The successful Bidder shall be required to furnish a Performance and Payment Bond written by a company licensed to do business in Louisiana, in an amount equal to 100% of the Contract amount. Surety must be listed currently on the U.S. Department of Treasury Financial Management Service List (Treasury List) as approved for an amount equal to or greater than the contract amount, or must be an insurance company domiciled in Louisiana or owned by Louisiana residents. If surety is qualified other than by listing on the Treasury list, the contract amount may not exceed fifteen percent of policyholders' surplus as shown by surety's most recent financial statements filed with the Louisiana Department of Insurance and may not exceed the amount of $500,000. However, a Louisiana domiciled insurance company with at least an A- rating in the latest printing of the A.M. AN ORDINANCE AMENDING ORDINANCE NO. 2007-04 (OTG) BY ADDING A PUBLIC WORKS DIRECTOR TO THE APPOINTMENTS FOR NON-ELECTED MUNICIPAL OFFICERS.
BE IT ORDAINED THAT THE MAYOR AND BOARD OF ALDERMEN OF THE TOWN OF STERLINGTON hereby confirms and approves the appointment of Pat McDonald as the Public Works Director for the Town of Sterlington.

Mayor Vern Breland called the meeting to order. A quorum was present and acting. Aldermen present: Caesar Velasquez, Ron Hill, Ladd Williams and Bonnie Dilmore. Alderman Cliff Bullock was absent.

Caesar Velasquez gave the invocation and led the group in the Pledge of Allegiance.

FRISBEE GOLF
Hans Beutner was here and stated he met with Ms. Cook with the Corps of Engineers. He showed her his proposed layout of the course. He approached the town council a few months ago and explained he wanted to build this type course to earn his Eagle Scout Badge. He asked the town if they would purchase the course for $3,000 along with donating sand, concrete, plus the use of town equipment such as shovels, tractor, etc.
M/S/C (Ron Hill, Ladd Williams) to fund the $3,000 equipment order, the concrete, the sand from the Probation Fees bank account.
NEW BUSINESS
RESERVE OFFICERS
Chief Bonner stated he would like to possibly have five reserve officers to help his regular officers. He has a couple of people that inquired about being a reserve officer.

SHANE MIDDLETON, GED CLASS
Mayor Breland stated Shane Middleton one of our Public Works employee approached him about going to school and getting his GED certificate, which required him leaving early on some days. Several aldermen asked questions, so Mayor Breland stated he will get more information and report back next month.
INVITATION FOR PUBLIC PARTICIPATION
Mr. Kinnison complained about people parking in the middle of Bayou Drive and vehicles can’t get through. Chief Bonner stated he knew who it was and would talk to them.
EXCUTIVE SESSION

NOTICE
The Ouachita Parish School Board met in regular session on Tuesday, April 6, 2010 at twelve (12:00) o’clock noon at its regular meeting place, the Ouachita Parish School Board office.
The following members were present: Jack White, A. R. Sims, Jerry R. Hicks, John Russell, Carey Walker and Susan Spence. Scott Robinson was the only member absent.
Board attorney Elmer Noah led the Pledge to the Flag.
The Invocation was given by Reverend John Russell.
On motion by Jerry Hicks, seconded by Susan Spence, the Board unanimously approved the Minutes of March 25, 2010 as written.
Upon motion by Carey Walker, seconded by A. R. Sims, the Board approved the revised Agenda as presented. Motion carried unanimously.
Mr. Sims moved, seconded by Jerry Hicks, to adopt the amended Personnel Agenda as submitted including the changes since it was mailed out. Motion carried unanimously.
The executive session was cancelled due to a scheduling conflict with the evaluating officer selected to explore the status of the Jeremiah Taylor case and will be rescheduled.
Special Projects/Safety Coordinator Kenneth Slusher, reported problems in getting the last three QSCB (Qualified School Construction Bonds) projects approved, but says he will get permission to bid them today. Plans are finalized and he is working on getting approval. Once they are approved, they will be put out for bid. Bids on the WOHS turf field will be accepted next Tuesday.
Purchasing Agent Bobby Jones discussed the water damages incurred at Sterlington High School during the freeze last December, ultimately ruining the auxiliary and main gym floors. The water pipes burst when the sprinkler system pipes froze. The water was quickly removed from both floors and there was no evidence of damage at that time. However, over time, the wood floors began to buckle and swell. A professional flooring contractor was called to work on resurfacing the floors, but they have continued to buckle and expand. It is uncertain whether the entire floor will need to be replaced, or if the floor can be salvaged through repairs. Mr. Jones stated that another flooring contractor has been called and will be in this week for an on-site visit. He will let us know if the floors are salvageable.
On the recommendation of Business Manager Richie Garrett, Jerry Hicks moved, seconded by A. R. Sims, that the Board reject the bid for televisions [Bid No. 30-10] because it was a non-responsive bid that did not meet specifications and recommended that the copy paper bid [Bid No. 34-10] be rejected also because it was over budget. Motion carried unanimously.
On the recommendation of Business Manager Richie Garrett, Susan Spence moved, seconded by A. R. Sims, that the Board grant permission to bid the following items: (1) Copy Paper [Bid No. 45-10]; (2) Televisions [Bid No. 47-10]; (3) Riser Renovations (QSCB Funds) [Bid No. 48-10]; (4) OPAC Renovations (QSCB Funds) [Bid No. 49-10]; (5) Woodlawn, Jr. Renovations/Additions (QSCB Funds) [Bid No. 50-10]; (6) Sterlington Gym Floor [Bid No. 51-10]. Motion carried unanimously.

