NOTICE
The Ouachita Parish School Board met in regular session on Tuesday, May 04, 2010 at twelve (12:00) o’clock noon at its regular meeting place, the Ouachita Parish School Board office.
The following members were present: Jack White, Scott Robinson, A. R. Sims, Jerry R. Hicks, John Russell, Carey Walker and Susan Spence. There were none absent.
Board member Carey Walker led the Pledge to the Flag.
The Invocation was given by Board member Susan Spence.
On motion by Jerry Hicks, seconded by A. R. Sims, the Board unanimously approved the Minutes of April 20, 2010 as written.
Upon motion by Scott Robinson, seconded by A. R. Sims, the Board approved the revised Agenda with the addition of bid item No. 3 listed under Permission to Bid for a new roof at Boley Elementary School [Bid No. 58-10]. Motion carried unanimously.
On motion by Mr. Sims, seconded by Jerry Hicks, the Board approved the amended Personnel Agenda as presented, including the changes since it was mailed out. Motion carried unanimously.
On the recommendation of Business Manager Richie Garrett, Mr. Sims moved, seconded by Scott Robinson, that the Board approve the matching funds request of Woodlawn Elementary School in the amount of $4,950 to renovate and improve the school playground and purchase a Smartboard. Motion carried unanimously.
Business manager Richie Garrett presented an update on the current sales tax collections for 8 months of this fiscal year. He reported that the collections are down approximately 12% or $400,000 from the previous year at this same time. He feels after this year, the collections will stabilize and be about where they were 2 years ago. On the positive side, there are fewer employees this year which means more for each employee. Employees should expect a 10 to 12 percent decrease in their 13th check this year.
Purchasing Agent Bobby Jones reported on his findings regarding the condition of the gym floor at Sterlington High School. After the floor was examined by flooring experts, it appears to have sustained water damage all the way to half court. What they do not know is if the water got passed the half court to the other side. The Board needs to decide if they want to replace the whole floor or just the damaged section. Some say it would be hard to match a nine year old floor. The question Mr. Jones asked the Board is if they want to bid the project out or designate it as a public works project and get proposals from as many flooring companies as we can get and go ahead and do this. Both the flooring companies he talked to said if the project is awarded now, they feel they could complete the job by July 1. If the Board waits, and puts it out for bid next week, then we are looking at starting the project sometime in June and will be put in line with other schools that have to have work done. Scott Robinson suggested that Mr. Jones discuss the Board’s options with the insurance company adjuster before making a decision on replacing just the damaged part of the floor or redoing the entire floor.
Following much discussion, Susan Spence moved, seconded by Carey Walker, that the Board designate the gym floor replacement at Sterlington High School as a public works project and grant permission to Purchasing Agent Bobby Jones to accept quotes for the Sterlington High School gym floor replacement project not to exceed the budget of $140,000 and postpone acceptance of the quotes to allow time to negotiate an agreement with the insurance company as to what they will pay on the damage claim. Motion carried unanimously.
Special Projects/Safety Coordinator Kenneth Slusher reported that architects are working on almost every project in West Ouachita Parish and within June or July just about every project will come before the Board to go out for bid. It will be a challenge to get all the projects completed within the summer months. Robinson and Swayze are on schedule. Riser’s covered walkway problem has been solved. Bids will be opened about the third week in June on all the projects at Riser.
On the recommendation of Special Projects/Safety Coordinator Kenneth Slusher, Mr. Sims moved, seconded by Scott Robinson, that the bid for the synthetic turf at West Ouachita High School [Bid No. 32-10] be tabled until further evaluation and that the Board accept the low bid meeting specifications from Ouachita Builders in the amount of $260,000 for the additions to Calhoun Middle School [Bid No. 39-10]. Motion carried unanimously.
Upon the recommendation of Business Manager Richie Garrett, Jerry Hicks moved, seconded by Susan Spence, that the Board accept the only bid meeting specifications from Valiant, IMC [Bid No. 47-10] for various televisions up to the budgeted amount. Motion carried unanimously.
