Mayor Vern Breland called the meeting to order. A quorum was present and acting. Aldermen present: Ladd Williams, Ron Hill, Caesar Velasquez and Bonnie Dilmore.

Mayor Vern Breland gave the invocation and led the group in the Pledge of Allegiance.

Attending the meeting were Kimberly Velasquez, Whitley Velasquez, Connie Priest of North Ouachita Weekly, Larry James, and Melissa Breland.
Town Personnel in attendance were Barry Bonner, Town Attorney Katy Balsamo, Town Attorney Bryan Racer, Pat McDonald and Marilyn Dilmore.
AGENDA MODIFICATIONS

REPORTS
SIDEWALKS, SEWER, ROADS, DRAINAGE, DITCHES, & HAZARDOUS MITIGATION
Mayor Vern Breland gave an update on the GIS system that Will Merritt is working on. Mayor Breland showed a map of Zachary Way to show the growth in that area from 2000 until 2010.

NAMING THE FRONTAGE ROAD
Mayor Vern Breland asked the council to think about naming the frontage road after Alderman Cliff Bullock to honor him.
WASTEWATER TREATMENT PLANT
Mayor Vern Breland advised that the Stop Work Order has been lifted effective June 7, 2010. Mayor Breland stated that hopefully we will have the plant in place in about 6 months.
DELTA LEADERSHIP REPORT
Mayor Breland has been participating in the Delta Leadership for the last 10 months in conjunction with the Delta Regional Authority. Mayor Breland gave an update of the latest projects. His group designed a Wellness Toolkit to distribute to 251 Critical Care Access Facilities and 254 Parish/Counties and then whatever the Delta Region needs. He also stated he appreciated the support he received in doing this.
BLACK DURANGO POLICE CAR UPDATE
Chief Barry Bonner stated that the mechanic thinks the heads may have warped and gave the council an estimate from Interstate Dodge for $2,361.79 to replace both of the heads. The Durango is a 2003 model with approximately 97,200 miles on it. Interstate Dodge will hold the vehicle until a decision is made on how to proceed. The Council asked Chief Bonner to call around and get some more estimates. The Council also suggested taking it to Roger Stripling to get an estimate.
UNFINISHED BUSINESS
OPEN BIDS ON 2003 CROWN VICTORIA
Mayor Vern Breland announced we received three (3) bids. The Bids are: Fairco Inc. from Mississippi bids $568.00, Bay Ridge Motors, Inc. from Staten Island, New York bids $919.00, and Teresa Brooks bids $750.00. The highest bidder was Bay Ridge Motors, Inc. from Staten Island, New York with a bid in the amount of $919.00. Mayor Vern Breland asked Town Clerk Marilyn Dilmore to call Bay Ridge Motors and let them know they won the bid and can come pick the car up at their expense.
TIF UNDERGROUND UTILITIES
Mayor Vern Breland discussed a bid from Ray Anding Construction, Inc to trench 400’ and install (2) 4’ PVC conduits for $7,305.00 and they gave an estimate to set and pour the transformer pad #3 for $3,694.00. Total of the estimate is $10,999. The estimate excludes any fees associated with crossing over existing pipelines or utilities. Mayor Breland has spoken with Mike Bartlett to be sure the pad that is being poured will be big enough to handle the bigger transformer for future development. Mr. Bartlett indicated that is what Entergy advised them to do for future development. Mayor Breland spoke with Roger Kinnison about installing a 3rd conduit while they have the trench open. Mayor Breland will be calling Mr. Bartlett in the morning about this. Mayor Breland requested the Council to increase the cap amount to accommodate for the third trench.
M/S/C (Ron Hill, Ladd Williams) to increase the cap for the TIF Underground Utilities to include the third trench to $15,000.
DRA RESOLUTION FOR SEWER IMPROVEMENT PROJECTS
The Authorized Official on both resolutions pertaining to DRA Sewer Improvements and the Frontage Road Project has to be changed from Jason Thornhill to Mayor Vern Breland. The Delta Regional Authority requires the Authorized Official to be the Mayor. The new resolution gives Mayor Breland the authority to apply for grants for the frontage road and the sewer treatment plant.
M/S/C (Ladd Williams, Caesar Velasquez) to adopt the DRA Resolution pertaining to DRA sewer improvement project designating Mayor Vern Breland as the authorized representative for the Town of Sterlington.

