Commissioner Hall called the meeting to order promptly at 11 a.m. The first item on the agenda was a discussion concerning the early pay-off of bonds which were the original funding for the district. Mr. Huffman presented to the members of the board a computation of the savings if the district decided to pay the bonds before maturity. Mr. Huffman informed the board members that a resolution would be in order should they decide in order of the early pay-off. Following a lengthy discussion Commissioner Leach made a motion to pay the bonds early because the savings to the district would be substantial and Commissioner Owens seconded the motion. The motion was passed by a unanimous voice vote. The next item was concerning the progress of the Sparta Project with the city of West Monroe. Mr. Lazenby brought everyone up to speed on this matter and no action was necessary. The next item was a filter station on Fairlane Drive for the city of West Monroe. Mr. Lazenby presented the proposal to board members and no action was necessary. Next was an endeavor agreement with the developers of the Versailles Estates Subdivision, to replace the existing lift station on Forty Oaks Farm Road. Mr. Lazenby explained the advantages and need for a new lift station and a new location and that the cost for replacement would be shared by the subdivision developers. Commissioner Owens made a motion to have the attorney for the district work up the endeavor agreement to be approved by the commissioners and Commissioner Leach seconded the motion. The motion was passed by a unanimous voice vote. The final item was cash disbursements. Mr. Cox presented the disbursements for the month and following a brief discussion Commissioner Leach made a motion to accept them as reasonable and necessary. Commissioner Owens seconded the motion. Mr. Sims moved, seconded by Scott Robinson, that the Board accept the recommendation of the Superintendent and grant permission to open up the position of Assistant Principal at Calhoun Middle School for application to fill the position of Seburn Dunn following his retirement and further moved to open the position of Richwood Middle School Principal for application left vacant with the promotion of Mrs. Tereatha Chisley to the Title I program. On behalf of all the staff in the Central Office, Clint Miller, Network/Communication Systems Administrator, presented a plaque displaying a picture of Mike Broom dedicated in his memory. Before his sudden death in December 2009, Mike served as Building Supervisor for the Ouachita Parish School Board office for over 18 years. He also served at a school for a short time before coming to the Central Office. We miss him and will always remember his honesty and loyalty to the Ouachita Parish School System. On the recommendation of Business Manager Richie Garrett, Jerry Hicks moved, seconded by A. R. Sims, that the Board adopt Budget Revision No. 1 for the fiscal year ending June 30 as presented. The Board anticipates it will end the fiscal year with a $17.9 million fund balance in its general fund. Revenues are expected to exceed expenditures by $161,037 for the year ended June 30, 2010. Motion carried unanimously. Susan Spence moved, seconded by Scott Robinson, that the Board accept the recommendation of Data Processing technician Clint Miller, and adopt the “Internet Acceptable Use and Internet Safety Policy” as presented. The bulk of the policy has been in place, but was amended to meet Federal Communication Commission requirements. However, the new policy makes it the responsibility of all employees to supervise and monitor student usage of the Internet and technology and requires the district to provide cyber security, safety and ethics education to its students. All Internet traffic is logged and proper use of the Internet is taught to the students. Motion carried unanimously. On the recommendation of Personnel Director Dr. Don Coker, Susan Spence moved, seconded by Carey Walker, that the Board adopt the “Ouachita Parish School System Proposed/Projected East Side New School Sites and Grade Configuration for 2010-2011 and 2011-2012 School Years” as presented. This is a two-year plan that will be incorporated into the 2010-2011 school years. Once the changes have been made, all the teacher/student demographics will be put together for presentation to the Bi-Racial Committee for consideration before it is presented to the judge for final approval. All this will be done before school begins this fall. Motion carried unanimously. Band Director/Coordinator Mark Walker discussed the original plan which included the possibility of building an auditorium at (Ouachita Parish Alternative Center) OPAC for a center of fine arts for the school system. Approximately 10 years ago, the project was actually started and 5 years ago the school board and the City of West Monroe began to research the possibility of designating part of OPAC in building an auditorium for a fine arts center for the school system. They entered into a cooperative endeavor agreement with Golson