Upon the recommendation of Business Manager Richie Garrett, Susan Spence moved, seconded by Scott Robinson, that the Board grant permission to Purchasing Agent Bobby Jones to accept the low bids meeting specifications for Tork Paper [Bid No. 53-10]; Toilet Paper [Bid No. 54-10]; and Band Uniforms [Bid No. 57-10] (WMHS) as the bids are scheduled to be opened next week. Mr. Jones will evaluate the bids and report the results to the Board at their next meeting. Motion carried unanimously.
On the recommendation of Business Manager Richie Garrett, A. R. Sims moved, seconded by Susan Spence, that the Board grant permission to bid the following items: (1) Large Cafeteria Equipment [Bid No. FS10-11]; (2) Band Uniforms (WMHS) [Bid No. 57-10]; (3) Re-roof Boley Elementary School [Bid No. 58-10]. Motion carried unanimously.

The sources of drinking water (both tap water and bottled water) include rivers, lakes, streams, ponds, reservoirs, springs, and wells. As water travels over the surface of land or through the ground, it dissolves naturally-occurring minerals and, in some cases, radioactive material, and can pick up substances resulting from the presence of animals or from human activity. Contaminants that may be present in source water include:
Microbial Contaminants - such as viruses and bacteria, which may come from sewage treatment plants, septic systems, agricultural livestock operations, and wildlife.
Inorganic Contaminants - such as salts and metals, which can be naturally-occurring or result from urban stormwater runoff, industrial, or domestic wastewater discharges, oil and gas production, mining, or farming.
Pesticides and Herbicides - which may come from a variety of sources such as agriculture, urban stormwater runoff, and residential uses.
Organic Chemical Contaminants – including synthetic and volatile organic chemicals, which are by-products of industrial processes and petroleum production, and can also come from gas stations, urban stormwater runoff, and septic systems.
Radioactive Contaminants – which can be naturally-occurring or be the result of oil and gas production and mining activities.
A Source Water Assessment Plan (SWAP) is now available from our office. This plan is an assessment of a delineated area around our listed sources through which contaminants, if present, could migrate and reach our source water. It also includes an inventory of potential sources of contamination within the delineated area, and a determination of the water supply's susceptibility to contamination by the identified potential sources. According to the Source Water Assessment Plan, our water system had a susceptibility rating of 'MEDIUM'. If present, elevated levels of lead can cause serious health problems, especially for pregnant women and young children. Lead in drinking water is primarily from materials and components associated with service lines and home plumbing. Cheniere Drew North W.S. is responsible for providing high quality drinking water, but cannot control the variety of materials used in plumbing components. When your water has been sitting for several hours, you can minimize the potential for lead exposure by flushing your tap for 30 seconds to 2 minutes before using water for drinking or cooking. If you are concerned about lead in your water, you may wish to have your water tested. Information on lead in drinking water, testing methods, and steps you can take to minimize exposure is available from the Safe Drinking Water Hotline or at http://www.epa.gov/safewater/lead.
In order to ensure that tap water is safe to drink, EPA prescribes regulations which limit the amount of certain contaminants in water provided by public water systems. Food and Drug Administration regulations establish limits for contaminants in bottled water which must provide the same protection for public health. The tables that follow show the results of our monitoring during the period of January 1st to December 31st, 2009. Drinking water, including bottled water, may reasonably be expected to contain at least small amounts of some contaminants. The presence of contaminants does not necessarily indicate that water poses a health risk.
In the tables below, you will find many terms and abbreviations you might not be familiar with. To help you better understand these terms, we’ve provided the following definitions:

Action level (AL) – the concentration of a contaminant that, if exceeded, triggers treatment or other requirements that a water system must follow.
Treatment technique (TT) – a treatment technique is a required process intended to reduce the level of a contaminant in drinking water.
Maximum contaminant level (MCL) – the “Maximum Allowed” MCL is the highest level of a contaminant that is allowed in drinking water. MCL’s are set as close to the MCLG’s as feasible using the best available treatment technology.
Maximum contaminant level goal (MCLG) – the “Goal” is the level of a contaminant in drinking water below which there is no known or expected risk to human health. MCLG’s allow for a margin of safety.
Maximum residual disinfectant level (MRDL) – The highest level of a disinfectant allowed in drinking water. There is convincing evidence that addition of a disinfectant is necessary for control of microbial contaminants.
