TUESDAY, DECEMBER 22, 2009 TOWN HALL COUNCIL ROOM CALL TO ORDER/ROLL CALL Mayor Vern Breland called the meeting to order. A quorum was present and acting. INVOCATION AND PLEDGE OF ALLEGIANCE Mayor Breland gave the invocation and led the group in the Pledge of Allegiance. GUESTS Attending the meeting were Kimberly, Whitley, Franchesca, and Carmin Velasquez, Jayne Bullock, Suzy Self, Al Benson, Bruce Bonner, Dale Lowery, Lucy and Robert Holtzclaw, Charles McDonald, and Les Auttonberry. REPORTS SANITARY SEWER BIDS Mayor Breland turned the meeting over to Tom Holtzclaw. Mr. Holtzclaw stated we received a total of three bids from JaBar, TMI, and Wicker Construction. The base bids came in and he double checked all the figures making sure all the information was presented correctly and then he certified them as correct. The base bid is on the down stream end tying in to the lift station behind Dollar General and it goes almost to the Hemphill’s Nursery. Wicker Construction was the lowest bidder at $1,119,417 with Mr. Holtzclaw’s estimated bid at $1,149,392 and the highest bidder was TMI at $2,033,832. Alternate #1 is the extension of which was built in front of Marion Bank. The bids on Alternate #1 was Wicker who had the lowest bid at $209,960.50 the estimated bid was $180,960 and TMI was the highest bidder at $577,285. Alternate #2 ties in the existing lift station at the corner of Highway 165 and 134. Again Wicker was the lowest bidder at $73,320 the estimated bid was $83,725 and the highest bidder was TMI at $167,240. Mr. Holtzclaw will be back next month to talk more in depth on what the town wants to do and then the state will concur with the documentation he sends in. He recommends the lowest bidder and they met all the requirements. ALDERMEN REPORTS There were no reports from the Aldermen. OFFICER OF THE YEAR AWARD Chief Bonner states every year the police officers vote on who they believe stood beyond all others in performance, enthusiasm, and how they get along with other officers. The vote is done by secret ballot. The Officer of the Year Award goes to Patrolman Greer. UNFINISHED BUSINESS EMERGENCY PREPAREDNESS Discussion was tabled, M/S/C (Caesar Velasquez and Ladd Williams). NEW BUSINESS QUALIFICATION STATEMENTS HAZARD MITIGATION PLAN Mayor Breland asked Tom Holtzclaw if he would have the time to work on this for Sterlington. Mr. Holtzclaw stated that he would, so based on this Mayor Breland recommended awarding the Hazard Mitigation Federal Grant for $36,500 to Holtzclaw Engineering and James Lee Witt and Associates. Ron Hill stated PPM seems to be mostly environmental hazards, then Metro Planning’s expertise seems more floodplain. What he thinks we are more faced with in hazard mitigation includes multiple factors and that seemed like the expertise with Mr. Holtzclaw and James Lee Witt and Associates. M/S/C (Ron Hill, Ladd Williams) based on the Mayor’s recommendation to hire Holtzclaw Engineering and James Lee Witt and Associates to prepare the Hazardous Mitigation Plan. 2009 & 2010 BUDGETS Suzy Self expressed her concern for the across the board pay increases and the town being one police officer short. She felt the 10% pay increases were to excessive. The Mayor explained it has been two years since some employees had a pay increase. In 2008 the police department was the only department that received a pay increase and in 2009 no one received an increase. On behalf of the South Central Regional Music Conference, Mark Walker, Music Coordinator for Ouachita Parish Schools, presented Superintendent Webber an Administrator of the Year award in recognition for his continued support of music education and fine arts. Board President Jack White was also recognized with the South Central Regional Music Conference Life-Time Achievement award in honor of his contributions to the profession of music education. On motion by Jerry Hicks, seconded by A. R. Sims, the Board adopted the cooperative endeavor agreement between the Greater Ouachita Water Company and the Ouachita Parish School Board as presented by Board attorney Elmer Noah. The Board is providing a 1.24 acre tract of land