NEW BUSINESS
EQUIPMENT RENTAL RATES FOR MOWING PROPERTY NOT MAINTAINED BY OWNERS
Mayor Vern Breland discussed the new rental rates for mowing properties that are not maintained by the property owners. Alderman Velasquez gave a list of the new suggested rates and is as follows:
Riding Mower Per Yard $150.00
Weed eating Per Yard $50.00
Tractor Rental 4 Hr. Minimum $200.00
Over 4 Hrs $275.00
Bush Hog Per Parcel $150.00
M/S/C (Ron Hill, Ladd Williams) to introduce the amendment to ordinance pertaining to the maintenance of property to include the new rates that Alderman Caesar Velasquez has recommended.
OFFICIAL JOURNAL BIDS
Mayor Vern Breland discussed the official journal bids in which we received a bid from the News Star and The Ouachita Citizen. The Ouachita Citizen currently is our Official Journal. Discussion was that The Ouachita Citizen seems to have the better rates.
M/S/C (Bonnie Dilmore, Ladd Williams) to remain with The Ouachita Citizen as our Official Journal for the year 2010-2011.
NEW TRACTOR AND BATWING MOWER
Mayor Vern Breland stated the Town applied for a LGAP Grant in the amount of $35,000 to purchase a new tractor and we were awarded it. The Mayor received four state contract quotes; one from Agcon the New Holland Dealer which is a smaller tractor for $43,000 and the bush hog $10,797, LA Machinery the Challenger tractor for $37,344 and the bush hog $18,400, another bid from Scott Truck & Tractor the Case IH for $46,907 and $11,566 for the bush hog.
M/S/C (Ladd Williams, Caesar Velasquez) to purchase the Challenger Tractor for $37,344 and purchase the bush hog with half of the cost coming from the General Fund and the other half from the Road and Drainage Account.
ALDERMEN PAY INCREASE
Alderman Williams stated his feelings concerning how much work an Alderman needs to contribute to the town. He feels the next administration will need to contribute more time than this administration contributed. He would like to see the Alderman’s compensation increase to Two Hundred Fifty Dollars with the Mayor Pro Tempore compensation increase to Three Hundred Fifty Dollars.
M/S/C (Ladd Williams, Caesar Velasquez) to introduce an ordinance increasing the Aldermen’s compensation from One Hundred Seventy-five Dollars ($175) to Two Hundred Fifty Dollars ($250) and the Mayor Pro Tempore to Three Hundred Fifty Dollars ($350). Ron Hill voted Nay, because he feels this is a service to the community.
RESERVE OFFICER
Chief Bonner spoke to the Council about Robert George a resident of Sterlington is very interested in becoming a reserve officer for the Town of Sterlington. Now he needs to go through the psychological testing and the lie detector (PSE) to go to the next level.

Mayor Vern Breland called the meeting to order. A quorum was present and acting. Aldermen present: Ron Hill, Caesar Velasquez and Bonnie Dilmore. Alderman Ladd Williams was absent. Alderman Cliff Bullock passed away on June 13, 2010. Later in the meeting Jayne Bullock was appointed to fill Cliff Bullock’s position until the end of his term and finish out the June 22 meeting.

GIS (GEOLOGICAL IMAGING SYSTEM)
Will Merritt showed the Council Members what he has prepared as far the mapping system for the town. He explained step by step how this system worked and how it will help the Public Works Department.

NEW TRACTOR AND MOWER
Mayor Breland stated we got the new tractor with the mower and it is sitting out front for everyone to look at.
STATUS OF OFFICERS
Chief Bonner reported Officer Willis will probably be going back to Monroe Police Department. Chief Bonner wanted to let the Aldermen know that Randy Hall is interested in the position if Willis does leave. Mayor Breland stated that we could call a special meeting if needed.
UNFINISHED BUSINESS
BLACK DURANGO
Chief Bonner reported he had a bid of $2,361 from the Dodge Dealership in West Monroe. He received two bids from Stuart’s here in Sterlington of $1,876 and $1,933. The $1,933 is the worst case scenario. Alderman Velasquez asked Chief Bonner if there is a log of regular maintenance on these vehicles. Chief Bonner answered no, but we will start one.