Architecture Firm to design the addition that was presented to both the City Counsel of West Monroe and Ouachita Parish School Board for review. Unfortunately, OPAC student needs over time became more of a priority and this particular project had to be tabled. Mr. Walker would like to set the goals to provide an instructional facility center conducive to teaching the arts for at-risk students, meet the needs of identified talented students in all areas of the arts, visual, drama dance, as well as instrumental and vocal. He would also like to provide instruction for students interested in entering the field of the musical industry. Mr. Walker feels that this type of vocational program would prepare students to enter the workforce that generates on a national level. If an art center is built, it would provide and enhance economic activity throughout the community. The fine arts industry generates $166.2 billion in economic revenue in the U.S. and Mr. Walker encouraged the Board to continue their interest in creating a fine arts center in collaboration with the City of West Monroe. Mayor Norris is committed to donating land for the new art center in the Downing Pines area of West Monroe near the Ike Hamilton Center with the possibility of financial support from the City of West Monroe. Mr. Walker will continue working with committees consisting of Mayor Norris, Dr. Webber, Jack White, Monroe-West Monroe Convention & Visitors Bureau and other community leaders and organizations to determine constructional, cultural and economic needs of our community and let everyone know that all parties have expressed the need for this facility and are still researching the financial aspects of the project. One funding source he is recommending to apply for is the federal stimulus money that will be available in October though QSCB (Qualified School construction Bonds) funds. Other funding sources recommended are grant applications, nonprofit organizations, corporate sponsorships and private donations. Mr. Walker promised to report any future developments to the Board. Special Projects/Safety Coordinator Kenneth Slusher had good news to announce in that the Town of Sterlington has repaid the Board for the cost of the new access road turn lane project going into the new Sterlington Elementary School from Hwy 165. He reminded the Board that we (OPSB) built and paid for the road, but the Town of Sterlington had agreed to repay us. Mr. Slusher reported that the installation of over 600 air-handler units in the schools will begin this weekend. Bids will be opened on the Woodlawn project June 8, Claiborne, Drew and Highland on the June 10. Boley roof and WOHS turf opens on June 15 and OPAC, Riser and Lenwil on June 22. On the recommendation of Special Projects/Safety Coordinator Kenneth Slusher, Susan Spence moved, seconded by Scott Robinson, that the Board amend the Agenda to include the permission to hire architect Lane Beard to prepare site plans consistent with the fire marshal’s plans for the installation of green houses at Ouachita and West Monroe High Schools and further moved to add the “public works” contract award for the replacement of the gym floor at Sterlington High. Motion carried unanimously. Motion by Scott Robinson, seconded by Jerry Hicks, that the Board accept the recommendation of Special Projects/Safety Coordinator Kenneth Slusher and grant Dr. Webber permission to secure the services of Lane Beard to design the plans for the installation of green houses at Ouachita and West Monroe High Schools all in accordance with the fire marshal’s plan. On the recommendation of Special Projects/Safety Coordinator Kenneth Slusher, Susan Spence moved, seconded by Carey Walker, that the Board award the “public works” contract to Gentry and Holder in the amount of $97,000 for the installation/replacement of the gym floor at Sterlington High School. Sims, the Board accepted the low base bid of $250,700 excluding Add Alternate No. 1 ($63,100) from Ryan Watson Construction for the construction of the new multipurpose room at West Ridge Middle School [Bid No. 40-10] as recommended by Special Projects/Safety Coordinator Kenneth Slusher. Sims, that the Board accept the low bid of D & L of Ouachita, Inc. in the amount of $735,390 for renovations and additions to Robinson and Shady Grove Elementary Schools [Bid No. 55-10]. Sims, that the Board accept the recommendation of Special Projects and Safety Coordinator Kenneth Slusher and approve the low bid of Pohlman & Wilbanks Contractors, Inc. in the amount of $102,000 for additions to Swayze Elementary School [Bid No. 56-10]. Business Manager Richie Garrett informed the Board that he would like to see the school system move toward centralized printing for cost savings to the system, so he presented options regarding printers/copiers for their consideration. Whereby, Scott Robinson moved, seconded by Susan Spence, that the Board accept the Printer/Copier Proposal, as recommended and presented by Business Manager Richie Garrett. Motion carried unanimously. Upon