John Tannehill, a local assignment officer for game officials, addressed the Board requesting that they establish a policy for junior high coaches misbehaving at sporting events. He cited four incidences of misconduct reported by officials in the Ouachita Parish School System since the school year began. He has observed abusive language from coaches, berating of officials and excessive questions of calls at sports events and feels these coaches should be penalized. Superintendent Webber said junior high coaches are governed by the Louisiana High School Athletic Association guidelines, but suggested additions to these guidelines to increase penalties for misconduct. The issue was tabled while formal guidelines can be drawn up for the Board’s consideration at the October 20 meeting. On the recommendation of Business Manager Richie Garrett, Susan Spence moved, seconded by John Russell, to amend the Travel Policy allowing reimbursement for meals to employees who travel out of town on official business for only one day. Motion carried unanimously. Business Manager Richie Garrett reported an increase of $294,399.00 in sales tax collections since October 2008 through September 2009 and will be included in the distribution of the 14th check to employees prior to the Thanksgiving Holiday. An addendum to the OPSS Policy in Reference to Employee/Student Contacts via Wireless or Electronic Devices was presented by Board attorney Elmer Noah clarifying the wireless communication policy, which exempts employees from disciplinary action if they are communicating with students in regard to out of school activities such as boy scouts, girl scouts and church groups. Whereby, Jerry Hicks moved, seconded by Susan Spence, that the Board adopt the addendum amending the OPSS Policy in Reference to Employee/Student Contacts via Wireless or Electronic Devices as presented by Board attorney Elmer Noah. Motion carried unanimously. Special Projects/Safety Coordinator Kenneth Slusher asked for the Board’s guidance in administering flu shots to employees. Originally, it was determined that 1,000 employees had requested flu shots. The Board, in a previous meeting had agreed to pay for them at $20.00 each. Meanwhile, the provider notified Mr. Slusher that 500 shots were available, half the amount promised. To keep from discriminating, Mr. Slusher recommended that the shots be given on a first come, first served basis at the school board on a date to be determined. The Board concurred with Mr. Slusher’s plan. Because of the limited number of shots, Dr. Webber encouraged employees with health insurance to see their physicians for vaccinations and mentioned that many insurance companies provide flu shots at no charge. In his construction update, Special Projects/Safety Coordinator Kenneth Slusher reported that most of the projects are behind due to the excessive rain. The Ag building at OPHS did not meet the standards for occupancy because of a problem with a fire rated wall and there is a long punch list at the field house, he is now waiting on a call from the architect as to when to expect its completion. The project at WMHS is completed and up and running. The classroom additions at Claiborne are going well and Pinecrest is close to completion. WOHS project is also going well. There is a problem with revising the bid for the HVAC system at WMHS as the duct system has to tie in with the existing ductwork and must be compatible with the present cooling/heating system. It should be ready to put out for bid at the next Board meeting. All the other renovation projects are complete according to Mr. Slusher. On the recommendation of Special Projects/Safety Coordinator Kenneth Slusher, John Russell moved, seconded by Scott Robinson, that the Board accept the low bid of Traxler Construction in the amount of $384,000 at Crosley Elementary School. Box 4567, Houston, TX 77210 for the Perryville Compressor Station. The facility is located off Hwy 554, 0.5 Miles SE of Perryville, Ouachita Parish. CenterPoint Energy - Mississippi River Transmission Corporation requested a Part 70 air operating permit renewal and modification for the Perryville Compressor Station. In this renewal, the facility is requesting the addition of a 500 gallon gasoline storage tank. Other than VOC emissions from the new gasoline storage tank, other changes in emissions are a result of updated calculation methodologies.