Notice is hereby given, pursuant to Article IV, Section 21(D)(1) of the Louisiana Constitution, that on April 29, 2010, Entergy Louisiana, LLC (“ELL”) an electric public utility providing retail electric service to customers in forty-three (43) Parishes of the State of Louisiana, filed with the Louisiana Public Service Commission (“LPSC”), pursuant to Article IV, Section 21(D)(3) of the Louisiana Constitution and Title 45, Section 1163.1 of the Louisiana Revised Statutes, a modified Formula Rate Plan (“FRP”) rider schedule that is intended to implement, pursuant to LPSC Order No. U-31147 issued on November 20, 2009 and effective the first billing cycle of May 2010 (April 30), an approximately $12.5 million increase in FRP revenues, to reflect the transfer of approximately $12.5 million of capacity costs associated with the Entergy Arkansas, Inc. Wholesale Baseload Capacity Resource (“EAI WBL”) from fuel adjustment clause recovery to base rate recovery. A corresponding $12.5 million will be removed from fuel costs pursuant to the ELL’s fuel adjustment clause mechanism.
It is estimated that the increase in FRP revenue will have the following effects upon ELL customers’ bills based upon April 2010 Fuel Adjustment Charges. A bill for Residential Service for 1,000 kWh would increase $0.62 from $93.49 to $94.11. A bill for Small General Service for 12,500 kWh would increase $9.30 from $1,304.67 to $1,313.97. A bill for Large General Service for 1000 kW and 500,000 kWh would increase $211.41 from $37,908.37 to $38,119.78. It is further estimated that, beginning with the May 2010 cost month, these FRP rate adjustments will be partially or fully offset by decreases to the fuel adjustment clause for these customers of $0.46, $5.78, and $231.00, respectively.

We are required to monitor your drinking water for specific contaminants on a regular basis.  The results of regular monitoring are an indicator of whether or not your drinking water meets health standards.  During the reporting period of February 1, 2010 through February 28, 2010 the Love Estates Water System “did not monitor or test” or did not complete all monitoring or testing” for coli form bacteria as set forth in the
State Sanitary Code (LAC 51:XII) due to extreme winter weather (snow/ice).  Therefore the Love Estates Water System cannot be sure of the quality of your drinking water during that time.  There is nothing you need to do at this time.
Please share this information with other people who drink this water, especially those who may not have received this notice directly (for example, people in apartments, nursing homes, schools, and businesses).  You can do this by posting this notice in a public place or distributing copies by hand or mail.  This violation occurred because the vehicle transporting the water samples was involved in an auto accident resulting in failure to perform adequate bacteriological test on water from the supply.  If you have any questions about your water system please call or write LWC 2800 N 7th St. West Monroe, LA 71291/318-397-2835.  We have since taken the required samples.  The samples showed we are meeting drinking water standards.

ADVERTISEMENT FOR BIDS
Separate sealed bids for the furnishing and installation of Baffles for the West Monroe Wastewater Treatment Plant will be received by The City of West Monroe, at the office of the City Clerk – Mr. Benny Chelette until 7:00 P.M., June 8th, 2010, and read aloud.
Copies of the Contract Documents may be viewed and obtained at the office of S. E. Huey Co., located at 1111 North 19th Street, Monroe, Louisiana. There is no fee for the documents.
Each bidder must deposit with his/her bid, security in the amount, form and subject to the conditions provided in the Information for Bidders. Sureties used for obtaining bonds must appear as acceptable on the Department of Treasury Circular 570.
All bids must conform to the specifications and be submitted on the bid form contained in the Contract Documents. No Bidder may withdraw his bid within forty-five (45) days after the actual date of opening thereof.
Any person with disabilities requiring special accommodations must contact the City of West Monroe no later than seven (7) days prior to bid opening.