NAMING FRONTAGE ROAD
The Mayor stated one of the developers talk to him about changing a proposed road name to Cliff Bullock Road. This will be coming before the Council soon.
NEW BUSINESS
RESOLUTION TO APPOINT JAYNE BULLOCK TO FILL THE UNEXPIRED TERM OF CLIFF BULLOCK
Mayor Breland read the resolution and made the recommendation to appoint Barbara F. Bullock also know as Jayne Bullock to complete the unexpired term of Cliff Bullock and since it was less than one year there would not be a special election. Bonnie Dilmore made the motion to appoint Barbara Bullock as recommended by Mayor Breland and Caesar Velasquez seconded the motion.
BACK-UP SERVER FOR THE TOWN
Mayor Breland wants the Council to look over the quote and think about doing this. He will let the Town Clerk explain why this is needed at the next meeting.
ANNEXATION OF BARRY DOBSON PROPERTY
Mayor Breland approached the Ouachita Parish Police Jury about annexing a one acre piece of property on Harvey Gregg Road belonging to Barry Dobson. It is 516 feet on Ouachita City Road and 580 feet on Harvey Gregg Road. Mayor Breland said the Police Jury agreed to it

NOTICE
The Ouachita Parish School Board met in regular session on Thursday, July 15, 2010 at twelve (12:00) o’clock noon at its regular meeting place, the Ouachita Parish School Board office.
The following members were present: Jack White, Scott Robinson, A. R. Sims, Jerry R. Hicks, John Russell, Carey Walker and Susan Spence. There were none absent.
The Pledge to the Flag was led by Board member Scott Robinson.
The Invocation was given by Board attorney Elmer Noah.
On motion by Jerry Hicks, seconded by A. R. Sims, the Board unanimously approved the Minutes of June 15, 2010 as written.
On motion by Susan Spence, seconded by A. R. Sims, the Board approved the revised Agenda after amending to include permission to bid the renovations to the West Monroe High School auditorium and system-wide band instruments. Motion carried unanimously.
Mr. Sims moved, seconded by Jerry Hicks, that the Board approve the amended Personnel Agenda as presented, including the changes since its mailing. Motion carried unanimously.
On motion by Scott Robinson, seconded by John Russell, the Board appointed Jan Mercer to the position of Interim Principal of Highland Elementary School, effective August 1, 2010, (for 2010-1011 school year- 12 mo. Position) as recommended by the Superintendent. Motion carried unanimously.
On the recommendation of the Superintendent, John Russell moved, seconded by A. R. Sims, to appoint Deborah Brown to the position of Assistant Principal of Richwood Middle School, effective August 1, 2010, (11 mo. Position) as recommended by the Superintendent. Motion carried unanimously.
On motion by A. R. Sims, seconded by Scott Robinson, the Board appointed Dr. Rick Hearn to the position of Assistant Principal of Calhoun Middle School, effective August 1, 2010, (11 mo. Position) as recommended by the Superintendent. Motion carried unanimously.
Reverend John Russell presented Dr. Sharilynn Locke, Principal of Richwood High School, a check in the amount of $10,000 donated to Richwood High School by a local contractor, Mr. Robert L. Rowan, Sr. with Robert L. Rowan Contracting Company.
Following a report from Business Manager Richie Garrett regarding the millage rates for the 2010 tax roll, Scott Robinson moved, seconded by Jerry Hicks, that the Board adopt the Resolution regarding the following millages levied on the 2010 tax roll on all property subject to taxation by the Ouachita Parish School Board as presented by Mr. Garrett:
Constitutional 5.18 Mills
Maintenance 24.15 Mills
East Ouachita Bond 30.00 Mills
The following roll call vote was recorded: Scott Robinson, yes; A. R. Sims, yes; Jerry Hicks, yes; John Russell, yes; Carey Walker, yes; Susan Spence, yes; and Jack White, yes. Motion carried with seven (7) “yes” votes and none opposed.
Central Elementary Principal Carmen Banks addressed the Board with a request for an assistant principal. She justified her need stating that her curriculum coordinator was already dealing with discipline problems and parents, pulling her away from her regular duties. There are 493 students presently attending Central and more are expected to enroll when school starts. Whereby, Mr. Sims offered a motion, seconded by Scott Robinson, that the Board open the position of Assistant Principal of Central Elementary School for application and delete the curriculum coordinator position. Motion carried unanimously.