Maximum residual disinfectant level goal (MRDLG) – The level of a drinking water disinfectant below which there is no known or expected risk to health. MRDLGs do not reflect the benefits of the use of disinfectants to control microbial contaminants.

Under the Stage 2 Disinfectants/Disinfection Byproducts Rule (DBPR), our public water system was required by USEPA to conduct an evaluation of our distribution system. This is known as an Initial Distribution System Evaluation (IDSE), and is intended to identify locations in our distribution system with elevated disinfection byproducts (total trihalomethanes [TTHM] and haloacetic acids [HAA5]) concentrations. The IDSE monitoring results are not used for compliance with the TTHM and HAA5 maximum contaminate levels under Stage 1 DBPR, but will be used to determine the locations for Stage 2 DBPR compliance monitoring, beginning in 2012 for some water systems. See the table below for the range (highest/lowest detect) of our IDSE results. For some systems the IDSE monitoring period straddles two calendar years and as such the IDSE data will be split between two CCRs.
Some people may be more vulnerable to contaminants in drinking water than the general population. Immuno-compromised persons such as persons with cancer undergoing chemotherapy, persons who have undergone organ transplants, people with HIV/AIDS or other immune system disorders, some elderly, and infants can be particularly at risk from infections. These people EPA/CDC guidelines on appropriate means to lessen the risk of infection by Cryptosporidium and other microbial contaminants are available from the Safe Drinking Water Hotline (800-426-4791).

Coliforms are bacteria that are naturally present in the environment and are used as an indicator that other; potentially-harmful, bacteria may be present. Coliforms were found in more samples than allowed and this was a warning of potential problems.

The sources of drinking water (both tap water and bottled water) include rivers, lakes, streams, ponds, reservoirs, springs, and wells. As water travels over the surface of land or through the ground, it dissolves naturally-occurring minerals and, in some cases, radioactive material, and can pick up substances resulting from the presence of animals or from human activity. Contaminants that may be present in source water include:
Microbial Contaminants - such as viruses and bacteria, which may come from sewage treatment plants, septic systems, agricultural livestock operations, and wildlife.
Inorganic Contaminants - such as salts and metals, which can be naturally-occurring or result from urban stormwater runoff, industrial, or domestic wastewater discharges, oil and gas production, mining, or farming.
Pesticides and Herbicides - which may come from a variety of sources such as agriculture, urban stormwater runoff, and residential uses.
Organic Chemical Contaminants – including synthetic and volatile organic chemicals, which are by-products of industrial processes and petroleum production, and can also come from gas stations, urban stormwater runoff, and septic systems.
Radioactive Contaminants – which can be naturally-occurring or be the result of oil and gas production and mining activities.
A Source Water Assessment Plan (SWAP) is now available from our office. This plan is an assessment of a delineated area around our listed sources through which contaminants, if present, could migrate and reach our source water. It also includes an inventory of potential sources of contamination within the delineated area, and a determination of the water supply's susceptibility to contamination by the identified potential sources. According to the Source Water Assessment Plan, our water system had a susceptibility rating of 'MEDIU'. If you would like to review the Source Water Assessment Plan, please feel free to contact our office at the number provided in the following paragraph.
If present, elevated levels of lead can cause serious health problems, especially for pregnant women and young children. Lead in drinking water is primarily from materials and components associated with service lines and home plumbing. Cheniere Drew South W.S. is responsible for providing high quality drinking water, but cannot control the variety of materials used in plumbing components. When your water has been sitting for several hours, you can minimize the potential for lead exposure by flushing your tap for 30 seconds to 2 minutes before using water for drinking or cooking. If you are concerned about lead in your water, you may wish to have your water tested. Information on lead in drinking water, testing methods, and steps you can take to minimize exposure is available from the Safe Drinking Water Hotline or at http://www.epa.gov/safewater/lead.