the recommendation of Business Manager Richie Garrett, Carey Walker moved, seconded by Scott Robinson, that the Board adopt the 2009-2010 Louisiana Compliance Questionnaire as presented by Mr. Garrett. Motion carried unanimously. Band Director/Coordinator Mark Walker conducted a continuation of his plans for the Ouachita Parish Center of Fine Arts facility to the Board that was discussed in the last meeting. He encouraged the Board to consider the concept of its intent to being an income producing facility. Following Mr. Walker’s report, project architect, Tim Brandon presented a visual layout of preliminary drawings of the site plans for the future Ouachita Parish Center of Fine Arts facility consisting of two parts (Theatrical and Performance) and (Music, Visual Arts and Dance). In his opinion, this would be a wonderful opportunity for this community to have such a wonderful elevated education facility that could also be enjoyed by the public. In developing the form of the building, Mr. Brandon and his staff used an orchestral approach in using shapes of music symbols throughout the building in his designs. In conclusion, Mr. Brandon summarized his presentation as a brief description of the vision for what could happen if this project comes to life. Discussion followed with questions from the Board regarding funding for the facility and Mr. Brandon remarked that the Ouachita Parish School System will own the building, but there is interest expressed from both Monroe and West Monroe governments in possibly helping finance the project in some way. However, there is no commitment from either mayor at this time. Dr. Webber commented that there will be $140 million in stimulus money (QSCB) to be made available to Louisiana, but does not know how or when it will be distributed. There is no money available in the West Ouachita sales tax account at this time but there may be some available through QSCB (Qualified School Construction Bonds) funds. Business Manager Richie Garrett informed the Board that he would keep them advised if monies become available for the project, and once the project is considered, it would be funded with QSCB funds through the West Ouachita Sales Tax account and possibly with other funding sources. On the recommendation of Purchasing Agent Bobby Jones, Susan Spence moved, seconded by Carey Walker, that the Board purchase 400 additional desks for Ouachita Parish Junior High School classrooms. A number of desks have been transferred from other schools. However, there is still a deficiency in the number of desks needed at the school since the school recently changed to a middle school concept and is gaining sixth grade students from elementary schools zoned for OJHS. Motion carried unanimously. On motion by Scott Robinson, seconded by Jerry Hicks, the Board accepted the recommendation of Purchasing Agent Bobby Jones and approved the low bid of Traxler Construction in the amount of $269,000 for renovations at Claiborne/Drew/Highland elementary schools [Bid No. 43-10]. Construction costs to be paid by QSCB funds. The budgeted amount was $300,000. Motion carried unanimously. On the recommendation of Purchasing Agent Bobby Jones, A. R. Sims moved, seconded by Jerry Hicks, that the Board accept the low bid of Gentry Construction in the amount of $2,586,000 for additions to Woodlawn School [Bid No. 50-10]. Construction costs to be paid with West Ouachita Construction Funds. The budgeted amount was $2.5 million. Motion carried unanimously. Upon motion by Jerry Hicks, seconded by A. R. Sims, the Board accepted the low bid of Roof Masters in the amount of $357,334 for re-roofing Boley Elementary School as recommended by Purchasing Agent Bobby Jones [Bid No. 58-10]. Construction costs to be paid from M&O Sales Tax Funds. The budgeted amount was $500,000. Motion carried unanimously. On the recommendation of Purchasing Agent Bobby Jones, Mr. Sims moved, seconded by Scott Robinson, that the Board accept the low bid of Hellas Construction in the amount of $945,000 for a synthetic turf field at West Ouachita High School with a budgeted amount of $850,000 [Bid No. 65-10]. Construction costs to be paid from West Ouachita Sales Tax Fund. Motion carried unanimously. Since the bids for Oil/Grease [Bid No. 52-10] and Camera Security System [Bid No. 15-11] will not be opened for evaluation until July 7, Business Manager Richie Garrett ask the Board to grant permission to Purchasing Agent Bobby Jones to accept the low bids meeting specifications for these items. Mr. Jones will evaluate and award the bids and bring the results to the Board at their next meeting. Motion carried unanimously. On the recommendation of Business Manager Richie Garrett, Susan Spence moved, seconded by Scott Robinson, that the Board grant permission to bid Banking Services [Bid No. 14-11] and RFP Document Scanning Services [Bid No. 16-11] for the school system paid from general funds. Motion carried unanimously. The next meeting will be held Thursday, July 15th at 6:00 P.M. which has since been changed to 12:00 noon.
