold a Public Hearing to obtain citizens' views and to respond to questions relative to the City's performance on its FY-2008 LCDBG Sewer Project #670708. The meeting will be on Wednesday, September 8, 2010 at 11:00 a.m. in the City Hall (Council Chambers).
The Louisiana Community Development Block Grant Program (LCDBG) has established four (4) major goals (objectives) for Community Development Programs:
A. Strengthen community economic development through the creation of jobs, stimulation of proven investment, and community revitalization, principally for low and moderate-income persons.
B. Benefit low-moderate income persons.
C. Eliminate or aid in prevention of slums or blight.
D. Provide for other community development needs having a particular urgency because existing conditions pose a serious and immediate threat to the health or welfare of the community where other financial resources are not available to meet such needs.
This Public Hearing will include a discussion of City’s performance on their FY-2008 LCDBG Sewer Project, the amount of funds expended, the benefit to low/moderate income persons, and related Project outcomes. 2010 Christmas on the River
2011 Twin Cities’ Krewe of Janus Mardi Gras Parade
Advertising Package
The Monroe-West Monroe Convention & Visitors Bureau is accepting proposals for an out-of-state advertising package for the 2010 Christmas on the River and the 2011 Twin Cities’ Krewe of Janus Mardi Gras Parade in accordance with the provisions of LSA-R.S.38:2211 et seq. Sealed bid proposals will be accepted in the office of Alana Cooper, Executive Director, Monroe-West Monroe Convention and Visitors Bureau, 601 Constitution Drive, West Monroe, LA 71292, no later than 10:00 a.m. on September 17, 2010.
The proposal will be for the maximum amount of advertisement of any configuration at the bidder’s discretion in the out-of-state regional markets of Mississippi and Arkansas plus development of the advertisement from previous footage for a total sum of $45,000 (Forty-five Thousand Dollars) for Christmas on the River (COTR) and $20,000 (Twenty Thousand Dollars) for the Twin Cities’ Krewe of Janus Mardi Gras Parade. The total sum of the advertising package is $65,000 (Sixty-five Thousand Dollars).
Christmas on the River advertising will run in two segments. The first segment will run during the weeks of November 15-December 4 and will promote the events scheduled for November 27 – December 4. This segment will comprise approximately 75% of the total COTR advertising budget. The second segment will run during the weeks of December 5- December 18. This segment will comprise approximately 25% of the total COTR advertising budget. Any agency and/or productions costs are to be billed in addition to the $45,000 advertising spend. A portion of this project is funded through a Cooperative Marketing Program with the Louisiana Office of Tourism (LOT). All materials, i.e. print ads, television spots, and radio spots, must include their logo and receive approval from their office. Therefore, all production must be completed by October 25, 2010, in order to receive approval from LOT. Logos will be provided.