within the boundary of the West Ridge Middle School property to Greater Ouachita Water Company through a long-term servitude and easement agreement to own, construct, operate, repair, alter, maintain, replace and remove water treatment facilities, lift stations, a 63,000 gallons ground storage tank, water and sewer piping and pipelines and related equipment, on, over and under property owned by Grantor (Ouachita Parish School Board) for a period as long as the same shall be used for the purpose set forth in the agreement and in exchange for the installation of a sewage treatment plant, replacing the present system. The Board will share approximately twenty percent of the cost of the installation with Greater Ouachita Water Company. Motion carried unanimously. On motion by Carey Walker, seconded by Susan Spence, the Board adopted the amended Worker’s Compensation policy as presented by Personnel Director Don Coker. Motion carried unanimously. On motion by, Jerry Hicks, seconded by John Russell, the Board adopted the 2010-11 Ouachita Parish School Calendar as presented by Dr. Don Coker. Motion carried unanimously. On motion by Scott Robinson, seconded by John Russell, the Board agreed to purchase four tracts of land located near West Monroe High School on the corner of Riggs and Claiborne Streets for a total price of $50,000 to be used to construct tennis courts and parking to serve West Monroe High School and is to be funded through the West Side Sales Tax Fund. On the recommendation of Transportation Supervisor Skeeter Boyd, Mr. Sims moved, seconded by Jerry Hicks, that the Board authorize the purchase of two new Driver Education cars, replacing two retired ones. Motion carried unanimously. On the recommendation of Special Projects/Safety Coordinator, Scott Robinson moved, seconded by A. R. Sims, that the Board amend/adjust the QSCB (Qualifying School Construction Budget) and West Side Construction Budget to accommodate the purchase of surveillance cameras for Good Hope Middle School. Motion carried unanimously. Special Projects/Safety Coordinator Kenneth Slusher reported that the WOHS project is progressing well and should be completed by the middle of April and the library furniture for Sterlington Elementary and Richwood Middle Schools is due to be bid. The turf field at WOHS and the roof at Kiroli are also scheduled to be bid. Following much discussion regarding the impact of state budget cuts on the school system, the Board is considering a four-day work week in anticipation of the potential state budget cuts. Whereby, the Board directed the Superintendent to create a committee to study the feasibility of implementing such a program if state budget cuts are imposed. On motion by A. R. Sims, seconded by Jerry Hicks, the Board accepted the recommendation of Special Projects/Safety Coordinator Kenneth Slusher, and approved the low bids meeting specifications for the following items: (1) Office Supplies [Bid No. 16-10]; (2) Televisions [Bid No. 30-10]; and (3) approved the high bid of Wingfoot for Sale of Surplus (used tires) Equipment [Bid No. 7-10]. The Police Jury of the Parish of Ouachita, State of Louisiana met in a regular session in the Ouachita Parish Police Jury Meeting Room, Courthouse Building, Monroe, Louisiana on Tuesday, February 16, 2010 at 5:45 p.m., and was duly convened by Mr. Shane Smiley, President, who stated that the Police Jury was ready for the transaction of business. Members Absent (0) The invocation was given by Mr, Smiley. The Pledge of Allegiance to the flag was led by Mr. Smiley. A motion to adopt the minutes of the Regular Police Jury Meeting including the Committee Meetings held on January 19, 2010 and February 1, 2010, was offered by Mr. Jackson, seconded by Dr. Reddix. Motion passed without opposition. The president stated that there were no visitors tonight, and that Mr. Lott, 911 Director was present and that he would like to address the matters concerning the 911 offices at this time. No one objected to taking up the matters at this time. Mr. Lott spoke regarding a contract with GeoComm. Mr. Lott stated that the amount of the contract was $53,615.00, and they would provide consulting services for the purpose of improving the overall direction of the 911 system in the parish. Discussion ensued. Motion offered by Mr. Caldwell, seconded by Mr. Jackson to approve the contract with GeoComm in the amount of $53,615.00. Mr. Calhoun spoke regarding Ordinance No. 8951. Mr. Lott stated that the 911 office had experienced problems dispatching calls to that road due to the naming of the two sections of the road. Discussion ensued. Mr. Calhoun introduced the following ordinance. ORDINANCE NO. 8951 (Introduction) AN ORDINANCE CHANGING THE NAME OF WATSON SCHOOL ROAD-WEST IN POLICE JURY DISTRICT B TO “BEN ROBERT ROAD”; AND FURTHER PROVIDING WITH RESPECT THERETO. WHEREAS, a coordinated system of assigning addresses to homes and businesses throughout Ouachita Parish is necessary for the efficient and timely dispatch of ambulances, fire apparatus, law enforcement, and other emergency services; WHEREAS, the 911 Communications District recommends the elimination of duplication in the naming of parish roads when feasible in order to avoid the risk of error in dispatch of emergency services; and, WHEREAS, a numerical change of addresses for the residences on Watson School Road-West in Police Jury District B is presently required, NOW, THEREFORE: BE IT ORDAINED by the Ouachita Parish Police Jury in regular and legal session that the name of Watson School Road-West in Police Jury District B of Ouachita Parish be changed to “Ben Robert Rd”. FINANCE COMMITTEE MEETING The chairman, Mr. Jackson called the Finance Committee to order at 5:53 p.m. Mr. Jackson recognized Mr. Cammack. Mr. Cammack spoke regarding the claims statement for the period of January 15, 2010 through February 11, 2010 and recommended approval. Motion offered by Mr. Caldwell, seconded by Ms. Moore to approve the claims. Motion passed without opposition. Mr. Cammack spoke regarding the jail operations and the jail operation millage. Mr. Cammack stated that he had met with the sheriff’s accountant and would be working with him on the proposed millage. Mr. Cammack noted the dates for upcoming fall elections. Discussion ensued regarding the millage for Green Oaks Detention Center. Mr. Cammack stated that Green Oaks Detention Center Operational Committee would be meeting on February 24, 2010 to discuss their millage. No other action was taken on this matter. Mr. Cammack spoke regarding the fund balance updates and noted changes on the Library and OCC. Mr. Cammack stated that final fund balances for 2009, would be given once the audit is done in June. The chairman recognized Ms. Steele, Housing Director. Ms. Steele requested to purchase a new vehicle for her office. Discussion ensued. Motion offered by Ms. Moore, seconded by Mr. Caldwell to approve the purchase of a new vehicle for the housing office. Mr. Holtzclaw indicated that he had received some pricing information regarding the geo-technical aspects for the project. Mr. Holtzclaw noted that the price would be approximately $2,500 to $3,000 for the project. Mr. Holtzclaw indicated that he had not gotten the letter from the city due to the city engineer being out of town. No other action was taken on this matter. Mr. Caldwell asked Mr. Holtzclaw to speak regarding the drainage issues within Treasure Island Subdivision. Mr. Holtzclaw stated that he had spoken with Gary Walker of the Corps of Engineers about the issues. Mr. Holtzclaw indicated that the representative from the corps needed to review the agreements between the two parties and would get back to the jury after this has been done. PUBLIC HEARING STATE PROJECT No. 324-02-2008 OUACHITA PARISH
The Louisiana Department of Transportation and Development (LDOTD) will hold an open house public hearing for the proposed widening of LA 616 from Caldwell Road to LA 143 (Arkansas Road). The purpose of this hearing is to provide information about the project and to obtain input from interested parties. Issues to be addressed include preliminary road alignment, environmental concerns, and socioeconomic issues. The public hearing has been scheduled for the location, date and time below.
