Notice is hereby given, pursuant to Article IV, Section 21(D)(1) of the Louisiana Constitution, that on October 21, 2009, Entergy Louisiana, LLC (“ELL”) an electric public utility providing retail electric service to customers in forty-three (43) Parishes of the State of Louisiana, filed with the Louisiana Public Service Commission (“LPSC”), pursuant to Article IV, Section 21(D)(3) of the Louisiana Constitution and Title 45, Section 1163.1 of the Louisiana Revised Statutes, and pursuant to the uncontested settlement approved by the Louisiana Public Service Commission at its October 14, 2009 Business & Executive Session, a modified Formula Rate Plan (“FRP”) rider schedule that is intended to implement, effective the first billing cycle of November 2009 (October 29), a net $2.5 million FRP revenue increase pursuant to Section 2.B.2 of the FRP, and in conjunction with the FRP proceedings currently before the LPSC in Docket No. U-20925 (TY 2006 & TY 2007).
This net increase of $2.5 million consists of a cost of service rate increase inclusive of realignment of certain environmental costs pursuant to LPSC Order No. R-29380, Subdocket A and LPSC Order No. U-25116, and offset by decreased capacity costs approved in LPSC Special Order No. 42-2009. The net increase will have the following effects upon ELL customers’ bills based upon October 2009 Fuel Adjustment and Environmental Adjustment Charges. A bill for Residential Service for 1,000 kWh would increase $0.12 from $76.69 to $76.81. A bill for Small General Service for 12,500 kWh would increase $1.81 from $1,101.09 to $1,102.90. A bill for Large General Service for 1000 kW and 500,000 kWh would increase $40.91 from $30,259.55 to $30,300.46.
In addition, ELL will implement a one-time rate refund of $12.9 million, effective in November 2009 that will have the following effects upon EGSL customers’ bills based upon October 2009 Fuel Adjustment and Environmental Adjustment Charges. A bill for Residential Service for 1,000 kWh would decrease $9.14. A bill for Small General Service for 12,500 kWh would decrease $136.74. A bill for Large General Service for 1000 kW and 500,000 kWh would decrease $3,106.71.

NOTICE
The Ouachita Parish School Board met in regular session on Tuesday, October 6, 2009 at twelve (12:00) o’clock noon at its regular meeting place, the Ouachita Parish School Board office.
The following members were present: Jack White, Scott Robinson, A. R. Sims, Jerry R. Hicks, John Russell, Carey Walker and Susan Spence. There were none absent.
Board member Jerry Hicks led the Pledge to the Flag.
The Invocation was given by Board member Carey Walker.
On motion by Jerry Hicks, seconded by A. R. Sims, the Board unanimously approved the Minutes of September 8, 2009 as written.
On motion by Scott Robinson, seconded by A. R. Sims, the Board amended the Agenda to delete Business item No. 5 (Amend the Investment Policy to Extend Time Period) and add Business item No. 10 (Authorize Permission to Accept Quotes on the Replacement of Windows at Crosley and Hire Architects to Design Classroom Additions at Woodlawn). Motion carried unanimously.
On motion by A. R. Sims, seconded by Jerry Hicks, the Board unanimously approved the revised Personnel Agenda as submitted. Motion carried unanimously.
On the recommendation of the Superintendent, Mr. Sims moved, seconded by Scott Robinson, that the Board appoint Kenneth Monroe to the position of Director of Data Processing, effective October 7, 2009. The current director, Ray Hebert will be retiring in January 2010 and Mr. Monroe will be replacing him.
Nell Calloway, Director of the Chennault Aviation & Military Museum, and Dee Scallan, children’s author, approached the Board requesting a $5,000 donation to help in implementing history programs for students by providing educational materials and supplies. Whereby, the Superintendent recommended that the Board support the donation for history materials and supplies and Jerry Hicks moved, seconded by Susan Spence, that the Board grant the request of Mrs. Calloway for $5,000 to buy materials and supplies to help implement history programs through the Aviation Museum for Ouachita Parish students, contingent upon the completion of the cooperative endeavor agreement to be drawn up by attorney Elmer Noah. Motion carried unanimously.
John Tannehill, a local assignment officer for game officials, addressed the Board requesting that they establish a policy for junior high coaches misbehaving at sporting events. He cited four incidences of misconduct reported by officials in the Ouachita Parish School System since the school year began. He has observed abusive language from coaches, berating of officials and excessive questions of calls at sports events and feels these coaches should be penalized. Superintendent Webber said junior high coaches are governed by the Louisiana High School Athletic Association guidelines, but suggested additions to these guidelines to increase penalties for misconduct. The issue was tabled while formal guidelines can be drawn up for the Board’s consideration at the October 20 meeting.
On the recommendation of Business Manager Richie Garrett, Susan Spence moved, seconded by John Russell, to amend the Travel Policy allowing reimbursement for meals to employees who travel out of town on official business for only one day. Motion carried unanimously.
Business Manager Richie Garrett reported an increase of $294,399.00 in sales tax collections since October 2008 through September 2009 and will be included in the distribution of the 14th check to employees prior to the Thanksgiving Holiday.
An addendum to the OPSS Policy in Reference to Employee/Student Contacts via Wireless or Electronic Devices was presented by Board attorney Elmer Noah clarifying the wireless communication policy, which exempts employees from disciplinary action if they are communicating with students in regard to out of school activities such as boy scouts, girl scouts and church groups. Whereby, Jerry Hicks moved, seconded by Susan Spence, that the Board adopt the addendum amending the OPSS Policy in Reference to Employee/Student Contacts via Wireless or Electronic Devices as presented by Board attorney Elmer Noah. Motion carried unanimously.
Special Projects/Safety Coordinator Kenneth Slusher asked for the Board’s guidance in administering flu shots to employees. Originally, it was determined that 1,000 employees had requested flu shots. The Board, in a previous meeting had agreed to pay for them at $20.00 each. Meanwhile, the provider notified Mr. Slusher that 500 shots were available, half the amount promised. To keep from discriminating, Mr. Slusher recommended that the shots be given on a first come, first served basis at the school board on a date to be determined. The Board concurred with Mr. Slusher’s plan. Because of the limited number of shots, Dr. Webber encouraged employees with health insurance to see their physicians for vaccinations and mentioned that many insurance companies provide flu shots at no charge.
In his construction update, Special Projects/Safety Coordinator Kenneth Slusher reported that most of the projects are behind due to the excessive rain. The Ag building at OPHS did not meet the standards for occupancy because of a problem with a fire rated wall and there is a long punch list at the field house, he is now waiting on a call from the architect as to when to expect its completion. The project at WMHS is completed and up and running. The classroom additions at Claiborne are going well and Pinecrest is close to completion. WOHS project is also going well. There is a problem with revising the bid for the HVAC system at WMHS as the duct system has to tie in with the existing ductwork and must be compatible with the present cooling/heating system. It should be ready to put out for bid at the next Board meeting. All the other renovation projects are complete according to Mr. Slusher.
On the recommendation of Special Projects/Safety Coordinator Kenneth Slusher, John Russell moved, seconded by Scott Robinson, that the Board accept the low bid of Traxler Construction in the amount of $384,000 at Crosley Elementary School. The total budget for the project is $400,000 [Bid No. 3-10]. Motion carried unanimously.
On motion by Scott Robinson, seconded by John Russell, The Board amended the Agenda to add their permission to authorize acceptance of quotes on window replacements for the cafeteria at Crosley Elementary School and hire an architect to design classroom additions at Woodlawn Middle School. Motion carried unanimously.
On motion by A. R. Sims, seconded by John Russell, the Board authorized Superintendent Webber to hire an architect to design plans for classroom additions at Woodlawn Middle School. Motion carried unanimously.
On the recommendation of Business Manager Richie Garrett, Jerry Hicks moved, seconded by John Russell, that the Board accept the low bid of Unisource, which is within the limits of the Louisiana Preference Law, for copy paper in the amount of $26.50 per case [Bid No. 9-10]. Motion carried unanimously.

