ETC Tiger has commenced the federal regulatory process — a process that is focused on determining a pipeline’s environmental impact, its final location and whether or not it will be in the public interest and necessity as judged by the FERC. This construction project was designated as the ETC Tiger Pipeline Expansion Project, Phase I, (Expansion Project) and has been assigned Docket No. CP10-459-000 by the FERC. The Expansion Project will be subject to the FERC’s jurisdiction since its pipeline facilities will be used in the transportation of natural gas in interstate commerce. REPORTS CHARLES MCDONALD - ECONOMIC DEVELOPMENT Charles McDonald has met with three different Hotels about building in Sterlington. The first Hotel chain that he spoke with said that they would like to meet again in the fall. Several businesses such as Centurylink, Angus and Entergy have expressed the need for a Hotel closer so they would not have to send people to Monroe, West Monroe, or Bastrop. He has also met with some fast food chains and hardware stores that have shown an interest in coming to this area. He also stated that we all need to support the businesses that come to Sterlington. Mr. McDonald and Mayor Breland have had meetings with Senator David Vitter to talk about funds for infrastructure. They also met with Congressman Rodney Alexander to secure funding for the frontage road. LADD WILLIAMS - ALDERMEN REPORTS Alderman Williams talked about the State of the Town Address that featured Mayor Breland last Friday. He reported there were approximately 50 to 60 people in attendance. Ladd talked also about the importance of the Census and how it relates to economic development in our area. He stated everyone needs to complete the information and mail it back. Ron Hill spoke about what measures the census has taken to keep all of the personal information safe. He also encouraged everyone to complete the necessary information and send it in. CLIFF BULLOCK AND LINDA ADCOX – UPDATE CLEANEST CITY CONTEST Linda Adcox read a letter from the Louisiana Garden Club Federation, Inc. that states Sterlington won the district level and has the points needed to compete in the state level. We will be judged again on April 28, 2010 for the state competition. Alderman Cliff Bullock spoke about the work that the Public Works Department is doing in preparation for the contest. Linda Adcox voiced some of the areas of concern in the city limits. UNFINISHED BUSINESS CHIEF BARRY BONNER – NEW POLICE VEHICLE Chief Bonner had a state contract pricing quote of $21,000 for a 2010 Dodge Charger Police Unit. He also had a bid of $16,853.08 from Chase Electronics for equipping it. Chief Bonner advised that we could save at least $3,000 by getting the chest cameras instead of the camera that is mounted in the car. The chest cameras are estimated to cost $800 a piece and will be mobile with the officer. Chief Bonner stated that the Mayor said that the funding would be available for him to get the Maroon Durango striped also. The Aldermen told Chief Bonner that they would like to see another estimate for equipping the police unit to compare prices. M/S/C (Ladd Williams, Caesar Velasquez) for Chief Barry Bonner to get an updated bids on a new police vehicle, since the bid was several months old, also get another bid on equipping the unit, and if the bid on the vehicle is still $21,000 he can go ahead and order the 2010 Dodge Charger. NEW BUSINESS LADD WILLIAMS - VEHICLE ORDINANCE #2004-05 (TPC) Ladd Williams stated that at this time we need to make sure that we are enforcing our existing ordinances. Chief Barry Bonner stated that he agrees with whatever the council wants to do, but with the way this ordinance is written, the police department will not be allowed to have an undercover vehicle if ever needed. The Council stated that they may need to look at the wording with legal council. AN ORDINANCE PERTAINING TO TIF Mayor Breland requests the Council to read over the ordinance and be prepared to adopt at the next meeting. TOM HOLTZCLAW - HAZARD MITIGATION PLAN Tom introduced the Task Force Members for the Mitigation Plan: Doug Salter – Angus Stan Kennedy – Angus Jeremy Harrell – Marion State Bank Jerry Ford – Cross Keys Bank Pat McDonald – Public Works Todd Newton – Asst Chief Caesar Velasquez – Angus/Alderman Vern Breland – Mayor Task Force members will serve on the task force for a year. The Committee will have 4 project meetings: May 24, 2010-More in-depth meeting, June 8, 2010, and August 3, 2010. The project closeout will be April 2011. Tom Holtzclaw introduced Tom Malmay to discuss the process of all hazards. Tom Malmay introduced Steve Pratt for the presentation of the Mitigation Plan. Mr. Pratt gave a thorough presentation explaining the Hazardous Mitigation Plan and the importance of the plan. Steve Pratt advised that the best agency to fund mitigation projects is the Rural Development Agency. Tom Malmay spoke again about different kinds of grants and funding. Carrie Robinette spoke about different annual programs that does not require us to have a disaster at the time. She gave some programs that are available to help once the plan has been approved. Tom Holtzclaw wrapped up the presentation talking about problem areas and what to put in the plan. He identified the village area as one of the problem areas. UNFINISHED BUSINESS ASSISTANT CHIEF TODD NEWTON - EQUIPPING THE 2010 CHARGER Alderman Cliff Bullock expressed concerns about the equipment for the police car. We have two estimates, one from Monroe Communications for $8,483.00 and one from Chase Electronics for $8,426.54. Alderman Bullock advised to check into the GPS system that gives information about how fast the car was going, every time the gas was stomped, fuel economy, how long it sits still, etc. The Council wanted Assistant Chief Newton to call the Chief to see if he has already placed and order for the radio. The council moved on to the second topic under new business. After public participation, the Council came back to equipping the police vehicle. M/S/C (Ron Hill, Caesar Velasquez) to release discretion to the Mayor in conjunction with the Chief or Assistant Chief to make a reasonable purchase. ADOPT ORDINANCE PERTAINING TO TIF Wes Shafto stated the funding will be in place on Monday. The first payment will be an interest only payment which is due November 2010.
