NOTICE
The Ouachita Parish School Board met in special session on Tuesday, January 19, 2010 at four (4:00) o’clock P.M. at its regular meeting place, the Ouachita Parish School Board office.
The following members were present: Jack White, Scott Robinson, A. R. Sims, Jerry R. Hicks, John Russell, Carey Walker and Susan Spence. There were none absent.
Board member Jerry Hicks led the Pledge to the Flag.
The Invocation was led by Board member Scott Robinson.
On motion by A. R. Sims, seconded by Jerry Hicks, the Board approved the Minutes of January 12, 2010 as written. Motion carried unanimously.
On motion by Susan Spence, seconded by Carey Walker, the Board approved the revised Agenda as presented. Motion carried unanimously.
On motion of Susan Spence, seconded by Carey Walker, the Board unanimously approved the amended Personnel Agenda as On motion by Mr. Sims, seconded by Scott Robinson, the Board unanimously agreed to hire architect Rice Gregory to draw up plans for the construction/renovation projects at Woodlawn Middle School that include a new cafeteria and six classroom additions. Motion carried unanimously.
Since the bids for the fan coil units will not be awarded to the lowest bidder until January 26, Business Manager Richie Garrett recommended that Purchasing Agent Bobby Jones be granted permission to accept the lowest bid meeting specifications for fan coil installations at various schools [Bid No. 24-10]. On motion by Mr. Sims, seconded by Mr. Hicks, the Board unanimously granted Mr. Jones permission to accept the low bid meeting specifications for fan coil units and report results at the next meeting. If the lowest bid comes in over the budgeted amount of $1.5 million, bid will be presented to the Board for reconsideration. Motion carried unanimously.
The next meeting will be held on Tuesday, February 2 at 12:00 noon.
There being no further business to be brought before the Board, Mr. Sims moved, seconded by Jerry Hicks, that the meeting adjourn. Motion carried unanimously.

A PART 70 GENERAL AIR PERMIT
The LDEQ, Office of Environmental Services, has reviewed a General air permit Application from Texas Gas Transmission, LCC, 9 Greenway Plaza, Suite 2800; Houston, TX 77046 for the Guthrie Compressor Station and determined that it is administratively complete. The application was received on December 14, 2009. The facility is located at 129 Texas Gas Rd, Sterlington, Ouachita Parish.
The company proposed to renew the facility's Title V permit.
The public may submit questions and comments to the department, regarding whether the application indicated that the facility technically qualifies for coverage under the General air permit. The General air permit was published in The Louisiana Register, on October 20, 2004, and in all major newspapers on October 14, 2004. The General air permit was issued on April 5, 2005. Written comments and/or written requests must be received by 12:30 p.m. *********10 days after date of publication.

PROCEEDINGS OF THE POLICE JURY, PARISH OF OUACHITA, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON, MONDAY, NOVEMBER 16, 2009 AT 5:38 P.M.
The Police Jury of the Parish of Ouachita, State of Louisiana met in a regular session in the Ouachita Parish Police Jury Meeting Room, Courthouse Building, Monroe, Louisiana on Monday, November 16, 2009 at 5:38 p.m., and was duly convened by Mr. Shane Smiley, President, who stated that the Police Jury was ready for the transaction of business.

The invocation was given by Mr. Calhoun. The Pledge of Allegiance to the flag was led by Mr. Calhoun.
A motion to adopt the Minutes of the Regular Police Jury Meeting including the Committee meetings held on October 19, 2009 and October 20, 2009 was offered by Ms. Moore, seconded by Ms. Reddix. Motion passed with Ms. Reddix abstaining.
VISITORS:
The president noted that Bishop Pat Hezekiah was not present and recognized Jerry Dowdy. Jerry Dowdy of 191 Henderson Brown Road spoke regarding the labor pool being used at the V-Vehicle facility. Mr. Dowdy asked that the jury use its influence to get the construction company to use the local labor unions. Discussion ensued. No other action was taken on this matter.
The president requested a motion to recess the regular meeting in favor of the Finance Committee meeting. A motion was offered by Mr. Jackson, seconded by Mr. Caldwell to recess the regular meeting and convene as the Finance Committee. Motion passed without opposition.
FINANCE COMMITTEE MEETING
The chairman, Mr. Jackson called the Finance Committee meeting to order at 5:45 p.m. The chairman recognized Mr. Cammack. Mr. Cammack presented the claims statement for the period of October 16, 2009 through November 12, 2009 and recommended approval. Motion offered by Mr. Calhoun, seconded by Mr. Caldwell to approve the claims as recommended. Motion passed without opposition.
The chairman stated that he would like to set the next budget meetings for Monday, November 23, 2009 from 5:30 p.m to 7:30 p.m.
Mr. Cammack spoke briefly about the building of the dorm at Ouachita Correctional Center to house DOC inmates. No action was taken on this matter.
There being no other business to come before this committee, the Finance Committee meeting was adjourned at 5:50 p.m.
Motion offered by Mr. Jackson, seconded by Mr. Caldwell to reconvene the regular police jury meeting. Motion passed without opposition. The regular meeting was resumed at 5:51 p.m.