In order to ensure that tap water is safe to drink, EPA prescribes regulations which limit the amount of certain contaminants in water provided by public water systems. Food and Drug Administration regulations establish limits for contaminants in bottled water which must provide the same protection for public health. Notice is hereby given, pursuant to Article IV, Section 21(D)(1) of the Louisiana Constitution, that on May 14, 2010, Entergy Louisiana, LLC (“ELL”) an electric public utility providing retail electric service to customers in forty-three (43) Parishes of the State of Louisiana, filed with the Louisiana Public Service Commission (“LPSC”), pursuant to Article IV, Section 21(D)(3) of the Louisiana Constitution and Title 45, Section 1163.1 of the Louisiana Revised Statutes, its Formula Rate Plan (“FRP”) Rider FRP schedule for the test year ended December 31, 2009, pursuant to LPSC Order Nos. U-20925 (FRP 2006) and U-20925 (FRP 2007) decided at the October 14, 2009 Business and Executive Session of the Louisiana Public Service Commission. ELL’s FRP filing, if approved by the Commission as filed, will result in a net FRP revenue increase of approximately $0.5 million, which increase will be implemented effective the first billing cycle of September 2010, pursuant to Section 2.B.2 of the FRP.
ELL’s FRP has a target return on equity (“ROE”) of 10.25% with a plus or minus 80 basis point deadband in which there is no change in rates based upon earned ROE (“EROE”) for the test year. ELL’s FRP filing for the 2009 test year reflects an EROE of 10.82%; therefore, there is no rate change due to ELL’s cost of service sharing mechanism. ELL has, however, reflected the following adjustments to Rider FRP revenues outside of the FRP sharing mechanism: (1) an increase of $7.906 million to reflect an extraordinary cost change associated with a required increase in decommissioning accruals related to of ELL’s Waterford 3 Steam Electric Station; and (2) a decrease of approximately $7.407 million to reflect a change in the Additional Capacity Revenue Requirement pursuant to LPSC Special Order 42-2009.
It is estimated that the proposed net increase of $0.5 million will have the following effects upon ELL customers’ bills based upon May 2010 Fuel Adjustment and Environmental Adjustment Charges. A bill for Residential Service for 1,000 kWh would increase $0.01 from $93.69 to $93.70. A bill for Small General Service for 12,500 kWh would increase $0.23 from $1,276.00 to $1,276.23. A bill for Large General Service for 1,000 kW and 500,000 kWh would increase $5.13 from $36,600.78 to $36,605.91.
Included in ELL’s main FRP filing described above is an ancillary filing that reflects the additional changes in Total FRP Revenue that would result from certain changes to ELL’s depreciation rates, if approved by the Commission. As a result of litigation at the Federal Energy Regulatory Commission (“FERC”) in which the LPSC challenged the propriety of depreciation rates of ELL and other Entergy Operating Companies, ELL and the other Entergy Operating Companies have filed new depreciation studies with the FERC and ELL has requested that the LPSC open a subdocket in this FRP proceeding to review the depreciation studies filed at the FERC and to determine whether the existing depreciation rates remain just and reasonable and, if not, to approve the depreciation rates that it determines to be just and reasonable. The ancillary filing reflects the additional increase in Total Rider FRP Revenue that would be required under two alternative scenarios: (1) if ELL’s depreciation rates were changed in accordance with the new depreciation studies and the estimated useful life of ELL’s nuclear facilities is deemed to be 40 years; and (2) if ELL’s depreciation rates were changed in accordance with the new depreciation studies and the estimated useful life of ELL’s nuclear facilities is deemed to be 60 years. The first scenario would yield an additional increase in Rider FRP revenue of approximately $96.435 million and the second scenario would yield an additional increase of approximately $40.459 million over and above the net $0.5 million increase included in the main filing. It is the Company’s expectation that any change in depreciation rates related to its ancillary filing that is ultimately approved by the Commission would be implemented only on a prospective basis and in conjunction with the next rate implementation after any such approval occurs.
In addition to the aforementioned issues, the Company notes that pursuant to ordering paragraph 5 of LPSC Order No. U-20925 (FRP 2007), the Staff, the Company, and Intervenors are currently working to design a transmission rider for ELL, that, if adopted by the Commission, would provide for the recovery of transmission investment on a more contemporaneous basis than would be achieved absent such a rider. These efforts may ultimately result in a mechanism that may modify the current 2009 Test Year filing and/or future FRP filings.
