Public Notices Published Thursday, August 13th, 2009PUBLIC HEARING Ouachita Parish Police Jury, Louisiana The Consolidated Security Disaster Assistance and Continuing Appropriations Act of 2009 (Public Law 110-329) enacted on September 30, 2008, appropriated funds through the Community Development Block Grant (CDBG) program for “necessary expenses related to disaster relief, long-term recovery and restoration of infrastructure, housing , and economic revitalization in areas affected by hurricanes, floods, and other natural disasters occurring during 2008 for which the President declared a major disaster”. The Ouachita Parish Police Jury, being the designated and eligible recipient for these funds on behalf of all jurisdictions within the parish, will hold a public hearing at 6:00 PM on August 20, 2009, at the Monroe City Council Chambers, 400 Lea Joyner Memorial Expressway, Monroe, Louisiana. The purpose of the meeting is to obtain views on the housing and community development needs within the jurisdictions of the Ouachita Parish Police Jury, City of Monroe, Town of Richwood, Town of Sterlington, and the City of West Monroe relative to Hurricanes Gustav and Ike, and to discuss the submission of an application for funding under the State of Louisiana Long-Term Community Recovery Program. The following items will be discussed at the hearing: A. The amount of funds available for proposed community development and housing activities; B. The range of activities available that may be undertaken, including the estimated amount of funds proposed to be used for activities that will benefit persons of low and moderate incomes; C. The plans of the Police Jury for minimizing displaced persons as a result of activities assisted with such funds and the benefits to be provided by the Police Jury to persons actually displaced as a result of such activities; and D. The Police Jury’s past performance on CDBG projects funded by the State of Louisiana. All citizens, particularly low and moderate income persons and residents of slum and blighted areas of the aforementioned jurisdictions are encouraged to attend this meeting. Accommodations will be made for persons with disabilities and non-English speaking individuals provided that a three day notice is received by the Police Jury. WHEREAS, the provision of these inducement benefits to the Company by LED will be governed by and subject to an agreement between LED and the Company, et al , (hereinafter referred to as the “Inducement Agreement”). WHEREAS, LED has advised the Ouachita Parish Police Jury that the funding of the Inducement Agreement could require a significant financial contribution from local government in the event that LED is not able to complete said funding from other sources available to it. WHEREAS, LED has also advised the Ouachita Parish Police Jury that in the event it becomes necessary for LED to recover any portion of the funding of the Inducement Agreement through any mortgage, security device, contractual agreement, call-back, or other arrangement securing the funding provided to or for the Company by LED, then the Ouachita Parish Police Jury shall receive a proportionate share of such recovery WHEREAS, the Ouachita Parish Police Jury finds that it is in the interest of the citizens of Ouachita Parish for their local governments to co-operatively provide an assurance of financial assistance and support to LED by the commitment of financial contributions to the funding of the Inducement Agreement should such contributions become necessary. Mr. Murray spoke regarding the matter and stated that funding was available for the facility. Motion passed without opposition. The president asked Mr. Harrison to speak regarding the supplemental contract for the Finks Hideaway Road Project. Mr. Harrison stated that the original contract was signed in 1996 and since that time the contractual language has changed. On the recommendation of account associate Sharon Bridges Carey Walker moved, seconded by Susan Spence, that the Board grant the matching funds request of Sterlington High School in the amount of $9,950.00 to use for capital expenditures. Scott Robinson moved, seconded by Jerry Hicks, that the Board adopt the revised “Ouachita Parish Band Uniform Procurement Proposal” as presented and recommended by account associate Sharon Bridges. High Schools: High schools will be allocated a maximum of $375 per student enrolled in each high school band program to purchase band uniforms up to a maximum of $75,000. Middle/Junior High Schools: Middle/Junior High Schools (including Richwood Jr. and Sterlington Jr.) will be allocated a maximum of $250 per student enrolled in the school’s band program up to a maximum of $25,000 to purchase band uniforms or band instruments with their allocations. Special Projects/Safety Coordinator Kenneth Slusher announced that the revised Rental Agreement Governing the Use of Facilities Owned by the Ouachita Parish School Board was not ready for consideration and asked that it be tabled until the next meeting. The Board concurred. Special Projects/Safety Coordinator Kenneth Slusher reported that the Ouachita Junior construction project is about to get started. OPAC is ahead of schedule and WMHS and Claiborne are on schedule. Due to the dry weather, all of the projects are ahead or on schedule. An inquiry was made by Reverend Russell regarding the progress of the Richwood Middle School project. Cedric Hemphill with Herbert Land Architects and Mr. Slusher responded to his questions concerning the construction of the Richwood Middle School project. Mr. Hemphill stated that the bids will be received on August 4 and the groundbreaking will occur near the end of the month. On the recommendation of Purchasing Agent Bobby Jones, the Board tabled the bids for the school buses until further review [Bid No. 55-09]. On the recommendation of Purchasing Agent Bobby Jones, Carey Walker moved, seconded by Susan Spence, that the Board accept the low bid of $32,866, including the add alternate in the amount of $21,087 from Ewing & Ray of Ridgeland, MS, for the Swartz Upper Stabilization project [Bid No. 56-09]. According to Purchasing Agent Bobby Jones, there were problems with the bids for the gym floor replacement at West Ridge Middle School as they did not meet specifications and recommended the project be re-bid after the specifications are modified to reduce the cost [Bid No. 58-09]. Following much discussion, the Board directed Mr. Jones to work with the low bidder in making adjustments necessary to reduce the cost within the budget and set another Board meeting tomorrow at 5:00 P.M., June 24, 2009 to present the results to the Board. NORTH ENTRANCE TO TOWN HALL Alderman Bullock stated we need to take advantae of the drive coming in the back of town hall, since DOTD is building the roadway for the new bridge. He wants to talk to DOTD and see if they will put rock or something on it. SIGNAGE ON CHURCH STREET Cliff Bullock would like to see “Children at Play” signs on Church Street. FLAGS AND BOY SCOUTS Alderman Bullock would like to see the flags raised and lowered on the holidays that recognize our fallen soldier for instance, Veterans Day and Memorial Day. This past Memorial Day it should have been at half staff. He wants to ask the Boy Scouts to help us out by either coming to lower it or remind someone to do it. Ron Hill mentioned he will talk to Curtis Long about taking care of this. CHRISTMAS DECORATION STORAGE Alderman Velasquez stated a committee member that worked to help get the decorations are really concerned of the damage they will receive out in the weather.