Mr. Holtzclaw stated the process and procedures for going forth after all information is confirmed. Discussion ensued. No other action was taken on this matter.

A RESOLUTION ADDRESSING ENGINEERING ASPECTS OF THE PROPOSED FY 2010 - FY 2011 LOUISIANA COMMUNITY DEVELOPMENT BLOCK GRANT PROJECT.
WHEREAS, the Ouachita Parish Police Jury is desirous of submitting an application to the State of Louisiana, Division of Administration for funding under the FY 2010 - FY 2011 LCDBG program for street improvements for Lilac and Gary Streets; and
WHEREAS, it is necessary to pay all engineering costs associated with the implementation of the LCDBG program to receive one bonus point, should funding become available;
NOW, THEREFORE,
BE IT RESOLVED that the Ouachita Parish Police Jury has hired the engineering firm of Holtzclaw Engineering to provide engineering services relative to the LCDBG program. All engineering fees are established in the LCDBG application and are contingent upon funding of the project by the State of Louisiana, Division of Administration under the FY 2010 or the FY 2011 LCDBG program.
BE IT FURTHER RESOLVED that the Ouachita Parish Police Jury has agreed to utilize local funds to pay all engineering costs associated with the preparation and implementation of the FY 2010 - FY 2011 LCDBG program.

MS. PAT MOORE, DISTRICT F:
Ms. Moore spoke regarding a briefing that she recently attended for disaster recovery. Ms. Moore suggested that a meeting be set up to include Mark Harrell, Assistant Section Chief of Homeland Security to instruct the jury on disaster recovery. Discussion ensued. Mr. Smiley asked that Mr. Beckham coordinate the meeting with Mr. Harrell and the jury. No other action was taken on this matter.
Ms. Moore spoke regarding the recent training session on the Safe Routes to School Program. Ms. Moore offered a motion, seconded by Dr. Reddix that Mr. Holtzclaw, Parish Engineer be allowed to submit an application for Phase II infrastructure for the Pine Bayou Subdivision near Shady Grove Elementary School. A lengthy discussion ensued. The motion was withdrawn by Ms. Moore and Dr. Reddix. Discussion ensued again. Motion offered by Mr. Caldwell, seconded by Mr. Jackson to allow Mr. Holtzclaw to review potential sites for the Safe Routes to School Grants and come back to the jury with his top three recommendations for FY2010. Motion passed without opposition.

HOMELAND SECURITY: Mr. Butch Beckham, Director
Mr. Beckham, spoke regarding a request to hire a secretary. Mr. Beckham stated that his office had received additional grant funding which would allow him to hire a secretary and requested permission to open the position. Motion offered by Mr. Smiley, seconded by Mr. Calhoun to open the position of Secretary for Homeland Security based on monies received from the state. Motion passed without opposition.
Mr. Beckham spoke regarding the need to advertise for bids for generators for parish shelters. Motion offered by Mr. Caldwell, seconded by Mr. Calhoun to advertise for bids for generators under the supervision of the Treasurer’s office. Motion passed without opposition.
Mr. Cammack spoke regarding the ownership of the generators. Mr. Mitchell stated that a cooperative endeavor agreement would be put in place for each agency involved.

David Cobb, Assistant Public Works Director spoke regarding the request to hire three Equipment Operator I. Mr. Cobb recommended for hire Arthur Thomas, Randall Stamey, and Robert LeeGrand as Equipment Operator I. Mr. Holtzclaw updated the jury on the status of the ARRA Projects that include Vancil Road, Dellwood Drive, Good Hope Road and Hadley Street. No action was taken on this matter.
Mr. Holtzclaw updated the jury on the LCDBG Road Projects that include the Nat Drive Area along with Gary and Lilac Streets. Mr. Holtzclaw reported on the permit for the Cheniere Bathhouse. Mr. Holtzclaw indicated that he had obtained the permit and now that project could proceed. No other action was taken on this matter.

DISCUSSION/ACTION:
Ms. Moore spoke briefly regarding the 2010 Census and requested that calendars provided by the Census Bureau be sent out to the departments to make them aware of the impending census count.
Ms. Moore provided the jury with information about the proposed 2010 State Transportation budget.
Ms. Moore asked that the Personnel Committee meeting be rescheduled to the 21st of December instead of December 7th.
Mr. Cammack spoke regarding the LGAP Grant.

Rev. John Sewell congratulated Dr. Reddix on winning the seat for District D and commented on items discussed during the meeting.
