The Invocation was given by Board member Reverend John Russell. On motion by Jerry Hicks, seconded by A. R. Sims, the Minutes of May 19, 2009 were unanimously approved as written. On motion by A. R. Sims, seconded by Susan Spence, the Board approved the revised Agenda in addition to the amended Personnel Agenda, including the personnel changes since mailed out. Motion carried unanimously. Joe Meggs, president of Premier Products, a local company which manufactures doors, expressed concerns that the specifications for the doors were written in a way that eliminates his company from the bidding process. Although the bid process is over, Meggs requested that future specifications be written as not to require a certain type of door allowing locally produced doors to be included. The Board agreed to consider his request in the future. On the recommendation of Business Manager Richie Garrett, Jerry Hicks moved, seconded by A. R. Sims, that the Board retain The Ouachita Citizen as their Official Journal for the fiscal year June 1, 2009 – July 30, 2010. A substitute motion was offered by John Russell to adopt the Monroe Free Press as the Board’s Official Journal. Motion failed for lack of a second and Mr. Hick’s motion to retain The Ouachita Citizen as the Official Journal carried, with Reverend Russell casting a “no” vote. On motion by Jerry Hicks, seconded by Susan Spence, the Board accepted the recommendation of the Superintendent and appointed current Principal of Richwood High School, Anthony Killian, to the position of principal of Ouachita Parish Alternative Center, effective June 10, 2009. Upon the recommendation of the Superintendent, Scott Robinson moved, seconded by Susan Spence, that the Board transfer current Principal of Ouachita Parish Alternative Center, Janet Dollar, to the Title I federal program as a coordinator, effective June 10, 2009. Upon the recommendation of the Superintendent, John Russell moved, seconded by Carey Walker, that the Board open the position of Principal at Richwood High School for application. Motion carried unanimously. Special Projects/Safety Coordinator Kenneth Slusher presented revisions for the “Rental Agreement Governing the Use of Facilities Owned by the Ouachita Parish School Board” for consideration. The revisions provide for the current rate of $350 for four hours to be increased to $1,000 for the first four hours of use, of which would include an additional $150 per hour after the initial four-hour period. Following much discussion, the Board decided that more explicit language needed to be inserted in the policy and authorized Board attorney Elmer Noah and Mr. Slusher to draw up an acceptable agreement to present to the Board for their consideration at the next meeting. Following much discussion, the Board rejected the recommendations of Special Projects/Safety Coordinator Kenneth Slusher and Brian McGuire and denied approval of the change order request/quote from J. S. Rugg Construction, Inc. to replace part of the ductwork system in the WMHS auditorium due to deteriorated internal insulation for a total cost of $136,094.50. The Board was concerned about the extra costs and decided to open up the project for bid in hopes of getting a better price. Whereby, Scott Robinson moved, seconded by Jerry Hicks, to amend the Agenda to add permission to bid the ductwork replacement project for the WMHS auditorium. Motion carried unanimously. On the recommendation of Special Projects/Safety Coordinator Kenneth Slusher, Carey Walker moved, seconded by Susan Spence, that the Board accept the low base bid of Traxler Construction for renovations at OJHS in the amount of $1,344,000 [Bid No. 51-09] and postpone acceptance of add alternates #1 & #2 due to a shortage of funds at this time. Motion carried unanimously. On motion by A. R. Sims, seconded by Scott Robinson, the Board accepted the recommendation of Special Projects/Safety Coordinator Kenneth Slusher and approved the low bid of Gentry Construction in the amount of $2,068,000 for additions/renovations at WOHS [Bid No. 52-09]. On the recommendation of Business Manager Richie Garrett, the Board granted Purchasing Agent Bobby Jones permission to accept and evaluate the bids meeting specifications for the gym floor replacement at Riser Middle School and report back to the Board for final approval of the award at their next meeting [Bid No. 58-09].