RESOLUTION 09-85
A resolution providing for canvassing the returns and declaring the result of the special election held in the Parish of Ouachita, State of Louisiana, on Saturday, October 17, 2009, to authorize the levy of a special tax therein.
BE IT RESOLVED by the Police Jury of the Parish of Ouachita, State of Louisiana (the "Governing Authority"), acting as the governing authority of the Parish of Ouachita, State of Louisiana, that:
SECTION 1. Canvass. This Governing Authority does now proceed in open and public session to examine the official tabulations of votes cast at the special election held in the Parish of Ouachita, State of Louisiana, on SATURDAY, OCTOBER 17, 2009, to authorize the levy of a special tax therein, and said Governing Authority does further proceed to examine and canvass the returns and declare the result of the special election.
SECTION 2. Procés Verbal. A Procés Verbal of the canvass of the returns of said election shall be made and a certified copy thereof shall be forwarded to the Secretary of State, Baton Rouge, Louisiana, who shall record the same in his office; another certified copy thereof shall be forwarded to the Clerk of Court and Ex-Officio Recorder of Mortgages in and for the Parish of Ouachita, who shall record the same in the Mortgage Records of said Parish; and another copy thereof shall be retained in the archives of this Governing Authority.

PROPOSED PART 70 AIR OPERATING PERMIT RENEWAL/MODIFICATION
The LDEQ, Office of Environmental Services, is accepting written comments on a proposed Part 70 air operating permit renewal/modification for CenterPoint Energy - Mississippi River Transmission Corporation, P.O. Box 4567, Houston, TX 77210 for the Perryville Compressor Station. The facility is located off Hwy 554, 0.5 Miles SE of Perryville, Ouachita Parish.
CenterPoint Energy - Mississippi River Transmission Corporation requested a Part 70 air operating permit renewal and modification for the Perryville Compressor Station. In this renewal, the facility is requesting the addition of a 500 gallon gasoline storage tank. Other than VOC emissions from the new gasoline storage tank, other changes in emissions are a result of updated calculation methodologies. In addition, the specific requirements have been updated to include periodic monitoring citations and the new General Condition citation. Also, the General Conditions located after the Air Permit Briefing Sheet were removed. The facility currently operates under Permit No. 2160-00056-V1, issued, January 28, 2005 and amended February 26, 2007.
Estimated emissions in tons per year are as follows:
A technical review of the working draft of the proposed permit was submitted to the facility representative and the LDEQ Surveillance Division. Any remarks received during the technical review will be addressed in the “Worksheet for Technical Review of Working Draft of Proposed Permit”. All remarks received by LDEQ are included in the record that is available for public review.
Written comments, written requests for a public hearing or written requests for notification of the final decision regarding this permit action may be submitted to Ms. Soumaya Ghosn at LDEQ, Public Participation Group, P.O. Box 4313, Baton Rouge, LA 70821-4313. Written comments and/or written requests must be received by 12:30 p.m., Wednesday, December 2, 2009. Written comments will be considered prior to a final permit decision.
If LDEQ finds a significant degree of public interest, a public hearing will be held. LDEQ will send notification of the final permit decision to the applicant and to each person who has submitted written comments or a written request for notification of the final decision.
