NOTICE
Proceedings of the Board of Commissioners of the West Ouachita Sewerage District No. 5, Ouachita Parish, Louisiana. Taken at the office of the District, 327 Wallace Road, West Monroe, La., Monday July 13, 2009. (Regular Meeting)
Members present: Fred Hall, Don Leach, Ralph Owens
Members absent: None
Others present: Jerry Lazenby-Lazenby & Associates, Inc. and Terry Cox-District Manager.
Commissioner Hall called the meeting to order promptly at 10:00 A.M.
The first item on the agenda was cash disbursements. Following a review of disbursements, Commissioner Leach made a motion to accept them as reasonable and necessary. Commissioner Owens seconded the motion and it was passed by a unanimous voice vote.
The next item was the bid results for the Downing Pines road project. There were two bids received and they were as follows:
Jabar Corporation $407,852.04
Trenchless Methods, Inc. $375,361.00
Commissioner Leach made a motion to accept the low bid form Trenchless Methods, Inc. and Commissioner Owens seconded the motion. The motion passed by a unanimous voice vote. The project will be awarded to Trenchless Methods, Inc., as low bidder, subject to the concurrence of the Louisiana Department of Transportation and Development (LDOTD).
Next, was a proposal from Greater Ouachita Water Company, Inc. to discharge backwash water into the districts collection system from the existing water well sites at Restful Home Road and D’Arbonne Hills. Mr. Lazenby presented the proposal and an in-depth discussion followed. Commissioner Leach made a motion to accept the proposal, subject to the conditions listed in the letter from Mr. Lazenby dated July 8, 2009, since the sites are within the district and Commissioner Owens seconded the motion. The motion was passed by a unanimous voice vote.
The last item was the treatment plant endeavor agreement. Mr. Lazenby brought everyone up to speed on the project.
No further business being presented the meeting adjourned at 11:40 a.m.
