West Monroe High School Head Coach/Athletic Director Don Shows was presented a “special” football trophy by Superintendent Webber honoring him for winning his 300th football game during his 20 years of service as head football coach at West Monroe High School. Mrs. Robertine Hammonds, Director of Professional Accountability, presented the Board with a copy of the revised OPSB Employee Dress Code Policy to be considered at a later date. On the recommendation of Business Manager Richie Garrett, Scott Robinson moved, seconded by Jerry Hicks, that the Board adopt the policy regarding the “Pay Rates for Supplemental Extended School Day for Qualifying Employees” summarized as follows: I. Pay for Extended school day supplemental instructional programs; and II. Pay for Supplemental Instruction Programs held during the regular school day (Described more fully in the policy). Motion carried unanimously. A. R. Sims moved that the Board grant permission to bid a turf football field at West Ouachita High School. Mr. Sims withdrew his motion; and Scott Robinson moved, seconded by A. R. Sims, that the Board add permission to bid a turf football field at West Ouachita High School to the Agenda. However, following more discussion, Mr. Robinson and Sims withdrew their motions. On motion by A. R. Sims, seconded by Scott Robinson, the Board added the hiring of an architect to the Agenda for the purpose of evaluating the cost of installing a turf field at West Ouachita High School. Motion carried unanimously. On motion by A. R. Sims, seconded by Scott Robinson, the Board engaged Rice Gregory as the architect to evaluate the cost of installing a turf field at West Ouachita High School football stadium. Motion carried unanimously. Special Projects/Safety Coordinator Kenneth Slusher discussed the problems of serving lunch under the overcrowded conditions in the cafeteria at Woodlawn Elementary/Junior High School. Both schools share the same cafeteria. The architect, Rice Gregory, is evaluating the situation and searching for a possible solution in solving the problem. Special Projects/Safety Coordinator Kenneth Slusher reported that a monthly meeting was held on the new Richwood Middle School construction project and is progressing well. Due to the rain, it probably will be the first of the year before construction on the Ouachita Junior High School boys and girls PE dressing rooms will begin. In conclusion, Mr. Slusher announced that the rain delayed the construction project at Sterlington Elementary School 5 to 6 weeks. Mr. Slusher made another important announcement concerning the H1N1 flu shots. The OPSB nurses in conjunction with the Department of Health and Hospitals are going to administer H1N1 flu shots to all elementary students on December 5. Ten thousand consent forms were sent out to parents. The shots will be administered at the “old” gym at West Monroe High School and the cafeteria at Ouachita Junior High School. The Department of Education will reimburse the Board for all expenses incurred. Business Manager Richie Garrett requested that the Board move the musical instruments bid to the next Board meeting [Bid No. 15-10]. The Board unanimously agreed. On the recommendation of Special Projects/Safety Coordinator Kenneth Slusher, Scott Robinson moved, seconded by Jerry Hicks, that the Board accept the low bid of MSS in the amount of $96,500 for the installation of the HVAC system at the WMHS [Bid No. 18-10]. Motion carried unanimously. On the recommendation of Business Manager Richie Garrett, Susan Spence moved, seconded by A. R. Sims, that the Board grant permission to bid the following items: (1) tork paper [Bid No. 20-10]; (2) toilet paper [Bid No. 21-10]; and (3) Student Support (materials & supplies)[Bid No. 22-10]. On the recommendation of Special Projects/Safety Coordinator Kenneth Slusher, John Russell moved, seconded by Susan Spence, that the Board amend the agenda to include the Prairie Road 16th section tract of land with the bid for harvesting the timber at the Shady Grove Elementary School 20-acre tract [Bid No. 23-10]. Motion carried unanimously. Motion by John Russell, seconded by Carey Walker, that the Board grant permission to bid both tracts of land located at Prairie Road (640 acres) and Shady Grove (20 acres) (combining the two pieces of property on the same bid) for harvesting the timber on both properties; and, further moving that the Prairie Road property is to be replanted; but not Shady Grove [Bid No 23-10]. By combining the two properties, the Board hopes to get a better price for their timber harvesting. Motion carried unanimously. Data Processing Director Ken Monroe explained the reasons for needing the following communication wiring bids for schools’ wireless/switches networks. He stressed the need to take advantage of the E-Rate communication funding now, giving the Board a golden opportunity to get some good infrastructure in our schools while saving a considerable amount of money. Whereby, Scott Robinson moved, seconded by Jerry Hicks, that the Board grant permission to bid the following items as recommended by Business Manager Richie Garrett: (1) Communication Wiring for Schools [Bid No. 25-10]; (2) Wireless Networks for Schools [Bid No. 26-10]; and (3) Network Switches for Schools [Bid No. 27-10]. Next, was a proposal from the City of West Monroe to discharge backwash water in the district's collection system from the existing water well site located on Fairlane Drive. Mr. Lazenby presented the proposal and an in-depth discussion followed. Commissioner Owens made a motion to accept the proposal, subject to the conditions described in the letter from Mr. Lazenby dated November 16, 2009. Commissioner Leach seconded the motion. The motion was passed by a unanimous voice vote. The next item was an addition to an existing building occupied by HydraTech on Hwy. 80. Mr. Lazenby presented the plans which consists essentially to the expansion of the existing building that will result in an additional restroom facility. Commissioner Leach agreed to accept the expansion upon satisfactory completion of the plans and specifications and Commissioner Owens seconded the motion. The motion passed by a unanimous voice vote. The next item was a request from Mr. Cox for approval to open a new savings account for future repairs to the district sewer system. Mr. Cox explained the need for an emergency fund to take care of unexpected needed repairs. Commissioner Leach made a motion to approve the new account and Commissioner Owens seconded the motion. The motion was passed by a unanimous voice vote. Mr. Cox will proceed as funds are available. The final item was cash disbursements.