Title I Director Sam Douglas addressed the Board requesting their consideration to allow him to hire a Title I Supervisor to work with two middle schools to help improve test scores at these low performing schools. In addition, this position will require this person to perform supervision/ observations in the classroom, the same duties that other supervisors normally perform. If approved, Mr. Douglas requested permission to advertise this position for application. Whereby, Susan Spence moved, seconded by John Russell, that the Board accept the recommendation of Title I Director Sam Douglas and grant permission to hire a Title I Supervisor for the purpose of improving test scores at two low performing middle schools and open the position for application through advertisement, replacing two supervisory positions with one Motion carried unanimously.
On motion by Scott Robinson, seconded A. R. Sims, the Board granted the Superintendent permission to open the positions of assistant principal at West Ouachita High and Central Elementary Schools. Motion carried unanimously.
Special Projects/Safety Coordinator Kenneth Slusher announced that there is not a whole lot going on right now but evaluation of bids are ready to start. The project at Woodlawn Elementary is completed. Sterlington Elementary and Richwood schools are going well and the QSCB projects are closer to getting started, with hopes of being finished this summer.
On the recommendation of Special Projects/Safety Coordinator Kenneth Slusher, Susan Spence moved, seconded by A. R. Sims, that the Board accept the low bid of Wye Electric in the amount of $108,000 for the installation of a traffic light at Sterlington Elementary School [Bid No. 54-10]. DOTD required the School Board to install a traffic light on Hwy. 165 at the off-ramp to the school. Motion carried unanimously.
On the recommendation of Special Projects/Safety Coordinator Kenneth Slusher, Jerry Hicks moved, seconded by A. R. Sims, that the Board accept the low base bid excluding the add alternates of Don M. Barron for renovations and additions to Riser Middle and Lenwil Elementary in the amount of $936,000 [Bid No. 42-10]. The budget for this project was $850,000. Motion carried unanimously.
On the recommendation of Special Projects/Safety Coordinator Kenneth Slusher, Jerry Hicks moved, seconded by A. R. Sims, that the Board accept the low base bid of Don Leach Construction for renovations to Ouachita Parish Alternative Center in the amount of $431,000, including the add alternate in the amount of $64,000 (air conditioning the gym) [Bid No. 49-10]. The budget for this project was $600,000. Motion carried unanimously.
On the recommendation of Special Projects/Safety Coordinator Kenneth Slusher, Scott Robinson moved, seconded by Jerry Hicks, that the Board accept the low base bid ($486,000) of J. S. Rugg Construction including add Alternates No. 1 ($5,500) & No. 2 ($3,500) for renovations at Good Hope Middle addition, George Welch and Boley Elementary alterations [Bid No. 59-10]. The budget for this project was $600,000. Motion carried unanimously.
On the recommendation of Business Manager Richie Garrett, Jerry Hicks moved, seconded by A. R. Sims, that the Board grant permission to Purchasing Agent Bobby Jones to open the bids and accept the best bid meeting specs for Oil/Grease Products [Bid No. 52-10] and Security Cameras [Bid No. 15-11] and report results to the Board at the next meeting. Motion carried unanimously.
On the recommendation of Business Manager Richie Garrett, Susan Spence moved, seconded by A. R. Sims, that the Board grant permission to bid the following items: (1) Sale of Surplus Equipment [Bid No. 17-11]; (2) Renovations at WMHS Auditorium; and (3) System-Wide Band Instruments. Motion carried unanimously.
The next Board meeting will be held on Tuesday, August 10th at 6:00 P.M.
There being no further business to be brought before the Board, Mr. Sims moved, seconded by Jerry Hicks, that the meeting adjourn. Motion carried unanimously.
